In an analysis signed by Rose Ibebaku, the group said it wanted to sound “a serious note of warning to both the Presidency, the Legislature and all the high and mighty whose family and friends, constitutes the bulk of air transport passengers in Nigeria to wake up from their slumber and immediately reverse the unfolding ugly trend being spurned by [Mrs Oduah] by calling her to order.” Outside that, it said, “More innocent bloods will be shed and Nigeria thrown into international embarrassment any moment from now as a result of unending breach of every aviation rules and ethics.” Adding that “more dangers loom ahead if this is not checked,” the group called on President Jonathan to SACK THE MINISTER NOW.” The Patriots accused allege that Mrs. Oduah is orchestrating the biggest fraud of the century and milking the Aviation parastatals dry all in the name of unsavoury transformation agenda. Among others, Mrs. Oduah has recently instructed all the heads of Parastatals and Agencies under Aviation Ministry, as well as all Directors and Departmental Heads not to respond to invitations from any organ of the National Assembly on any issue, the group said, without first notifying her and obtaining written permission from her to honour such invitation. They urged the Chairman, of the House of Representatives Committee on Anti-Corruption, National Ethics and Values, as well as the EFCC, to re-open investigation into all contracts awarded under the Ministry’s airport remodeling exercise, adding, “Please when next you pass through any of the recently commissioned airports, take a more detailed look and you will notice how Nigerians have been short-changed.” The Patriots further allege: • The Madam Minister has instituted a monthly standing deduction order of about N158million each from the accounts of Aviation Agencies namely NAMA, NCAA and FAAN and other Agencies under her and remittance of same into a secret account solely run by her. • The Minister recently ordered the three main Agencies (FAAN, NCAA and NAMA) to cough out millions of Naira to settle the bill of six (6) Sophisticated custom-built ballistic armoured BMW cars for her personal use (either for her failed Gubernatorial ambition campaign or for 2015 Neighbour- to-Neighbour presidential election campaign). • Price Waters Coopers (PWC) has audited various aspects of four Agencies under the Ministry’s financial operations for at least 4 times. As we speak PWC staff, young boys and girls who have hardly graduated from university are on ground at the Parastatals offices since January this year to date looking for God knows what. • The Minister usually fixes the audit fee to be paid by the Aviation Agencies to PWC for these phony consultancy audits at about 250million Naira each, totaling a whopping sum of One Billion Naira on each occasion for FAAN, NCAA, NAMA AND AIB. • The Minister took her impunity to the highest level by employing over 2000 new staff to fill non-existing vacancies in all the Agencies under the Aviation Ministry…Ninety percent of these newly recruited staff are members and online signatory to the Minister's last neighbour to neighbour presidential election campaign. Saying it wanted to intimate Nigerians of “Nigeria ’s most scandalous, nepotistic, furious and unsavoury recruitment pattern in history,” The Patriots said that Mrs. Oduah “personally printed the letterhead of all the Aviation Agencies/Parastatals, typed employment letters stating out of designation and grade level and regularly summons the heads of the applicable Parastatals into her office to append their signatures on the already typed employment letters. Such letters are then intermittently released to her wards almost fortnightly.” They said that “smarter ministry officials” are now having a field day stealing as many already prepared employment letters as they wish from madam minister’s office and typing their own people’s names on it, taking the advantage of the Minister’s excesses. Newly engaged staff keep turning up at the agencies even when staffs are seen sitting under the trees and pavements and corridors in the Agencies. Said The Patriots, “Aircraft inspectors allowances are not being paid as at when due, leaving them to the open temptations of bribe and compromise from corrupt and desperate airline operators who want their planes to fly at all cost. The implication of this for air safety and air transport security is better imagined. The recent Associated Airlines crash is a veritable case in point.” “Further to our investigations, we have discovered that just recently, World Bank cancelled a long existing training grant to the NCAA because of the Ministers illegal over-bearing influence on the Agency. Usually, the World Bank does not only provide the fund for the training but also conducts the training itself. It’s shocking that Madam Minister in her bid to scoop every available kobo from the Ministry and its Agencies, directed the World Bank to monetize it and put the fund under her supervision. Infuriated by this singular show of ignorance and greed, the project was cancelled.” Calling on President Jonathan to fire Mrs. Oduah immediately, The Patriots said, “The way and manner she is handling the Ministry is horrendous and more dangers loom ahead if this is not checked. The Ministry of Aviation has confirmed that the Nigerian Civil Aviation Authority bought two bulletproof vehicles worth $1.6m (N255m) for the Minister of Aviation, Ms. Stella Oduah. An online news medium, SaharaReporters, had reported on Tuesday that the armoured vehicles were delivered to the minister in August. The medium reported that documents in its possession showed that the transaction for the purchase of the two BMW cars started in June, but the request for the delivery of and payment for them was fast-tracked between August 13 and 15, 2013. The transaction involved the NCAA, First Bank of Nigeria, and Coscharis Motors Limited, according to the report. The two black BMW 760 Li HSS vehicles had chasis numbers WBAHP41050DW68032 and WBAHP41010DW68044, and were reportedly delivered to the NCAA on August 13, 2013. They were received by two store managers, F. Onoabhagbe and Y. A. Amzat, who is also the agency’s head of transport. However, the Special Assistant (Media) to the Minister of Aviation, Mr. Joe Obi, who confirmed the development on Wednesday, said the vehicles were purchased to protect the minister from some external threats. He said in a telephone conversation with our correspondent, “Yes, it is true that some security vehicles were procured for the use of the office of the honourable minister in response to the clear and imminent threat to her personal security and life following the bold steps she took to reposition the sector. “When she came on board as the minister, she inherited a lot of baggage in terms of the concession and lease agreements in the sector, which were clearly not in the interest of the government and people of Nigeria. “And so, she took bold steps and some of these agreements were reviewed and some were terminated, and these moves disturbed some entrenched interests in the sector, and within this period, she began to receive some imminent threats to her life; therefore, the need for the vehicles. “It should be noted that these vehicles are not personal vehicles and were not procured in the name of the honourable minister; they are utility vehicles and are for the office of the minister, and if she leaves the office, she will not be taking the vehicles along with her.” On his part, the spokesperson for the NCAA, Mr. Fan Ndubuike, feigned ignorance of the development. “I am not aware of anything like that,” he told our correspondent at 8.05pm on Wednesday. The NCAA is the agency charged with ensuring the airworthiness of commercial planes flying within the country’s airspace. The agency has been under fire lately over a series of mishaps and near crashes involving planes being operated by domestic airlines that were certified fit for flight operations by the NCAA. There have also been rumours that the NCAA does not have enough funds to upgrade its equipment, send its employees for critical training and hire enough qualified hands, while questions are also being raised by industry watchers on the ability of the cash-strapped agency to procure such expensive vehicles. However, the Director-General, NCAA, Capt. Fola Akinkuotu, had on Monday denied the claims of being cash-strapped, saying that the agency was buoyant. How Aviation Minister Stella Oduah Forced Cash-Strapped Aviation Agency To Spend $1.6 Million On Two BMW Armored Cars For Her SaharaReporters has obtained documents further exposing the depth of corruption and mismanagement of public funds at Nigeria’s Ministry of Aviation headed by Stella Oduah. One of the documents details how Ms. Oduah compelled the cash-strapped Nigerian Civil Aviation Authority (NCAA) to purchase two armored BMW cars for the minister. NCAA is the agency charged with ensuring the airworthiness of commercial planes flying within Nigeria’s airspace. Two officials of the agency told SaharaReporters that the NCAA did not have enough funds to upgrade equipment, send staff for critical training, and hire enough qualified staff. “Yet, all the minister is concerned about is to have two exotic BMW cars from the little money we have for operations,” one of the sources said. The documents obtained by SaharaReporters indicate that the transaction for the purchase of the two BMW vehicles started in June 2013. However, the request for delivery of and payment for the two vehicles was fast-tracked between August 13 and 15 2013. The transaction involved the NCAA, First Bank of Nigeria, and Coscharis Motors Limited. In a letter dated August 13, 2013, J.D Nkemakolam of the NCAA sent a letter to the Managing Director of Coscharis Motors asking the company to deliver to the NCAA two BMW 760 armored vehicles based on a pro-forma invoice dated June 25, 2013 at the cost of N127, 575,000 ($796,846.21) each. The total amount for the two vehicles came to N255,150,000, or $1,593,687.31. The NCAA’s letter directed Coscharis Motors to deliver the vehicles with sales invoices, delivery notes, and attestation documents. Our documents reveal that the payment for the vehicles was made into a First Bank of Nigeria account (number 2018912995 with sort code: 0111152303), according to a letter signed by Godwin Umeaka, Coscharis’ group financial controller. The two black BMW Li HSS vehicles had chases numbers WBAHP41050DW68032 and WBAHP41010DW68044 respectively. The two cars were delivered to the NCAA on August 13, 2013, where it was received by two store managers, F. Onoabhagbe and Y.A. Amzat (who is also the agency’s head of transport). On August 15, 2013, Sola Ogunsakin of the NCAA signed off to certify completion of the transaction. In an extensive investigation of the Aviation sector after three air mishaps in Nigeria’s airspace, SaharaReporters found a pattern of questionable expenditures authorized by the minister. Several insiders within the aviation industry have told SaharaReporters that Ms. Oduah and President Goodluck Jonathan had focused on the Aviation Ministry as a source for a series of corrupt activities. “Under Mrs. Oduah, the ministry has carried out many big capital development projects. But what outsiders don’t know is that these projects are being used to divert big amounts into private pockets,” an aviation source said. Our sources disclosed that the Economic and Financial Crimes Commission (EFCC) had investigated several corrupt practices in the aviation sector, but added that the anti-corruption agency never had the backbone to act on their findings due to political pressure from the Presidency. Several sources at the agency told SaharaReporters that they were not aware of the whereabouts of the two BMW cars. Some of the sources stated that the cars were handed to the minister who had converted them to private use. Several interest groups have been demanding the removal of Ms. Oduah, citing her corrupt tendencies, mismanagement of aviation funds and incompetence. Under her watch, the Nigerian airspace has witnessed several air mishaps that claimed the lives of at least 140 people. A Presidency source told SaharaReporters that Ms. Oduah still retains the confidence of President Jonathan. She is a close associate of Mr. Jonathan, serving as the treasurer who handled funds for the Jonathan campaign during the 2011 presidential election. By SaharaReporters, New York A group of Peoples Democratic Party (PDP) governors which met with President Goodluck Jonathan at the Aso Rock villa tonight agreed to observe a “ceasefire” until final discussions on October 7 to iron out differences they have with the president. An aide to President Jonathan said the air around the meeting gave them hope that the disagreements between the president’s faction and the ‘New PDP’ might be resolved on that date. But one of the governors in attendance told SaharaReporters the meeting specifically achieved only the specific purpose of compelling both sides to avoid escalating the issues further. He some of them were opposed to issuing a statement at the end of tonight’s out of concern that it could be manipulated by the president’s team. He pointed out that before they could iron out any differences, the governor of Cross Rivers State, Liyel Imoke, had already drafted a statement to which they agreed so as to give peace a chance. the handwritten statement was later read by the Niger State governor, Babangida Aliyu The focus of tonight’s meeting was mostly Rivers State governor, Rotimi Amaechi, who members of Mr. Jonathan’s team presented as being too “belligerent” and having had an upper hand in the media. The president reportedly told Amaechi to allow a statement to be issued if he doesn’t have anything personal against him. Governor Amaechi reportedly replied he does not, adding that it would however make more sense to wait till October 7 before any statement was issued. PDP can recall vividly how difficult it was to win these states even with the full support of the governors at that time not to talk of now that the governors are against the PDP. GEJ should not be deceived by his handlers that he will sail smoothly in 2015 like in 2011, his popularity has dropped to the lowest level in the core north and north central from the feelers I am getting here.. Also, he will be the most naïve politician in Nigeria if he believes that the other northern PDP governors (katsina, Bauchi, Gombe, etc) are on his side. These guys are just playing safe because of their personal interest in second terms, in due time they will deny him. To be sincere, the only states he is sure of wining in the north as it stands is Plateau and Benue. If he must contest in 2015 then he needs to lay off some of his advisers and embrace reconciliation with the aggrieved faction, else it will take a great miracle to return him back to Aso villa.U have said it all. If jonathan wants to win the next election he must settle with the aggreved people in his party, all those come advisers and ministers plus tukur can't get him de presidency in 2015 |
2015: PDP will lose without breakaway Governors – Tambuwal By Ameh Comrade Godwin on September 14, 2013 Speaker of the House of Representatives, Aminu Waziri Tambuwal had on Friday admitted that it would be difficult for the Peoples Democratic Party, PDP, to win the 2015 general elections without the seven state governors who broke away from the party during its mini-convention in Abuja last month. Tambuwal in an address entitled “Leadership in Developing Democracies: A Nigerian Perspective”, which he delivered at the Council on Foreign Relations in Washington, DC, said that some Niger Delta militants who had been threatening bloodshed in the country if President Goodluck Jonathan loses out in 2015 presidential election were being politically motivated by some top politicians in government. He also said, “Definitely what happened on that convention day is going to influence the turn of events in 2015, especially if the PDP is not able to manage its internal crisis and return those seven governors to the main fold of the party. The challenges that the PDP faces now is how the leadership of Bamanga Tukur will address the points being raised by the aggrieved governors. The agitation is that the leadership of the PDP should allow freedom and aspirations to come out freely so that those that feel strong for some particular positions should be allowed to contest without being hindered. “So, it is up to the group that is led by Bamanga Tukur to appreciate the implication and the consequence of that action that was taken by the faction that broke away from the party at the mini convention. Tukur must understand what the action of those seven governors will cost the PDP before the 2015 elections, and failure to do that; I am afraid… and if we allow that particular group, from what we can see, either to go and form another political party since they are working together or go and join the merger and possibly increase the strength of the newly formed All Progressives Congress (APC), the PDP being led by Bamanga Tukur will have a very strong formidable force coming up against it in 2015.” Tambuwal continued, “The challenge for the Tukur-led PDP is to go and find every means to pacify and bring the seven governors and their people back into the main PDP fold because if you lose just one state, it can be very costly not to talk of seven states, and of those seven, there is Kano that is having a very strong voting population in Nigeria; there is Rivers, and there is also Niger State. They are not states like Nassarawa, Ebonyi or Bayelsa. These seven states are the ones that have significant voting strength and I believe that PDP needs to be more careful in handling this very delicate situation.” He told the audience that it had been one problem after the other in the PDP since Tukur came into office as the party’s national chairman. “First, he started with Adamawa, his home state, and it is clear that it was because he is having his own son in mind to succeed the present governor of the state. Same is happening in some of the states where some of his allies are having interests in who becomes the next governors.” Tambuwal explained that apart from governors Rotimi Amaechi, Babangida Aliyu, Sule Lamido, Murtala Nyako, Rabiu Kwakwanso, Abdulfatah Ahmed and Aliyu Wammako who broke away from the ruling party, other governors are uncomfortable with the leadership style of Tukur. On the Boko Haram menace, the speaker said, “We are doing everything humanly possible to address the insurgence before the next election. We have mapped out strategies on how to combat terrorism. Before 2015, we should be able to have enough degree of peace in the North-East for us to be able to conduct elections in the area.
