Panic spread on the Internet as word about Arthur Budovsky Belanchuk’s arrest reached users of his digital currency business Liberty Reserve, which was shut down on Thursday.

Budovsky, 39, was arrested on Friday in Spain as part of a money laundering investigation performed jointly by police agencies in the United States and Costa Rica. U.S. officials likely will seek his extradition.

Costa Rican prosecutor José Pablo González said Budovsky, a former U.S. citizen and naturalized Costa Rican of Ukrainian origin, has been under investigation since 2011 in Costa Rica for suspected money laundering using apparent shell companies he created to run Liberty Reserve.

Budovsky relocated to Costa Rica after he and partner Vladimir Kats were indicted on July 27, 2006, in New York on charges of operating an illegal financial business, GoldAge Inc. – a precursor to Liberty Reserve – from their Brooklyn apartments, according to the U.S. Justice Department. U.S. officials said the two had transmitted at least $30 million to digital currency accounts worldwide since beginning operations in 2002.

Human rights activist, Mr. Femi Falana (SAN) yesterday called for state police in Nigeria, but said it must be democratised in order to rule out its abuse by state governors.

In his words, Falana while speaking at Kaakaki, an early morning television programme on the African Independent Television (AIT) said “if police councils at state levels are composed of key interest groups, including credible civil society organisations, it will invest confidence in the system and goes a long way in addressing the security challenges currently affecting the country.”

In 2005, Mr. Falana had strongly disagreed with Former Governor of Abia State, Dr. Orji Uzor Kalu on the creation of State Police, when Kalu called for its creation under the then President Olusegun Obasanjo. Falana was of the opinion that Governors will influence the said State Police and use them against their political enemies.

In his reply then, Kalu was of the view that a Governor cannot stay in office for more than eight years, which implies that governors will have limited influence on the Police even if there will be any at all.

This word of Falana has vindicated the ex-Gov again when he said, “We need to have a State Police, We cannot police the country the way we are going about it. The Police must be democratised if we are to adequately tackle the security challenges of this country”.

According to one of his aides; Dr. Kalu had seen into the Nigerian future eight years ago when he made the call for creation of State Police, though he was opposed, but now everyone is clamouring for it. Today Kalu is again calling for urgent attention to be given in creating jobs for the teeming Nigerian Youths to avoid the kind of cataclysm that took over the Arab work recently and the country is not paying attention to it until it happens.

We must all be aware that when Orji Kalu was the Governor in Abia State, he warned about the environmental degradation going on in the Niger Delta and the need to constructively engage and empower the Young men in that area, but he was ignored; the resultant effect was the hostilities we all saw in that region until former President Yar’Adua intervened with the Amnesty program.

Kalu also went then to all the Northern states to speak against the killing of the Igbos in that part of the country; telling the world that if the killings then was not arrested, that it could lead to a uncontrollable situation which will affect the entire Nation. Today we are all witnesses to what is going on with the Boko Haram.

It is very unfortunate that this country Nigeria have not seen the potentials inherent in Orji Kalu and how to positively tap these potentials. This is what somebody described recently in an article as “Mis-Management of Orji Kalu” Let us eschew unnecessary rivalry, politics of acrimony and start making positive use of genuine leaders and patriots in this country. In the United States, when a statesman makes a comment, the Government listens and properly analyse his comments to identify positive contents of such comments; but in Nigeria we just wave it away with the left hand if it does not come from the Government functionaries or friends of ‘the oga at the top’.

Dr. Orji Uzor Kalu, a fomer Gov of Abia State, has charged the nation to urgently arrest the increasing unemployment problem in the country. Kalu made the call yesterday while delivering a lecture on good governance, job creation and role of the media during the launch of the book, Guide to Youth Self Employment written by Sam Nwanze in Abuja. kalu said "in as much as the unemployment scourge ravages our country, so long must we continue to talk about job creation and employment.”

He added that so long as Nigeria, which is the sixth largest oil producing nation on earth, continued to face an intimidating youth unemployment rate with over 40 million of the population jobless and hopeless, so long must intellectual exchanges continue to be on the front burner of national discourse. According to Kalu, “the logic is simple: if we don’t get our youths productively engaged during daytime, they will surely keep us busy and sleepless during the night time.

The upsurge in crimes such as kidnapping, armed robbery, cultism and other violent crimes are, to a very large extent, directly attributable to joblessness,” the two-term governor of Abia State submitted. Kalu further said Nigeria was writhing in the throes of devastating unemployment, adding that though the National Bureau of Statistics (NBS) pegged the number of unemployed Nigerians at 39 million, such figure could only have been a conservative estimate.

He said, “in the last 14 years since the advent of democracy, our unemployment rate has seen a dramatic escalation. Between 1999 and 2007, our unemployment percentage jumped from 8.7 percent to 23.9 percent.” Quoting the World Bank’s 2009 unemployment assessment of Nigeria, Kalu said, “in 2009, the World Bank published a report which showed that Nigeria had about 40 million jobless citizens which was about 28.57 percent of the population,” even as he said that unofficial sources believed that the number of unemployed Nigerians could be over 50 million.

Kalu said "he strongly believe that we have to do a lot more in tackling corruption if we must rise successfully to the challenge posed by unemployment. When needed resources are not judiciously put to the public cause, we will continue to harvest the monster of unemployment."



According to Kalu, “this is also a conservative figure, given our tardy and unreliable record-keeping process. “We have many Nigerians in the villages, small towns and cities who are not captured in the unemployment index. What this frightening reality tells us is that a third of our huge population estimated at over 170 million, is roaming the streets jobless.



This state of affair portends a frightening time bomb,” he added. On the possible danger of unemployment rate in the country, Kalu said the nation had seen the dangers inherent in untamed youth unemployment in other parts of the world, positing that such could happen in the country. He further said Nigerians had borne witness to how countries such as Tunisia, Egypt, Libya, Yemen, Greece and others, unraveled like a castle of sand dunes. Kalu added: “Indeed, the mass uprisings that exploded in 2011, the Arab Spring, are direct consequences of the neglect of that critical factor in good governance.



The Arab Spring was unquestionably a youth uprising against unemployment, harsh economic conditions, social injustice, despotism and tyranny. It was the revolt of the youth against intolerable living conditions in the affected countries. “When you have a huge chunk of virile and robust youth rotting away without jobs or prospects, are we not laying landmines that will ultimately blow up in our faces? “In Nigeria, no one can say that we have not been sufficiently warned about the dangers of not aggressively tackling the upsurge in mass unemployment, especially among the youths. Never in the history of this country has kidnapping been as rampant as it is today.



From the young to the old, to even the elderly, no one is safe from the onslaught of daredevil kidnappers. From the high and mighty to the lowly and humble, everyone is game for these marauders. “The upsurge in kidnapping in our land should worry us all. There is hardly any month you do not hear of kidnap cases. Of course, there is a correlation between youth unemployment and kidnapping.



From the stories told by kidnappers’ victims, many of those who now see kidnapping as a meal ticket are youths between 22-30 years old. In some instances, even 18-year-old youngsters have been recruited into the evil enterprise.” Kalu said the intractable challenge must be confronted squarely and Nigerians must prevail in that endeavour. The scourge of unemployment, according to Kalu, could only be confronted with aggressive job creation schemes, adding that it was an urgent priority that could not wait for tomorrow.



“It is my strong view that it is better to create jobs for the army of the unemployed youths than to spend our huge resources cracking down on youths who have turned to crimes because of the harsh economic climate,” Kalu stated. In his remarks, President Goodluck Jonathan, noted that good governance was central to everything else, without which no other thing would work. Jonathan who was represented by the Minister of Information, Labaran Maku, added that good governance had been the driving force of the current transformation agenda of the Jonathan administration.



The president said for a very long time, Nigeria had had governance deficit, which the nation had admitted. According to Maku, “that is why Mr. President has now made it a priority to put attention in improving the quality of governance. And Mr. President is doing this by looking at certain issues,” he said. Reviewing the book, Professor Joseph Mba of the Strategic Business School, Lagos, said the author drew from sociology, journalism, psychology and practical entrepreneurship to discuss in a rich, simple and practical manner, the unemployment situation in Nigeria, the challenges and effects of youth unemployment, simple and small business the youth could engage in.



He added that the author provided in the book, inspiration and motivation to Nigerian youths to shift their mentality from government dependency to self-dependency, from focus on white-collar jobs to commitment to self-employment.

As far as an evaluation of actors in the public space go, it is fairly obvious that neither Nigeria nor Ndigbo know exactly what to do with (or about) Orji Uzor Kalu, the former Governor of Abia State.But he is doing something with himself, with Ndigbo and with Nigeria, so it is impossible to write him off. To pocket him is out of the question. To use him without his having a say in the matter is not to be contemplated at all. that is why many have said ‘we don't know what to do with that Orji fellow’, with a mixture of dismay and consternation.

Let those who speak thus remember the words of the German Philosopher, Martin Heidegger. He heard people saying, “You cannot do anything with philosophy” and surveyed all of them and their various reasons and then said: “It is true, as you say, that we cannot do anything with philosophy. But it is quite possible that philosophy, if we allow it, might be able to do something with us”. So is it with Orji Kalu, who marching on with a jaunty air and doing something with everything and everyone. My view, which I have canvassed for years, is that the man is a thoroughly mismanaged resource of Abia State, Ndigbo and Nigeria. Some may even argue that Orji is the one mismanaging himself, but we all know that it is the failure of elders and a strong family culture that brings family matters to the market place.

Prof. Chinua Achebe played host to Governor Orji UzorKalu on his last birthday, before he passed on. It was a quite, informal and yet very solemn occasion. More importantly, it was the celebration of a friendship that has lasted for decades between the two men. Orji’s goodwill, as well as his habit of religiously travelling to wherever Achebe was at any time to spend his birthday with him was always a given for Achebe. And it was also always one of the most cherished elements of the latter’s birthday anniversary every year – even until his very last birthday on earth. Achebe loved Orji and repeatedly vouched for him as he has not vouched for many people throughout his life.

The trouble with Orji Uzor Kalu, or at least part of the trouble with him,is that he is an enigma in more ways than one. He has the energy of several very active people put together. This is sufficiently alarming on its own. His contacts, business girth and political networks cannot be dismissed as an accident, as they are simply too wide, too well structured, too well choreographed and too effective to be the result of idleness. His understanding of politics and power in Nigeria stands at the very cutting of the political economy of power relations in a nation like ours. He has also always shied away from the politics of appeasement and would boldly take the blows arising therefrom - and without apologies.

The other week he was in far away Asia telling the cream of the business world that Nigeria is the place to be. He spoke like very few people have ever spoken in recent times about the beauty and strength of the Nigerian economy, environment and people. Orji spoke as a respected international businessman, among international business peers (not the beggarly and dishonest ‘private sector’). He challenged them with statistics about his investments and that of others, pointing out the critical role of Nigeria in the emerging new world economy. He spoke as a proud Nigerian and not as someone doing a paid job about the image of his country. He was able to silence many apparently informed commentators on Nigeria, who he exposed as not knowing what they were talking about. And he did not speak like a government functionary.

All of this took place at the Progressive Harmony Development (PHD) Chambers, Delhi, India. Prime Electric Group of India organized the forum and Orji Kalu used it to do what our Diaspora platforms always do very badly, even after taking money from government. A successful businessman can showcase opportunities where others see limitations, contest the advertised image of Nigeria and argue, convincingly, that anyone who ignores the Nigerian market, business opportunities and its robust peoples and culture is missing out on a most essential element of future world development.

And who turned up recently to brief the British House of Commons, Westminster, London, United Kingdom, if not Orji UzorKalu! He spoke on “The historical plight and precarious future of Igbo people,” to an audience that included members of the UK parliament, diplomats,state officials and members of Njiko Ndigbo, an organization he leads.The issue is not what he said, how he said it, or where he said it. It is the fact that Orji’s capacity for legwork is being allowed to run unharnessed by many who can make greater mileage by keying into his capacities and working with him. I am certainly not in on the 2015 Igbo Presidency Project of Njiko Igbo, but we must admit that Orji’s Njiko Igbo is filling a vacuum that Onaneze ndigbo and the Movement for the Actualization of the Sovereign State of Biafra (MASSOB) cannot fill. Ohaneze appears content with gestural things and speeches, while MASSOB suffers from the twin problems of (1) appearing like a strong man who merely beats up his siblings and neighbours without being available for wars other villages (ikena eke bauno) and (2) lack of political sophistication.

Someone may ask: “in what capacity did Orji Kalu go to address the British House of Commons? Another may also wonder why he should override Ohaneze and take up arms in defense of Ndigbo outside Nigeria.Saying, “let us forget the troublesome fellow and face more serious business”, can sum it all. But what is this serious business? But we cannot deny the fact that Orji Kaluwas addressed the British House of commons while those who wear the title of Igbo leaders (and who are perpetually ‘threatening’ to save Ndigbo)did not? As Orji Kalu is stimulating some serious thinking across several political divides on the way forward for both Nigeria and Nidigbo,he remains the only governor who never withheld any negative salvos from President Obasanjo. Yethe still got everything he ever wanted from the man (except Slok Air, of course) – because the latter respected his forthrightness and also feared his value in Real Politik

Leadership involves being able ascertain and deploy people’s abilities in their areas of strength. Like it or not, Orji Kaluis an asset for which the right use must be found by Abia State, Ndigbo and Nigeria. Otherwise none of his detractors shall sleep at all. an element of his character can be seen in the fact that he has been religiously propagating his views on leadership, development and sundry human-interest issues via a newspaper column, which many expected to die shortly after it was flagged off. Years after he wrote the first column, it is still on. This is that strength of character, resilience and never-say-die spirit that has bee the rue of many of his enemies. He is the one who actually writes his columns, unlike many in his position who would outsource it to a team of scribbling researchers whose limited experience often saddles their unsuspecting patron with strange postulations.

Orji Kalu has even taken his writing further, as his Leadership Series has surfaced in another Newspaper; where he rose in defense of the Aviation Minister and with a plea that the new Minister of Power be protected from the syndicate of doom undermining that vital sector. Hear him on Odua: “When Stella Oduah was appointed Minister and assigned the Aviation portfolio some critics and pessimists took rounds to malign and impugn her for no justifiable reason. They likened her to a square peg in round hole. The misogynists and chauvinists among the army of her critics painted a more pitiful picture of her … describing her posting to the Ministry of Aviation as ‘misplaced’. They would have preferred the less visible ministry in charge of women affairs or social development.”

The curious thing is that Orji Kalu stepped down the column he had written for that week about his birthday, to dwell on the matter of Odua and the Aviation sector. Hear his reasons: “Those who know me are already familiar with the fact that it is not in my character to praise people on the pages of newspaper. But I could not resist it this time, since the criticism of this innocent, hardworking woman has gone unchecked. One of the functions of the media is to defend the weak and oppressed and give voice to the voiceless. At least, it will enlighten the ignoramuses and place in proper perspective the commendable job this woman is doing.”

Is there anything strange, or even special about all of this? Not exactly, except that Orji Kalu somehow always manages to have the presence of mind to focus on things rattle. It was at the end of the piece that he added this pargraph: “Tomorrow is my 53rd birthday. I thank God for his mercy and love upon me and my family these past tortuous years. I pray him to continue to bless and fortify me as I contribute my little quota to the development of our great nation. I pray him also to bless our country Nigeria, which currently immersed is in deep economic and political crises. I know at his time Nigeria will experience a new dawn.”

Which brings us back to the matter of what to do with (or about) Orji Uzor Kalu. He has carried on, and will continue to carry on, as Ejinduemegini, and those saying, “don't mind Orji Kalu” had better note that he might eventually be their undoing. It is time to wake up to the reality of the current wretched profile of Igbo politics and stop pretending that Orji can be easily ignored.Let those who can, and who should, rise and make the best of an Orji Uzor Kalu while they still can!

A coalition of Nigerian youths rising from a crucial joint meeting held recently in Lagos has urged a former Governor of Abia state Dr. Orji Uzor Kalu (OUK) to reconcile his differences with a former president of Nigeria, Chief Olusegun Obasanjo (OBJ) in the interest of the Nigerian project.





The youths who held a joint meeting under the umbrella of All Nigeria Youths Forum, a coalition of youth organizations, advised the former governor whom the former president once described as the “Action Governor” to please eschew all bitterness and extend the olive branch to the older Chief Obasanjo whom they also described as a phenomenon in the Nigeria polity.





According to a statement by the forum’s coordinator Dr. Frank Chuks, “the forum was convened to seek positive ways the Nigeria youths would play their noble role in contributing to leadership for sustainable development”.

“We have identified conflicts between major stakeholders; those whose wisdom and experiences have in one time or the other helped in sustaining our democracy. A situation where leaders who are meant to pool their wealth of wisdom, knowledge, experience and understanding of the Nigerian situation together to move the country forward are engaged in cheap fights will jeopardize the future of Nigeria.



The forum being aware of the cordial relationship that once existed between the two leaders, and as witnesses to what the former Governor went through in the hands of Federal powers under OBJ understand the animosity of the former Governor towards the former president but advised Orji Kalu to put the issues behind him and take it as part of his sacrifice for the growth of the Nation; a sacrifice of which the youths recognizes and upon which Kalu is today regarded as patriotic leader and a worthy ambassador by the Nigerian youths.







“The two leaders by now must have realized that the Nigeria project is bigger than their personal and individual interests. Hence the need to work together in one alliance to deliver this country from the countless challenges. It’s very clear to all and sundry that Nigeria is passing through the most trying phase of its existence, and all hands need to be on deck”





The forum also reminded the former president that as a father and elder statesman he is expected to play the role of galvanizing and synergizing individuals who are selfless and courageous in the fight for just Nigeria society. “Baba must realize the generational gap between him and some of these leaders. There is no way he should expect them to think like him. But he can tap on their modern brain and experience as a father to evolve solutions to national challenges. We therefore urge and expect Baba as a father to accept without reservations and conditions, with both arms wide open, any re-conciliatory move by the former Governor Orji Kalu who is a son to him” Dr Frank said.



The vision of the All Nigeria Youths forum is to involve the youths in shaping a new Nigerian Dream aimed at fast tracking the transformation and development of Nigeria; and one of the ways we are commencing this great mission is identifying some positive leaders, whose true love for Nigeria is selfless and urging them on the urgent need to reconcile their differences and work as a formidable team for the betterment of this great country Nigeria which would translate to a brighter future for the youths.



The forum has also concluded arrangements involving the entire Nigeria youths in identifying solutions to the leadership challenges crippling the country through a nationwide essay competition where participants are expected to identify the various leadership challenges in Nigeria, their causes and to proffer possible solutions on how such challenges could be overcome.

The outcome of the competition which would be made available to policy makers and other stakeholders will form the basis for the next level of our campaign which is to take the debate to six geographical regions in the country in what we have termed – The All Nigerian Youths Summits. This will avail youths from the different parts of the country the opportunity to contribute on the ways and strategies of transforming the Nation; sustaining the unity of the country, maintaining peaceful coexistence among the people, establish accountable leadership and build patriotism towards the only country that we can all proudly call our own.

Politics / Ibori Looses Appeal To Reduce Jail Term In London by allnaijayouths: 9:10am On May 03, 2013
The former Delta State Governor, James Ibori, Thursday lost an appeal before a London court for a reduction in his jail term following his conviction for money laundering-related offences.
Justice Anthony Pitts of the Southwark Crown Court had sentenced Ibori last year to a 13-year jail term, after he had pleaded guilty to charges that he embezzled £50 million during his eight-year tenure as governor of the oil-rich state.



Ibori’s legal team had based its argument for a reduction in his 13-year jail term sentence on some purported promise by Justice Pitts that he could sentence Ibori to a jail term of not more than 10 years if he pleaded guilty to the charges filed against him.



However, the Court of Appeal dismissed the argument, saying the promise was not emphatic enough to support the plea and said money laundering should attract close to the maximum 14-year sentence.

There was a mild drama in the case as a team of the Court of Appeal justices previously empanelled to hear the appeal was changed at the last minute.



The justices, led by Lord Justice Brian Henry Leveson, who were previously scheduled to hear the appeal were replaced on Wednesday by a new panel of justices, which presided over the case yesterday.



Lord Justice Antony Edward-Stuart, who led Lord Justice Treacy and Peter Collier QC in the ruling, held that Justice Pitts’ promise of a lower sentence for Ibori could not be relied on for a successful appeal as it was not “emphatic enough”, according to agency reports of the court proceedings.



He said even though Ibori’s counsel had “legitimate expectations” based on Justice Pitts’ insinuations of a 10-year sentence, the Southwark Crown judge did not emphasise or commit to a 10-year jail term for Ibori if he entered a guilty plea.



He ruled that there would be no need for a long trial of the appeal as the justices had already familiarised themselves with the grounds of the appeal and had read the submissions of both sides.



After the counsel had addressed the court briefly, the judges retired into the chamber and came back some 15 minutes later to deliver their judgment.
Justice Edwards-Stuart, in rejecting the argument, said a money laundering offence should attract close to the maximum 14-year sentence.



Ibori in February 2012 had pleaded guilty to 10 charges of fraud and money-laundering offences.
His case was heard in London after prosecutors argued that although much of the fraud was perpetrated in Nigeria, some money passed through Britain and British banks.



During his trial, the London court was told how the proceeds of the fraud were used to buy six foreign properties and a fleet of cars, although the judge said the total amount stolen might in fact be “in excess of 200 million pounds”.



The biggest single fraud involved misappropriating $37 million in fees when under Ibori, Delta State’s stake in V-Mobile, the precursor to one of Nigeria’s telecoms companies, Airtel Nigeria Limited, was sold and the funds diverted.



Eligible for parole halfway through his jail term, Ibori is likely to be released from prison in three-and-a-half years, having served one year since his conviction, a year beforehand while awaiting trial in London, and a year in Dubai from where he was extradited to Britain.



Despite the court’s rejection of Ibori’s appeal, the former governor is still expected to appear in person at the Southwark Crown court for a three-week confiscation of assets hearing starting on September 16, 2013.

BBC News reports that one in 10 people diagnosed with HIV who receive early treatment could be 'functionally cured'. The news is based on a French study that found 14 people achieved a functional cure three months after they started treatment for HIV. Once treatment stopped, the researchers found that the patients' viral levels were controlled and their immune systems remained stable for just over seven years.



The researchers compared the 14 patients with other people infected with HIV, including patients who also started early treatment but did not respond as positively. They identified various differences among the patients, including important differences in their immune systems.



The news follows a recent story about a baby born with HIV who achieved a functional cure following aggressive early treatment.



A functional cure means that the HIV virus is still present in the body but at such low levels that it can no longer be detected by standard blood tests. HIV treatment aims to achieve this, as the disease is less likely to progress and the long-term outlook for patients is improved.



More research is needed to understand how and why a functional cure can be achieved in some people, and whether it can be extended to more people with the disease.

Where did the story come from?



The study was carried out by researchers from Unité de Régulation des Infections Rétrovirales, Paris, and other institutions in France, and was funded by the ANRS and the French National Agency for Research on AIDS and Viral Hepatitis.



It was published in the peer-reviewed scientific journal PLOS Pathogens, which is published on an open access basis (freely available for download).



The media coverage of the study must be read in the correct context: the researchers have reported the experiences of a select sample of 14 people who managed to achieve a functional cure with early treatment.



This does not represent a new treatment or cure for HIV. Rather, it is an examination of the characteristics of a select sample of people who achieved the optimal response to existing HIV treatment.



Reports that "one in 10 people could be functionally cured" are slightly misleading. It comes from the researchers' estimate that between 5 and 15% of people who successfully respond to antiretroviral therapy and come off treatment would be able to maintain control of their viral levels (a functional cure) for about two years, like the people in this study. It does not mean that one in 10 people with HIV can be functionally cured.






What kind of research was this?



This was a case series reporting on 14 individuals infected with HIV whose virus levels remained controlled at low levels for several years, even after stopping their long-term antiretroviral treatment.



HIV is treated with a combination of antiretroviral drugs. Antiretroviral therapy (ART) is not considered to be a cure for HIV, but aims to stop the virus replicating and reduce its levels so that they cause less harm to the body's immune system.



The overall aim of ART is to reduce the viral load (the number of particles of HIV present in each millilitre of blood) to levels that can no longer be detected by standard blood tests (undetectable levels). If this is achieved and the virus can no longer be detected on standard tests, this is known as a functional cure.



It is called a functional cure because the virus has not completely gone from the body and can still be detected at very low levels on extremely sensitive tests. However, a person with a functional cure should have a good life expectancy and a reduced risk of the disease progressing or developing associated complications. A person with HIV normally has to continue on ART long-term to prevent viral levels from increasing again (viral rebound).



One of the factors that researchers say can have an influence on the success of treatment is how soon people start treatment after they acquire the infection.



This study reports on a small number of people with HIV who started ART very early and were later able to come off it, with the virus continuing to be controlled at undetectable levels for several years, even without treatment. The researchers say that these people may "hold important clues in the search for a functional HIV cure".






What did the research involve?



The researchers identified 14 people who started ART early. These people were able to come off treatment as they had achieved a functional cure. The people were all diagnosed in the late 1990s or early 2000s.



The researchers looked at the characteristics of these 14 'responders', including when their levels became undetectable, how long they were treated for, and how long their levels remained undetectable off treatment.



They compared them with three other groups:



people who also received early treatment but did not respond
people who started treatment later, which is representative of many people affected by HIV
eight people whose bodies naturally spontaneously controlled their HIV levels (likely due to some factor in their own biology rather than due to early treatment – these people are thought to be rare)






What were the basic results?



In the first two months after being infected with HIV, the 14 responders had similar amounts of the HIV virus in their blood (viral load) compared with those who did not respond to early treatment. However, they had higher viral levels than those whose bodies managed to spontaneously control their HIV levels.



The 14 people received the standard combination ART that was available at the time, and their viral levels became undetectable an average of three months after treatment began. The average duration of ART was 36.5 months, and during this time almost all but two of these people demonstrated an increase in the levels of a particular immune cell HIV normally targets (CD4 cells).



After stopping treatment, their viral levels remained controlled and CD4 levels remained stable for around 89 months. During this time, eight of the people had levels that remained undetectable on all tested blood samples, while for six people there were occasional increases.



They found several other differences between the 14 responders, the spontaneous controllers, and people who did not respond to early treatment or who started treatment late. For example, the functioning of certain immune cells in the responders differed from that of the spontaneous controllers.



They also found that, like spontaneous controllers, the responders had lower levels of HIV genetic material in their blood during treatment compared with those who did not respond to early treatment or who were late starting treatment.



The differences observed between the 14 responders and the spontaneous controllers suggested that the way these two groups achieve HIV control is through at least partly different ways.



The researchers estimated that about 15% of people who achieve undetectable HIV levels with ART and come off treatment would be able to maintain control of their viral levels (a functional cure) for about two years.






How did the researchers interpret the results?



The researchers say that their results show that early and prolonged combined ART may allow some individuals to achieve undetectable HIV levels that can be controlled for several years without treatment. They say that these people "may hold important clues about a functional cure for HIV".






Conclusion



While such a case series suggests that it is possible that some people can have a functional cure from early HIV treatment, only a very small sample of people with HIV experienced this. Although maintaining HIV at undetectable levels in the body even without treatment is the ultimate goal for all people with HIV, it may not be possible in all people.



Whether an individual is able to achieve a functional cure from HIV may be influenced by various things, such as:



how soon after infection they started treatment
which drug regimen they received (in the developing world obtaining access to the most effective combinations may be more difficult)
compliance with drug regimens
the person's individual biology and how they respond to treatment



A small number of people infected with HIV (less than 1%) are somehow able to spontaneously control their HIV levels at undetectable levels. This is likely to be due to some factor in their biological make-up. As the researchers say, this makes it difficult to translate their mechanisms of control to other people.



The group of 14 individuals who are the focus of the current study achieved long-term viral control, which appears to at least partly be a result of early ART treatment. This may offer useful information that could help researchers translate their success to other people. For example, if achieving a functional cure depends on how soon people start treatment after becoming infected, it could be a finding that could have a huge impact on HIV treatment.



However, even though starting treatment early seems achievable, this may not always be possible as it relies upon knowing that infection has occurred. This is likely to rely on factors such as the person developing symptoms when they first contract the infection (this can often be a mild flu-like illness), or the person being aware that they could have been exposed to the virus.



For many people with HIV, early treatment is not possible, as they only find out they have the condition when HIV has already damaged their immune system to the point where they start becoming ill. This may be many years, and even up to a decade, after they first contracted HIV.



This is why it is important to get regular HIV tests if you are in a high-risk group for HIV. Read more about HIV testing.



This study unfortunately does not present a complete cure for HIV, but a functional cure where early antiretroviral treatment was able to reduce the viral load of HIV to undetectable levels. This is the ultimate aim of all antiretroviral treatment: preventing the disease from progressing and giving people a positive outlook and a good life expectancy.

Former governor of Abia State, Dr. Orji Uzor Kalu, has described the Igbos as third-rate citizens in the Nigerian project.





Kalu said rather than being accorded the status other major ethnic groups within the Nigerian project had, the Igbos had been consigned to the background in the scheme of things in Nigeria.



Kalu, who spoke last Thursday at the British House of Commons in the United Kingdom, said the statistics, which formed the very basis of the existence of the country, had glaring evidences that the Igbos, who occupied the South-East part of the country, were not as highly valued as the Hausa and Yoruba ethnic stocks.



He said the statistics, ranging from the distribution of the country’s commonwealth to the opportunities to govern at the federal level and the number of states, local government areas and senatorial districts in each of the geopolitical regions of the country pointed to the value placed on the Igbos by the Nigerian state.



He said: “The Igbo in Nigeria have become the receptacle of anger, hatred, envy and frustration oozing out of their fellow compatriots. “But this is on the level of the transaction between private citizens.



“How about the place of the Igbo in respect of the manner in which public affairs are conducted by the Nigerian Federal Government and its agencies? “The simple answer is that the rain has continued to beat the Igbo.”



To back up his argument, Kalu told the gathering, which included Nigerians in the Diaspora, especially those based in the United Kingdom, that while the South-East had just five states, other geopolitical regions had between six and seven states. Specifically, he said the North-West had seven states while others had six. In terms of local governments, the South-East also had the least 95.



The North-West had 186 local government areas, North-East 112, North-Central 115, South-West 138 and South-South 123. For the federal constituencies, which formed the basis for election into the House of Representatives, the South-East had 43 while the North-West had 92, the North-East 48, North-Central 49, South-West 71 and South-South 55. For senatorial districts, the North-West tops with 21, the North-Central, North-East, South-South and South-West all had 18 and the South-East with the least, 15.



Kalu said: “The above table does not represent an opinion or a hypothesis. It represents the blatant reality of the third rate status forced upon the Igbo in the political space in Nigeria.



“We, the Igbo, have striven but thus far failed to persuade the Nigerian establishment about the hurt and humiliation and deprivation that come with the idea that we, as a people, are legally condemned to third rate status in our own country, as amply demonstrated by the above table.



“The implications of this calculated fraud against my people are so massive and go entirely untold: unequal allocation of resources, unequal voice in the Federal Executive Council, unequal representation in the National Assembly (the gravest of all), unequal participation in the administration of justice in the federation, unequal participation in the federal civil service and adjunct bodies, unequal representation in the armed forces and paramilitary organisations, unequal representation in the diplomatic corps ensuring incapacity in showcasing the Igbo culture as part of a pan Nigerian culture in our foreign missions and embassies, fewer primary, secondary and higher education opportunities for our children, et cetera, et cetera, et cetera.”



Kalu went further to state that these disparities had been taken further to the ruler ship of the country. He said while those from the North-Central had ruled for 17 years, 11 months and 20 days as at the time of the address to the House of Commons, the North-West had occupied the country’s presidency for 13 years, 11 months and 10 days; the South-West for 11 years, 10 months and eight days; the North-East for five years, three months and 15 days; and the South-South for five years and 23 days.



But for the South-East, leading the country had only been for six months and 13 days. Kalu added: “The structural disparities are constitutionally entrenched (please see the constitution of the Federal Republic of Nigeria, 1999), thus their grave implications for Ndigbo are beyond the primary questions of inequity and marginalization.



“The histories of nations are replete with evidence of existential threat to any group whose marginalization is made a subject matter of constitutional enshrinement.



“With unequal voice in the Federal Executive Council, in the National Assembly, on the federal judicial benches and a vast array of other fora in which the Igbo suffer sub-parity representation, the strength of the advocacy of our problems and priorities is thus diminished.



Little wonder, then, that the South-East zone, the area inhabited by the Igbo, still manifests the physical characteristics of a conquered and occupied land, 43 years after the civil war. “Quite apart from the psychological assault it represents for Igbo people, the practical issues of unequal representation and unequal allocation of resources are calculated to retard the development of our region and our people.



The massive difference, which the resources and human empowerment that we are denied might have made in our society, is something that calls not just for a sober reflection but a gritty resolve to bring about their speedy resolution.



“The Igbo tenacity, drive and relentless optimism to pursue life’s enduring dreams of family, faith and success and to overcome life’s challenges will see them through. But the world must listen to them whenever they cry out.



For they have long suffered and endured in silence, as the rain continues to beat them.” Kalu said this was the major reason for the formation of Njiko Igbo, a group with the mandate to push for the election of a president of Igbo extraction for Nigeria in 2015.



He said: “The presidency of the Nigerian nation has not eluded the Igbo by accident or by an act of divinity but by human design; and it is through human pressure that we can attain it. “Njiko Igbo is the catalyst and conduit for our collective action.



We trust that you recognise, as we do, that power concedes nothing without a demand…. “Njiko Igbo is an organisation dedicated to the struggle for the ascent of a citizen of Igbo extraction to the presidency of the Federal Republic of Nigeria in 2015.



“We are fully committed to the security and peace of our nation, and to the comradeship of a common justice and equality for all Nigerians.



“We are neither supportive of nor opposed to any political party or the aspirations of any individual politician.”

Politics / 5,000 Boko Haram Members May Get Amnesty by allnaijayouths: 9:46am On Apr 20, 2013
Over 5,000 as well as their wives and children members of the militant Islamic sect, Boko Haram, may benefit from the proposed Federal Government amnesty for members of the group.

Saturday PUNCH learnt that members of the Federal Government’s amnesty committee would, among other things, recommend a phased release of members of the sect currently in detention.

It was gathered that children and wives of the sect members would be released first before other detainees.

This, it was gathered, would assist the committee and the Federal Government in winning the confidence of the sect.

The committee, which is to be inaugurated on Wednesday next week, is expected to initiate dialogue with leaders of the sect at a yet-to-be determined date, time and venue.

Saturday PUNCH also gathered that members of the group, who earlier rejected government amnesty plans, have yet to make public their response to the latest development.

A top security source, who pleaded for anonymity because of the sensitive nature of the issue, said, “Some wives, children and relatives of members of the sect are among those being detained.

“The government may start with the release of this category of people as a sign of its commitment to peace. I believe members of this committee will be favourably disposed to making this recommendation.”

As for the venue of talks should members of the sect accept dialogue, the source said, “They may opt for Saudi Arabia or any other country they consider a neutral ground, like they did in the past. This is because they still cannot trust that government will not use the venue of the talks to further hunt them down.

“Trust is still a big issue here; the question remains whether the sect will trust that government will be sincere this time around and not resort to behaviours that led to the breakdown of similar attempts in the past.

“Just like those in government, they also have hardliners. This group of members are likely to give near impossible conditions such as the rebuilding of their homes and places of worship destroyed by government forces and the like. ”

The Sultan of Sokoto, Sa’ad Abubakar, had in Kaduna last month urged the Federal Government to give amnesty to the sect members.

The call was echoed by a number of prominent Nigerians.

It has, however, been strongly opposed by the Christian Association of Nigeria.

President Goodluck Jonathan had few weeks ago said his administration would not hold talks with members of the sect, whom he described as ‘ghosts’.

But after some meetings with northern elders and security chiefs, the President promised to set up an amnesty committee for Boko Haram.

The President made good his promise on Wednesday by naming a 26-member amnesty committee headed by the Minister of Special Duties, KabiruTuraki.

Two members of the committee, Shehu Sani and Dr, Datti Ahmed, rejected their nomination on Wednesday and Thursday respectively.

A leading member of the Northern Elders’ Forum, Prof. Ango Abdullahi, confirmed that 5,000 Boko Haram fighters were likely to benefit from the amnesty.

He also debunked the notion that Boko Haram members are faceless.

Abdullahi said, “We cannot say these people are absent because about 5,000 of them are in detention. You (journalists) are the ones reporting that (Boko Haram) commanders so, so, and so have been arrested.

“So we agree that there are senior commanders in detention and I think there is this opportunity even for physical contact between the group and some members of the group and government.

“Most reasonable opinions agree that the use of force will not solve this problem. The way forward is to encourage dialogue; it may be difficult at first, but we must try everything possible to encourage interactions between members of the group and the committee.”

Asked whether the Northern Elders Forum would be involved in the talks, he said the committee wouldn’t decide which role groups and individuals would play.

He added that members of the NEF were prepared to help restore peace to the North.

However, a civil rights activist who declined to serve on the committee, Malam Shehu Sani expressed doubts about the possibility of success for the committee.

Sani said, “I have not seen people in that committee whom members of the sect will trust enough to dialogue with.

“A committee headed by a serving minister does not look to me as serious. For this committee to make progress, these three people must be part of it: Ahmed Shilkida (a freelance journalist), Hamza Idris and Mustapha Zanna. If these people are not part of the committee, it is difficult for it to succeed.”

NYSC / Ex-corps Member Blames Nysc’s Negligence For Amputation by allnaijayouths: 1:23pm On Apr 18, 2013
Former corps member, Emmanuel Unogu, who served in Akwa Ibom State, has blamed the National Youth Service Corps for the loss of his right leg.

Unogu with code AK/APO/08/027407 was called up during the Batch A 2008 NYSC and posted to Urueffong/Oruka Local Government after the orientation camp.

Unfortunately for Unogu, on October 26 of the same year, he was involved in a ghastly accident while on his way to Oron.

He said, “At Okossi, where I taught at the Comprehensive High School, there is no market. So it was customary for us all to go to Oron to get whatever we wanted.

“On the day of the accident, I was headed for the market at Oron when the motorcycle I was on, collided with another.”

Although no life was lost, the victims were seriously injured. Unogu said he broke his leg and had to be rushed to a local private hospital by his fellow corps members.

Rejected by the hospital on the grounds that they were not equipped to handle his case, Unogu went to a local bone setter where he spent four days.

The corps members said although the NYSC authorities knew about the accident, he was left to seek healing from the traditionalists.

He said, “My Zonal Inspector came to visit me while I was still with the local bone setter but no arrangement was made to move me elsewhere. I had to call my dad to take me away for proper medical attention because I was in great pains.”

Unknown to Unogu, gangrene had set in. He was advised to have his leg amputated when his father took him to two different private hospitals at Owerri.

Horrified by the thought, father and son rejected the option. By the time they were told the same thing at the Federal Medical Centre Owerri, Unogu had no choice but to agree.

“My right leg was amputated at the FMC. While I was recuperating, the state coordinator, Micheal Fagbemi, paid me a visit. The Zonal Inspector, Mr. Chukwu Kelechi, also came to visit; he gave me N3,000 and brought toiletries. They assured me that my case would be brought to the NYSC authorities at Abuja. That was the last I saw of them,” Unogu said.

A copy of the medical report from the FMC revealed that Unogu was brought to the hospital with right leg gangrene.

It said, “The above named corps member is our patient who was presented to us on the 18th November 2008 with right leg gangrene, following mismanaged fracture of three weeks duration. He was evaluated, admitted and had amputation of the gangrenous limb.”

The report was signed by the Chief Consultant Orthopaedic/Traumatology Surgeon, Dr. Asodike V.C.

Despite being aware of Unogu’s situation, the Akwa Ibom state NYSC allegedly did nothing to assist Unogu with his bills. Over the last four years, attempts to get the NYSC to fund the purchase of a prosthetic leg for Unogu had met a brick wall.

The London Prosthetic Center sent an estimate in response to Unogu’s enquiries in 2008, on the cost of a prosthetic leg. It was estimated at £4,000 excluding transport.

Unogu’s lawyer, Mr. Benjamin Odeh, told PUNCH Metro that copies of the correspondence with the prosthetic hospital had been attached to several letters sent to the NYSC Abuja office concerning Unogu.

“I met with the Assistant Director, Welfare, NYSC in 2009; all we have received ever since are assurances that something would be done. Eventually, I was told Unogu’s file couldn’t be traced either at Akwa Ibom or Abuja.”

Spokesperson for the NYSC, Mrs. Bosede Aderibigbe said, “I don’t have facts, I am away from Abuja. The Director, Corps Welfare is in the best position to speak.”

However, the Director Corps Welfare, Mr. Emmanuel Obi, said, “I am not in Abuja and most of the field officers who have to furnished me with the details of that case are all on a nationwide inspection tour. They will not be back to the office till next week. Until then, I will not be able to comment on this issue.”
