1. I don't think it's wise to purchase a vehicle (or any other asset) where the seller is not willing to release the original documents after the conditions of the transaction have been perfected.

2. A proper deed of sale / transfer can solve the fears enumerated above. Traffic authorities have stated procedures for transfer of vehicle title.

What do you expect when NCS & FG prescribe outrageous Custom Duties for used vehicles. Naturally people will find ways to circumvent the high costs. And of course, corrupt NCS Officers will leverage on the system glitch to enrich themselves.
