Strike: Why FG will continue to pay ASUU through IPPIS – NgigeTHE Federal Government has said that for the University Transparency and Accountability Solution, UTAS, to be used as an alternative platform to the Integrated Payroll and Personnel Information System, IPPIS, there must be a hardware backing the system.
The Academic Staff Union of Universities, ASUU, had opposed the introduction of IPPIS as the payment platform, claiming that it did not take care of their peculiarities and had came up with UTAS.
But the Minister of Labour and Employment, Senator Chris Ngige has said that even if the UTAS passed the integrity test, it required the hardware to protect it against hacking and other challenges that could affect its efficiency.
Speaking to State House correspondents after meeting behind closed doors with President Muhammadu Buhari at the Presidential Villa, Abuja, Senator said even if government accepted the payment mode for lecturers who had rejected being placed on IPPIS, ASUU has no money to procure the necessary hardware for its implementation.
The Minister said that the Federal Government did not make any budgetary provision for the procurement of the UTAS hardware and wondered if the union has the required finances for such a project.
Ngige, however, said government has already forwarded the UTAS software to the Nigeria Information Technology Development Agency (NITDA) for integrity test, saying that government will not want to discourage any Nigerian from providing homegrown solutions to issues.
Asked if government had shifted grounds on its negotiations with ASUU, the minister stated: “No, the UTAS, that is the University Transparent System which they brought is not yet ready. It is not fully ready, it is undergoing integrity test for the software. I am not computer scientist, but you must also know that you must test the hardware in the integrity test for the software.
“As we speak, ASUU has no hardware and UTAS does not have hardware backing.
“I am waiting for the NITDA full report but the preliminary report they gave me, the software integrity test will take them about six to eight weeks and thereafter, we go to the hardware. But the big issue is, who will provide the hardware?
“ASUU doesn’t have the finances to do so. Has government budgeted for it now as we speak? So, that one is a major problem. But we don’t have to dissuade anybody, we don’t have to tell anybody not to carry on, we like local content development, we need our things to be home grown. So, we are really encouraging them.
“By the time we finish with this other software test to look at its capacity, its ability to withstand shock and hacking etc, the hardware test is in, hacking and security. So, by the time we finish it, we will decide on what to do.
“But do not also forget that we need to have something for us to make payment to them as we speak. For those that have got into the system, they have pointed out some of the deficiency and they are being corrected. it’s work in progress.”
Ngige noted that since ASUU opted out of physical meetings with government because the outbreak of Covid-19, the sessions are just about to resume.
He added: “As you know ASUU is on strike which they started since March 9, 2020 to be precise. We have held negotiations meetings, they opted out for the negotiation meetings during the COVID-19 period because they said they don’t want virtual meetings. So, we have just resumed our meeting.
“We have some grey areas to clear and we will meet sometime this week. I’m waiting for one or two reports before I communicate a date to them.
“The major report is the report from the Nigeria Information Technology Development Agency (NITDA) as per the system developed by ASUU which the government sent to them for integrity test.”

Adelani Adepegba , Abuja The meeting between the Federal Government and the Academic Staff Union of Universities deadlocked again on Wednesday, following the disagreement over the payment platform that would be used in disbursing the salary arrears and the N 30 billion Earned Allowance of the university lecturers .
The FG team led by the Minister of Labour and Employment , Chris Ngige , had offered to pay the salary arrears and the N 30 billion Earned Allowances of the university lecturers through the Integrated Payroll and Personnel Information System platform pending the roll - out of ASUU ’ s preferred platform , the University Transparency and Accountability Solution .
But the ASUU delegation led by its National President , Prof Biodun Ogunyemi, reportedly insisted that the university lect would not enrol on the government salary platform .
The spokesman , Ministry of Labour and Employment , Mr Charles Akpan , explained that the meeting adjourned till Monday to enable the union leaders to get across to their members on the mode of payment.
The parley is expected to reconvene on Monday to decide on the platform for the disbursement of the funds pledged by the FG .
Among other things, the government had agreed to pay N 40 billion , being the pending Earned Academic Allowance of the university teachers overdue since November 2019.
Out of the amount , N 30 billion would be paid on or before November 6, while the remaining N 10 billion would be spread equally over two tranches to be paid in May 2021 and February 2022.
The two parties equally agreed to the planned release of N 30 billion for the revitalisation of the education sector.
The government offered to pay N 20 billion as funding for the revitalization of public universities, by January 2021, as well as, seek sources of alternative and additional funding for the university system, among other conclusions. https://punchng.com/strike-again-fg-ASUU-disagree-on-payment-platform/

Biodun Ogunyemi We are ready to resume, says ASUU
The Academic Staff Union of Universities (ASUU), on Thursday, gave an indication that the union will suspend its prolonged strike very soon, as its President, Prof Biodun Ogunyemi, declared that the varsity lecturers are ready to go back to school.
The ASUU President gave the hint even as the Federal Government, through the Minister of Labour and Employment, Dr Chris Ngige, assured it would meet the union demands within time frame it stipulated.
Prof Ogunyemi, who was speaking at a meeting between the Federal Government, led by the Labour Minister and ASUU leadership, led by the President, said their members are willing to resume because it is a matter of national interest.
He points out that their members also have their children at home, like all other parents who have their children at home due to the prolonged strike.
The ASUU president said: “Our members are ready and willing to go to class because it is a matter of national interest. Just like every other person’s child is at home, our member’s children are also at home.”
Prof Ogunyemi commended the Senate President and the Minister of Labour and Employment, the Accountant General of the Federation, among others for making it possible for them to discuss on the issues.

Icon79: Mourinho should stop moaning and get down to work. Mourinho has become idle and is increasingly deluded by past success. The questions he needs to answer are: why have clearly talented players gone backwards (Rashford, Martial, Sanchez, Pogba, and even Lukaku). Why is such a talented team suddenly playing with a such an obvious lack of confidence and unity? The reason is attention to detail, direction and coaching. Very sad demise.
I have never rated Mourinho as a good coach, except for that fluke win with FC Porto, what he has done over the years is to purchase trophies with the likes of Chelsea, Real Madrid, and even Inter Milan.

I understand he has underachieved at manutd but only by his own standards (u can't name a single united manager who has done better than this in their first two seasons in manutd's history ) how can you say his achievement with Porto was a fluke? Back to Back league titles with the European cup and Europa league Chelsea hadn't won an epl title for 50yearz, he came in and won it with record points, record clean sheets, just 15 goals conceded in a season and did again in his second year( another BACK TO BACK) , while SAF, BENITEZ WENGER and Co couldn't do anything Then the treble with inter and another BACK TO BACK league titles coaching at the highest level for 18 years and winning constantly is something only greats can do He deserves respect!!
