The Inspector General of Police (IGP), Ibrahim Idris yesterday said that the police force under his administration will recruits 31,000 officers yearly for the next five years to effectively fight crimes in the country. Idris said the exercise would enable the agency to meet up with the United Nations (UN) standard of one policeman per four persons in every part of the country. The IG gave the hint at the commissioning of the new Nasarawa State police command headquarters on Shendam Road, Lafia. Nigeria Police Force is operating far below the United Nations standard of policing and in view of this, we are working towards recruiting 31,000 police every year in the next five years. “Even at that, we need government’s and the people’s cooperation to effectively fight crime to a very low level. The press must join us to publicize our idea in crime fight,” he stated. Speaking, Governor Umaru Tanko Almakura called on the IGP to raise the standard requirement in the recruitment of candidates to certain level above what it is presently. He also urged the police force to facilitate capacity building to handle the increasing crimes in the society and the new trend of criminal advancement. Days after the Chief of Army Staff, Lt. Gen. Tukur Buratai, renewed an ultimatum to his men to either capture or kill Boko Haram leader, Abubakar Shekau, after a 40-day ultimatum failed, the insurgents have issued fresh threats to attack the Nigerian military. They also threatened to attack towns and cities as well. Besides, Boko Haram, in an undated but fresh video, declared they celebrated Sallah in Sambisa, right after the 40-day ultimatum lapsed. In July, Buratai ordered his men to capture Shekau within 40 days. The deadline passed without Shekau’s capture. The army chief simply made the ultimatum open-ended. In the new video, Shuaibu Moni, one of the Boko Haram commanders, who was swapped with 82 Chibok girls released in May, taunted the military and issued threats on behalf of the sect. “We have observed the Eid-el-Kabir prayers peacefully, with our brothers, wives and children in Sambisa, under the leadership of Abu-Muhammad -Ibn-Mahammad Abubakar Shekau. “We thank Almighty Allah for sparing our lives, to witness this very wonderful day and good state of health. We want to tell the infidels of the world, infidels in Nigeria…and Buratai, who gave 40-day ultimatum, to kill our leader Abubakar Shekau that here, we are celebrating Sallah in Sambisa. “I also want them to know that killing Shekau is not the end of us. With or without Shekau, Boko Haram will remain. They should know we worship God and Shekau is only leading us on the path of service to the Lord. “They should know that just as they are giving orders to their military to invade our camps; we are also waiting for Shekau’s orders to invade their barracks, towns and cities at any giving time. “I have said it before and you have seen what I have done. I am not making empty noise; I guess you know who is talking you; this is ‘Moni.’ You have seen what we did in the university and the city of Maiduguri and other places. “We mean everything we are saying, and you should wait we are coming after you. We will never dialogue with the government.” Attempts to get the Defence Headquarters’ Director of Information, Major General John Enenche and spokesman of the Nigerian Army, Col. Sani Usman were not successful. Calls to Enenche’s mobile line and Usman’s as well as text messages, were neither returned nor replied. But, spokesman of the Nigeria Air Force, Air Commodore Adetokunbo Adesanya dismissed Boko Haram’s new threats. He said: “NAF bases are well defended; NAF personnel are well-trained, equipped, motivated and committed to the defence of NAF bases and other assigned critical points.” On August 14, 2017, Boko Haram Shekau released a new video where he taunted President Muhammadu Buhari, former president Goodluck Jonathan and Buratai. The video, delivered in Arabic, was released shortly after the terrorist organisation carried out an attack in the remote Borno State community of Amarwa. The group has used suicide bombings, kidnappings and other unconventional methods to attack innocent civilians, particularly in the states of Borno, Adamawa, and Yobe. An estimated 20,000 people have been killed by the terrorist sect while over two million have been displaced. Also, two months ago, Boko Haram released a video which showed some women they abducted in June. In the video, the women pleaded with the Nigerian government to negotiate with the terrorists for their release. The women are believed to be among 14 others abducted when the gunmen ambushed a convoy travelling under military escort along the Biu road in Borno State. The 4:35 minutes video footage featured a hooded Boko Haram member introducing the women. The recent report of a national corruption survey published by Nigeria’s National Bureau of Statistics (NBC) that a whopping N400 billion is spent on bribes each year since 2015 is an indication that the scourge of corruption is indeed capable of killing the country if nothing is done about it. The survey published by the NBS in conjunction with the United Nations Office on Drugs and Crime (UNODC) which revealed that Nigerians have spent about N400 billion on payment of bribes between June 2015 and June 2016 should therefore wake every citizen up to the reality of how much Nigeria loses to corruption. Much of this crime takes place of course in the public-sector. “Almost a third of Nigerian adults pay bribes when in contact with public officials. Almost a third of Nigerian adults (32.3 per cent) who had contact with a public official between June 2015 and May 2016 had to pay or were requested to pay, a bribe to that public official. “The magnitude of public sector bribery in Nigeria becomes even more palpable when factoring in the frequency of those payments, as the majority of those who paid a bribe to a public official did so more than once over the course of the year.” Furthermore, it was disclosed that bribe-payers in Nigeria pay an average of some six bribes in one year, or roughly one bribe every two months. “On average, almost one bribe is paid by every adult Nigerian per year by combining the total number of people who paid a bribe to a public official with the frequency of those payments, it is estimated that a total of roughly 82.3 million bribes were paid in Nigeria in the 12 months prior to the survey. “This results in an average of 0.93 bribes paid per adult, or almost one bribe paid by every adult Nigerian per year”. The damning report also points out that roughly N400 billion is spent on bribes each year taking into account the fact that nine out of every ten bribes paid to public officials in Nigeria are paid in cash. It is estimated that the total amount of bribes paid to public officials in Nigeria in the 12 months prior to the survey was around 400 billion Nigerian Naira, the equivalent of $4.6 billion in purchasing power parity (PPP). “This sum is equivalent to 39 per cent of the combined federal and state education budgets in 2016,” the report stated. And no sector is without the stain of corruption. The survey also showed that the private sector is not an innocent bystander when it comes to corruption in the country. The report has it that police officers are among the three types of public officials to whom bribes are paid most frequently. “Although fewer people come into contact with judiciary officials than with police officers over the course of the year, when they do, the risk of bribery is considerable: at 33 per cent, the prevalence of bribery in relation to prosecutors is the second highest, closely followed by judges and magistrates. “While money is by far the most important form of bribe payment in Nigeria, the survey shows that other forms of bribe payment, such as the provision of food and drink, the handing over of valuables or the exchange of another service or favour, also exist. “The qualitative research analysis shows that such exchanges may sometimes include sexual services, although the actual extent of that particular form of bribe payment is unknown,” the report added. This incredible corruption survey done by the National Bureau of Statistics, assisted by a global body, underscores the widespread belief that corruption is Nigeria’s most powerful enemy which both government and the people must defeat. It is indeed shameful that the temple of justice, the judiciary, and the most important internal security institution, the police have been, expectedly, fingered as part of the most corrupt institutions in this connection. The main function of the police is to detect it when laws against graft have been broken. And the judiciary is the last hope of all citizens. So, if the citadel of justice is corrupt and the police too can be cited as corrupt, where would any redemption come for the country? Instead of raising any committee or council to examine the veracity or authenticity or timing of the report, government at all levels should brace up, close ranks to look at the implications of the message. Indeed, the NBS as a public agency has begun to garner credibility as a result of this report which holds a mirror up to Nigeria for the nation to see her ugliness. So, NBS deserves plaudits, in the circumstances, and other instituions should borrow a leaf from it to assist goverance process in Nigeria. There is certainly a growing need for the reform of institutions to prevent the scourge of corruption. In addition to the noise over recovery from those who have corruptly enriched themselves in office, institutions must be built to prevent corruption. The General Overseer of The Redeemed Christian Church of God (RCCG), Pastor Enoch Adejare Adeboye, has urged the Federal government and the Academic Staff Union of Universities (ASUU) to resolve the ongoing impasse without further delay. He said the industrial action embarked upon by ASUU was caused by governments’ failure to address their demands, adding that the more the strike was prolonged, the more the economy and the development of the country suffer. He said this yesterday at the monthly thanksgiving service, where he celebrated the 50 years anniversary of his marriage with prayers for families and the unmarried at RCCG’s headquarters in Ebute-Metta, Lagos. Adeboye, who spoke through the Assistant General Overseer, Administration and Personnel, Pastor Johnson Odesola, said that the need for the Federal Government and ASUU to reach a consensus immediately becomes very crucial because education was the livewire of every successful country. added that the students were not only at the receiving end but also that the future of the country was at stake if the strike was allowed to continue. “Higher institutions of learning are the citadels where learning takes place to bring development to any country. Therefore, continuous strike will only continue to aggravate the chaos that would eventually lead to retrogression in the economy. “I, therefore, plead with the Federal Government to realise that education is the livewire of this country and to the best of its ability, accede to the demands of ASUU, while the union should be considerate with its demands knowing the present state of the country’s economy,” he said. He lamented the pains herdsmen have caused families and wondered whether those that had brought sorrow to many homes in the country were really Fulani herdsmen. “Herdsmen that we used to know were simply armed with staff, bottle water and were very friendly anywhere they went. Dr Babangida Aliyu, the immediate past governor of Niger, has voiced his support for monitoring of the social media by the military to ensure security and unity of the nation. Aliyu made the remark in Minna on Sunday during a media chat with newsmen. He said it was not bad if the Federal Government decides to monitor the social media through the military. “I support monitoring of the social media by the security agencies to control negative stories that can influence the lives of unsuspecting subscribers to do the wrong thing they never intended to do. “You cannot say negative things about a person or an institution especially when they are false without being challenged. “Some governments close the social media or part of it when they are in crisis in order to save their countries from collapse because of people who may not understand the use of social media,’’ he said. Aliyu noted that though the social media was a source for dissemination of both positive and negative information, “we should be careful not to use it wrongly to the detriment of the society. “The security agencies may be right in monitoring the social media, but we should be watchful so that the security agencies will not go to the extreme of infringing on people’s right,’’ he added. The Director of Defence Information, Maj.-Gen. John Enenche recently told newsmen that the activities of Nigerians on the social media were being monitored for hate speech, anti-government and anti-security information. He said that the move to monitor social media became necessary in the light of dissemination of false information capable of jeopardising the unity of the country. The Nigerian National Petroleum Corporation (NNPC) has said that their sustained strategic intervention in the efficient supply and distribution petroleum products, has led to a significant reduction in the prices of premium motor spirit (PMS), also known as petrol, and liquefied petroleum gas (LPG), also known as cooking gas, nationwide. Spokesman of the corporation, Ndu Ughamadu, in a statement on Sunday, said a national survey by oil and gas forum, NNPC’s weekly TV programme, indicated that in the last few weeks, the price of petrol has fallen steadily from N145 per litre to between N142 and N143 per litre in some stations across the country.According to him, NNPC mega and affiliate stations across the country are selling for N143 per litre, while the pump price range is between N142 and N145 per litre in some major and independent marketers in Lagos, Abuja, Sokoto, Enugu, Delta and other major cities. “One of the respondents in the survey and a manager at an independent fuel retail station in Abuja, Mohammed Abdullahi, said the station currently sells petrol at N142 per litre in line with the prevailing market situation in order to sustain the turnover of the business and to attract more motorists to the station,” the statement read. “Another independent marketer in Mosimi, Emeka Ikechukwu, said the going ex-depot prices of PMS had dropped from N138 per litre in most depots to N133.28 in NNPC depots and between N130 and N131 per litre in private depots. “However, the situation is slightly different in Aba and Umuahia in Abia State and Calabar in Cross River state where most independent fuel stations as well as major marketers selling the product at N145 per litre. “The survey also showed a similar trend of drop in price for cooking gas with the average price for refilling 5kg cylinder at N2,215.96 from the former price of N2,500.00. “The study further revealed that states with the lowest average price for the 5kg LPG refill were Kaduna and Niger at N2,000; Kogi at N2,005.00; and Oyo at N2,033.33.” Ughamadu also said the prices of cooking gas have also reduced. “At the NNPC Mega and retail stations nationwide, a 12.5kg of cooking gas that was sold for N4,500 a few months ago is now sold for N3,800 while other retail outlets sell the same quantity for N4,000,” he said. “NNPC has sustained its interventions through sustained improvement in the supply of the products and remodeling of distribution channels to address sufficiency issues across the country.” full details at http://www.akelicious.com/2017/09/breakingnnpc-crashes-price-of-petrol.html

Investigations have revealed that the false Pepsi HIV story is not about Nigeria but the fake UK MetropolitanPolice statement claiming the soft drink contained infected blood. This has since been denied by the UK Metropolitan Police and there was no Sky News report on this false story. Medical experts have assured Nigerians that there is no need to worry. Reason: The story is not true, and the HIV virus cannot survive up to five minutes outside the human body. According to a report first published by TheSun UK, Pepsi was hit by a sick hoax after a fake Met police statement was shared online claiming that the fizzy drink contained HIV-infected blood. The message – falsely attributed to Met Police– claimed that Pepsi bottles in the United Kingdom (UK) were contaminated.It began recirculating on social media in Britain after previously appearing in a different format in India. They alleged that contaminated bottles were in the UK, and stated that the warning comes from the Metropolitan Police.The message also said that the incident was“shown on Sky News”. The origins of the hoax go back to 2011, where a version of it appeared on Indian social networking sites and in email chains. Similar to the British hoax, the original claimed to be a message from the police, but referred to a range of Pepsi products and stated that the incident would be reported on NDTV. General Overseer of Mount Zion Faith Global Liberation Ministries Inc. Nnewi, Anambra State, Bishop Abraham Chris Udeh, has written to the secretary general of the United Nations and other world leaders, including United States of America, Russia and Israel to urgently intervene and save Igbo youths from being exterminated by military troops. He said, as he listened to Buhari’s recent broadcast and dishing order to service chiefs to crush members of the IPOB alongside other terrorist groups, he shed tears, knowing the implications and how disastrous and bloody such an order could be. Bishop Udeh, who spoke to newsmen at his cathedral church, Nnewi, yesterday, said after listening to the broadcast, he now had a vision where the spirit of God showed him how the military troops were drafted to Igbo land to clear Igbo youths, adding that if UN and other world bodies failed to intervene as urgently as possible, his vision in that spiritual world could manifest in the physical world. “Let the UN, USA, Russia, Israel and others intervene now to stop the military from wiping out innocent Igbo youths who are merely agitating for self determination within the ambit of the law,” he appealed. He said he was highly disappointed that rather than coming back to thank Nigerians for their prayers which led to his recovery and return to the country to resume work, Buhari is giving an order to the military to massacre Ndigbo just because they are agitating for self determination, which is allowed by law. He said Nigerians are tired of elected retired military officers as civilian presidents because autocracy had always run through their veins and blood, adding that after Buhari, Nigerians should only go for a civilian president who would always bend down and dialogue with the masses to find a lasting solution to the problems. He also urged Buhari to vacate the seat now based on health ground for his own good. “I can see that Buhari wants to die on the seat of power. I have always advised him to resign on health ground but the cabal in the presidency does not want him to leave the seat for another tribe. He should resign now because we are tired of military commanders. If he fails to resign, I shall resurrect my earlier call for his impeachment by the National Assembly,” he stated. He contended that the only election ever conducted in a free and transparent manner was the June 12, 1993 exercise which was won by the late Chief Moshood Abiola, adding that other elections conducted in Nigeria, including the one that brought Obasanjo, Yar’Adua and Jonathan and others into office were mere manipulations by the Northern cabals and caliphate. Some Nigerians in South Africa have hailed the Super Eagles for their 4-0 win against Cameroon in a 2018 World Cup qualifier. The News Agency of Nigeria (NAN) reports that with the victory, Nigeria still leads its group with nine points having won all three matches played. Adetola Olubajo, Secretary-General of Nigeria Union South Africa, said the Eagles had done Nigerians in South Africa proud. “ With this victory, I can smell Russia. They still need to work harder to win out remaining matches. “ The team should remain focused and I am optimistic that with hard work and dedication, the Eagles will qualify,” he said. Ifeyinwa Obi-Emedo, Secretary of Nigerian Women Association, South Africa, said she was overwhelmed with joy with the win. “Each time the Eagles play so well, its like another decade has been added to my life. “ The Eagles should keep it up, forward ever, backward never,” she said. The National Emergency Management Agency (NEMA) has deployed a team to provide humanitarian services to victims of floods in Benue state, the Director-General of the agency, Mustapha Maihaja, announced Friday. The reaction is in compliance with the directive of President Muhammadu Buhari. Maihaja,in a statement through NEMA’s Head of Media and Public Relations, Sani Datti, said that the humanitarian team had been reinforced with another contingent headed by Air Commodore Paul Ohemu, Director, Search and Rescue. He said that this was in addition to the officers of the North-Central Zonal Office of NEMA in Jos. NEMA boss said they were to deliver immediate humanitarian assistance to the affected persons in the various locations and to assess the situation for further support. He said that seven 30-tonne trucks had been dispatched to the state and were due to arrive Makurdi on Friday. Maihaja sympathised with the affected people and assured that NEMA would work closely with the state government in providing them with the necessary assistance. On Thursday President Buhari directed NEMA to deploy personnel and resources to provide succour to victims of flooding in Benue. The Delta State Governor, Ifeanyi Okowa, has charged Nigerians to shun hate-speeches and collaborate with the government to surmount the plethora of problems bedeviling the nation. In a goodwill message in Asaba yesterday by his Chief Press Secretary, Mr. Charles Aniagwu, the governor said there was need for Nigerians to be their brothers’ keepers. In anticipation of Sallah holiday, the Central Bank of Nigeria (CBN) on Thursday raised the total intervention for the week to 547 million dollars as against 195 million dollars offred the previous week. Chairman of the People’s Democratic Party (PDP) National Caretaker Committee, Senator Ahmed Makarfi, has cautioned warring members of the party against internal wrangling in the party. Makarfi, who gave the warning yesterday when he inaugurated caretaker committees for Lagos and Kwara states’ chapters of the party, pointed out that internal wrangling is a wrong signal that would drive people away from the party. Chief Tunde Osainakan is the Chairman of the Lagos State Chapter while Tunde Akindeyi is the Chairman of Kwara State Chapter. The chairman, who noted that normalcy is fast returning to the PDP, said: “Anyone who wants to come around should come and join. The party is big enough to accommodate all. In fact, all we should be doing is to invite people to come and join the party but how can we do this if we continue to fight ourselves. We will be sending wrong message. However, I am glad that we are sending the right message now. “I want us to stop looking at these things as if everything starts and ends with what we are doing right now. We have only started the process of democratisation, which will be taken down to the local level. “You are to go back to your states to consult and set up local council committees and ward caretaker committees in your states immediately. There is a lot of room at the lower levels to ensure that power returns to the people.” In another development, a group, under the aegis of PDP National Volunteer Front, has called on Makarfi to cancel the Anambra State primary election, alleging irregularities. The group warned that failure to conduct a more credible primary election and placate the aggrieved aspirants of the party, means losing the election from the onset. The National Marshal of the Front, Emmanuel Nwosu, at a press briefing in Awka yesterday, said: “The primary election was marred by irregularities that first emanated from a flawed ward congress. They failed to elect the constitutional three delegates per ward in over 90 per cent of the 326 wards of the state. “We are saddened by the process that led to that primary election. The Arewa leadership has applauded the decision by the Northern Youth coalition to withdraw the October 1 quit notice issued to the Igbos to vacate the North. According to the Arewa Consultative Forum (ACF) yesterday, in a statement on the withdrawal of the quit notice to the Igbo, the decision was a good development in the interest of peace, unity and corporate existence of Nigeria. A senator, Buruji Kashamu, has vowed to contest the inauguration of a caretaker committee for Ogun State chapter of the Peoples Democratic Party, PDP. The caretaker executive was installed in Abuja on Wednesday by the PDP caretaker chairman, Ahmed Makarfi. Tunde Odanye, a politician from Osun State, was named as the head of the caretaker executive in Ogun State, with a mandate to conduct statewide congresses within three months. The congresses would produce substantive new leadership for the party at local and state level. But Mr. Kashamu, representing Ogun East Senatorial District, said the move was one sided and an affront to the judiciary. He argued that the hitherto state executive secured a court order that it must not be dissolved. The Abuja Division of the Federal High Court in an August 11 order said the executive, which was led by Mr. Kashamu’s associate, Bayo Dayo, should be recognised as a legitimate body by the PDP national executive. The court also ordered that Mr. Dayo’s members be allowed to participate at the party’s non-elective convention held on August 12 in Abuja. It was at the convention that Mr. Dayo’s executive was dissolved, a move that was followed with yesterday’s inauguration of a caretaker executive. Messrs. Kashamu and Dayo, as well as other politicians loyal to the erstwhile PDP faction led by Ali Sheriff, stayed away from the non-elective convention, which held against the backdrop of last month’s Supreme Court ruling that confirmed Mr. Makarfi as the authentic leader of the PDP. Mr. Kashamu has maintained that the Supreme Court ruling was silent on the protracted supremacy tussle that has beset the PDP leadership in the South-West for more than two years. The party has been torn between Mr. Kashamu and former Governor Gbenga Daniel, who has the backing of Kessington Adebutu, a lottery businessman and financier of the party. He argued that the new caretaker committee was packed with loyalists of Messrs. Daniel and Adebutu, with the exception of chairman and secretary who were tapped from outside the state. The Academic Staff Union of Universities (ASUU) has warned the Minister for Labour and Employment, Chris Ngige, not to embark on cheap blackmail over the ongoing strike embarked upon by the union. The University of Ibadan (UI) ASUU Chapter Chairman, Dr. Deji Omole, who condemned the tactic employed by the Federal Government over the demands of the union, said it was deceitful for the minister to insinuate that the N23 billion earned allowances, which the Federal Government promised to pay soon, were only for lecturers. He stated that the said earned allowances were for both deserving academic and non-academic members of staff, stressing that it was too early for Ngige to embark on cheap blackmail. Omole said that the union was more interested in enduring legacies, which would reposition public education in the country through adequate funding of public education, which the present government had been silent about. Also, President of the union, Prof. Biodun Ogunyemi, has asked his members to disregard the comment by the minister that the strike is illegal. He said: “Our national struggle to revitalise the Nigerian university system is comprehensive and total. Remain resolute and steadfast as victory is certain.” In another development, the Unified Nigerian Youth Forum has cautioned the Joint Admissions and Matriculation Board (JAMB) against lowering qualification entry mark, saying that such will result to admitting unqualified candidates into tertiary institutions in Nigeria. In statement signed by its President, Abdulsalam Muhammad Kazeem, the forum said: “We reject in totality the pronouncement of the cut-off mark for 2017/2018 academic session by JAMB registrar. “120/100 marks for universities and polytechnic as cut-off marks out of 400 marks further shows the level of decay in our educational system. With this development, we are sure that the level of un-seriousness will increase from 20 per cent to 78 per cent. “Lowering the qualification entry mark to our institutions is not in tandem with new global realities, in terms of educational standard as it will lead to the admission of unqualified candidates into our tertiary institutions, and it further shows that Nigeria does no give regards to excellence. In another development, a 15-year-old Ikeoluwa Abioye, who scored A1 in all the nine subjects she wrote in the 2017 May/June West African Senior School Certificate Examination (WASSCE), has appealed to Osun State Governor, Rauf Aregbesola and other good-spirited Nigerians to support and help her achieve her academic goals. The Presidency has advised opinion leaders to exercise restraint in their choice of words to avoid heating up the polity and causing acrimony. Defending the President’s speech, the Presidency said yesterday that it was a matter of great satisfaction that majority of the citizens welcomed the broadcast. To criticise the President on restructuring, the Presidency said, it is completely off the mark. According to a statement by the Senior Special Assistant to the President Malam Garba Shehu, the President has no power to impose restructuring on the country by military diktat. The National Assembly members are the elected representatives of the people who can handle agitation for restructuring and other constitutional changes, he said. He explained that the President is constitutionally-bound to work with the National Assembly to deal with such complex issues, reminding critics that the President would not exercise arbitrary powers or bypass the legislature in taking such fundamental decisions. Shehu said: “Changes don’t happen on a whim in a democracy. The ‘immediate effect’ military mentality cannot work under a democratic order. Since the President has sworn to defend the constitution, he would remain faithful to that oath by working with the legislature in taking major decisions on the future of Nigeria’s federal system. Shehu noted that while Nigerians are free to express themselves, they should exercise such liberty with restraint and a sense of responsibility. He said calling President Buhari an enemy of Nigeria is in extreme bad taste, adding that nothing in Buhari’s service record would justify such scurrilous language. “The country’s parliament is ready and willing to discuss all issues but the pundits are more interested in TV and newspaper headlines. Threats don’t work in a democracy. Democracy requires planning and proper process. A report from the National Bureau of Statistics (NBS) has ranked 10 states in Nigeria low in their adoption and usage of the Internet.Although, there are over 90 million Internet users in Nigeria, according to the Nigerian Communications Commission (NCC), the NBS report for the first half of the year, ranked Bayelsa State lowest with 0.74 per cent penetration. Yobe followed with 0.78 per cent, and Ebonyi in third position with 0.82 per cent. Ekiti, Zamfara, Jigawa and Gombe states with 0.91 per cent; 0.92 per cent; one per cent; and 1.08 per cent followed respectively.Taraba had 1.14 per cent; Kebbi 1.28 per cent, while troubled Borno had 1.47 per cent Internet penetration among the lower ranked states. Expectedly, Lagos with 12.82 per cent penetration led states with the highest Internet penetration in Nigeria, Ogun followed with 6.01 per cent; Oyo 5.28 per cent and Kano enjoyed 4.75 per cent penetration. The Federal Capital Territory (FCT) ranked fifth with 4.65 per cent; Kaduna 4.54 per cent; Rivers 4.19 per cent; Delta 3.46 per cent; Niger 3.44 per cent; Edo 3.18 per cent; Anambra 2.84 per cent, Benue 2.54 per cent; Kwara 2.34 per cent, and Nasarawa 2.28 per cent penetration. However, there was a drop of 1.75 per cent in the subscribers’ base, as a total of 92,136,023 subscribers were active on the Internet against 93,776,711 in the third quarter of 2016. President Muhammadu Buhari yesterday directed the military chiefs and heads of other security agencies in the country to immediately tame threats to the peace and unity of the nation. He gave the directive during a three-hour closed-door meeting with the service chiefs, including the Chief of Defence Staff, General Gabriel Olonishakin; Chief of Army Staff, Lt. Gen. Tukur Buratai; Chief of Air Staff, Air Marshal Sadique Abubakar; and Chief of Naval Staff, Admiral Ibok-Ete Ekwe Ibas who was represented. Also at the meeting were the Inspector General of Police (IGP) Ibrahim Idris; National Security Adviser (NSA), Maj. Gen. Babagana Mongunu (rtd) and the Director-General of Department of State Services (DSS), Lawal Daura. Briefing State House correspondents after the meeting, Gen. Olonishakin said the directive by President Buhari was for the military to checkmate the Boko Haram menace in the north east and the activities of the Indigenous People of Biafra (IPOB) in the South East. He said they were further directed to protect the unity of the country as well as lives and property of Nigerians wherever they reside. Specifically, he said, the security chiefs were charged by the president to enhance their operational strategies and ensure that troops carry out their assignments diligently. On whether there was a directive from President Buhari on the activities of IPOB, the CDS said: “All security threats were treated one after the other, ranging from terrorism to kidnapping, herdsmen/farmers clash and IPOB issue. Comments were made as to what to do as regards those issues.” On the renewed onslaught against Boko Haram, he said, “On the Boko Haram issue, you all know it is an asymmetric warfare. It is not that the Boko Haram have stepped up their game, it is just the issue of suicide bombing that has been the problem. We are working with the security agencies and the intelligence agencies to make sure that we address that menace,” he said. Egypt’s first bitcoin exchange will go live later this month, the founders of Bitcoin Egypt said. The founders linked the Middle East’s most populous country with a cryptocurrency that has surged in value in recent months. Many governments around the world are still mulling how to regulate and classify bitcoin, a volatile digital currency that has captured the interest of speculative investors worldwide. Its value has soared,roughly quadrupling since the start of 2017 and trading at around 4,400 dollars on Thursday. Egypt, most of whose 93 million people have no bank accounts, but where electronic payments have grown in recent years, lacks regulations for digital currency. This means local retailers cannot accept it as payment, but users on an exchange may be left to trade freely, potentially cashing in on its ascent. “We’re still waiting on the Egyptian government to set some kind of regulations…Without any laws, bitcoin is not legal money in Egypt,” said Bitcoin Egypt founder Rami Khalil. He said the exchange has picked up about 300 pre-registrations from users ahead of its launch. The Egyptian Financial Supervisory Authority, the country’s financial markets regulator, did not respond to requests for comment. Khalil and co-founder Omar Abdelrasoul see their platform connecting a community of several thousand bitcoin enthusiasts who will for the first time be able to trade in Egyptian pounds. The pounds have roughly halved in value since November after flotation under an International Monetary Fund loan programme. “Cryptoassets are happening whether (the Egyptian government) joins in or not. And by not joining they’re missing out on a very big market. Currently bitcoin is about a 70 billion dollars market,” said Khalil. Cryptocurrencies allow anonymous peer-to-peer transactions between individual users without the need for banks or central banks. Bitcoin’s lack of central authority makes it attractive to those wanting to get around capital controls. This has helped it proliferate in China, the world’s most active bitcoin market, but has led some governments to crack down on its use to prevent money laundering. Those same dynamics could propel bitcoin in Egypt, where a shortage of hard currency after the 2011 uprising sharply, restricted bank transfers. Meanwhile, liquidity at banks has improved and capital controls have been lifted in recent months, businesses still resort to a black market for dollars to obtain currency not available in the formal banking system. “We’re trying to get people used to the idea of bitcoin, to ready the market so that in a couple of years we will reach a greater number of users. “But for now we are trying to let people know what cryptocurrency is,” said Abdelrasoul. A 10-year old girl in India who had been raped, but whose abortion plea was turned down by the country’s Supreme Court, on Thursday delivered a baby. Both the minor and the baby girl were safe at the state-run hospital in northern city of Chandigarh, according to Dasari Harish, chairman of the committee which was set up to treat and take care of the girl. “The girl is stable. The infant has been admitted to the neo-natal intensive care unit for quick recovery,’’ he said by phone from Chandigarh. The girl was repeatedly raped by her uncle over several months. The crime came to light when the girl was taken to hospital complaining of stomachache in July, and was found to be over 20 weeks into the pregnancy.. Her uncle was arrested shortly afterwards. Indian law prohibits medical termination of pregnancies after 20 weeks except when the mother’s life is at risk. Senate President Bukola Saraki yesterday described justice as keeping people safe and administering rule of law. Saraki, who spoke yesterday through Senator David Umoru, at the submission of the National Policy on Justice. He said the policy, which also include tackling harm, rehabilitating and supporting victims was overdue, considering that the importance of administration of justice in the country. The senate president added that an efficient justice delivery is central to the nation’s economic growth, development and the socio economic wellbeing of the citizens. According to him, inventors will only put their money in a place where there is a functional judicial system and where every citizen is governed in equal measures by the rule of law. “It is my belief that in order to restore confidence amongst Nigerians in our justice system, judicial reforms need to be institutionalised and constantly reviewed to reflect the dynamics of the society,” he added. A National Policy on Justice that is aimed at addressing decay in the justice sector was also yesterday adopted at a national summit in Abuja. The 34-page policy document provided a blueprint that outlined the various reforms desirable in the justice sector to engender smooth, fair, just and transparent administration of justice in the country. Other issues addressed include delay in justice dispensation, lack of public confidence in justice delivery system and access to court and other challenges militating against efficient justice delivery. The Attorney General of the Federation (AGF) and Minister of Justice, Abubakar Malami explained that the policy also contained the needed professional guidance for all justice sector institutions in the discharge of their duties and attainment of an effective and efficient administration of justice. Represented by the Solicitor General and Permanent Secretary, Federal Ministry of Justice, Taiwo Abidogun, the minister noted that the policy has set out agreed principles and guidelines for effective and efficient service delivery. He said: “The policy provides the framework for resolving cross institutional problem developing and managing an all-inclusive reforms, as well as coordinating the implementation of reforms.” The Chief Justice of Nigeria (CJN), Justice Walter Onnoghen, who was represented by Justice Mary Odili stressed that courts have the responsibility of determining both criminal and civil cases. He expressed the hope that the policy will achieve its goal of building consensus among justice sector institutions for the purpose of collectively addressing the major challenges facing the justice delivery. Meanwhile, Saraki yesterday announced a downsizing of his official aides.He said the action was done to reposition his office for a stronger and efficient service delivery. A chieftain of the All Progressives Congress (APC) in Ekiti state, Bamidele Faparusi has accused Governor Fayose of treating Ekiti workers like slaves. Faparusi, who is also a guber candidate, said that the bailout funds which Ekiti state received from the Federal Government, is enough to pay workers for some months. According to Daily Post, he said the President of the Nigerian Union of Local Government Employees (NULGE), Ekiti chapter, Bunmi Ajimoko had to prostrate and begged Fayose before he agreed to pay their 2015 entitlements. Faparusi said “Under Dr Kayode Fayemi, several appointments were made. Former Governor Fayemi appointed about 45-member cabinet and several Special Assistants and Senior Special Assistants and added to the State civil service the wage bill was N2.5 billion monthly. “But now, Governor Fayose, hiding under economic recession pruned down the appointments to about 30-member cabinet and with few special assistants reportedly less than 20 and he was still claiming a monthly wage bill of N2.5 billion while the LG is N1.4 billion even when available records at the Accountant General’s office confirmed that the authentic State’s wage bill was N1.7 billion when that of LG is N1.1 billion. “Even at N2.5b wage bill, the staggering N9.9 billion received by both local and state government can pay three months salaries for both State and local government’s civil servants and the 2015 leave bonus across board. “So, Governor Fayose should stop treating the workers like slaves. He should know that the State runs a full-fledged monolithic economy resting primarily on civil service architecture and whatever affected that arm will permeate to all sectors like Ekiti people are currently groaning under hardship under the reign of terror as typified by Governor Fayose.” He also called on Nigerians to disregard Fayose’s comments, adding that he is not fit to be a Governor.The Governorship aspirant said “Governor Fayose is a man that loathed development of institution and party structure with passion.
