Just as the Goodluck Jonathan administration is facing mounting scrutiny at home over an illegal payment of N155 billion to cronies and associates of government officials on a presidential order, the United States of America has delivered a stringent critique of the government's anti-graft effort.

In its year 2011 report on global human rights released Thursday by the State Department, the U.S. said the three tiers of the Nigerian government was ridden with "massive, widespread and pervasive corruption," that failed to receive appropriate punitive response from the authorities.

"The law provides criminal penalties for official corruption; however, the government did not implement the law effectively, and officials frequently engaged in corrupt practices with impunity," the report, submitted by Secretary of States, Hillary Clinton, to the U.S. Congress said.

"Massive, widespread, and pervasive corruption affected all levels of government and the security forces," it continued.

The report, an X-ray of human rights abuses ranging from extrajudicial killings, arbitrary arrest and detention, free press abuses, to cases of graft worldwide, comes as the Jonathan administration is being linked to a scandalous funneling of public funds to shady associates of officials, amid multiple cases of official corruption in the fuel subsidy and pension funds unearthed by the National Assembly.

In details published by this website, partly based on court papers from the US state of New York and PREMIUM TIMES' investigation of the deal, Mr. Jonathan allegedly authorized the illegal transfer of N155 billion to a former petroleum minister, Dan Etete, convicted of money laundering.

The elaborate corruption scheme, also involving two government ministers, those for Justice and Finance (minister of state) - Mohammed Adoke and Yerima Ngama, triggered multiple disbursement of the money into several account held by figures linked to government officials.

Since the stories broke out this week, government officials have maintained a defeaning silence, refusing to explain their roles in the scandal.

The disclosures came as the government faced growing calls from opposition, rights group, and the media for the prosecution of officials indicted in the fuel subsidy fraud involving more than N2 trillion.

100% correct. What the USA remains too diplomatic to say against the Nigerian Government is the very obvious reason things have worsened drastically i.e this is a very corrupt Government with many members (eg Adoke Bello) too deeply involved with corruption to offer anything but rhetoric.

OBJ was a feared man and massive corruption existed in his time only because he himself was corrupt and he permitted his cronies to be corrupt. On the other hand, GEJ instead of being feared, he is rather the one that fears everybody. In addition to his inability to instill fear on anyone, he is also corrupt; such a terrible combination.

What we see today in Nigeria is 'free for all looting' with a blessed assurance that they will never be caught or punished if caught.

No,no,no... You're all missing the message. What the U.S has plainly told "those" that CAN change Nigeria is "If you wipe out this Govt Tomorrow,trust me, if you won't miss em, we won't miss em.". Superb analysis. OBJ was grotesquely corrupt but , as you stated, corruption was a partisan affair under him in that some were allowed to be corrupt but not everyone and not everywhere . Very bad but ultimately not as bad as what obtains today where a corrupt, weak and totally compromised President is encouraging the sort of wanton corruption and "free for all looting", everywhere, that will destroy the nation. The perfect example is provided by what obtained in the fuel subsidy sector under OBJ and GEJ respectively.

as that will counter his own moves.
He would need to arrest some, intimidate some , wipe out a village or two in order to cover his own tracks.

The report is very true.

I have watched disappointedly how GEJ has been handling issue of corruption in his govt. Sadly, GEJ has yielded 100% to the whims and caprices of the old crooks who have remained kingmakers in Nigeria's political corridor. Those old crooks must have convinced GEJ that "Nigeria is not worth dying for" and should "chop your own and go".

It is really sad that GEJ who displayed so much religiousity, moving from one pastor to another and one church to another, looking for God's favour during his campaign for leadership of this country now exhibits ungodly governance. I am sure those pastors who laid hands on GEJ's head for God's blessing must be disappointed by now.

In addition to your brilliant comment, the 2011 election was characterized by massive bribery. It was the period when The Nigeria reserve emptied at 0 dollars. So much money was being passed around. Also in the history of corruption in Nigeria, No single minister or all minsters has embezzled the tpye of money Diezzanni Allsion Madueke has embezzled which nearly plunged Nigeria into crises. And jonathan has turned deaf ears to legitimate calls for her sack. The US has said what ever Nigerian already knows. God will help us see it through to 2015.

Most of the youth are currupt too! See what happens in SUG elections.
I think GEJ's approach to solving the problem is best.
People are stealing successfully because people don't know those who know are intimidated not to talk.
But this time GEJ is allowing everyone freedom of speech, so Arunma Oteh can point out that Hembe didn't return the N44M he collected to attend a seminar.
People now know how much aso rock spends.
If this continues,
in 10 years it will be impossible to steal a naira from the government.
