So few years ago, a male neighbor of mine had the beautiful chocolate skinned girl he was dating.

The girl was a pure definition of beauty, moderate ass, sizable boobs, flat tommy and a magical smile. There was nothing else Emeka my neighbor looked for in a woman that wasn't in his woman Angela. With what funds did the govt pay ransome to release the kidnapped?

Funds derived from proceeds from crude oil in the Niger delta region.
After proliferating states and local govt councils in the far north area to siphon more oil revenues to the far north, that is not enough. Mass kidnap for huge amount of money for ransome is another way to siphon oil proceeds to the far north.
