Power minister gives reasons for redeployment of PHCN staff

By Anayo Korie

AS the Federal  Government concludes plans for the winding of the operations of  Power Holding Company of Nigeria (PHCN) which is in line with the Electricity Act of 2005, the Minister of Power, Professor Bart Nnaji, who spoke  to the leaders of the labour union in Lagos at the weekend  gave justification for government’s decision.

According to him, PHCN has been unbundled into 18  firms  for management and delivery of electricity power to Nigerians  without stress, while some of the staff  working at the head office in Abuja were redeployed to the 18 firms as part of the measures of making them productive which is in line with government’s reforms.

He said that activities at PHCN has been technically winded up  which necessitated the transfer of workers to successor firms of the power utility, while a  court of competent jurisdiction is expected to  liquidate PHCN in a time to be appointed by government.

He said that every staff, except a few Assistant General Managers, have been transferred to the  unbundled firms to make  way for the fully implementation of the electricity reform act which was   positioned to stabilise power supply in the country.

‘The salaries and allowances of every staff have been taken care of in their new place of assignment, those  redeployed are staff  below Principal Manager and there are a total of 1050 of them.

The Transmission Company of Nigeria (TCN) which has over 400 staff which is not slated for privatisation was  not affected by the exercise, while the remaining 650 were redeployed in order to make them productive and justification for their pay,’ the minister  added.

Nnaji explained that government has never sacked any staff,  rather the workers were transferred to the successor firms as part of the agenda to protect their jobs and make them useful to the nation, adding that government  this year stopped  the payment of   the yearly over N500 million for the running of operation at head office of PHCN.

The minister apologised to the workers  union and their leaders for coming too late to address and keep them abreast of the plans of government in the reforms of the power sector.

He commended the workers for their understanding for not taking part in the 8-day subsidy strike that affected socio-economic activities in the country during the second week of January this year.

‘You  are major stakeholders in the power sector and essential service provider. Government commends you for separating labour issues from service to the nation. Mr. President also commends you for  providing electricity to Nigerians during the nationwide  fuel strike,’ he added.

Speaking on the welfare of the workers, he said that government, before the end of this month, would settle the outstanding  arrears of  50 per cent salary increase, while government  and leaders of the union will hold talks on February 18 to discuss the severance package and the entitlement of  workers who may wish to retire voluntarily from service.

On the fate of the over 12,000 casual workers, he said that those hired before 2009 would be converted to full staff as soon as government complete negotiation with the union.

In the area of power generation where 51 per cent is slated for the core investor and 49 per cent to government and staff, he said that the gas powered stations  would be privatised, hydro and coal stations managed under concession, while the Transmission Company of Nigeria (TCN) is government owned but managed by the private sector.

He further revealed that  government plans to complete the building of 10 independent power stations and stream them up by 2014, adding that these projects would create more jobs for Nigerians.

On the development of the Rural Electricity  Authority (REA), he explained that  the revival of the agency was aimed to revive 1600 abandoned projects in various rural communities in the country.

Mr. Bede Opara, President General, SSAEAC who spoke on behalf of the workers urged the government to address all labour issues pending before the unbundling of the PHCN corporate headquarters.

He said the position of the union is for the minster to settle  all the labour issues in conjunction with Hassan Sumonu-led conciliatory committee as part of the measure to promote industrial harmony in the country.

This thread is silly.
PHCN has been unbundled into 18 companies. So?

In the simplest English; any part of the power infrastructure not dealing with the grid will be sold off outright. The FG will remain in control of the power grid for national security reasons.

Re: PHCN Has Not Been Sold to Private Companies; Now 18 Companies Run By FG by Kobojunkie: 6:02pm On Feb 03, 2012
^^ What do you need the names of the companies for, if I may ask. PHCN has simply been broken apart into 18 other(currently) smaller companies, that is all that happened. I am sure the government will let you know what the names of the new government run companies will be soon. grin
