Main Objective of the Position:
Provide outpatient and/or inpatient medical care to patients/beneficiaries according to adapted and updated medical knowledge, MSF protocols, values and universal hygiene standards to improve the patients/beneficiaries in YOBE and BORNO .

Main Responsibilities And Tasks:
Apply medical knowledge and skills to diagnose and prevention. Carry out outpatient and inpatient consultations, prescribing the necessary treatment respecting MSF protocols.
Keep the patient and/or his/her family informed about the illness and provide appropriate explanations about the treatment to follow, checking they have understood?
Follow up the evolution of the hospitalized/IDP patients, through daily visits , consultations and examinations, prescribing the necessary treatment following MSF protocols, deciding whether they can be discharged or transferred to other departments – in collaboration with other doctors- and informing their family about the patient’s evolution.
Check and control the rational distribution of medicines and equipment under his/her responsibility and take care the quality, disinfection and sterilization of the medical material. Assure general compliance with standing hygiene standards.
Participate in the collection and analysis of epidemiological data, checking its validity and informing the line manager or project coordinator about any problem or complication of the patients’ illness, medical error and monitors the proper functioning of the department, equipment or material.
Ensure on-going training of the medical/paramedical multidisciplinary team in order to optimize the quality of care.
Knows and ensures all MSF medical protocols are followed and implemented, checking universal precautions are followed at all times and reducing bio-hazard risks and improving infection control. Ensures professional confidentiality is respected.
Manage the team under his/her direct responsibility according to MSF HR policies and procedures, supervising their performance, organizing and scheduling shifts and rotations, directly participating in emergencies and on calls if necessary.

Requirements

• Education: • Medical Doctor diploma Desirable diploma in Tropical Medicine

• Experience: • 2 years’ experience minimum as a Medical Doctor or in clinical work

Desirable in tropical medicine, or post-registration experience in Public Health ,

Main Objective of the Position:
Executing the stock management activities (receipt, storage, and issuance to projects or other departments of medical supplies, food items, spare parts, tools, equipment and/ or other logistics materials), according to the line manager’s instructions and MSF standards and protocols, in order to ensure the overall functioning of MSF activities.

Main Objective of the Position:

Provide obstetrical care to pregnant women and their babies, doing follow up before, during and after delivery, according to MSF obstetrical and reproductive health protocols, universal hygienic and newborn caring standards and under supervision of a specialist doctor, in order to ensure their health conditions and avoid post-delivery complications.

Main Responsibilities and Tasks:
Ensure the implementation and continuity of antenatal and postnatal care, family planning, obstetrical care (BEmONC 1 and CEmONC 2), neonatal and comprehensive abortion care, management of victims of sexual violence, reproductive tract infections and Fistula care in accordance with MSF Reproductive Core Package of Activities and reinforce the implementation of standardized protocols.
Where PMTCT is implemented, ensure implementation of the PMTCT protocol in the ANC/delivery and PNC consultations (pre counseling, test and post counseling
Collaborate with the medical doctor and /or nurse in the management of Sexual Violence cases
Assess the feasibility for referral of pregnant women form the TBAs to the OPD/MCH for medical evaluation and/or complicated deliveries.
Ensure hygiene and sterilization criteria (including universal precautions) are met according to MSF specifications.
Guarantee a regular and ongoing supply of drugs and equipment required for maternity activities (including monitoring/consumption control/ordering of orders.
Properly follow up all newborn babies from delivery until discharge, informing mothers and relatives about importance of breast feeding, vaccination and possible complications resulting from harmful traditional practices.
Ensure patients’ right to privacy and confidentiality is respected
Supervise that administrative procedures of admissions and hospitalizations comply with MSF protocols , as well as verify patients are properly informed and receive the documents required (birth certificate, vaccination card, etc
Participate in the organization of the ward in collaboration with other midwifes and the maternity ward supervisor. Ensure transfer of relevant information to the next shift team (specially identifying risk cases)
According to MSF protocols in force, conduct normal deliveries independently Manage obstetric emergencies; identify cases needing referral and send them in time, clean up the newborn, executing and registering first neo-natal medical acts (cutting and cleaning the umbilical cord, vaccination, etc.), detecting possible anomalies/infections of the newborn and reporting them to the doctor, in order to ensure successful interventions Supervises the use of drugs, facilities and obstetric material, in order to ensure, in accordance with number of patients and prescriptions, a rational use as well as pharmacy stock levels are permanently updated, kept under appropriate conditions and above minimum safety point. 1 BEmONC = basic emergency obstetric and neonatal care = Administration of antibiotics, oxytocics, anticonvulsants, manual removal of the placenta, removal of retained products following abortion, assisted vaginal delivery, preferably with vacuum extractor and newborn care including neonatal resuscitation. 2 CEmONC = comprehensive obstetric and neonatal care = the full package of BEmONC Plus; surgery (caesarean section, hysterectomy, laparotomy), safe blood transfusion and care to sick and low birth weight newborns

• Ensure that all material transported is authorized before transport and it is within loading
capacity.
• Ensure that all material transported is well secured by driver inside, at the back or on top of
vehicle.
• Must never transport passengers at the back of pick-up trucks, unless in case of
a serious emergency and always after a prior authorization by the Logistics
Coordinator or Head of Mission.
• Must always drive carefully respecting all traffic rules, speed limits, other vehicles
and pedestrians.
• Ensure that all security rules are respected when passing customs,
checkpoints and roadblocks.
• Ensure that nobody is smoking while in the vehicle.
• Ensure that there is always enough security food and water for all passengers before
leaving standard perimeter, defined by Logistics or Field Coordinator.
• Stay always close to vehicle, when out of base, in order to protect vehicle
and respond to radio calls.

Documents
• Ensure that all vehicle’s and driver’s documents are in vehicle, i.e. driving licence,
registration papers, insurance, radio licenses, and inform line manager if something
is missing or expiring soon.
• Ensure that all passengers have all the necessary papers in order (ex. permits) before
travelling.
• Ensure that there are always enough Disclaimers of Responsibility for all non-MSF staff to sign.

Use of Radios
• Know how to use all types of radios as well as how to avoid any damage (ex. when to
turn themoff, when to use them, how to protect antennas).
• Know all radio codes, call numbers and radio alphabet by heart.
• Use always appropriate radio language over the radio.
• Avoid using any sensitive or security related information over radio, unless otherwise
instructed.
• Make radio contacts with reference bases (capital and/or field) according to
policy.

Maintenance
• Ensure that vehicle is always in good condition following instructions and guidelines
of Logbook.
• Ensure that vehicle is always clean (inside and outside) while engine and chassis
should also be cleaned on a regular basis.
• Do every morning and before every long trip standard check-up and be present during
all services.
• Fill gas whenever level is below half and before weekends or holidays.
• Check condition of vehicle after it has been used by another driver and
report possible problems.

Equipment
• Look after all equipment related to vehicle and driver (ex. uniforms, gloves, winch,
spare wheels, jack, security triangle, stickers, flags, etc.).
• Ensure that medical kit and necessary vehicle tools with extra spare wheels are
always in vehicle before leaving standard perimeter, defined by Logistics
or Field Coordinator.
• Ensure that no material is taken out of vehicle without prior authorisation.
• Ensure that all material transported is always accompanied by the right documents
and always
check state of cargo before signing in order to report any possible problems.
• Ensure that there is always an extinguisher easily accessible in vehicle and know
how to use it.

Reporting
• Inform immediately line manager or any coordinator available regarding security
incidents or important
information that might be seen on the road or heard over the radio.
• Report immediately to line manager of any mechanical or other problems related
to vehicle.
• Use vehicle Logbook in order to monitor movements, services, accidents,
refuelling, mileage, etc.

Others
• Assist in briefing and training of all staff regarding vehicle
rules and procedures.
• Help patients to get in and out of vehicle, if needed.
• Be aware of any document regarding detailed responsibilities of drivers
(ex. standard radio contact points,
maps, maintenance of vehicles, daily, weekly and periodic vehicle check-ups).
• Participate in meetings and possible trainings.

Main Objective of the Position:
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.

Function responsibilities include:
Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).
MSF Section/Context Specific Accountabilities
Guarantees that money administration procedures are followed
Monitor the day-to-day operation of the accounting operations. Manage the coordination e-banking payments and monitor cash boxes (following up advances and maintaining the advances register, physical inventories and bank account/ check, expenditure reconciliations, etc.).
Checking purchasing procedures are followed (purchase order are signed by authorized persons).
Organizing the system for paying suppliers do the payments by check, e-banking transfers.
Check that international staff return security envelopes/ advances and settle their various debts before departure.
Follow up the timely closure of operational advances.
Give an initial briefing on money administration to all personnel receiving entitlements (security money, perdiem, lodgment, etc.) and/or functioning advances.
Guarantees accounting procedures are followed
Check that the authorized persons validate expenditures.
Check the conformity of justifications, following MSF rules and the country’s specificities.
Manage expenditure of other missions and sections.
Ensure that all the entries in FFC have the required supporting documents.
Filing and archiving documents.
Give a specific briefing on accountancy management to project admins, project coordinators and/or logisticians.
Consolidation and closing accounts
Check the accounts (field and capital).
Check the documents attached and cost allocations (project and accounts codes).
Check the justification documents and their conformity (Purchase orders, invoices etc.) in capital and the projects.
Analyze FFC revisions sent by HQ and do the corrections if necessary
Under the responsibility of the financial coordinator, analysing cash box disparities and providing technical assistance for their resolution (propositions on reorganization).

Authorization of HQ invoices
Authorize the payment of HQ invoices after checking with the logistician of the delivery of the goods.
Follow up of the circuit of purchases: invoice – purchase order – delivery note, in accordance with the Mission’s supply and Money Security rules.
Monthly closure
Review and approve the accounting from the mission.
Ensure an accurate and timely closure of the accountancy.
Ensure the timely reporting of Advances and closing documents to HQ
Sending the corrections to the field with remarks and a plan of action to address the errors observed.

FFC software
Resolving any bugs at field or coordination level and report incidences.
Install the latest versions in the field.

Main Objective of the Position:
Coordinating and supervising the accounting of the mission (accounting, treasury, audit procedures, etc.) according to the instructions of the Finance Coordinator, and in compliance with legal obligations and MSF standards and protocols in order to provide quality, reliable and transparent information to the organization on the use and allocation of resources in the mission.

Function responsibilities include:
Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).
MSF Section/Context Specific Accountabilities
Guarantees that money administration procedures are followed
Monitor the day-to-day operation of the accounting operations. Manage the coordination e-banking payments and monitor cash boxes (following up advances and maintaining the advances register, physical inventories and bank account/ check, expenditure reconciliations, etc.).
Checking purchasing procedures are followed (purchase order are signed by authorized persons).
Organizing the system for paying suppliers do the payments by check, e-banking transfers.
Check that international staff return security envelopes/ advances and settle their various debts before departure.
Follow up the timely closure of operational advances.
Give an initial briefing on money administration to all personnel receiving entitlements (security money, perdiem, lodgment, etc.) and/or functioning advances.
Guarantees accounting procedures are followed
Check that the authorized persons validate expenditures.
Check the conformity of justifications, following MSF rules and the country’s specificities.
Manage expenditure of other missions and sections.
Ensure that all the entries in FFC have the required supporting documents.
Filing and archiving documents.
Give a specific briefing on accountancy management to project admins, project coordinators and/or logisticians.
Consolidation and closing accounts
Check the accounts (field and capital).
Check the documents attached and cost allocations (project and accounts codes).
Check the justification documents and their conformity (Purchase orders, invoices etc.) in capital and the projects.
Analyze FFC revisions sent by HQ and do the corrections if necessary
Under the responsibility of the financial coordinator, analysing cash box disparities and providing technical assistance for their resolution (propositions on reorganization).

Authorization of HQ invoices
Authorize the payment of HQ invoices after checking with the logistician of the delivery of the goods.
Follow up of the circuit of purchases: invoice – purchase order – delivery note, in accordance with the Mission’s supply and Money Security rules.
Monthly closure
Review and approve the accounting from the mission.
Ensure an accurate and timely closure of the accountancy.
Ensure the timely reporting of Advances and closing documents to HQ
Sending the corrections to the field with remarks and a plan of action to address the errors observed.

FFC software
Resolving any bugs at field or coordination level and report incidences.
Install the latest versions in the field.

Others
Team training and management
Be in charge of the accountancy training in the whole mission, i.e. to train the people who have to deal with accountancy and money administration.
Training on the mission’s specific allocation guide.
Identifying errors and helping to resolve them.
Participating in the technical evaluation of assistants
If required, carrying out visits (with reporting), proposing additional training

Requirements

MSF OCBA Context
MSF OCBA (Spain) is currently present in four locations in North East Nigeria (Damaturu, Maidiguri, Pulka and Gwoza) with permanent projects on ground, in order to improve access to quality health care and other basic services to the conflict affected population. In addition, MSF OCBA will start the deployment of an emergency intervention team as from early 2018 to increase its capacity to responde to accute crisis in the region. MSF OCBA also has a permanent coordination base in Abuja.

Our interventions showed the need to increase our understanding of the context in the conflict area, in order to better orientate our advocacy stategy at large and to increase the level of protection for the affected population. It will require to have sufficient data and understanding in order to voice the uncovered needs we are witnessing as well as the potential abuses faced by the population.

MSF OCBA currently has a total 45 international and 500 national staff in its Nigeria mission.

Main Purpose
Contribute to the development of the advocacy plan and its implementation in the Mission, by supporting the deputy Head of Mission - Advocacy Manager in collecting data on protection and advocacy at field level, attending relevant protection, humanitarian and advocacy meetings and providing advocacy and pro-tection analysis and data to the coordination team according to MSF policies and values, in order to im-prove the humanitarian and human rights situation among population.

This position requires to spend an average of 70% of the time in field locations, mainly in Borno and Yobe state (other locations may be included based on the development of the mission), and the remaining time in Abuja.

Accountabilities

Perform data collection and research concerning local and national context, with regards to protection, advocacy and humanitarian issues, in order to provide reliable information for further decision-making.
Perform direct data collection in project sites, using direct interviews, focus group discussions and other methodology in order to provide hard data for protection and advocacy messages and strategy.
Train national staff in protection and advocacy data collection and provide support to data register team and other team members (such as community workers or mental health officers). Organize discussions, trainings, briefings, etc. about human rights and humanitarian law issues and current and future advocacy activities, in order to raise awareness of MSF staff regarding these matters.
Support the deputy HoM-advocacy manager in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs.
Compile regular updates of the ongoing national activities and plans of NGO’s, UN, ICRC, donors, authorities and other actors on lobby, policy and operational plans and initiatives in order to adequate MSF ’s activities and objectives.
Participates in the elaboration and updating of the advocacy plans and strategies of the mission.
Promotes and assists in the implementation of advocacy activities locally, nationally and potentially internationally.

MSF OCBA Context
MSF OCBA (Spain) is currently present in four locations in North East Nigeria (Damaturu, Maidiguri, Pulka and Gwoza) with permanent projects on ground, in order to improve access to quality health care and other basic services to the conflict affected population. In addition, MSF OCBA will start the deployment of an emergency intervention team as from early 2018 to increase its capacity to responde to accute crisis in the region. MSF OCBA also has a permanent coordination base in Abuja.

Our interventions showed the need to increase our understanding of the context in the conflict area, in order to better orientate our advocacy stategy at large and to increase the level of protection for the affected population. It will require to have sufficient data and understanding in order to voice the uncovered needs we are witnessing as well as the potential abuses faced by the population.

MSF OCBA currently has a total 45 international and 500 national staff in its Nigeria mission.

Main Purpose
Contribute to the development of the advocacy plan and its implementation in the Mission, by supporting the deputy Head of Mission - Advocacy Manager in collecting data on protection and advocacy at field level, attending relevant protection, humanitarian and advocacy meetings and providing advocacy and pro-tection analysis and data to the coordination team according to MSF policies and values, in order to im-prove the humanitarian and human rights situation among population.

This position requires to spend an average of 70% of the time in field locations, mainly in Borno and Yobe state (other locations may be included based on the development of the mission), and the remaining time in Abuja.

Accountabilities

Perform data collection and research concerning local and national context, with regards to protection, advocacy and humanitarian issues, in order to provide reliable information for further decision-making.
Perform direct data collection in project sites, using direct interviews, focus group discussions and other methodology in order to provide hard data for protection and advocacy messages and strategy.
Train national staff in protection and advocacy data collection and provide support to data register team and other team members (such as community workers or mental health officers). Organize discussions, trainings, briefings, etc. about human rights and humanitarian law issues and current and future advocacy activities, in order to raise awareness of MSF staff regarding these matters.
Support the deputy HoM-advocacy manager in the analysis of the data collected, in order to better orientate the programmes and projects, to provide an optimal response to population needs.
Compile regular updates of the ongoing national activities and plans of NGO’s, UN, ICRC, donors, authorities and other actors on lobby, policy and operational plans and initiatives in order to adequate MSF ’s activities and objectives.
Participates in the elaboration and updating of the advocacy plans and strategies of the mission.
Promotes and assists in the implementation of advocacy activities locally, nationally and potentially internationally.

Requirements
• Education: • Essential degree in Law, Humanitarian affairs, Political Sciences or related university degree.
• Large professional experience in protection and advocacy fields can replace education degrees

• Experience: • Essential previous working experience of at least two years in protection and

Context

Job Description

Follows up/monitoring activity and defines objectives

In addition, on the request of the Medical Coordinator, carries out extra tasks (one-off reinforcement for a field team, participation in an evaluation/ Explorative mission, etc.).
Additional responsibilities and tasks might be assigned to him/ her based on the occasional needs of the mission.


Required Skills and Conditions

• Education: • Doctorate in Medicine or paramedical degree.
• Specialization or training in tropical disease, desirable.

• Experience: • Desirable working experience in MSF or other NGO’s.
• 12 months of minimum clinical experience.

• Languages: • Mission language essential.

• Knowledge: • Essential computer literacy (word, excel, internet).

• Competences: • Teamwork
• Flexibility.
•Commitment.
•Stress Management.
Work Location

Abuja, Nigeria.
Remuneration: Monthly Gross Salary= N288, 900. Two hundred and eighty eight thousand nine hundred naira only.

Contract
Unlimited contract.
