I am not a civil engineer, but in my opinion, the construction work being carried out by Alex Otti's administration here appears to be of substandard quality. This is the most basic road pavement structure. 1. Surface course is the Asphalt 2. Base Course are usually the stone base material 3. While the sub base are the compacted laterite material.
