Archives from the Vanguard News Paper November 17, 2010 Between ASUU and South-East governors IT is no longer news that members of the Academic Staff Union of Universities (ASUU) South-East Zone, have been locked in a battle with the South-East Governors of Nigeria. They closed State-owned universities of that geo-political zone of our country in August this year. Their grouse: demand that their salaries and allowances be made to be at par with those of their counterparts who teach in Federal Government-owned universities. undefined0.00 / 0.00 They have cited an agreement purportedly reached by the Federal Government and the national body of their union when the latter went on strike in 2009. But it will be recalled that the Government in the wake of the resolution of the crisis which attended the said strike, had warned lecturers in state-owned and private universities against using their agreement as a benchmark, advising them to go negotiate with the various state-governments and proprietors of private universities who employed them. Since the advent of the strike action of South-East ASUU members and the attendant closure by them of the universities in this zone, the various state governments of Abia, Anambra, Enugu, Imo and Ebonyi have made several attempts to appease the lecturers without luck. Under the aegis of the South-East Governors Forum, Governors Theodore Orji, Peter Obi (Chairman of the forum), Sullivan Chime, Ikedi Ohakim and Martin Elechi had met several times and issued communiqués, explaining to the lecturers that they are handicapped by inadequate funds. They also resolved to handle the matter at their various individual State levels – a decision which, in fairness to the lecturers, they did not oppose. In the case of Anambra State, for instance, Governor Peter Obi in a good month, receives about N2 billion from the Federal Allocation. Out of this sum, about one billion, seven hundred million Naira goes into overheads (payment of salaries and other inevitable expenses). It is from the N3 million left that he fixes roads, provides for healthcare, etc. Because resources are quite paltry here (Anambra is not yet an oil-producing state; oil-producing states receive much higher sums as monthly Federal Allocation), he has drastically, since 2006 (when he assumed office) cut short the cost of governance. Little wonder that he earns much less than his fellow governors, pays much less to his political appointees and civil servants, travels light and hurries to return to Awka each time he travels out so his out-of-station allowances do not soar, etc. Yet he has demonstrated in action and words that he is committed to improving education and the lot of stakeholders in that sector. In concrete terms, he has built more structures in both Uli and Igbariam campuses of the Anambra State University (ANSU), a university the interest of which past governors of Anambra State had neglected even as they struggled to take her campuses to their bedrooms in their towns of origin. He has also added a library to the faculty. In addition, he has built and equipped the Department of Mass Communication and innumerable other structures. The Uli Campus has also received its fair share of transformation. Numerous structures have sprung up there. They include the Anatomy and Biochemistry buildings and three houses at the Faculty of Engineering , among others. What is more, Governor Obi has increased the university’s subvention. The Unique Nature Of The 5 Convocation Ceremony This Convocation, though constituted like the previous ones for the Award of degrees and certificates, is interwoven with academic fanfare and social conviviality reminiscent of our traditional commensality which the past Convocations did not enjoy. It is a Convocation which, by the act of history and the action of the Divinity, was designed to be a Convocation with a difference. The difference is underscored by the realities of the historical moment. This is a Convocation adorned by many firsts. This fifth Convocation of the University is the first Convocation to be held in this Campus on a hill top. It is the first Convocation of the University that is being held in the month of March. It is the first Convocation during which the graduands will participate in their Convocation ceremony and receive their certificates before proceeding to the National Youth Service. It is the first Convocation under its new name, Chukwuemeka Odumegwu Ojukwu University, and indeed the first Convocation which our amiable Governor, Mr. Peter Obi, is presiding over as Visitor to the Chukwuemeka Odumegwu Ojukwu University. It is the first convocation attended by the President of Nigeria, His Excellency President Goodluck Ebele Jonathan. It is yet the first Convocation in which the Royal fathers from within and outside the State, who are arraigned in colourful royal regalia, are gracing. It is the first time that a serving Governor is awarded the Doctorate Degree, Honoris Causa, of the University whether under the new or old name. 3. The Structure And The Location Of The University This University is a three Campus institution brought into being by law and by different political philosophies, namely; Uli, Igbariam and Awka. The land on which this Campus is sited was donated by the people of Igbariam. It was all a thick forest, a semi jungle inhabited by wild animals. So it was until the present Administration of Anambra State led by the indefatigable Governor, Mr. Peter Obi, swung into action and transformed this jungle into a modern University Campus in potentia. The Igbariam Campus covers about 2 kilometers on both sides of the road sharing borders with Igbariam, Umudioka-Awkuzu, Ukwulu and Nando. It is the home of the famous farm settlement of Eastern Region fame. The land is fertile and rich. 4. Infrastructural Development It is in this Campus that we are holding the 5th Convocation of the University. This Convocation Arena, located on a platform raised by nature, affords the Anambra people and others outside the State the opportunity to know this part of the State, to see government at work and in action in this place and to entertain your senses with the beauty of nature that stretches all around the Campus. It is in the interest of parents and guardians to know and see the environment in which their children are receiving University education. At Uli Campus, where science-based courses, including Engineering, are located a state of the arts Engineering Faculty building, to be equipped with most modem engineering facilities, is already taking off. An ultra modem research laboratory with modern equipment is being sited at Uli too. Already the College of Medicine and the Teaching Hospital of the University are now objects of admiration as you view the edifices from the expressway at Awka. In the next twelve months or thereabouts the first set of medical doctors will emerge from our College of Medicine with full certification from the Medical and Dental Council of..Nigeria. On this Campus, moving in line with history, a state of the arts Faculty of Agriculture with modem research facilities, is being sited. Governor Peter Obi of Anambra State yesterday renamed the Anambra State University as Chukwuemeka Odumegwu Ojukwu University, during the posthumous anniversary celebration of the 80th birthday of Ojukwu at the permanent site of the university at Igbariam. Peter Obi paid anybody from Anambra above 80 years vof age 10k till he left office. 17. Peter Obi built over 800 km of rural and urban roads including Aguleri to Adani Enugu road . 18. Peter Obi rehabilted and gave all secondary schools in Anambra a giant 50kva generator still in use till today. 19. He gave all Mission secondary schools 100m naira as grant. 20. Peter Obi attracted SAB Miller Brewery to Onitsha. This Brewery is giving Nigeria Brewery a run for their money till date with Hero and other brands in of beer and many other companies in the state. 21. Peter Obi left over 75b naira in state coffers while handing over to his successor in March 2014. 22. Peter Obi built the first Anambra state Secratariat named after Jerome Udorji in Awka. 23. Peter Obi bought over 10 Armoured Personnel Carriers for security agencies in ANS. 24.
