Dr. Okonjo-Iweala disclosed that the
biometrics exercise in the police,
brought the wage bill from N1.5 billion
per month to a mere N500 million, per
month, an indication that a huge N1
billion was going to ghost workers and
ghost pensioners each month.
She said that the federal government
would pull through with the exercise
which she said was critical in reducing
recurrent budgets, as it has become
evident that the payroll needed to be
cleaned up.

Maybe we need a biometric exercise in each Nigerian household. Nigerians are too corrupt, it is not just the police.

Hooray for Biometrics. . . . Now I wonder how much it costs to have and keep Biometrics.  grin grin grin grin grin If it is not expensive, it might be solution to government ghost workers as well. Since simpler solutions are a NO NO.

I just wonder if they applied biometric identity management to personnel verification/authentication across the entire civil service and pension personnel.Untempered with we could be looking at savings well north of one trillon naira.
I use the qualification untempered with because the faceless people in the upper echelons of the civil service administrative and management cader who for generations have plagued government payrolls with ghostworkers  are still there : in charge or with their successors in place they might just introduce 21st century  methods to a 20th century racket.

and nigerians would be saying they pay tax and they should be enjoying the benefits of their tax.
nigerians don't pay tax to the government. it is the government paying taxes to the people.

if the law enforcement arm like the police are eating 1 billion naira a month through ghost workers, i wonder what other ministries from the federal level to the state and to the local would be eating per month. it is now clear why that country is not working. the people are equally as guilty as the politicians stashing money in foreign accounts.

Biometrics was also used by the Rivers State government and it helped save some hundreds of millions per month from the civil service. As much as the use of biometrics is applauded, i think its insufficient to just recount its gains and how much is being saved. Who were those that started and benefitted from this ghost worker scam? I believe that as much as there is need to use biometrics for basically evry government parastatal, there is also a strong need to investigate and prosecute those involved.

The biometric exercise should be applauded. They should (and probably will) go a step further and prosecute those responsible for ghost workers, otherwise they'll keep looking for the next loop hole to exploit.

N1bn saved by the govt is N1bn lost by a group of people who won't give up in looking for other ways to replace that income unless they are dealt with.

The ratio of Nigeria's recurrent expenditure to total budget (over 70%) is too high and unacceptable.  It is areas like this that have been pumping up the bills.

The other part is to assess that the country is receiving value for the pruned down bill of N500m. Are all the police officers adequately and gainfully engaged?

Imagine 1billion naira going into pockets of few corrupt officials of the Police force every month and these are the people responsible for arrest and prosecution of other criminals like them. Corruption virus in Nigeria has no chance of cure compare to HIV because any establishment you go you always find it there. Please, the names of the perpetrators should be made public and confiscate their ill gotten assets and send them to long jail unlike Bode George own.

66%? Wow. So Nigeria was paying more than double what she decided her police force was worth.
Why isn't there some sort of investigation on where this money was going? Or is this too to be swept under the rug?

Exactly. It is a scheme, a system involving many. Now I'm sure the thinking here will be that probably five to ten people are involved in this. Dig deeper and you may probably uncover five hundred to a thousand and when you look across the civil service in all cases of institutionalised graft you will be talking of proportions tens to hundreds of thousands. Let's not even talk of the private sector. Corruption is as pervasive as a to become sub-cultural.

Now will you shut down the police because of N 1 billion and to what oath do we swear in new recruits. The answer is simple. Government may save a billion here and there from time to time but until collectively as a society we decide to let go, nothing will ultimately change. Good job Madam Iweala but
