Welcome to the club. DISCOs have capacity to distribute prepaid meters to all their customers, forget about any reasonable sounding excuse they might give but it's much more lucrative making money through estimated billing without enforced consequences

You say no money to buy meters but people are paying to Dicos for meters. We got our prepaid meters coz a director in the State Civil Service was involved. But I know some person who paid for over 3 years and are not metered still. Are you denying that Discos collect money from people in the name of giving them prepaid meters?
Who are you trying to deceive? You pretend you don't know what's going on. In the first place are we supposed to pay for the meters, since it remains NEPA property?

Meters are sold under the Meter Asset Provider scheme. The money does not go to the Discos, it goes to the MAP vendors who may or may not have meter stocks. Also, if not for recently, meter prices were set by the industry regulator.

So your money was not held up by the disco nor was the disco the party responsible for installing the meter.

There's a new digital postpaid meter that NEPA gives to people now. That's what I meant when I say those on postpaid meter. Then there are those ( the majority) who still use the old black analogue meter. This second group is what I meant by those " who don't have meter". Though NEPA applies estimated billing to both as they don't read the meter . If NEPA uses the meter reading they can't practice their estimated billing fraud. Still there are some who have none of the above types of meter, no meter at all.

Don't you think if the woman in question had been metered there will be no issue of energy theft or passing it to others.
It remains that all should be provided METERS is the way to avoid theft and other confusion

I don't think so. Many will be consuming more than the estimated bill given to them. Once there's a constant power supply, metering everyone will be to the advantage of the discos.

One woman operating a restaurant with two deep freezers has been paying her electricity bill up to date, but the NEPA officials later decided to conduct a proper investigation. They discovered that she's operating a cold room with 10 giant deep freezers inside the building and using the restaurant as a cover-up.

If you bill her 60k a month, she will gladly pay because she knows she is cheating them.

There are many others like her in different parts of the country. Some have mini factories in their residential apartments but still pay residential house electricity bill.

These are people making life difficult for those on estimated bill. They consume electricity as factories but pay as residential. The other energy consumed would then be shared to the estimated customers.

Nigerians can be dubious; we don't seem to want a working society. We always want to cheat, which is why many are suffering for the sins of a few. Energy theft is rampant in this country, and I pity those on estimated bills in areas with an epileptic power supply.

Your argument is only valid if the minimum wage is at least 150k and they refuse to pay at least 15k for bills.

Because meters, however acquired, belong to the Discos by law. Even under the MAP and CAPMI schemes, customers get refunded with energy credits so Discos end up owning the meters.

If a customer buys and keeps the meter, it then violates this provision. It's not a perfect industry, and i don't support the tight regulation, but it is what it is.

They need to control every aspect.
Allowing people free access to meter purchase robs them of any control and unable to extort by estimated billings
