It is the responsibility of government to provide adequate security for the citizenry.

Adequate security would include the capacity and capability to apprehend,arrest and deal with any criminal even after the crime had been committed.

Crime reduces when the potential criminals are aware they would be caught and dealt with.

Cuz Police or thieves in the US approach you having in mind that you might have a gun, so they approach you with fear and a safety off gun and any slight uneasy body movement will cost u ur life bfr knowing you don't even got a gun on you.
