In all ramifications,a senator is higher to a minister as far as presidential system of government is concerned.
A minister is only incharge of a ministry, and occasionally reports to the senate.
A senator is incharge of a senatorial district that involves his or her constituents.
A senator is elected,while a minister is appointed and he or she can be sacked or disengaged from service at any time the president feels like doing so.

There is no meaningful impact on this.

Delta North Senatorial District is majorly made up of the Igbo speaking part of the state. That's the stretch from Asaba axis to Agbor,Ndokwa etc
However, some of the tribes are igbo,urhobo,ijaw,isoko,itsekiri etc

For the good of Imo State and for sincerity, equality, fairness and justice,Owerri Zone deserve to produce the next governor.

Not true at all. The Igbos are residents in almost every parts of Nigeria that's the reason they are participating in elections and they can vote and be voted for.
Some other tribes are not residents in Igbo land.
