Do you know what the term " lobbyist" means?

It is a legal way of owning a senator by a corporation , to push their agenda, while paying these senator through the backdoor eg you can invite a senator to give a book lecture and pay him $10 mill .
That same talk could be paid for by $50,000 but because you are indirectly paying him to push bills in your company's interest, you pay him in a way that you are not directly at risk of law.

But this doesn't apply here. The weapons manufacturing companies are not the ones going to the Senate for these approvals to be made.

The military seeks funds for military hardware, they go to Congress for funds. Congress gives them the funds (by way of military budget for example) and they pay the companies to produce the weapons they want.

It will make more sense if you said these companies lobby the US military establishment (which is what really happens). They are the ones that will then go to Congress to impress on the need for them to allocate funds for the manufacturing, upgrading, maintenance of military hardware. Upon approval, the contract is given to these companies.

The US Congress from time to time, invites top US military personnel to come defend why a certain military hardware is needed or shouldn't be scrapped. I have never seen where they invited a defense contractor to come explain why they are manufacturing F-35 fighter jet, for example, for the military. That may happen if maybe they are carrying out an investigation into a certain program.

Here is my point; The Senate has little or no business with US weapons manufacturers so lobbying them rarely arises.

1. Defense contractor lobbies the US military establishments on the need for the military to own a certain hardware (e.g fight jet, missiles etc)

2. The military goes to Congress to ask for funds for these hardwares, providing evidence of the benefits it provides to the US.

3. Congress gives approval, contract is awarded to the company.
