President Muhammadu Buhari has appointed a former Senate Leader, Victor Ndoma-Egba, the new Chairman of the Niger Delta Development Commission. Also appointed was a former Deputy Governor of Akwa Ibom State, Nsima Ekere, as the managing director of the Commission. Mr. Ekere’s appointment could not however be confirmed at the time of this report. He succeeds Ibim Semenitari, who has been the acting managing director since December 2015. Mr. Ndoma-Egba, a Senior Advocate of Nigeria, who hails from Cross River State, takes over from Bassey Ewa-Henshaw, also from the state. He was a member of the Peoples Democratic Party until September last year when he resigned from the party following his inability to secure its governorship ticket of the former. He joined the ruling All Progressives Congress in November. Mr. Ewa-Henshaw-led Board was sacked by the federal government on July 16, 2015 though it went to court to challenge the action. The board members argued that by virtue of sections 2, 3 and 5 of the NDDC Act, they were entitled to four years unbroken tenure from December 16, 2013 to December 15, 2017. Mr. Ekere, who was deputy to former governor of Akwa Ibom State, Godswill Akpabio, could not be reached for comments. http://www.premiumtimesng.com/news/top-news/207267-buhari-appoints-ndoma-egba-nddc-chair.html

Over a year ago when Boko Haram insurgents swept through the fishing community of Baga in northern Borno State, horrified residents had limited options. The militants attacked and killed many, locals and security operatives alike. Men, women and children who managed to flee, arrived camps for internally displaced persons with grisly tales of what they saw either during the attack, or while on the run. One woman, Jummai Ibrahim, who braved all odds to stay alive, told PREMIUM TIMES chilling details of how she lost everything, including a 21-year-old son, and how Boko Haram insurgents forced her to watch him decapitated. Back in Baga, Jummai and many other women that fled, lived fairly well, with good earnings from a booming fish trade near the Lake Chad. The 58-year-old was famous as a big time merchant, she said. Now, seated at the Maiduguri IDP camp where she has lived for months, Jummai’s appearance tells nothing of that well-to-do past. “All my life fishing is what I do,” said Jummai with some degree of pride. “It was fishing that took me and my husband to Baga and even into some parts of Chad in the past 40 years.” She said they made money daily from fishing and food crops. “Without being ungrateful to God, I will say we have made great fortune from our fishing business mostly on the Lake Chad waters,” she narrated. “But unfortunately, Boko Haram came in to dislodge our peace and caused us serious loss of our properties, and money.” Killing and stripping On the day Boko Haram insurgents struck in January 2015, Jummai said their last consignment of fish for day had been loaded to a truck at about 6 am, ready for delivery to the markets. The cargo was not much that day at about N700, 000, she said. When gunfire ran out, the town laid in ruin and residents like Jummai fled leaving all they toiled for. “After loading the truck, we had to leave it in the park overnight for it to be transported the next morning. We later lost everything because everyone had to run for their dear lives when Boko Haram came in large numbers shooting their ways into every household and killing everyone they came across. All our food stuff stored in our silos were also left behind,” she narrated. “We suffered a great deal fleeing to safety. Now that we have arrived the IDP camp in Maiduguri, we came to meet a life we never envisaged at all. It was a setback to many of us women who were once masters of their own in terms of financial resources; because back there in Doro-Baga, we do our business and make enough money to take good care of ourselves and our needs. “It is ironical to see me here today begging to feed when I could make over N3 million in a single net-drag of fishes; the least we make in the sales of fishes could be around N500, 000. We do not know any other business except fishing and farming; and here we have nothing to do other than sitting down every day and waiting for handouts from government,” she said. Jummai, a mother of seven children, who are mostly adults, said Boko Haram gunmen did not only invade their community, but went after them as they fled into the bushes. Many, according to her were killed in the bush and many, especially young women, were abducted by the assailants. “I left all my belongings back in Doro-Baga when fleeing the attack by Boko Haram. I came with only the clothes I had on me,” she said. “We ran all day together with some of my children. When we got to a village called Kalwaram, I saw many people killed, and at the outskirts of the village I saw fresh corpses of two soldiers; one of the soldiers was stripped naked, his manhood was cut off his groin and forced into his mouth. I could not stand the sight of such horror, but I had to untie my wrapper and cover his body up to, at least, protect his dignity. I kept on running with only my underskirt and the blouse I had on me, until I got to a village called Minnati, where a woman saw me and out of sympathy gave me a wrapper to wear over my underskirt. That was how I got to the camp in Maiduguri, all on foot,” Jummai narrated. Jummai said their journey out of Baga began on a bloody note as they ran into the insurgents on the outskirts of the town. “I lost many of my relatives while fleeing from Baga. Immediately we made it to the outskirts of Baga, Boko Haram gunmen intercepted us and took away one of my daughters who was two months pregnant and her three-year-old son and 13 other ladies who were either my cousins or my husband’s younger ones that were living with us. “One of my sons, Habibu, who was about 21 years old was killed by Boko Haram. When they saw him with me, one of the Boko Haram gunmen told me that ‘Mama this your son is old enough to join the Civilian-JTF, so he is assumed to be a potential member of the Civilian-JTF’. For that reason they dragged him to the ground in my presence and slit his throat. They wanted to force me to hold his legs while they were cutting off his neck, and I told them I could not do such thing. I attempted to close my eyes because I could not stand to see how they were killing my own son like an animal, but one of them hit me with the butt of their gun on my arm, and insisted that I must watch them as they killed my son. “I watched him cry and calling on me to help him, when I cried out that I could not help him, then he kept on screaming that ‘mama pray for me, and forgive me if I ever offended you, pray for me’…(sobs)…that was how my child was slaughtered and beheaded,” Jummai narrated, weeping. “I have seen pains and torture from Baga to Maiduguri.” Life in Maiduguri Life at the IDP camp has been another tortuous phase for Jummai. She complains about how she and her surviving family now struggle to eat and get basic needs as clothing. “Now I am left with nothing except rags,” she said, struggling a wry smile, but apparently fighting back tears. “Last year, Borno State government came to share clothes for us and that was what we have been using since then. As you can see now, the clothes have turned to rags because of everyday use. Look at my body, look at our skins, we lack soaps to bathe and even the cheapest cream to oil our body. We do not even have washing bar to wash our clothes. It is so pathetic. “It is even more pathetic now that I have over 20 children including some of my own that were able to make it on their own to this camp and those of neighbours that have been killed, all living with me in the same apartment here in the camp. Food that was recently distributed by the Borno state governor during this Ramadan did not get to us in our own house. We have to depend on one or two measures of rice that some good relatives brought to us. “Just imagine the irony of life…(sobs)… me a woman of means in Baga, whom people do come to meet for help; even when the local government council was in difficulties, they do come to me for assistance which I did render without blinking an eyelid. I was a very independent woman financially. I was very famous and prominent in my community; none of our Lawans (District Head) and Bulamas (village heads) would say they don’t know me.” On whether she would want to return to Baga to pick the pieces of their lives, Jummai said such an opportunity would be like “being offered free pilgrimage to the holy land”. “But looking at what I passed through to get to safety here, I would rather wait here with my children until when the soldiers declare that there is no more Boko Haram,” she added cautiously. Her immediate concern now is having an improved living condition in the camps where food and clothing will not be an issue. “I am calling on government both at the federal and state level to come to our aid; especially in the area of feeding in the camps; of course the SEMA and NEMA normally provide food which are cooked by committee members and shared in the camp. But, sadly, most of the food cooked are not prepared in the best way that it could be consumed. That is why you see many people would rather dry the food in the sun and go out to sell them to get small amount they could use to buy something to eat. No one can eat the food here because it was poorly cooked. “What we want is for the state government to come to the camp and give us the uncooked rice and corn flour so that we can cook them on our own, just like it did during this Ramadan. Allowing us to cook our food is better than some people coming to cook in the camp kitchen and at the end no one can eat what they prepare for us. “I have seven children, one was killed; some that were captured by Boko Haram were able to reunite with us after soldiers rescued them. But most of them, especially the males have to leave the camp to go into the world to fend for themselves. One of my daughters who has 4 children has not seen her husband for a very long time now.” http://www.premiumtimesng.com/news/headlines/207237-boko-haram-forced-watch-son-beheaded-displaced-baga-resident.html

A colossal failure of intelligence is to blame for last December’s massacre of at least 347 members of a Shi’a Muslim group in Zaria, a judicial commission of inquiry into the killings says in its report. The commission, set up by the Kaduna State government, said the Nigerian Army, Police and the State Security Services, failed in their responsibilities, thereby allowing the killings by the army to occur. The Shi’a Islamic Movement said it lost more than a thousand members in the attack that took place between December 12 and 14 at its headquarters. The judicial panel said it could confirm 349 deaths – including a soldier. It said that military officials refused to cooperate with investigators, hindering the panel’s ability to know the exact number of deaths. The army claimed it killed only seven Shiites for blocking a public road and attempting to assassinate its chief, Tukur Buratai, a lieutenant general. The report did not blame Mr. Buratai for the deaths. It indicted the General Officer Commanding the Nigerian Army 1st Division in Kaduna, Adeniyi Oyebade, a major general, and A.K. Ibraheem, a colonel, who led the operation. It also recommended the trial of officers who partook in the killings and criticised the security agencies for choosing brute force over basic intelligence in responding to civil unrest. The report was submitted to Governor Nasir el-Rufai on Friday, but its details are not public yet. PREMIUM TIMES obtained the report exclusively. The 13-man panel, led by Mohammed Garba, a judge at the Federal Court of Appeal, Port Harcourt, said the Nigerian Army and security agencies have intelligence capabilities but failed to put them to use. “The clash between the Nigerian Army and the IMN from 12-14 December, 2015, reveals a glaring failure of intelligence. The SSS, the NPF as well as the Nigerian Army all have intelligence functions in their mandates. “The Nigerian Army failed to by all indications gather sufficient intelligence that could have been used to follow another route for example, thereby avoiding the clash,” the panel said. The commission condemned the sloppy attitude of security agencies towards their job, saying they might have allowed themselves to be infiltrated by the IMN when the reverse should have been the case. “This inadequacy and the reluctance of these agencies to provide vital information requested raise concern on how well they are doing their work. ”There is also an allegation that has made the rounds that it is the IMN members that have infiltrated the security agencies of the country rather than the order way round. This is indeed a very worrying situation,” the commission said. The commission lambasted Nigeria Police for their role in the bloodbath. “While the NPF was present at the beginning of the clash, they explained to the commission that they took the decision to withdraw from the scene and go and defend their police stations, suggesting thereby that they had no responsibility for law enforcement at the scene of the clash. “The 1999 Constitution task police to for detection and prevention of crime and apprehension of offenders.” While the report did not blame the federal government for any role in the killing, or its response after, it criticised the government for failing to take “proactive measures” against “seemingly dangerous groups and organisations” by failing to implement previous reports. “Testimonies of witnesses and stakeholders who appeared before the commission point to reasonable conclusions that there was a lack of political will on the part of the federal government to take proactive action against seemingly dangerous groups and organisations. “Many witnesses pointed to the non-implementation of recommendations of reports of previous commissions of inquiry relating to this group and others who have posed grave threats to peace and harmonious living. Of particular relevance have been the reports of Galtimari and Sheikh Lemu Presidential commissions pertaining to Boko Haram insurgency. Amongst 33 recommendations, the commission advised the Kaduna State Government and the federal government to take intelligence gathering serious, facilitate training and equipment for security agencies and ensure that Islamic groups like the IMN are placed under regular surveillance. http://www.premiumtimesng.com/news/headlines/207222-judicial-panel-slams-nigerian-army-police-sss-zaria-massacre-347-shiites.html

The Senate on Wednesday resolved to begin consideration and screening of 47 ambassadorial nominees sent by President Muhammadu Buhari for approval. This followed the adoption of the recommendations of the Committee on Foreign Affairs mandated to investigate the 37 petitions forwarded to the Senate on alleged lop-sidedness in the nomination. The Chairman of the committee, Shehu Sani, said that from the committee’s investigation, due process was followed in appointing the nominees. He said the Secretary to the Government of the Federation, Babachir Lawal, informed the committee that states without nominees had no qualified persons for appointment as career ambassadors based on set guidelines. He said most senior officers from the states affected either did not meet the required minimum of 30 months to their retirement or fell short of other criteria. However, the lawmaker said Mr. Lawal gave the assurance that Mr. Buhari would address the seeming lop-sidedness with the appointment of non-career ambassadors. The committee recommended that the Senate proceed with the screening, while urging the federal government to quickly submit the list of non-career ambassadors. It also urged the federal government to sustain the tradition of submitting the list of non-career ambassadors alongside that of career ambassadors. The Senate, thereafter, adopted the recommendations of the committee through a voice vote and resolved to commence screening of the nominees as soon as possible. Mr. Buhari had sent the list of 47 career ambassadors to the senate for approval on June 9. However, petitions trailed the nominations over alleged disregard for federal character principle and non-representation of states like Bayelsa, Benue, Kogi, Ondo, Plateau and Taraba among others. President Muhammadu Buhari’s wife, Aisha, has sued Governor Ayo Fayose of Ekiti State for claiming that she was involved in the Halliburton corruption scandal. Mr. Fayose had in June said Mrs. Buhari was the “Aisha Buhari” named in a U.S. court document, alleged to have been involved in a bribery case involving a convicted former U.S. lawmaker, Williams Jefferson. The governor, in what appeared to be an error, referred to the scandal as the Halliburton corruption case. The Halliburton case is different from the Williams Jefferson scandal. But Mr. Fayose insisted he was right despite Mrs. Buhari’s denial and threat of legal action, The court summons, dated July 20, 2016, was exclusively made available to PREMIUM TIMES. As governor, Mr. Fayose has constitutional immunity against criminal prosecution. More details coming. http://www.premiumtimesng.com/news/headlines/207263-breaking-aisha-buhari-sues-gov-fayose.html

The Adamawa State chapter of the All Progressives Congress (APC) has joined the race of groups and individuals calling on a former chairman of the Economic and Financial Crimes Commission (EFCC), Nuhu Ribadu, to return to the party. Mr. Ribadu is one of the founding leaders of the party, but left for the Peoples Democratic Party, PDP, shortly before the 2015 general elections. Mr. Ribadu was the PDP candidate for governor in Adamawa State in 2015. He left the APC after the impeachment of former Governor Murtala Nyako by the State House of Assembly in 2014. Sources close to the anti-corruption Czar said he was ” deeply disappointed by the inability of the APC leadership to save Mr Nyako from impeachment.” In a letter to Mr. Ribadu, signed by the acting secretary of the APC in Adamawa State, Saidu Naira, the ruling party said it was time for Mr. Ribadu to return to his “home party”. The letter, dated, June, 22, 2016, reads in part: “Given your track records and progressives nature, we strongly belief APC is where you belong to. “We are also mindful of the efforts and contributions you made during the merger without which the merger would have been difficult. “To this end we reaffirm our request for you to come home to APC and assist and contribute to the success of the APC government both at state and national level”. Efforts to reach Mr. Ribadu or his spokesperson, Abdulaziz Abdulaziz, were unsuccessful. PREMIUM TIMES however gathered that the request from the APC is coming at a time the former presidential candidate of the defunct Action Congress of Nigeria is under pressure from his present party, the PDP, to serve as national chairman to ” reorganise the PDP as it readies itself to reclaim power in 2019″. http://www.premiumtimesng.com/news/top-news/207202-want-back-now-apc-tells-nuhu-ribadu.html

The INEC Resident Electoral Commissioner for Abia State, Sylvester Ezeani, was on Tuesday interrogated by operatives of the Economic and Financial Crimes Commission, EFCC, in Port Harcourt, Rivers State, in connection to an alleged N20 million scam. Also, a member of the House of Representatives representing Oron Constituency, Akwa Ibom State, Nse Bassey Ekpenyong, was arrested for his alleged involvement in certificate forgery scam. Mr. Ezeani was the INEC Resident Electoral Commissioner for Cross River State during the March 28, 2015 Presidential and National Assembly Elections. While serving there, he allegedly collected N20 million out of the entire N241,000,000 released to the state from the controversial $115milloon lodged with Fidelity Bank Plc, by the immediate past Minister of Petroleum Resources, Diezani Allison- Madueke. Mr. Ezeani, who has since been redeployed to Abia State, is currently in the EFCC custody. Mr. Ekpenyong, on his own part, ran into trouble when a non-governmental organization petitioned the EFCC, alleging that he committed perjury and financial crimes by submitting a forged Ordinary National Diploma/ Statement of Result of the Abia State Polytechnic to INEC in the build up to the 2015 National Assembly election. The petitioner also alleged that Mr. Ekpenyong fraudulently obtained salaries, allowances and other financial benefits from his contrived certificate. The EFCC said its investigations showed that Mr. Ekpenyong did not attend the Polytechnic as alleged by the petitioner and the Ordinary National Diploma did not emanate from the institution. The Commission said though the lawmaker had been released on bail, investigations were still on-going on the case. http://www.premiumtimesng.com/news/top-news/207198-efcc-grills-inec-commissioner-n20-million-scam.html

President Buhari has come under attack over reports suggesting his government may have deliberately doctored the latest report of the presidential arms audit panel. The reports have cast doubt on the integrity of an administration that repeatedly defined honour and transparency in public service as part of its cardinal objectives, critics said. Mr. Buhari set up the investigative panel three months after he assumed office to help uncover fraudulent practices that might have occurred in the procurement of arms for the military between 2007 and 2015. While the committee has so far uncovered monumental corruption in military procurement, indicting many political and military bigwigs, critics say there were strong indications the government doctored the latest probe report. At issue is the suspicion that the government may have removed the name of the Interior Minister, Abdulrahman Dambazau from the report to shield him from prosecution. Mr. Dambazau served as Chief of Army Staff from 2008 to 2010. A deluge of comments beneath PREMIUM TIMES’ report on the matter showed that even the president’s staunch supporters were opposed to the exemption of Mr. Dambazau from the report. Many Nigerians also took the debate to Twitter, Facebook and other social media platforms to express anger, with some of them questioning the president’s integrity. Some critics also believe the Chief of Army Staff, Tukur Buratai, who served briefly as Director of Procurement, Defence Headquarters, from February until May 2014, should also have been indicted. http://www.premiumtimesng.com/news/headlines/207125-buhari-fire-arms-panels-exemption-dambazau-latest-probe-report.html

Oluremi Tinubu, the senator representing Lagos Central, has petitioned the leaderships of the All Progressives Congress and the Senate over her clash, last week, with Dino Melaye, who represents Kogi West. The petition followed an earlier letter to the acting Inspector of Police, Ibrahim Idris, in which she asked for “adequate security” for fear Mr. Melaye might kill her. The two senators, who are members of the ruling APC, clashed during a Senate closed-door session last Tuesday. In Mrs. Tinubu’s letters, separately delivered to the Senate President, Bukola Saraki, and APC Chairman, John Odigie-Oyegun, Tuesday, she expressed worry that the Senate leadership had not taken action to address Mr. Melaye’s “threatening misconduct”. She gave her account of the clash. “I was duly recognized to speak by the Senate President, after Senator Dino Melaye had spoken and berated some Senate colleagues over their perceived roles in the judicial case involving the Senate leadership,” she wrote in the letter to Mr. Oyegun. “Although I remained silent and attempted no interjection during his statement, Senator Dino Melaye tried to abridge my right as a Senator by hectoring at me and interrupting my contribution. At one point, I cautioned him about the use of his language and the threats made, reminding him other Senators were there with equal right as he and represented their constituents. “In a burst of apparent rage, Senator Melaye charged at me in what can only be seen as effort to attack me. The attack was only prevented by some respectful Senators who moved to impede his path or otherwise block him from approaching closer towards me. I thank those Senators for their personal courage and sense of decorum. Senator Melaye hurled foul and vulgar language at me. What he said should never be heard in any public institution let alone the floor of the Senate. Denigrating me as a woman, Senator Melaye threatened to beat me on the floor of the Senate just because I dared to express my opinion different from his. “I am both a ranking Senator and a woman. But Senator Melaye took neither into consideration as he issued threats of rape and assault, while boasting he would face no consequence even if he fulfilled these criminal threats,” Mrs. Tinubu narrated. On Thursday, Mr. Melaye admitted to clashing with Mrs. Tinubu, but said he only hit back furiously after Mrs. Tinubu called him a thug and a dog. Mrs. Tinubu, in her letter to Mr. Oyegun, expressed regret that her and Mr. Melaye belong to the same party, and that the silence of the Senate leadership suggested “condoning the errant behaviour of the Senator”. She asked the APC leadership to “investigate this matter in order to restore the public image and moral standing of the Party and APC members in the Senate”. The lawmaker wrote that Mr. Melaye’s conduct “places the Party in disrepute and undermines the unity needed to accomplish the sober task to reform Nigeria for the better”. “We must start by ensuring our own members know how to behave, according decorum, befitting their elected positions,” she said. In the letter to Mr. Saraki, Mrs. Tinubu said during the session “over which you presided as the Senate President”, Mr. Melaye used “blatantly sexist and misogynist language offensive to every woman in Nigeria and every person who truly believes gender discrimination has no place in the Nigeria we are trying to build for ourselves and future generations”. She said she had refrained from public comments in view of the Senate’s integrity, but complained that Mr. Melaye, “has become unmoved and has since paraded his misconduct in public as if to threaten a Female Senator is a badge of pride”. Mr. Melaye, three days ago, roamed Mrs. Tinubu’s Bourdillion Road neighbourhood in Lagos and then posted photographs of his adventure on social media, saying Eru Obodo (the river is never afraid of those swimming in it). The Kogi Senator made the trip apparently in response to a statement by supporters of Mrs. Tinubu daring him to visit Nigeria’s South-West. http://www.premiumtimesng.com/news/headlines/207182-remi-tinubu-says-dino-melaye-threatened-rape-petitions-apc-saraki.html

An investigative panel set up by President Muhammadu Buhari to audit procurement of arms by and for the Nigerian military between 2007 until he assumed office in 2015 submitted another interim report on Thursday. The Committee on Audit of Defence Equipment Procurement in the Nigerian Armed Forces completed the first of its piecemeal reports in November 2015 in which a former National Security Adviser, Sambo Dasuki, was indicted for allegedly mismanaging over N13 billion budgeted for procurement of arms. Mr. Buhari ordered immediate arrest of Mr. Dasuki as recommended by the 13-member committee and he had since remained in detention amid disputes about how he should be prosecuted. In February 2016, the committee, which consists of individuals pooled from mainly military or security background, visited military facilities across the country to carry out a physical examination of military weaponry and equipment and verify if new deliveries were taken, how they were purchased and their quality. The panel then found over a dozen former military chiefs culpable in fraudulent arms deal within the period under review. A former Chief of Defence Staff, Alex Badeh, and Adesola Amosu, a former Chief of Air Staff, were subsequently indicted. They are facing trial in various high courts. The report submitted to President Buhari on Thursday is third in the series, and it uncovered how ex-political appointees, private individuals and former military chiefs, including two erstwhile Chiefs of Army Staff, were suspected culpable in alleged fraudulent diversion of funds meant for arms procurement. Azubuike Ihejirika and Kenneth Minimah, who both served under President Goodluck Jonathan, were recommended for further investigation by the committee. Mr. Buhari was, however, criticised for allegedly doctoring the outcome of the latest report. Critics said the panel indicted a close ally of Mr. Buhari and the current Minister of Interior, Abdulrahman Dambazau, but that the administration compelled the committee to have his name removed before publishing the report. The government denied the allegations. As supporters and opponents argued over the impact the alleged protection of Mr. Dambazau would have on Buhari government’s much-avowed zero-tolerance for corruption, PREMIUM TIMES looked at the 10 biggest revelations from the latest arms panel findings. 1) Receiving big to deliver little: The committee, led by Jon Ode, a retired Air Vice Marshal, found that, “3 contracts with a total value of N5,940,000,000.00 were awarded to DYI Global Services Ltd and Doiyatec Comms Nig Ltd (owned by the same individuals) for the procurement of military hardware including 20 units of K-38 Twin Hull Boats and 6 units of 4 x 4 Ambulances fitted with radios. “The Committee found that the 2 companies collected N5,103,500,000.00 representing 86% of the total value of the 3 contracts worth N5,940,000,000.00, but only performed to the tune of N2,992,183,705.31.” 2) Inconclusive delivery: In another instance, 2 contracts were awarded to Baram International Nigeria Limited, amounting to N420,726,799.20 for the procurement of 53 Armoured Vehicles Spare Parts at the cost of N169,916,849.77 and that of Ballistic Vests, Night Vision Binoculars and 3 Unmanned Aerial Vehicles at the cost of N250,809,949.50. Sadly, the contract worth N169,916,849.77 with 90 days completion time is yet to be completed 5 years after. 3) ‘International embarrassment’: Similarly, between 29 April 2005 and 19 October 2010, the MOD (Ministry of Defence) awarded 2 contracts to Progress Limited for the supply of 42 units of BTR-3U Armoured Personnel Carriers and spare parts for the Nigerian Army. However, neither the MOD nor the NA could provide the contract agreements to ascertain the cost of the APCs. Although 26 of the APCs were delivered in 2007 and immediately deployed for Peace Keeping Operations in Sudan, the APCs scandalously broke down on induction. The Committee observed that the APCs did not meet the operational requirement for the Army, caused Nigeria international embarrassment and deprived her appropriate reimbursement from the United Nations. 4) Circumventing due process: With respect to contracts awarded directly by the Nigerian Army, the Committee found that many of the contracts were characterised by lack of due process, breach of extant procurement regulations and tainted by corrupt practices. In this regard, a review of the procurement carried out by Chok Ventures Ltd and Integrated Equipment Services Ltd established that between March 2011 and December 2013, the two companies exclusively procured various types of Toyota and Mitsubishi vehicles worth over N3,000,000,000.00 for the Nigerian Army without any competitive bidding. Though the Committee found no credible evidence of delivery of the vehicles, the vendors were fully paid based on job completion certificate authenticated by the then Chief of Logistics. Also, analyses of the various banks accounts of the two companies showed transfers to individuals related to the then Chief of Army Staff. 5) A brave colonel paid the ultimate price for the greed of his superiors: Furthermore, the post- delivery Technical Inspection Reports revealed that the APCs were unsuitable for the North East operation. However, sequel to the deployment of the APCs in the North East, one was destroyed by RPG fire, killing a Colonel inside. As at 13 May 2016, only one of the 10 Igirigi APCs deployed to the North East was serviceable. 6) Double jeopardy for troops attached to Operation Boyona: It was also found out that following a request by the ONSA on 13 May 2013, the Government released N1,340,000,000.00 for OPERATION BOYONA, aimed at dislodging terrorist camps along the borders with Cameroun, Chad and Niger. In August 2013, ONSA requested and got approval for additional N2,000,000,000.00. However, DHQ (Defence Headquarters) and the Services confirmed non-receipt of any additional funds for Operation BOYONA. 7) Fictitious firms as conduit for fraudulent proceeds: Similarly, in January 2015, the then Honourable Minister of State Foreign Affairs (HMSFA II) requested N7,000,000,000.00 to urgently fund the operation of the Multi National Joint Task Force (MNJTF) in the Lake Chad Basin which was approved and released to ONSA. However, the Committee could not ascertain the utilization of the funds from ONSA, DHQ and the Services. The returns made by ONSA to the Committee showed that about N1,500,000,000.00 was withdrawn in cash while several disbursements were made to some companies that appeared not to have any relationship with the MNJTF or any operations against Boko Haram. How dollars became orphaned:The Committee observed that contracts awarded to SEI and its two associated companies, APC Axial Ltd and HK-Sawki Nig Ltd, fell short of established norms. Between May 3, 2014 and March 2015, the ONSA mandated CBN to release various sums totalling $386,954,000.00 to SEI and the two associated companies for ‘procurement of technical equipment’, without tying the money to particular items of procurement. Thus, the allotment of the fund was left at the discretion of the vendor without input or consultation with ONSA or the Nigerian Army. 9) When NIMASA sub places with the CBN: The Committee also noted that between September 3, 2014 and 30 April 30, 2015, NIMASA funded accounts of the Joint Task Force Operation Pulo Shield with various sums totalling N8,542,586,798.58 purportedly to enhance operations of the Joint Task Force in the Niger Delta. Analyses of the accounts of the Joint Task Force showed that transfers totalling N6,277,698,885.13 were made from the account. The then JTF Commander could not justify these transfers but confirmed that the sums were changed into dollars and handed over to a private citizen. Additionally, he could not account for the balance of N2,264,887,914.45 10) Looting without limit: Finally, going by the last flag raised by the committee, it appeared there was no limit the suspected looters couldn’t go, as even accrued tax revenues were not remitted to the appropriate authorities. The Committee observed breaches of the laws and regulations on payments of With-holding Tax (WHT) and Value Added Tax (VAT). The unremitted WHT from 2007 to 2015 amounted to about N862,962,065.99, $2,093,710.06 and €2,700.00 respectively. However, through the intervention of the Committee, some companies remitted N109,843,495.40 to FIRS. The Committee is of the opinion that the Federal Inland Revenue Services should liaise with the Nigerian Army to recover all outstanding payments of WHT. The Committee is of the opinion that the Federal Inland Revenue Services should liaise with the Nigerian Army to recover all outstanding payments of WHT. http://www.premiumtimesng.com/news/headlines/207072-10-damning-revelations-latest-presidential-arms-audit-report.html

So many people come into my office with broken hearts from struggling or failed relationships. They conclude that love hurts, that love and passion can not exist in the same relationship, or that you should not give your heart away completely or you'll get hurt. They start to associate love with pain. But does love really hurt? It may seem that love is the cause of a lot of your pains and heartbreaks. However, the truth is that love has never hurt you. And never can. Love is a powerful emotion that brings out the best in us, that elevates our spirits. Why else are we always looking for this crazy, little thing called love? So if love doesn't hurt, then what is causing the pain in our relationships? It is whatever takes love away. Here are some causes that takes our love away: 1. Hurtful words 2. Broken promises 3. Needs not being met 4. Misunderstandings And other causes that penetrate a deeper wound like 5. Lies 6. Deceptions 7. Betrayal 8. Selfishness 9. Abandonment 10. Any form of abuse Essentially, it is not love that hurts us. In fact, love is a beautiful, powerful energy we are driven to seek. However, what I have found is that while we all looking for love, we do not always know how to keep and protect our love from being harmed. What hurts, then, is when we do not know how to love... it is like building a home without having the proper tools to construct it. Love uses tools such as: compassion, selflessness, consideration, thoughtfulness, kindness, empathy, generosity, understanding, attentiveness... And just like a home, love needs maintenance. You can not expect love to stick around if you do not take care of it. Your foundation will crumble. So if ever you've been hurt, do not blame love for your pain... Mainly because if you do, you are going to fear it and push it away when it tries to come back again, causing you continued pain. Love is the antidote of pain and heals all wounds. It makes you trust again, makes you believe in the wonders of connection again and in the possibilities that anything you want can happen. So, if you want to keep love in your life, make sure you have the right tools... and that you're using them. Be true to your heart and spread your love! Although many people assume that infidelity is the leading cause of divorce, the reality is that cheating is usually just a symptom that the marriage was failing long before attentions strayed. There are many underlying reasons why marriages fail. Some are more obvious than others. Financial Incompatibility - While a lack of money generally creates a stressful situation for married couples, what really drives them apart is when one spouse is a spendthrift and the other is a saver. Opposites may attract, but not when it comes to managing the marital finances. While things may sail along for a while, often the difference in approaches to managing money will eventually cause an irreparable rift. Saying "I Do" For The Wrong Reasons - One of the surprising secrets in many marriages is that one partner had misgivings about the union long before he or she walked down the aisle. Whether it is family pressure, an unexpected pregnancy or some other reason, far too many people say "I do" out loud while their heads and hearts say 'I don't!" If you have reservations before you get married, they are not likely to go away after you tie the knot. Fighting Unfairly - Even though some people claim they never argue with their significant other, it is safe to say that at some point every couple will have a disagreement. So why do some couples seem to bounce back from fights while others just end up with festering emotions? The secret is how they fight. When couples can set ground rules for fights and avoid personal attacks, they can get over the disputes and get back to marital harmony. If they can't, then ongoing resentment and hurt will only build to a breaking point. You've Lost That Loving Feeling - No, we are not just talking about sex, although that is part of a healthy marriage, of course. Intimacy is about more than that. It is the daily affection that each spouse demonstrates toward the other. Holding hands, terms of endearment, hugs and hello/good-bye kisses are all part of the intimacy package. Without these gestures, spouses often feel like strangers in their own home. Lack of Intimacy - When intimacy goes out the window, so too does satisfaction with the marriage. This time we are talking about sex as well as non-sexual intimacy. Human beings are hard-wired to require sexual contact. While each person is different in terms of wants and needs, when a couple starts forgoing intimate contact, eventually they drift apart feeling unsatisfied and alone. Being A Clone Of Your Spouse - It is great if you meet your soul mate and share many interests. However, turning into a clone of your spouse usually leads to dissatisfaction down the road. This dissatisfaction often leads to resentment and eventually a split. Maintaining your own separate interests and activities will keep your mind and heart healthy and satisfied. It will also keep a bit of intrigue and interest going between two people. Different Interests - Of course, not sharing any interests with your spouse is also a recipe for potential disaster. While you don't need to be identical, having some interests in common allows you to share as a couple. Without this, many couples simply grow apart over time. People Don't (Usually) Change - Couples often identify small things that annoy them with their partner long before they walk down the aisle. She likes action-packed vacations while he'd rather lounge by the pool reading a book. He wants to save for a house in the suburbs while she prefers renting in the city. He wants kids, she doesn't. Some differences are easy to overcome, while others are not. If there is a deal-breaking difference that is ignored before the wedding, chances are it will only fester and lead to a split down the road. Looking To Your Spouse For Happiness - While it is nice if your spouse does things to please you, at the end of the day only you are responsible for your own happiness. Expecting your significant other to make you truly happy is usually a futile endeavor that leads to nagging and complaining which leads to a split. Losing Your Identity - Many married couples make the mistake of falling into role titles and they lose themselves along the way. This is especially true when they have children. Becoming mom or dad often causes couples to focus all their energy on the kids, and lose the intimate connection between husband and wife. Eventually the children grow up and fly the nest and all that is left is two strangers living in the same house. Article Source: http://EzineArticles.com/9421117

What exactly does the Bible say about being Christian and Divorce? There are many texts throughout scripture on the subject of divorce and the over riding message to Christians is that it is wrong and therefore unacceptable. According to (Malachi 2:16) "God hates divorce". So as a Christian, divorce should never be an option although the Christian world today does face as many divorces as non Christians. According to (Luke 11:4) reconciliation restoration and forgiveness are supposed to be the identifiers of a true Christian. Taken literally this would indicate that these measures are what God would like to see happening. There are only two specific reasons spoken about in the Bible as to how being Christian and Divorce could be acceptable. (Matthew 19:9) discusses "unrepentant adultery" as a reason for a Christian to want a divorce and (1 Corinthians 7:15) speaks about the abandonment of a Christian by a non Christian Spouse. This however should still not be regarded as a "get out clause" and once again a true Christian should seek reconciliation by any means and a move towards forgiveness. In (Luke 14:26) the message is clear when Jesus says that you should love Him more than your own life. Thus the way to ensure that your marriage is a happy one is to ensure that you put Him first in all that you do. If divorce is currently at the forefront of your life right now you must endeavor to do all that is possible to prevent it through counseling, therapy and help from friends or religious leaders. Clearly "Christian and Divorce" are two words which are just not compatible. The only separation you should be seeking is the separation of these two words. There are many activities you can carry out yourself such as formatting a plan of action so that you know in your heart that you have tried and explored every way possible to avoid the catastrophic outcome of divorce. MY NEGATIVE AND POSITIVE LIFE |
Even though it is easy to fall in love it is not so easy to find true love. And while finding someone to have a relationship with is relatively easy, being able to make it last a lifetime seems to be the problem for many people. Love relationship advice can make the difference and help couples find their true love, build a happy strong relationship and make it last their lifetime. Nowadays there are so many different ways of meeting someone; places like the bar and clubs have been super-ceded by online dating sites on the internet, but places like interest or hobby clubs are still good places to meet people who have something in common with you from the start. The safest way to meet someone is still through another friend or family member as a form of recommendation. When you first get together everything is lovely and your new partner is "the one." They know just what you like and the two of you connect on so many different levels, and they are so considerate and thoughtful, hanging on your every word. And there is nothing wrong with this, but where do you go to from there? As your relationship goes on you begin to see the cracks... he does not show you the same attentiveness as in the beginning, she does not hang on your every word any more... Perhaps familiarity does breed contempt? So how do you prevent these things from happening? Here are 3 things to watch out for in your relationship with your love. By avoiding these, you can improve your chances of making your relationship last for the rest of your life. 1. Sex and Love - many people, especially younger couples, confuse sex with love. This can be because men and women view sex slightly differently. Men see sex as an expression of their masculinity, whereas women see sex as an expression of love and it is for them an emotional experience. Women can think that because he wants to have sex with her he must love her, and yes, it can be an expression of love but not till he knows he loves her in his head and heart. Some might say that men give love to get sex and women give sex to get love. It is better to go slow in this area and be sure of how you feel about each other before committing to a physical relationship. Once begun, it is unrealistic to think that a couple would stop in order to clarify their feeling for one another. And the hormones that are produced by engaging in sex affect how you think and feel about your partner, and can blind you to things you need to be cautious of. After some time in your relationship, the sexual side of your relationship can become routine and even a little stale. As you become more comfortable with each other, you may not seem to need sexual encounters the same as you once did and this does not mean that you do not love each other as much anymore, but rather other aspects of your relationship may have grown and deepened. At this time it is important to talk with each other, find out what your mate wants or needs in this area, and do a revamp from time to time. Sex now should be an expression of love and a time for emotional connection and bonding. It can be a richer experience that the hot steamy desperate rush of young love. While sex is an important part of a relationship it does not define it. It is still only part of building a good loving relationship. 2. Unrealistic Expectations - it is very easy when in a new relationship to think that your new love is perfect, and you have a specific definition for perfect in your mind. Unfortunately so does your new love. And, as your relationship develops, you can think that your partner "should" be like... your parent, or not like your parent, in other words, you have a mental checklist of what they should be like and how they would treat you. The other aspect of this problem is that the perfect partner you fell in love with begins to change before your eyes. They stop doing those thoughtful things they did when you first met and start behaving differently. Perhaps they had been putting their "best foot" forward and were now reverting to who they really are. If you find that you can't love them as they are then you will need to let them go, or you could change your expectations and learn to love them for who they are as you would like them to do for you. Loving someone is to love and accept them, warts and all. 3. Communication Breakdown - women and men think and converse in different ways and the trick is to learn each other's language. It takes time to be able to communicate effectively with each other and this is not any more so than for any other relationship. Communication is the most difficult skill to learn but also potentially the most rewarding. It is the oil for the wheel of love that makes the world turn round. Sometimes men and women will just give up saying that "it is a man thing," that he can't talk about it (in actual fact, he won't) or that "it is just girl talk," because he does not want to listen, thinking that she does not have anything interesting to say. This way of thinking, pulls down any chance of building a loving intimate relationship, because while going together can start with a physical attraction, it is the mental and emotional connection that builds on that to form a strong close relationship. A healthy relationship isn't always happy, but it is always thriving. The following is a list of six signs that your relationship is thriving. If you have someone in your life currently, how many apply to you? 1. You trust each other, and deserve each other's trust. People in thriving relationships care about their partner's feelings, and know that their partner cares just as much about theirs. While nobody is perfect and even the purest individual can be tempted, people in these relationships never seriously consider infidelity or other relationship-threatening behaviors because they know they'd have to lie. People in thriving relationships are uncomfortable lying to each other--they may have tried it on occasion before but always found that every lie, no matter how big or small, created a barrier to intimacy and respect that won't be dismantled until the truth comes out. The longer they are together, people in thriving couples find that being honest to each other and to themselves is far easier and far more rewarding than being dishonest. 2. You laugh with each other. Laughter is a release of tension that occurs in the body, often when a truth is revealed and we realize we are not alone in our thoughts. This is why people say, "It's funny because it's true!" A couple who laughs together is a couple that can look realistically at life in all its absurdity and share the same viewpoint, who can connect in a real, meaningful way. Especially if you're in it for the long haul, a sense of humor is one of the biggest factors in the success of any relationship. 3. Your sex life is fulfilling for both parties. The media often gives us crazy notions and expectations about what a healthy sex life looks, feels, even sounds like. But the truth is there's no magic number or measurement. Individuals in a thriving relationship either intuit or discover what satisfies their partner and they are driven to fulfill that specific need. As long as this is going both ways, you're in good shape! 4. You are proud of each others' accomplishments, and supportive during moments of weakness. Competition is natural, especially if you work in the same field as your significant other. But those in thriving relationships can't help but share in their lovers' successes and disappointments. In general, there's no room for power plays or mind games or score keeping. Both partners are equally able to console and be consoled. 5. You are able to spend time away from each other. A big test of whether or not a relationship is co-dependent or not, is the ability of the partners to spend time apart from each other. While it's natural to miss your lover, and to lean on him or her when things are hard, having your own experiences to bring to the table is vital part of being a team. People in thriving relationships understand and appreciate the value of a little "me time" every now and then. 6. You never go to bed angry. Communication is king. Arguments are natural and necessary. When two people meet and decide they want to spend huge amounts of time together (the rest of their lives maybe?), there are going to have to be negotiations and compromises. People in thriving relationships trust the relationship enough to be open about things that bother them, and they respect their partner's input enough to do their problem solving out in the open. Thriving couples may argue as much or even more than non-thriving couples. But the difference is they don't end the argument until the issue is resolved and they are comfortable falling asleep that night in their lover's embrace.

Marry some one because can not without the person not because you are from the same place. |
Have you ever wondered, "Why is sex with my husband necessary?" I have. I often wished that my husband and I could just kiss, cuddle, hug, and spend time together. But the reality is that a great marriage requires sex! And sex is not only for your husband's enjoyment, but it's also for yours. But if it's supposed to be so enjoyable for you as a woman, then why is it so difficult to do at times? After all, sex for us requires a lot of focus, energy, and motivation on our part. And most times we struggle with one or more of these things all at once, so it seems almost impossible to perform passionately with our husbands in the bed. But if I asked your husband about sex, he would probably say that he doesn't need to focus on sex as much as you because he's always motivated, focused, and ready when it comes to sex. In fact, your husband craves you and craves sex from you. So when you don't do it, you are shouting, "I don't want you!" There are many legitimate reasons beyond a woman's control that can explain why she doesn't enjoy sex, such as past sexual abuse, trauma, and medical reasons, and that's understandable. These types of issues may require therapy. But many women often refuse to have sex with their husbands because of things they can control, such as fatigue and/or their emotions. As married women, whatever the case, each one of us must be willing to consider how important it is to have and maintain a healthy marriage and a vibrant sex life. If our reasons for withholding sex is due to fatigue and emotions, there are ways to overcome this. In fact, we must be willing press past emotions and fatigue so we can please our husbands and experience an enjoyable sex life for ourselves. The key is to understand what it takes to make sex great on a consistent basis for both you and your husband. It can happen, but you must do your part. Some youths in Bako Village in Kwali Area Council of the FCT on Saturday went on rampage, following the discovery that 500 ballot papers were missing in their polling unit. An eyewitness told NAN that after accreditation and voting, the presiding officer of the Dabi polling unit counted the ballot papers and discovered that instead of 3000 ballot papers, he had 2,500. “This led to arguments between the presiding officer, party agents and party supporters at the centre, resulting in violence that left two people injured. “This situation was however, brought under control by security agents attached to the centre,” Jeremiah Isaiah told NAN. As at the time of this report, the centre was deserted and pockets of youths were seen discussing in hushed tones the possible effect of the violence on the voting in the area.
