President Buhari briefs African leaders on his efforts towards combating Boko Haram

President Muhammadu Buhari, yesterday, briefed African leaders on his efforts towards combating the Boko Haram insurgency in the country’s North-East.

In an address presented at the opening ceremony of the 25th ordinary session of the African Union, AU, Buhari paid respect to former President Goodluck Jonathan for helping to avert a crisis in the country by facilitating a smooth transition in power.

In regards to the challenge against his administration from Boko Haram and his efforts towards overcoming the threats by the group, he said:

“Our continent is currently bedevilled by the twin evils of terrorism and insecurity, poverty, youth unemployment, and underdevelopment. “The destructive effects of the inhuman and criminal campaigns of the Boko Haram insurgency in Nigeria and neighbouring countries; the Al-Shabab attacks in East Africa, and the activities of the Al-Qaeda in the Maghreb, all bear testimony to a continent under siege.

“I was convinced on my assumption of office that the best approach would be to work within the framework of the Lake Chad Basin Commission, LCBC, to mobilse collective support to fight against Boko Haram. I have in this regard, directed the relocation of Nigeria’s Command Centre to place it closer to the theatre of action.

“Furthermore, I have vigorously engaged the member states of the LCBC to better coordinate the strategies and tactics in fighting the insurgency in the region. I believe that this approach can be enhanced through complimentary regional and continental efforts.”

APC national leader, Asiwaju Bola Tinubu has reacted to the emergence of Senator Bukola Saraki as the new Senate President, saying he cannot recognize the Kangaroo arrangement that saw Saraki emerge as the new Senate President, with a PDP man as Deputy Senate President.


Speaking at the party secretariat, Tinubu said:
“I will never recognize such a kangaroo arrangement that produced Bukola as the Senate President. Or how do you want me to recognise a man who deliberately defied his own party because of his personal interest? It is not done anywhere.

"Therefore, recognizing Bukola as the Senate President after all he had done to our party today, having gone against the wish and pattern of our great party, honestly will amount to endorsing impunity, and which you should all know I will not.

"For me to recognize Senator Bukola as the Senate President, he must show remorse for today’s action. He had earlier promised to the party and the deed has been done. You don’t do that in politics. Personal interest must not override that of the party that beget you. It’s a spoken and silent rule of the game, which all and sundry must abide with.

"I’m not God, but as far as this party is concerned, I’m a leader and I know what is good for the party at the appropriate time. Speaking now is not for the party, but for myself. I cannot recognize Bukola as the Senate President."

Military Has Obeyed Buhari's Order, Moves Base To Maiduguri

Monday commenced the process of moving its base to Maiduguri, for more effective tackling of the dreaded Boko Haram terrorists.

An advance military team led by a two-star General has already arrived Maiduguri, Borno state capital, during the weekend. The team is to commence the establishment of a Military Command and Control Centre (MCCC) tagged operation Zaman Lafiya.

“In compliance with the Presidential pronouncement and the chief of army staff’s directive, a reconnaissance and advance team for the establishment of the Military Command and Control Centre for Operation Zaman Lafiya for fight against terrorism and insurgency has moved to Borno state.

“The team, which is led by a two-star General, has already commenced work in earnest and it is comprised of elements of the office of the Chief of Army Staff, all the relevant Army Headquarters Departments and other combat support components. The centre will serve as a forward command Base for the Chief of Army Staff and other Service Chiefs.

“The Centre is essentially an elaboration of an already existing Army Headquarters Command and Control arrangement. From now on, the fight against terrorism and insurgency would be monitored, coordinated and controlled from the centre. I wish to inform you that it’s establishment would not create another layer of command structure but would add impetus and renewed vigour to Operation Zaman Lafiya, all aimed at bringing terrorism and insurgency to an end. An alternate command centre is also being established in Yola.”


This was revealed to journalists in a statement issued by the Acting Director of Army Public Relations, Colonel Sani Kukasheka Usman, who was part of the advanced team.

There is fire on the mountain and Mr. President can't afford to sit on the fence anymore, otherwise the men who are strategizing for the PDP will take control of the National Assembly through the back door.

President Muhammadu Buhari returned to Abuja from Germany early on Tuesday and headed for a very strategic intervention meeting over the crisis rocking his All Progressives Congress (APC).

Shortly after his arrival in Abuja, Mr. Buhari asked to be briefed about the crisis brewing in the APC over the party’s choice of candidates for the Senate President and Speaker of the House of Reps.

SR source said the President summoned all lawmakers on the platform of the APC to an emergency meeting at 9am at the International Convention Center. APC legislators are expected to move from the meeting to the National Assembly to take part in the inauguration of the National Assembly.
It is unclear if Senator Bukola Saraki will honor the invitation to meet with Buhari as the PDP has endorsed him as their candidate to become Senate President.

Bukola Saraki Losing Battle for Senate President to Lawan

With the swearing-in of President Muhammadu Buhari and the curtains drawn on the 7th National Assembly, attention has duly shifted to the leadership of the 8th National Assembly. Needless to state that the most focused of the two chambers is the Senate.
The Nigerian Senate comprising 109 distinguished senior citizens is expected to select or elect a new leader come Tuesday, 9th July, 2015.


Two major contenders for the leadership of the Senate; Senator Bukola Saraki from Kwara State and Senator Ahmad Lawan from Yobe have thus emerged for the top seat.

While not delving into the usual complimentary remarks in support of a particular candidate, it is, however, pertinent that as a card-carrying member of the APC, one implored on the party, its senators and other distinguished senators to make the best choice of the two, especially as it regards experience, party loyalty and of course the question of the moral burden. If Nigeria must be the winner and seen to be the ultimate beneficiary of the gift of a most qualified Senate president, then the perfect choice in my candid opinion for the job at hand is Senator Ahmed Lawan ( Dan Masanin bade). And the reasons are not far-fetched.
The first issue I would like to look at is the years of ranking and, indeed, experience in law-making, especially at the level of the national assembly.

Lawan is the longest serving APC legislator in the National Assembly, having been there since 1999. If ever there is a reward for experience in the promulgation and act of lawmaking he should be granted that reward.

Following suit is the issue of loyalty to the party, which is and should be very paramount to the APC. Unlike his major contestant who left for the PDP in 2003 to wrest power from an ANPP governor and later jumped back to the APC, Senator Lawan has never left the opposition. Even after the huge pressure mounted on him from 2007-2010 when the party had major issues in Yobe state, he resisted that allure and remained in the opposition till date – ensuring that ANPP which joined to berth APC remained intact and the winning party in Yobe State and the northeast at large. His conviction and vision has come to be manifest in the emergence of President Muhammadu Buhari today under the APC’s banner.
Thirdly, I would love to see a senate president that inspires the down trodden to aspire for the highest seat in the land. It is my humble opinion that Lawan’s emergence will instantly inspire millions of Nigerians who are the ‘children of nobody’ and further drive home the message that surnames cannot serve as privileges and be recognized by mere mentions. This will give each and every Nigerian the opportunity to thrive in the country we collectively own.

In- addition, it is pertinent that for the sake of stability, that credibility and credence be highly considered a factor as ascending to a post as sensitive as the Senate presidency necessitates that one should not have any excess baggage with him or her. As proven in the past, these are usually booby traps used to achieve peculiar interest, albeit politically most times.

For Lawan, who has never been indicted or faced any criminal or civil charge, this says millions of his persona and character. The fact that of the five elections that he has won, only once has he been dragged to a tribunal (in 2011, where he won against PDP) says volume of his electoral conduct also. The added advantage of this is that the Senate President upon election would immediately hit the ground running and not be distracted by summons and lawyers but squarely aid in giving Nigerians the real change in governance as it relates to meaningful life.
Nigerians would not all vote but be represented by their senators. I believe that in electing a Senate president, the interest of Nigerians as well as continued stability of our democracy must be taken into consideration and held utmost in the minds of our distinguished citizens.

Having served as the House committee chairman on Education and Agriculture before his present appointment as the chairman Senate committee on Public Accounts, Lawan who is happily married blessed with children cuts the picture of the perfect senate president.
‎The Senate will surely strive under his leadership with his envisaged deputy, Sen. George Akume, as well as with the support of all other loyal party members across geo-political divides. Nigerians indeed look forward to his swearing in on Tuesday.

VP. Prof. Osinbajo Locked Out Of President Buhari’s Security Meeting

Vice-President Yemi Osinbajo was ‘locked out’ of President Muhammadu Buhari’s meeting with the National Security Adviser on the orders of the President.


Trent is reporting that a top Government source who pleaded anonymity disclosed on Wednesday that Vice-President Osinbajo was refused ‘security clearance’ to attend the meeting as a result of security concerns by the Commander-in-Chief allegedly over what he described as a “very sensitive meeting”.

According to the source, it was the thinking of the President that it was too early in the day to bring Vice-President Osinbajo into the President’s first security briefing.

The June 1 meeting with NSA Sambo Dasuki, which lasted for hours, was part of what sources called “debriefing process” and was done behind closed doors in the absence of the Vice-President.

Dasuki remained with the president till after 4pm when he left the Defence House, Daily Trust reports.
Buhari and Vice-President Osinbajo are yet to move into the Presidential Villa, 6 days after their inauguration.

A suicide bomber was able to carry out his evil plan after shouting ‘Sai Buhari’ in order to attract much victims to himself and thereafter detonated the bomb in Maiduguri on Tuesday morning.

Prior to the explosion at the popular Kasuwan Shanu (meat market), residents were rudely woken up at 12:45am on Monday by gunshots that boomed in parts of the city till 2pm.
Although the News Agency of Nigeria quoted the state Commissioner of Police, Aderemi Opadokun, as saying that five people died in the blast, Reuters reported 50.



Opadokun said the suspect, “who was shouting “Sai Buhari,’’ danced close to an abattoir in the market, before detonating the bomb strapped to his body when people had gathered around him.

‘‘Five people, including himself, died, while eight others sustained injuries,’’ he said, adding that policemen were mobilised to the scene to evacuate the corpses and convey the injured to the hospital.

Buhari to Earn N14 million as Annual Salary, Allowances

Nigeria’s new president, Muhammadu Buhari, and his deputy, Yemi Osinbajo, will earn annual basic salaries of N3, 514, 705 and N3, 031, 572.50 respectively, according to the information on the website of the Revenue Mobilization Allocation and Fiscal Commission.

The RMAFC is statutorily empowered by Section 32 (d) of Part 1 of the Third Schedule of the Constitution to determine the remuneration appropriate for political office holders.

Apart from the salaries, the president is entitled to various regular allowances like:

Hardship, 50 per cent of the basic salary – N1, 757, 350.50;
consistency – 250 per cent, N8, 786, 762.50.
Other regular allowances like motor vehicle fuelling and maintenance, special assistant, personal assistant, domestic staff, entertainment, utilities, security and Newspapers and periodicals are to be provided by the government – not paid for.

Allowances like accommodation, furniture, and duty tour allowance (per night), estacode (per night) and medical allowances are also to be provided as requested.

The allowances are paid periodically, some monthly, a few once in four years. Duty Tour Allowance and Estacode depend on travels.
For instance, furniture allowance to other cadre of officials, like ministers and the Secretary to the Government of the Federation, is given once in four years. The President and Vice President are not paid furniture allowance as they are provided for.

When all allowances payable each month are added, President Buhari will take home N1, 171,568.33 each month, and N14, 058, 820.00 yearly.

Vice President Osinbajo will receive N1, 010, 524. 17 monthly, and N12, 126,290.00 per annum.
Details of Allowances.

The president’s severance gratuity is N10, 544, 115, that is 300 per cent of basic;
he is entitled to a leave allowance of N351, 470. 50, (10 per cent of basic salary)
and an optional motor vehicle loan of N14, 058, 820, at 400 per cent to be repaid before the expiration of the president’s tenure.
Mr. Osinbajo will also get allowances such as motor vehicle, feeding and maintenance, special assistant, personal assistant, domestic staff, entertainment utility, security, newspaper and periodicals.
While the number two man’s hardship, consistency, severance gratuity and leave allowance are at N1, 515, 786.25; N7, 578, 931.25; N9, 094, 717.50 and N303, 157.25 respectively.

He will also receive a motor vehicle loan at 400 per cent of his basic salary which is N12, 126, 290; to be repaid at the expiration of his tenure.

The salaries and allowances are drawn from the Consolidated Revenue Fund. The current salary structure and allowances were fixed by the RMAFC in 2007.

Before the review, the basic annual salary of the then president, Olusegun Obasanjo, was N2,586,000 per annum, while that of his deputy, Atiku Abubakar was N1,938,000 the same as that of the Chief Justice of Nigeria and the Senate President, both heads of the judiciary and the legislature.

This was as a result of the review of the salary structure and associated allowances for the top federal public office holders earlier carried out by the National Salaries and Wages Commission.

A family of five and 6 other individuals were among those who were killed in a gun battle between Boko Haram members and Nigerian troops in Dala, Borno state yesterday May 29th.

According to reports, the terrorist, who came in their numbers, had tried to invade Maiduguri, the Borno state capital but met a strong resistance from the troops stationed in the area. Many residents were seriously injured as they tried running to safety. The troops repelled the attack.

Buhari Moves Military Command to Borno to End Boko Haram

President Muhammadu Buhari has issued one of his first directives. After being sworn in as President, he wasted no time in announcing that the Nigerian Military Command will be moving from Abuja to Maiduguri, the capital of Borno State, in order to fight Boko Haram.

Maiduguri has been the epicenter of the battle against Boko Haram. It is also where about 200 Chibok girls were abducted and still have not been returned. Maiduguri has also been subjected to unrelenting attacks and suicide bombings for several years.

While giving the directive to the miliary, President Buhari said:

“The command centre will be relocated to Maiduguri and remain until Boko Haram is completely subdued. But we can not claim to have defeated Boko Haram without rescuing the Chibok girls and all other innocent persons held hostage by insurgents.”
President Buhari, by issuing this policy change in his inaugural address, is sending the message that restoring security from Boko Haram will be a major priority for his administration. This move is believed to improve the coordination of the military in carrying out counter-attacks against the terrorists.

He blamed the previous government for allowing the terrorists grow wild. “Through official bungling, negligence, complacency or collusion Boko Haram became a terrifying force taking tens of thousands of lives and capturing several towns and villages covering swathes of Nigerian sovereign territory.”

The President-elect, General Muhammadu Buhari, has stated that his administration will work towards the empowerment of Nigerian youths within his first six months in office.

Buhari stated this on Tuesday at a symposium with the theme: “Maximizing the potentials of Nigerian youths as Economic Drivers for a secured nation in the next dispensation,” organised by Buhari Volunteers Network (BVN).
“Let the government be on ground, we will tackle each problem one at a time. The issue of probe, yes, we have to investigate before prosecution, we have to know who spend the money and where the money went to.”


Buhari, represented by a Political Science and International Relations lecturer at the Pace University, New York, Prof. Mohammed Garba, stated that his administration would focus on opening up the mining and oil and gas sectors so as to create jobs for the youths, adding this will ensure youths engage in commercial activities and mentoring programmes.

“Nigerian youths have been supporting the General (Buhari) and the party. They have exhausted all their time and energy on the General and the success of the party. So we are looking forward to see how to get them employed, trained or involved in commercial activities and mentoring programmes.

"That is what we are going to be looking at in the next six months because these youths are computer and IT savvy. They are very knowledgeable in various fields. So we have to harness all those talents into one group. We cannot predict the number of youths to be employed because right now there is financial crisis."

This Is What Really Cost Jonathan Power In The End

First impressions, they say, are everything. Not the same for anyone who is president of a country like Nigeria. With Nigerians, last impressions are just as important as first impressions.


Goodluck Jonathan’s last week as President has seen Nigeria shut down due to power cuts and fuel scarcity. Lives have been lost, airlines cancelled flights, media houses and banks closing early, telecom companies declaring their services would be hampered by the scarcity of diesel.

One could argue, despite the turmoil that characterised his tenure, that this has been Jonathan’s worst week as President. In the midst of what has looked increasingly like a national security issue, the government has offered nothing in terms of explanations or an attempt to offer the way forward.
But to sum the Jonathan administration up through the events of the last one week would be unfair...

It would amount to saying a President who led a country for five years can be judged according to what happened within just a week. Yes, there has been a clear display of government failure over the last one week but the truth is, this administration has been failing for the better part of the last five years. It is only expectedly signing out, looking to clear the minds of those who ever doubted its incompetence to have such doubts cleared.
President Jonathan will be remembered as that man who appeared uninterested as Nigerians battled a cabal to have him installed as acting president, and eventually president. He was that politician that Nigerians, ignoring the platform he ran on, instead assumed they could vote for him without regard to the party he was representing.

Many will remember President Jonathan for insisting the October 2010 Abuja Independence Day bombing had nothing to do with MEND despite the group insisting it carried out the terrorist attack. Between 2010 and 2011, Jonathan was clearly the most loved politician in the country. His seeming harmless mien combined well with a good messaging had him win the 2011 election despite claims by certain people the election was rigged. Maybe, the election was indeed rigged but he really was the most popular candidate in 2011, hands down!

That didn’t last. By January 2012, the President had burnt all the goodwill he enjoyed with the people. Allowing marketers and corruption combine to milk the country of N1.6tn subsidy payments was bad enough, the President was now seen as working with the same cabal to transfer the cost of corruption and the inefficient subsidy system to the people. The revolt lasted for weeks but the President had his way by increasing fuel prices to N97 from N65.

He had his way then, many Nigerians simply bided their time. Maybe, things would have turned out differently had the administration prosecuted and jailed those mainly responsible for the 2011 subsidy heists, we will never know. Maybe, doing something about the increasing cost of governance would have made a difference will be hard to guess but things only got worse for the administration from there.

Boko Haram’s bombing activities became intense and persistent. If some thought he could not have done much about the bombings, a few would forgive him for the things he did just after some of such bombings. Two Nigerian states, Kaduna and Yobe, were under attack when the President departed the country to attend the Rio+20 United Nations Summit in Rio, Brazil. The smoke from the previous day’s bombing of Nyanya had not disappeared while the President was already in Kano, not only receiving an Ibrahim Shekarau defecting for the umpteenth time but indeed captured on camera dancing! The President was dancing while the nation mourned! Things simply kept piling up.

Fifty nine boys got butchered at Buni Yadi while the President and his handlers partied on, under the guise of a centenary celebration. Several more gaffes like that became the norm rather than the exception. If the President cared about the predicament of the North-East and its endless devastation in the hands of Boko Haram, his actions showed the exact opposite.

Then came the abduction of the Chibok girls in April. What followed is unforgivable and Nigerians indeed refused to forgive the administration on this one. Several acts of negligence, indecision and outright carelessness have simply meant that over 400 days after, the Chibok girls remain abducted. You better not even try to imagine what life would be for them now, for those of them that survived the snakes of Sambisa Forest and the terror of mad Abubakar Shekau and his fellow gang of murderers.


The government was desperate to wish the Chibok issue away so it adopted the Bring Back Our Girls advocacy group as its opposition. It should never have done that; it lost that particular battle because at each turn, #BringBackOurGirls always showed the President and his government as not as interested in rescuing the girls as it was in making it look like the group was an enemy of the state.
Many things went down under the administration, that if Jonathan ever decides to reflect on his time as president, without the burden of office and the stanching miasma of sycophants, he’d see that he was the one person responsible for his own fall from power. Mrs Diezani Alison-Madueke stayed on forever as Minister of Petroleum Resources, while each new day she spent in office helped to further deplete the President’s political capital. She was an unnecessary liability he should have done away with strategically; she stayed on so they would both deservingly leave together this Friday.


Princess Stella Oduah was eventually eased out of office but it was already an act too little – no prosecution – and too late. Seeing as it was apparent she had ordered two cars with N255mn of taxpayers’ money. There’d be no need to state that Abba Moro, Minister of Interior, who was culpable in the death of some 19 National Immigration Service job applicants in March of 2014, will this week exit government in the very same position.
That was an identity of the Goodluck Jonathan administration: incompetence was fine as long as loyalty was guaranteed; corruption was permission as long as usefulness to the government via election donation was on the cards. Heck! Embattled Buruji Kashamu was President Jonathan’s main ally in the South-West in the run-up to the 2015 elections. Things were really that bad.

When your administration has to deal with endless reports of missing money, missing children and adults, missing accountability and have that combined with endless political battles against the likes of Olusegun Obasanjo and governors of your own party, you’d have needed more than luck to retain power.

In the end, luck could only take Goodluck so far. In 48 hours, Nigerians will be saying goodbye to Goodluck Jonathan. You can bet most of them will not care about a farewell, there is proof of that, they made him the very first casualty of a loss by an incumbent president in the history of Nigeria.
For Jonathan though, his concession call to Buhari was probably the most important thing he did as President. That call was not just about him conceding the election, it did help to quell tension across the country. History will not be fair if it forgets to credit him for this. So then, Jonathan was a very bad President who somehow did a very good thing on his way out of power. Goodbye Jonathan!

Governor Aliyu asks FG to remove fuel subsidy because it breeds corruption

Niger State governor, Dr. Babangida Aliyu, while commissioning a N620 million 3-star hotel developed by the Niger State Development Company Limited, NSDC, and the State Sure-P asked the Federal Government to deregulate the oil sector by removing subsidy on petroleum products.

He added that the removal of the subsidy would reduce the black market system, thus allowing free and regular flow of petroleum products to all parts of the country.

He argued that the subsidy on petroleum product is currently being enjoyed by only a select few who have the necessary connections to the importers.
He said:

‘’Unless fuel subsidy is removed and we go back to the real market, we will continue to have the type of problem facing the country at the moment. Is it not an irony that we sell crude oil and end up buying refined petroleum from the international market?’’

In regards to power supply, the governor suggested the regionalism approach in the distribution of power instead of making all parts of the country to be on the same grid.

Aliyu said it was also sad to note that states that had the resources to construct power plants were being asked to plough the energy generated to the national grid and in return get less than the mega watts they have generated for their state.

Buhari must start his administration by jailing thieves – Kokori

Human rights activist, Chief Frank Kokori, says the President-elect, Muhammadu Buhari, should start his administration by prosecuting and jailing looters as soon as he's sworn in on May 29.

Kokori, who is a former General Secretary of the National Union of Petroleum and Natural Gas Workers, said this on Thursday.

The activist said by immediately prosecuting looters, Nigerians would have an idea of what the Buhari administration stands for and change would gradually set in. He said,

“You cannot change everything in four years but when Nigerians start seeing little changes in three to six months and then in one year and you see people being prosecuted and jailed for stealing public funds, and the government ensures that all the funds that were taken overseas are recovered, there is no way the needed change will not come.

“Why should Nigeria have up to $250bn in stolen funds abroad and only $35bn in our foreign reserves? The international community is aware of this and the incoming government is not foolish. Anybody that thinks he has stolen and will go scot free must be deceiving himself because if any thief goes scot free, then the All Progressives Congress-led government is not serious.

“So, the APC government must make sure that Nigerians that stole money are prosecuted and jailed while the money should be retrieved. Nobody should run a government by saying you will forget the past, no. The way Nigeria is today, people must be punished for the pains they have subjected Nigerians to.”

The Vice President-elect, Prof. Yomi Osinbajo, has said the Muhammadu Buhari-led government will inherit the worst economy ever in the history of Nigeria from Goodluck Jonathan.

Also, a former British Prime Minister, Tony Blair, has advised Buhari to take advantage of the country’s current level of public support for him to take hard decisions and reposition things fast.

Osinbajo and Blair spoke at the opening of a two-day Policy Dialogue on the Implementation of the Agenda for Change, which began in Abuja on Wednesday.

Osinbajo put the nation’s local and international debt profile under Jonathan at US$60bn with a 2015 debt-serving bill of N953.6bn, representing 21 per cent of the entire 2015 budget.

He noted that an estimated 110 million out of the nation’s over 170 million population, were living in extreme poverty while the largest chunk of the benefits of the nation’s wealth was going into the pockets of a small percentage of the population.

According to him, the nation’s dwindling oil revenues has made it difficult for 24 of Nigeria’s 36 states to pay salaries.

He said, “We are concerned that our economy is currently in perhaps its worst moment in history. Local and international debts stand at US$ 60bn.

“Our debt servicing bill for 2015 is N953.6bn, 21 per cent of our budget. On account of severely dwindled resources, over two-thirds of the states in Nigeria owe salaries.

“Federal institutions are not in much better shape. Today, the nation borrows to fund recurrent expenditure.”

Osinbajo said the manifesto of the APC "offers a vision of shared prosperity and socio-economic inclusion for all Nigerians that leaves no one behind in the pursuit of a prosperous and fulfilling life."

President Jonathan signs N4.425tn 2015 budget

According to a report by Punch, President Jonathan has signed the 2015 Appropriation Bill into law. It was revealed that Jonathan decided to sign the budget into law a couple of weeks ago.
The Senate had passed the 2015 budget on April 28, following the passage of the same bill by the House of Representatives on April 23, with an expenditure budget of N4.493tn, up from the N4.425tn proposed by the Executive.



Nigerians were concerned to know if the budget will be signed before the May 29th handover date, now we know it's been done.

However, a Presidency source informed Punch, that the President signed the budget about two weeks ago immediately after the document passed by the National Assembly was transmitted to him.

The source, however, said he did not know why the President chose to sign the document without making it public.
When contacted, the Special Adviser to the President on Media and Publicity, Dr. Reuben Abati, also confirmed that Jonathan had signed the budget.
The Senate, in passing the budget, slightly reduced the N2.607,601, 000,300 proposed by the Executive to N2.607,132,491,708 as recurrent expenditure and simultaneously scaled down the capital expenditure from N642,848,999,699 estimated in the proposal to N556,995,465,449.
The Chairman, Joint Senate Committee on Appropriation and Finance, Mohammed Maccido, explained that the details of the figure approved by the Senate in the document were not different from the version passed by the House of Representatives.
He added that the budget would be driven by $53 oil benchmark, an exchange rate of N190 to one US dollar; 2.2782m per barrel crude oil production per day; and a deficit gross domestic product of -1.12 per cent.
The budget also put fiscal deficit at N1.075tn; N953bn for debt service; N375.6bn as statutory transfers.
Education takes the lion’s share of the budget with N392.3bn; followed by the military which gets N338.7bn while police commands and formations will receive N303.8bn.
In the same vein, N237bn was voted for the health sector; N153bn for the Ministry of Interior while N25.1bn was budgeted for the Ministry of Works.

Patient Jonathan Confesses, I Was Flown Out For Surgery During Election

The first lady of Nigeria, whom a lot of people have been wondering where she has been shortly after the elections were over, and even at a point during the elections has confessed that she was actually sneaked out of the country for another major surgery. The first lady disclosed this during a farewell service in honour of the Jonathans at the Aso Villa Chapel. Her words after the cut, quite touching...



“During the last campaign period, the devil struck again. I was in pain and was rushed to the hospital in January and the doctors told me, ‘mama, you have to go for a major operation now now.’

“What again? I asked. The campaign was still going on and I wondered how we were going to explain to Nigerians.

“You know that even when you go for medical check-up, they will be writing in newspapers, saying all sorts of things.

“I said my husband will continue with his campaign until the last day. That was how I went in for the first major operation (surgery) in the end of January.

“By God’s grace, I went for the operation (surgery) and came out. On my return from there, I went straight to the campaign ground.

“They said to me when I was leaving the hospital: ‘mama, there is another bigger operation that you have to go in for again. This one will not be in this hospital. This hospital is too small for the type of operation you need when you come back. You have to go to a bigger hospital.’

“I said ‘ha! while will you tear my body again after I had done 12 operations within one month last year?

“I said my God will see me through because he created me for a purpose. I told my prayer partner to continue praying for me. I said to myself that I will never be used for a sacrifice.

“I was booked for the operation in a bigger hospital and I was asked to go back to Nigeria and return after the campaign. They gave me a date. When I went back, I paid for everything and just when I was to be taken into the theatre, the doctors said, ‘let’s check her again.’



“By then, my husband had lost the election. I had packed out of the Villa. Behold! I went to four hospitals again and the thing was said to have vanished. My doctors were surprised; they didn’t believe that that could happen,” she said.

Sambisa Offensive: 10 More Boko Haram’s Camps Fall

Military authorities, yesterday, disclosed that an unconfirmed number of terrorists died on Saturday as 10 additional camps used by terrorists were overran in the continuing offensive operations against the terrorists in Sambisa Forest.

According to a statement from Defence Headquarters, “the Dure camp, which is one of the most prominent camps in the forest, witnessed the fiercest battle as the Special Forces, backed by air power, descended heavily on it before it finally fell.

“Four of the camps were located in a place called Iza within the forest, while three others were noted to be recently established by the terrorists before the assault began. One soldier died from one of the land mines encountered in the operation, while two others
were also wounded.

The terrorists lost a number of vehicles mounted with anti-aircraft guns and armoured vehicles. Some of the terrorists, who escaped from the camps, also died as they ran into troops ambush in some escape routes.

Meanwhile, some of the fleeing terrorists have also engaged in suicide missions at Bitta, where they encountered Nigerian troops and Kiskeru across the border in Niger Republic. The operation to clear the terrorists in Sambisa and other forests is continuing as troops in all fronts have been alerted to be on the lookout for fleeing terrorists.

The Nigerian Air Force is maintaining an active air surveillance to track the movement of terrorists for appropriate action as the operation continues.”
