They are so wrong. Nigeria's annual budget is $40 billion.
But GDP is $400 billion. 
That's the Private Sector.
Oil and gas accounts for less than 15% of GDP.
So those hundreds of billions of dollars is all private sector-generated. So the private sector is WHERE THE MONEY IS AT, if you want to form a CNN-grade network, or anything big, in fact, in Nigeria.
If you can leverage the private sector by forming a consortium with qualified people, and you can make a business case for such a station to big companies, it's BOOM TIME! Big money comes in, and you do it.
Go to America, UK etc. Virtually nothing is run by the govt. It's all private sector, from stadiums to airports to power plants to railways to TV networks.
We call ourselves a capitalist economy, yet we seem to have a communist/socialist outlook in which the FG is expected to provide everything.  No be every field una go dey put mouth. At one point the NTA had one of the best equipment in the entire Africa, na corruption kill that investment. From the budget, only N1.5b is for capital projects out of which 137m is for studio equipment for all of the state capital stations (36 NTA Stations).
That is a mockery.
Yet, just seeing the annual budget of N21.3b, Nigerians will call it a waste of funds without seeing how it sums up and how each expenditure is very out of touch with modern pricing realities.

U09ce: To be honest, there is no rapid growth in that sector. Only about 7 states out of 37 have a working standard operating railway - FCT, Kaduna, Lagos, Ogun, Oyo, Delta, Edo and Kogi. In the next 2 years, 3 states namely Kano, Jigawa and Katsina will increase the coverage marginally making it 11. A 30% coverage after more than 15 years of railway transformation plan is quite dismal in a country that's hungry for interconnectedness. The two key cities of Lagos and Abuja are not yet connected.
There was a plan for a coastal railway that will connect Lagos to key cities in the Niger Delta. But it appears Tinubu's govt jettisoned the ambitious project and embarked on a new coastal road. We hear no progress in connecting Ibadan to Ilorin and then to Abuja.
Now to the operations of the current rail lines. How's the railway growing when locomotives break down at will every now and then? How is it growing when rail tracks are the breakfast of vandals.
The govt needs to relook inwards to embark on new projects. Buhari completed two projects, started and finished one, and kicked off two key projects. Ogun State ought to be far better than it is, considering its immense wealth and the presence of numerous companies and industries in the state. A lot of people that can't find spaces in Lagos settle for it. In terms of development, Unfortunately, the reality tells a different story. It remains deeply underdeveloped, burdened by consistently ineffective governance. The road infrastructure is among the worst in the country-arguably the worst.
