Fubara needs to optimise the use of the media. It will help him win this war against wike. Wike maximised this style and was hugely successful. Otti is only owning those who were employed into the state civil service in a highly questionable manner. Go and verify, he isn't owning legitimate workers and pensioners a dime, they get paid 27th, 28th and latest 29th of every month.
