He may have used a WAEC result from another year or gotten admitted through some form of pre degree programme.

On top of that, every institution does a background check on your WAEC before you graduate to make sure there's no case of forgery. The process is strict like that. Any Nigerian graduate knows this. There's no wiggle room. Besides, this is '92, before Dino had money and political clout, I suppose.
