Ebonyi State is located in the southeastern region of Nigeria and is known for its abundant solid mineral deposits. These resources, if properly harnessed, can play a significant role in the industrialization and economic development of the state. In this article, we will discuss ways in which Ebonyi State can industrialize by harnessing its solid mineral deposits.

Ebonyi State is known for its abundant solid mineral deposits, which include:
Lead: Ebonyi State is one of the leading states in Nigeria for lead production. The lead deposits in the state are found in Abakaliki, Afikpo, and Ezzamgbo areas.
Zinc: The state also has significant deposits of zinc, which can be found in the same areas as lead.
Limestone: Limestone deposits are found in large quantities in the state, particularly in the areas of Ohaukwu, Izzi, and Ezza North local government areas.

To achieve this he has identified six strategic development roadmaps to industrialize Ebonyi State:
Resource mapping and exploration: One of the first steps in harnessing solid mineral deposits is to map and explore the resources available. This will provide a clear understanding of the type and quantity of minerals available and help in planning for their exploitation in each LGA in Ebonyi State..

Investment in infrastructure: The development of infrastructure such as roads, rail, and ports is essential for the transportation of solid minerals from the mines to processing plants and ultimately to the market. Without proper infrastructure, it can be challenging to move the minerals to where they are needed.

Development of processing plants: Once the minerals are extracted, they need to be processed to remove impurities and make them usable for various industrial applications. Setting up processing plants in the state can provide jobs and generate income for the state.

Encouraging private sector investment: The private sector can play a critical role in the industrialization of Ebonyi State by investing in the exploration, extraction, and processing of solid minerals. The government can encourage private investment by providing tax incentives, subsidies, and other support which will attract foreign partners to be part of this project.

Capacity building: The development of human capital is essential for the industrialization of Ebonyi State. The government of Dr. Adol Awam will invest in training and education programs to build the capacity of the local workforce to work in the solid mineral sector.

UNDER DAVID UMAHI: EBONYI STATE CIVIL SERVICE SUFFERS - WHY ADOL AWAM WILL CHANGE THE STAUS QUO

Ebonyi State’s active workforce is mainly comprised of civil servants, SMEs, and rural farmers in a state of about 3,242,500 people, according to a projection by the National Bureau of Statistics, with a major percentage of urban dwellers in the first two categories.

In 2015, after the assumption of office by Engr. David Umahi as Governor of the State, the salaries of Ebonyi State civil servants were slashed by over 60%. The ripple effect this action had on the purchasing power and living conditions of the civil servants was untold suffering and hardship, many of them who had kids in tertiary schools withdrew them while many ran into debt and others lost their lives.

As a result of the weakened purchasing power of the people, patronage for SMEs was also affected, thereby stagnating a cross-section of business sub-sectors in the SME sector. Another deadly blow was the fact that the state government under his watch had failed to recruit new workers within the past seven years, even after he promised to employ an additional 5000 civil servants on October 1, 2021, according to the NIGERIAN TRIBUNE.

Pensions and gratuities have not been paid while these indigent retirees lose their lives as the day goes by. It is glaring to the blind and audibly loud to the deaf that civil servants in Ebonyi state urgently needs a savior of some sort.

As the people of Ebonyi State prepare to exercise their franchise in the forthcoming general elections in 2023, it is pertinent for the people to understand that the choice of who becomes the next Governor of Ebonyi State is crucial in correcting the impoverishing system of the incumbent government.

The next governor of Ebonyi State come 2023 must be one who is humane, godly, and committed to giving civil servants the right incentives to wade through the skyrocketing surge of inflation and build the right motivation for productivity. This means that the old order and everything associated with it must go.

One who fits this description is the NNPP Gubernatorial Candidate in Ebonyi State, Prophet. Dr. Adol Awam, who has continually pledged his commitment to increasing the salaries of Ebonyi State civil servants to match the surging inflation, clear all outstanding gratuities and pensions, and promote workers accordingly.

Fiscal policy refers to the use of government spending and tax policies to influence economic conditions, especially macroeconomic conditions, including aggregate demand for goods and services, employment, inflation, and economic growth.

Unfortunately, Nigeria has been heavily bedevilled by gross indiscipline in fiscal policy execution especially in this recent democratic dispensation.

The widespread lack of fiscal discipline as seen in Nigeria's leadership can be attributed to poor co-ordination of fiscal policy among the three tiers of government by supposed drivers in governance. Also, there is a weak revenue base arising from high-marginal tax rate with very narrow tax base, resulting in low tax compliance. As a result of these and other factors, serious macroeconomic imbalances have emerged in Nigeria.

The State of States report is an annual publication of BudgIT which describes the fiscal policy of the 36 states of the federation and ranks them according to the fiscal activities for the year.

In the report, Dataphyte noted that even with the impact coronavirus had on economic activities of the states, the IGR of Ebonyi increased by 82% and another performance driver that was attributed to Ebonyi state’s emergence as one of the top five states in 2021 fiscal performance ranking was its emphasis on infrastructural investment which resulted in the State finishing 2nd in the 2021 ranking.

It's not a coincidence that such a remarkable feat was attained for the very first time in the history of Ebonyi State under the leadership of one man - His Excellency, Engr David Nweze Umahi FNSE FNATE. He has not only exhibited prudence in making the best of out of a restricted budget but has also shown a dedicated and focused approach to the full and timely execution of projects irrespective of the myriads them concurrently ongoing.

Gross mismanagement of national resources, prioritization of recurrent expenditures and non-fiscal policy compliance is an item in the crux of Nigeria's issues. A support for Engr. David Nweze Umahi is a clear enthronement of a new era that will mark judicious management of national resources and a better Nigeria.

What exactly is your blueprint for Human Capital Development?

First I will start by pointing out that when we talk about human capital development, we are talking about the development of the human person. The way and manner the human person is grown to contribute to development which we have stratified into three thematic areas; namely:
SOCIAL INCLUSION which will address health and general wellbeing of the human person to be productive and add value to development. We are interested in the health of the Ebonyi worker, ensuring that all the health indices positively relate to our people.
SOCIAL PROTECTION also covers the indispensable role of education in human capital development. This scope will duly address issues like education, skill acquisition mental capacity development, training and re-training of the professionals, skilled and unskilled for optimum productivity.
GENDER EMPOWERMENT focuses on the youths and the women and how to build their capacity as they both represent the fulcrum of the viability and promising future of the state and how their potentials are fully maximized to contribute to development.

We need to redefine what the term ‘’empowerment’’ means to the common man. We are redefining this misconstrued term, taking it away from cash disbursement but rather towards skill acquisition, placement and human capacity development.

We want to identify the additional skills obtained by the average Ebonyi worker over time from the point of appointment till date. We have developed a template to collate these data in collaboration with the office of the head of service. This will help us identify their capacity and place them in positions where they can churn out optimum productivity.

For instance, you will see cases where an accountant over the years has acquired an additional degree in Law or an Economist acquiring overtime, additional degree in public relations and more. In cases like this, we will fall back on the database to exploit their multi-disciplinary inclinations for optimum productivity by switching them from offices where they are not really needed to places where their expertise will come in handy. This will help us exploit their versatility for more productivity.

How is investment in human capital central to development and creation of a more resourceful workforce considering that Ebonyi had over 1.53million persons in the workforce at the third quarter of 2018 which is a very small work force compared to other states?

The prevalent labor force of any locale is relative to the overall population of the place and as a result should be seen as the yardstick and co-ordinate to choosing a perfect development approach. For instance, while Japan has a smaller population, they have adopted a capital intensive approach to development while the Chinese, with a large population is presently using the labour intensive approach to development. What is important to us is to look at our labour force and adopt a development approach that is peculiar to what is obtainable in the Ebonyi situation.

What type of development approach do you propose?

One of the things we want to do first is to have a baseline. This is what we mean when we say we want to have a template or rather a database. For instance, we are presently working with all the Local Government Chairmen in the state to collate the data of the repentant cultists in the state. The idea is to interview these people, know the skills they have and give them placement and empower them financially to start up while the very many other ones who may not have a skill will be trained and empowered too.

I was at Umuebe Farms and Farms College, Ezzaangbo and we are currently partnering with them. Presently, fifteen unemployed youths are being trained in piggery, fishery, and other sub-fields of Agriculture and will be given startups after the training. We also have a similar project on going with my ministry in partnership with Industrial Training Fund (ITF) where fifteen persons are currently being trained on Fashion designing. All sponsored by ITF.

So when we are able to separate the skilled from the unskilled, you know where to place the skilled and this is where placement comes to play while placing the unskilled in training programs to build capacity.

How do you tackle the people’s indifference and unwillingness to participate in most skill acquisition trainings where start up packs are not made available?

We are not in any way insinuating that we will not make some financial packages available but we are strictly against giving capital to persons who have not built capacity and of course doing so will be tantamount to wasting available resources. With the skills acquired, His Excellency the Governor, Engr. David Umahi has made a lot of funds available and we are not in a hurry to give out these funds but we are however determined to give this funds out to those who have capacity and skill.

How do you intend to capitalize on the 5.7 million Naira injected in the education sector by the Governor in his Independence Day address?

Plans are underway to establish vocational colleges in the state to fast track this agenda. Our partnership with UBEB, Ministry of Housing, Works, Infrastructure etc. entails strict adherence to our Local content policy making sure that Ebonyians will be involved fully in the project and that external services are not engaged or sought for except in situations where such skill or service is not obtainable in the State.

This is why we need everyone who is skilled in any vocation and even professionals to indicate and report in their various Local Government areas so as to help us collate data and a template to outsource their service from within the state when this projects commence.

I have also had intense discussions with all our representatives in the National Assembly so as to device a system where they can attract slots for federal opportunities for job placement so that we can readily fill up these slots when they come. The statistics and baseline are very important. This is why we need to know how many engineers, architects, and other professionals we have and persons skilled in other vocations.

Do you have a gender inclusive empowerment Plan especially for the women knowing they are usually neglected in the scheme of things?

My ministry has concluded plans to commence a free entrepreneurship training every last Saturday of the month for our business men and women. Most of the lectures will be centered on financial management. Often times, when they get these loans, they suddenly change their lifestyles, and end up mismanaging funds entrusted to the by the government so as to guide them to succeed.
Very soon we will be rolling out a plethora of other gender friendly empowerment initiatives for both the youths and women.

The Diaspora group in a world press conference jointly addressed by its chairman,   Dr. Nwachukwu   Anakwenze, Oliver Nwankwor, Secretary General, IWA, at the weekend noted that candidates for political positions must be   committed to   core beliefs and principles including respect for constitution and rule of law, respect for human right and civil rights, respect for the federal character commission rules, merit based appointment to government positions, firm knowledge and competent management of Nigeria’s economy, detribalized appointments and leadership in all sectors of the government.

Other core principles potential political leaders must meet, according to IWA will also include equal and equitable treatment of all Nigerians regardless of tribes of origins or religion, elimination of ethnic cleansing in the Nigerian political space, belief in free and fair electoral process, no rigging of elections and belief in a government that will unite all Nigerians and not one that is divisive.

This is even as the Diaspora Igbo group expressed satisfaction   over the nomination of the Presidential aspirants and the Vice Presidents of the two major political parties, the All Peoples Congress, APC, led by Muhammadu Buhari and Yemi Osibanjo and the People Democratic Party led by Atiku Abubakar and Peter Obi.

“We want a Nigeria where the majority’s right is balanced with the minority’s right. We want a Nigeria where various ethnic groups feel that they have a stake in the future of the country.

Meanwhile IWA leaders from the 35-member countries after deliberations on the global teleconference Skype meeting on the 14th October, had unanimously commended the People Democratic Party Presidential Candidate Alhaji Atiku Abubakar for his decision to nominate Peter Obi as PDP vice Presidential candidate.

The group while pleading   with the Southeast leaders in People Democratic Party to rally around the choice of   Obi in accordance with the desire of the majority of the nation said that the   decision and choice by Atiku Abubakar has   elevated the political scene for 2019 presidential election and presents new hope for Nigeria as a nation.

The choice of Obi, according to IWA, has generated widespread acceptance by many Nigerians, particularly among the youths.

“ IWA considers the opinions of the youths to be vital because the youths constitute the largest majority of the Nigerian population and must be factored into the political future of the country.

The Peoples Democratic Party is currently groaning under huge cost of litigation,SUNDAY PUNCH learnt on Saturday.

Investigations by our correspondent showed that there were more than 70 cases instituted against the party by its aggrieved members across the country.

It was gathered that some of them had received favourable garnishee order from courts.

Sources close to the national leadership of the party told our correspondent on condition of anonymity, that the party was doing everything within the law to remove what he called “the encumbrance” that could work against it ahead of the 2019 general elections.

“The deluge of the cases is overwhelming, but we will defend the party. It will interest you to know that we inherited more than 50 cases from the last administration headed by Senator Ali Modu Sheriff,” the source added.

Already, National Legal Adviser of the party, Mr. Emmanuel Enoidem,  had sent a letter to the National Working Committee of the party, asking for N60m to prosecute the cases.

Enoidem,  in his letter, dated October 18, 2018, also informed the members of the NWC that the party “is under tremendous litigation attacks by Senator Buruji Kashamu.”

The letter read in part, “As of December when we (the present members of the NWC ) took over, there were over 50 cases pending in various courts, including states, Federal Capital Territory, Federal High Courts,  Court of Appeal and the Supreme Court.

“Arising from the just concluded party primaries,  over 20 cases have been taken against the party and they are counting daily.

“Furthermore, we are under tremendous litigation attacks by Senator Buruji Kashamu and cohorts – same in Abuja, FCT, Federal High Court, Abeokuta, to the Court of Appeal, Ibadan.

“Accordingly, we hereby request the NWC to approve the sum of N60m only to enable us to take care of filing, transportation, processing, stationery and other sundry expenses.

“NWC may wish to approve otherwise.”

Our correspondent gathered that the NWC had yet to approve the request

A 42 years old man has been arrested by the Ogun State Police Command for allegedly raping his 16-year-old housemaid.

The incident happened at the family’s house at the Government Reservation Area (GRA),Ibara, Abeokuta, the state capital.

The Ogun police spokesperson, Abimbola Oyeyemi, who confirmed the incident on Sunday, said the suspect, Abiodun Amosun, a website designer, committed the crime on October 25 while his wife was away in Lagos.

His arrest followed the complaint lodged at Ibara Police Division by the Benue State born victim (name withheld) who was accompanied to the station by a member of Committee for the Defence of Human Rights (CDHR).

The victim told the police that the suspect forcefully dragged her into his bedroom and raped her. She said when she started making noise after the man had his way; the suspect beat her up and sent her out of the house.

Mr Oyeyemi said a member of the CDHR saw her and took her to the police station to report after which the suspect was arrested.

“On interrogation, the suspect initially denied the allegation, but when confronted with the blood stained bedsheet in his bedroom, he admitted to the commission of the offence,” Mr Oyeyemi stated.

“The victim who claimed to be a virgin before the incident has been taken to General Hospital for medical attention and the medical report has confirmed that victim was actually sexually abused,” the police said.

The Commissioner of Police, Ahmed Iliyasu, has directed that the case be transferred to the Anti-Human Trafficking and Child Labour Unit of the State Criminal Investigation and Intelligence Department for proper investigation and prosecution of the suspect.
