So what?
Is banning the solution?

People do not see this on NTA they buy the films with their money
People who are adults make a choice what they want to watch in a democracy
Why should one adult decide what another adult Can watch on his TV in his house

Will they have the power to ban content in novels or live Theatre?

Does this mean they will ban YouTube in Nigeria
What about porn will they ban that too
Will they ban women who bleach ?or wear trousers?
Will they ban twerking?
Maybe they will ban films where people change their religion
Can they ban films if women don't wear hijab

Who decides what to ban?on what basis?

And you are wrong that nobody takes the screen version seriously. That is how most youngsters get into it. Over time the association of smoking with things like sex scenes has been proven to drive the adoption of smoking
Indian movies and any foreign movie scene that has smoking must have the smoking kills message added to it.

The person you quoted has forgotten that some books are banned in Nigeria. If you think it is old school, when you go through immigration and they catch you with the material, you will remember the law. Not all novels are legal, even if is an ebook
