the LGA form can be signed and stamped by your state liaison office in your area of residence. You don't have to go to your village to do this. Confirmed from a serving naval officer and I've signed mine in lagos. As for the guarantors form you definitely need a serving military officer who can attest for your character, and he must not come from your state.
