The Minister of Transportation, Mr Rotimi Amaechi, says the Federal Government will soon ensure that all the states are connected to rail services very soon to enhance commercial activities. Amaechi disclosed this to newsmen after the monthly inspection of the ongoing construction of the Lagos-Ibadan Standard Gauge Railway Line in Lagos on Tuesday. He said “As you know, every month we must meet to review the challenges that we have encountered from the project and the achievements the contractor have made. “So far; today we have assessed them, and we are maintaining that by December 2018, we will commence commercial services on this rail. “That is the directive of President Muhammadu Buhari who has insisted that we must ensure the whole country can be accessed by rail. “Yesterday, I inspected the works done from Itagbe to Warri; and from Abraka and Agbo.’’ The minister recalled that the contract for the project was awarded in 1987, but was later abandoned. He said that with the rail services across the country operational, the roads would last longer than before. According to him; the nation’s economy cannot progress without logistics, and logistics is transportation, He said that the nation’s roads would last longer if we transfer the transportation of our freights from road to railway. The minister said that the Federal Government had also approved sourcing for loan to construct the rail lines from Port Harcourt to Maiduguri. He said that this would cover and serve both the South East and the North East parts of the country. Amaechi appealed to Nigerians to be patients adding that the government would deliver the project at the appointed time for their benefit. The minister also noted that many job opportunities would be created in various communities as a result of the projects. NAN reports that Sen. Gbenga Ashafa; Chairman, Senate Committee on Land Transport, had said that the ongoing Lagos-Ibadan Standard Gauge Railway line would create additional 7,000 jobs for the youth. Ashafa said this during the Senate’s Committee on Land Transport as well as the Senate Committee on Local and Foreign Debts visit to the Nigerian Railway Corporation (NRC).“We are confident that the Lagos to Kano and Calabar to Lagos railway modernisation projects will, in no small way, reinvigorate the Nigerian economy through creation of about 7,000 jobs. “On our parts as senators holding the mandate of our constituents, we are totally committed to assisting the executive arm in the actualisation of every developmental project within our purview,” Ashafa said. The Lagos State Government yesterday said it would not reverse it decision to relocate the Computer Village from its present location at Otigba, Ikeja. This, it stated, was in its commitment to achieve the objectives of the renewed Ikeja Model City Master Plan originally conceived to address infrastructure challenges in the city. A statement by the Commissioner for Information and Strategy, Steve Ayorinde, said that Governor Akinwunmi Ambode was desirous of making Ikeja a model city and would leave no stone unturned in actualising the relocation of the Computer Village to the new site in Katangowa, Agbado Oke-Odo Local Council Development Area in line with the new Master Plan. He said the Ikeja Model City Master Plan designated the computer village for residential use and that the government would adhere to the plans to make the area more organised and habitable. Ayorinde, however, explained that the state government had not given permits to any individual or organisation for the construction of an ICT specialised mall directly beside the newly built Ikeja Bus Terminal, adding that such move was not in line with government’s regeneration plan for the capital city. He disclosed that the government had met with the executive members of Computer and Allied Products Dealers Association of Nigeria (CAPDAN) where it reiterated its commitment to the relocation plan. Meanwhile, the Local Government Election Petition Tribunal will commence sitting from today, August 7 to August 11, 2017 in line with provisions in the electoral law for aggrieved parties that participated in the July 22 council election to seek redress. A statement from the Chief Register of the High Court of Lagos State, Mrs. A.O Soladoye, said: “The tribunal is a platform for those who participated in the election to seek redress through a legal process and in accordance with relevant laws and legislations”. The statement added that the tribunal under the Chairmanship of Justice Olateru Olagbegi (rtd), will be sitting at High Court 1 Igbosere, Lagos. The Kaduna State chapter of the Peoples Democratic Party (PDP) has accused the All Progressives Congress (APC) government of Governor Nasir El-Rufai of allegedly attacking opposition elements and journalists in the state. Incidentally, El-Rufai had earlier condemned thugs’ attack on journalists and a faction of the APC stalwarts led by Shehu Sani who protested the outcome of the councils delegate congress held two weeks ago. Paying a sympathy visit to the state secretariat of the Nigeria Union of Journalists (NUJ), PDP Chairman in the state, Felix Hassan Hyet, accused the the APC of allegedly using thugs to threaten and intimidate party members. He, therefore, warned the APC to stop playing politics of bitterness and learn how to nurture the youths to become useful and productive instead of engaging them as hoodlums. Specifically, Hyet, a former minister of aviation, commiserated with journalists in Kaduna over the attack on their secretariat and donated N100,000 to the NUJ. He expressed sadness over the injury inflicted on a photojournalist by the thugs who were allegedly sponsored and induced by a highly placed politician in the state. State chairman of the NUJ, Adamu Yusuf, said such attack had never happened in the history of the Union in Kaduna and commended the PDP for identifying with the NUJ in its difficult moment. Meanwhile, El-Rufai yesterday condemned the attack on journalists and others by the political thugs. A statement by his spokesman, Samuel Aruwan, quoted the governor as saying that nobody would be allowed to stifle freedom of expression in the state. In a message to the state NUJ, the government condemned the mob action by hoodlums at its premises. “Having been briefed on the situation, the governor expressed sympathy with the NUJ and those that were harassed by the hoodlums. He had directed that security agencies should investigate the matter and take necessary action against the hoodlums. The governor also directed security agencies to beef up security at the NUJ secretariat to protect journalists who are doing their legitimate duties,” the statement added. The Joint Admissions and Matriculation Board (JAMB) has said it will announce the cut-off points for the 2017 admission exercise on Monday, August 21, 2017. It also said the Minister of Education, Adamu Adamu, had given the Board approval to hold the policy committee meeting on 2017 admission. In a statement issued yesterday in Abuja, the Board said the meeting would kick-start the 2017 admission exercise. “This year, the Board has sent candidates who scored 100 and above in their JAMB examination to the institutions in its flexible admission policy for institutions to determine the suitability of the candidates in compliance with all laid down rules and regulations as determined by the proprietors of the institutions and approved by Senate of the various schools. ‘The Board will ensure that criterion set by Senate are strictly adhered to by the institutions’ admission officers and no shifting of goal-post in the middle of the admission exercise. This is to guarantee fairness and equity to all candidates,” the statement said. Over 3,000 indigenes of Ika nation have benefited from a free medical programme initiated by the Isioma Okobah Foundation, a non-governmental organisation, concerned with the well being of the masses. The programme, held at Igbodo, Ika North East Council Area of Delta State, drew participants from various communities including Ekwuoma, Umunede, Owa Alero, Emuhu, Abavo and Alisimie, among others. A team of medical personnel led by the resident doctor at the Stephen Okoh Community Health Centre, Dr. Ejindu Chukwuma, pharmacists and other healthcare givers attended to the patients. Addressing the participants, Founder of the Foundation, Dr. Isioma Okobah, represented by Mr. Ujedibie Onyeka, said the mid-year health outreach was specially packaged to commemorate the second year anniversary of the Governor Okowa’s administration, adding that the foundation would not relent in contributing to the realisation of effective, quality and affordable healthcare programme for the people. Nigerians who expected President Muhammadu Buhari, to play the same card he played during his last medical vacation to London, and return to the country after hosting his friend and Archbishop of Canterbury, Justin Welby, were sorely disappointed. On Friday, Welby leader of the Anglican Communion worldwide paid the recuperating Nigerian leader a goodwill visit at Abuja House, London, where he expressed delight over Buhari’s rapid recovery from his health challenges, noting that it was “a testimony to the healing powers of God, and answer to prayers of millions of people round the world.’’ The cleric pledged to continue praying for both Buhari and Nigeria. For the expectant Nigerians, their expectations was not out of place. In March this year, the president returned to the country on March 10, a day after playing host to the same cleric. This was after Senator Ben Murray Bruce (PDP Bayelsa East) disclosed that a bi-partisan Senate would hold an urgent meeting with Buhari on current situations in the country on his arrival. Murray-Bruce hinted that there maybe a high-powered meeting between the Senate and Buhari when he returns to the country. “We need to speak with him about all the issues plaguing the country,” he said, adding that those to meet with the president will cut across party lines. He, however, hinted that President Buhari may be returning anytime next week. The Presidency has also not provided a definite timeframe for the president’s stay in London, and has since maintained that the length of his stay there would only be determined by his doctors. Ogwashi-Uku, the headquarters of Aniocha South Local Council of Delta State, was thrown into deep distress on Tuesday following the gruesome murder of one Mr. Mike Okocha and his 20-year-old son, Iwe Okocha. While the elder Okocha was hacked to death by his nephew, a 40-year-old assailant, Mr. Jerry Okocha, in his living room, his son was killed in the bathroom. The incident, which occurred at Umudei quarters, threw the community into fear as the frightened residents ran for safety to avoid being slaughtered by the machete-wielding killer. It was gathered that the assailant is said to be mentally unstable. An eyewitness who would not want his name in print explained that Iwe was bathing when he was attacked by the killer. He added: “He had soap on his head and face and was scooping water to wash off the soap when Jerry came from behind and dealt him a heavy blow on the head with the machete. Following the impact, he slumped on the floor of the bathroom while Jerry continued with the machete assault. “He butchered him completely. When Jerry saw Iwe was dead, he left him and went after Iwe’s father, who is elder brother to Jerry’s father. The man who initially did not know what had already happened was reclining on a chair in his living room when the assailant attacked. Mike’s wife who was in another wing of the house raised the alarm. She escaped and ran to her first son’s house nearby. It was her son who mobilised youths that disarmed the assailant.” Sources said the suspect after butchering his relatives did not make any attempt to escape, but rather remained at the scene of the crime until the youths came. A police source at Ogwashi-Uku Division said following the unfortunate incident, the suspect was immediately chained to a tree for further investigation. Delta State police spokesperson, Mr. Andrew Aniamaka, said the suspected killer has been apprehend by the police, noting that investigation was still on to unravel the circumstances surrounding the killings. Since the incident, there has been tension and fear of the unknown among residents. “Before today, Jerry has been butchering people’s goats and eating them. Following the faceoff between leaders of the All Progressives Congress (APC) in Lagos before the July 22 local government election, the Mushin council chapter of the party has reconciled with a pledge of loyalty to the leadership of the National Leader of the party, Bola Ahmed Tibubu and Governor Akinwunmi Ambode. During a well attended meeting at the Ganiyu Solomon Hall, Odi Olowo/Ojuwoye Mushin yesterday, former Senator Ganiyu Solomon, who represented Lagos West, chairmen of Mushin Local Government and Odi-Olowo/ Ojuwoye Local Council Development Area (LCDA) and other stakeholders restated their loyalty to Tinubu and Ambode, saying they have decided to close ranks for the interest of the residents and appreciate the developmental strides of the APC administration. It would be recalled that Mushin, particularly Odi-Olowo Ojuwoye LCDA was one of the hotspots during the controversies that trailed the APC chairmanship and councillorship primaries. Some aggrieved members of the party, including the National Legal Adviser, Dr. Muiz Banire faulted the exercise and accused the state leadership of imposition, which consequently led to a Lagos High Court to order for a repeat of the exercise. Since then, the faction loyal to Banire and his political mentor, Tinubu have been at loggerheads until yesterday when the issue was finally resolved and all fence mended. Banire in an interview with The Guardian before yesterday had disclosed that there was no crisis as it was being orchestrated but an in-house misunderstanding that would be resolved. Addressing the media after the meeting, Solomon expressed joy that members of the constituency had seen reason why they should reconcile and place all the differences behind them in the interest of Lagos and the area. An aspirant on the platform of the Labour Party (LP), Dr. Chris Enemuo, has refuted reports that the party had entered into an alliance with the All Progressives Congress (APC) to support one of its aspirants, Any Uba. Enemuo who disclosed this in Abuja after submitting his nomination form at the Party’s headquarters said his party was not part of the alliance allegedly made by 15 political parties which endorsed Uba as their consensus candidate for the gubernatorial election. “My party could not have been part of that deal”, he said. The party’s National Vice Chairman, North Central Zone, Adi Shirsha Adi concurred with Enemuo, saying that the party could not have been part of the affiliation of political parties supporting Uba. The Kwara State Independent Electoral Commission (KWASIEC) said on Monday it would conduct elections into the 16 Local government areas in the state on November 4. The Chairman of the commission, Dr. AbdukRahana Ajidagba, disclosed this at a news conference on the proclamation on the 2017 local government elections in the state at the KWASIEC office in Ilorin. He said the commission had perfected arrangements for the conduct of reliable, accurate, credible and acceptable local council elections in the state. Ajidagba said the commission had acquired boats to be used by its officials for the conduct of the polls in the riverine areas of the state. Mr Wole Coker, Executive Director Programmes of the Nigerian Television Authority (NTA) has advised movie producers to insist on good scripting for their movies to enjoy better patronage. Coker gave the advice in an interview with the News Agency of Nigeria (NAN) on the sidelines of the Abuja Guest Writer’s forum in Abuja. According to him, a good script should have a beginning, middle and an end, adding that a good script makes good movies and not actors. “Script is a major backbone for any production, television production cannot be successful without a tangible and sensible scripting. “You should make sure your scripts are good and tight. Do not monopolise your script, give it to someone else to review it for you. This is because you may derail when you get attached to your script. “When you finish production, give it to an editor that is not there when you were writing the script to edit for you; that way he or she can be dispassionate about cutting away those parts that appears padded. “It is always good to get a second opinion about a script,” Coker stressed. He added that accomplishing good screen play always required a good story line diligently put together by a combination of good heads to meet the taste of the audience. Coker stressed that personal taste of a movie producer or preference may not always be shared by the target audience. He pointed out that the right words or improper use of words had the capacity to make or mar a script on which a movie was produced. Mr Stephen Mbah, a Peoples Redemption Party (PRP) governorship aspirant in Anambra, says his priority, if voted into power on Nov. 18, is to revolutionise the agriculture sector in the state. Mbah gave this indication while addressing party faithful at the inauguration of the Ihiala Local Government Area chapter . Dr Mbah said that 40 percent of the state’s annual revenue would be used to create farm settlements across the state. “My government will have a three-year programme to turn around the fortunes of farmers in the state through mechanised farm settlements that will be established in many parts of the state. “We are going to partner with foreign consultants to see how people, mostly youths and women, will be encouraged to live in farm settlements and produce for export and local consumption. “The target is to make Anambra the food basket of the nationjust as our slogan is Light Of The Nation.” Mbah also said that his government would initiate a special programme to empower widows economically as well as ensure regular and timely payment of workers’ salaries. A proposed two-year strategic work plan by the Federal Government for the development of the Niger Delta has elicited mixed reactions from stakeholders in the region.The Minister in charge of Niger Delta Affairs, Usani Uguru, while disclosing the receipt of the work plan that would guide the development activities in the Niger Delta between 2017 and 2019, said the essence of this was to eliminate duplication that may result to waste of resources. Former President, Ijaw National Congress, Professor Kimse Okoko said the report by the technical committee set up by the minister was unwarranted because the developmental challenges of the region have been well articulated in several reports at the disposal of government. “There have been several reports on the Niger Delta, what is going to be new about this one submitted to the minister? If they found something amiss in the Niger Delta regional master plan, they should tell us. We are fed up with studies upon studies on the Niger Delta. We know what is wrong with the Niger Delta. It is a common knowledge. What is the point for this committee’s report? Similarly, the President, Movement for the Survival of the Ogoni People (MOSOP) Legborsi Pyagbara told The Guardian that the challenge his people face in terms of development, had been that every political leader wants to develop the region based on his perception. “The challenge we have with the Niger Delta is that everybody comes to deal with the issue of the Niger Delta from his or her own perspective, forgetting that this whole thing already has a template. If you want to do a new thing, why don’t you even look at the Niger Delta technical committee’s report? We set up a committee, we kept them somewhere for months. They produced a report, which was supposed to be a regional intervention framework and we are not addressing it,” he said. Pyagbara recalled that a Niger Delta regional masterplan was designed by the Niger Delta Development Commission (NDDC) to serve as a guide for all stakeholders in the region. Unfortunately, the masterplan has been abandoned. A member of the default Technical Committee on the Niger Delta cum chairman, Niger Delta Civil Society Coalition, Mr. Anyakwee Nsirimovu, said there was not nothing wrong with the proposed developmental agenda, since the regional masterplan has overshot its lifespan. “Pick up the Niger Delta technical committee report and look at the infrastructural provisions and you want to do something based on available resources, that will be okay. Controversy erupted in All Saints Anglican Cathedral, Abakaliki, yesterday when the wedding between a priest and his bride (names withheld) was abruptly cancelled by the Cathedral’s authority over the groom‘s alleged misconduct with ladies. The priest is serving in the Cathedral while his bride hails from Umuchoke Mbaitolu, Imo State. The couple had successfully celebrated their traditional marriage last Wednesday at the bride’s hometown in Imo State. They were already seated with some of their guests in the Cathedral about 9:25a.m waiting for the wedding service to commence when one of the priests in the church, Ven. Kingsley Okoro, came in and announced that the wedding would no longer hold and asked everyone to go home. Okoro, who said that the directive to stop the wedding came from ‘above’, did not disclose the reason for the cancellation of the wedding. The celebrants were visibly shocked by the announcement even as their guests left the church in bewilderment. It was not clear why the wedding was aborted by the Cathedral’s authority but Sunday Sun gathered that a complaint bothering on infidelity was lodged last Friday night against the priest. One of the parishioners, who simply gave her name as Helen, told Sunday Sun that when she sought to know the reason behind the cancellation of the wedding, she was told by some parishioners close to the church authority that a girl the priest was dating lodged a complaint last Friday night to stop the wedding. She said: “We are actually shocked and confused as you can see. “I was told that the groom had a girlfriend and that he promised to marry her but decided to settle down with another girl, which is the bride. They also told me that the girl reported the matter to our Bishop. “They also said that the girl presented a picture of where the groom was smoking with some girls during her complaint to the Bishop. So, that is what they said that stopped the wedding and as you can see, some guests have started going back to where they came from,” she added. She alleged that the groom was also accused of some bad behaviours including smoking and mingling with prostitutes. Meanwhile, a notable evangelist who does not want his name in print said that the wedding of the couple had earlier been put on hold. “They would have wedded two years ago but because of the groom’s lifestyle which landed him in a police case, the wedding could not hold,” he said. He disclosed that Grace had as a result quit the relationship but only reconciled with him few weeks ago and they re-scheduled the wedding. “Since the church said that the wedding cannot hold, there is nothing we can do. As Lagosians troop out today to elect their representatives at the Local Council level, the Lagos State Independent Electoral Commission (LASIEC) has disclosed its readiness to conduct a free, fair and credible election, allaying fears or doubts on the neutrality of the commission as an electoral umpire. It, therefore, reiterated its commitment to providing a level playing ground for all political parties and their candidates. The Commission’s chairman, Justice Ayotunde Phillips, who disclosed this yesterday at a pre-election media briefing, which held at the Commission’s headquarters in Yaba, Lagos, said it is committed to conducting a free, fair and credible election today, as provided for in the relevant enabling laws. “In demonstration of our commitment, we have deployed non-sensitive materials to the 57 Local Governments and Local Council Development Areas, so that Electoral Officers have adequate time to distribute the materials to locations where they would be used today. “Accreditation and voting will take place simultaneously between 8:00am and 3:00pm. I want o reiterate that the results of the Chairmanship election will be declared at the collation centres in each of the councils, while the results of councillorship elections will be declared at the Ward collation centres. The only condition that may warrant the declaration of results outside the collation centres is if it is discovered that the environment is not safe and conducive,” she said. Phillips noted that through its new innovation, the Election Support Centre, it would be monitoring developments at the various Collation Centres and other locations in the state through reports sent to the centre at the headquarters by the field officers of the commission. The International Table Tennis Federation (ITTF) has concluded arrangement to live stream daily matches of this year’s Challenge Nigeria Open ‘Lagos 2017’ on itTV. Also, Supersport will beam the finals of the year’s championships live on its satellite as the official broadcast station of the competition. According to the Local Organising Committee (LOC), itTV – ITTF’s free online streaming platform, will offer two tables of action throughout the five-day championships. Facebook will test limiting the number of published news stories that can be read for free on its Instant Articles platform for premium publishers, US media reported on Wednesday. The leading social network has become a major source of news for people, triggering complaints by publishers that they lose control and revenue when their stories are shared free at Facebook. A paywall is under construction in Facebook’s Instant Articles section where the social network has agreements with select outlets to publish directly to the platform, according to a story initially published online at TheStreet The service was launched two years ago and competes with Google’s AMP that also optimizes content from select media for mobile web browsing. Facebook head of news partnerships Campbell Brown said at a digital publishing conference in New York on Tuesday that the social network is responding to publishers’ concerns with the move, TheStreet reported. Facebook in October will begin testing a feature that limits to 10 the number of stories that can be accessed in its “Instant Articles” section and guides readers to publisher home pages to consider buying subscriptions, according to media reports. California-based Facebook did not respond to an AFP request for comment. The Saudi Arabia authorities have given some health conditions to Nigerian pilgrims and 22 other countries before they could perform the 2017 Hajj. According to a report published yesterday by the Global Polio Eradication Initiative (GPEI), “Protect against polio this Hajj,” while the pilgrimage is a holy time, it also presents health risks as people are coming together from many countries where they may have been exposed to different infectious diseases. The report said: “The Ministry of Health of Saudi Arabia has issued health requirements and recommendations for entry into Saudi Arabia during the Hajj season, including requirements relating to polio vaccination. “Regardless of age, all travellers from certain, specified countries must show proof of vaccination against polio within the last twelve months and at least four weeks before departure. All travellers from these countries will also receive one dose of oral polio vaccine on arrival in Saudi Arabia.” The other countries are Cameroon, Central African Republic, Chad, Democratic Republic of the Congo, Equatorial Guinea, Ethiopia, Guinea, Kenya, Liberia, Madagascar, Niger, Sierra Leone and South Sudan, all from the World Health Organisation (WHO) African Region. Others are Afghanistan, Iraq, Pakistan, Somalia, Syrian Arab Republic, and Yemen from WHO Eastern Mediterranean Region; Myanmar from WHO South-East Asian Region; Lao People’s Democratic Republic from WHO Western Pacific Region; and Ukraine from WHO European Region. The GPEI noted that eradicating polio would have a long-lasting impact, saying: “Polio eradication will generate savings of US$50 billion (N20 trillion) over the next 20 years. The polio programme is taking steps to ensure that the knowledge acquired, the tools developed and the infrastructure established by the polio programme would continue to benefit other child health challenges long after polio is gone.” The GPEI said polio remains endemic in three countries – Afghanistan, Nigeria and Pakistan. “Until poliovirus transmission is interrupted in these countries, all countries remain at risk of importation of polio, especially vulnerable countries with weak public health and immunization services and travel or trade links to endemic countries.” According to the GPEI: “If polio is not eradicated, we could see a global resurgence of the disease, with as many as 200,000 new cases each year within a decade. Former Vice President Atiku Abubakar has said he will continue to support the restructuring of the country because the report of the 1995/96 Constitution Drafting Committee was not what was eventually released and foisted on the people of the country in 1999. He stated that Nigerians accepted the constitution because they were desirous of returning the country to democracy, stressing that time has come to review the exercise because “Nigeria is not working.” He said that the rising tension and agitations in the country could be checked with a restructured polity that could meaningfully engage the people on productive activities. Atiku, who spoke yesterday at Nsukka during a public lecture organised by the Senior Staff Club of the University of Nigeria (UNN), stated that any serious government could initiate and conclude restructuring programmes that could impact meaningfully on Nigerians in six months, especially those that do not require constitutional amendment. The management of Rangers International FC Enugu said on Friday it had not seen its Midfielder, Christian Madu in the last three weeks. The club’s Director of Media and Publicity, Foster Chime, made the disclosure in a statement in Enugu. Chime said the club’s Chief Coach, Chukwuma Agbo, had explained that the player sent him a letter that he was going for a check-up. “The letter did not specify the type of sickness, where or when he would be treated. “The letter came immediately after the Rangers versus FC Ifeanyi Uba match in Enugu. “Since then, he has not reported for training or seen anywhere around the Coal City Flying Antelopes camp, which means he has gone Away Without Official Leave (AWOL). “He did not present himself to the team doctor, who is a consultant physician,’’ the statement said. One soldier was killed and several others injured in an attack on military personnel in Nigeria’s oil-rich south, a security source said on Thursday, in the second incident this month in the restive region. The attack happened in the early hours of Thursday in the Ogbogbagbene community, southwest of the Delta state capital Warri, according to locals. A source at Nigeria’s Department of State Security intelligence agency said it was not immediately clear whether those responsible were “militants or just hoodlums”. “But they killed a soldier, injured others and carted away arms and ammunition, as well as a military gunboat,” he said, adding that the injured were being treated in hospital. There was no immediate response from the military joint task force that handles security in the region when contacted by AFP. One woman who lives locally said people “heard gunshots by the waterside where the army formation is stationed at about 2:00 am (0100 GMT) this morning, only to realise that the army was under attack”. Angodi Akpo, who sits on the Burutu local council, said the community was “under siege” because of fears of reprisals. “Everyone is apprehensive and is locked indoors over the likely action of the military following the attack, as the security operatives are harassing innocent residents in the guise of searching for the culprits,” he added. Twelve days ago two soldiers were killed at Sapele in Delta state, where there was also a similar attack in May that left four marine police officers dead. The Niger Delta region, which includes Delta state, is home to Nigeria’s multi-billion-dollar oil and gas industry and has frequently been hit by unrest. Militants have periodically mounted attacks on oil and gas infrastructure as part of their calls for a fairer share of profits from the sector for local people, most of whom live in dire poverty. Those hankering for the restructuring of the country to achieve federal character and balance the distribution of the nation’s commonwealth would have to wait until a new constitution becomes operational. This follows yesterday’s remarks by the Speaker of the House of Representatives, Yakubu Dogara, at the hearing organised by the House Ad hoc Committee on the Review of the 1999 Constitution at the National Assembly, that restructuring could only be done through the amendment of the constitution. Revealing that the parliament would not constitute a stumbling block to the wishes and aspirations of Nigerians for genuine changes in the constitution, Dogara assured that when completed, the new set of laws would address the various agitations in all parts of the country. Dogara assured that the various recommendations calling for judicial reforms were geared towards reducing the time for litigation in courts and that efforts should be made to adopt and reflect them in the final amendments. The Speaker urged stakeholders to also ensure that the purpose of entrenching the NIC as a superior court of record with exclusive jurisdiction on labour related matters is not defeated so that the country doesn’t return to the days of uncertainty on labour matters. House Leader, Femi Gbajabiamila assured that at the end of the consideration of the review exercise, the committee would forward aspects of amendment that would have been approved to the House for further legislative action. In the meantime, alleging ethnic and tribal biases, Arewa Consultative Forum (ACF) has faulted the current agitation for the restructuring of Nigeria, warning that such agitation may not promote the unity and development of the nation. A statement issued yesterday, by the National Publicity Secretary, Alhaji Muhammad Ibrahim Biu, pointed out that “the term means different things to different people or groups. To some people, it is true federalism, whatever that means, for others it is fiscal federalism, while some group tout resource control and yet we have those for resource ownership.” Biu said, “ACF notes with regret that those clamouring or demanding for the so-called restructuring are yet to define what they actually mean by the concept and its application in our present democratic setting,” stressing that in most cases, the meaning depends on which section of the country or the person advocating for it comes from. “It is, therefore, the considered view of the ACF that any acceptable restructuring meant to improve the unity, stability, harmony and peaceful coexistence must be based on just, fair and equitable principles to all Nigerians that come with clarity of definition.” Besides, it also dwelt on the report of 2014 National Conference, noting that “the opposition of the North to the implementation of the recommendations in report of 2014 National Conference is not so much because of any legal consideration as to its legitimacy, but also because the selection of the conference delegates was skewed against the North in number considering its population.” Meanwhile, Governor Okezie Ikpeazu of Abia State yesterday dissociated government and indigenes of Abia from the clamour for the republic of Biafra being fronted by IPOB, he insisted that Nigeria’s unity is not negotiable.
