Get your facts right! Jonathan himself was already borrowing before PMB came on board. The states were also owing more than five months (in some cases) before PMB. His judicious management of our resources was what enabled him to bail out those states. Why didn't GEJ do it? Of course to have more to loot as usual.
Abeg make una come see as PassingShit take rope tie himself all over in the name of defending a serial FAILURE. grin
I thought your DullardPoo is fighting corruption?
Why not investigate and arrest all the state governors owing salaries and having massive DEBTS, after they shared the Excess Crude Account (ECA), instead of giving them bailout?
Okay, I get it.
It was a smart way to REFUND the looting of their treasury that bankrolled his successful packaging last year, not so?
Talk true oh, make devil shame. Except you are Alhjai LIE Mohammed's alter-ego on nairaland. Could that be the case huh
BTW, how did your "only saviour" get money for the bailout from an "EMPTY" treasury that he blamed Jonathan for on arrival in May 2015?
The bailout was given to the states just one month after his inauguration as president in May and without the approval of the legislative chambers in true lawless, DICTATOR style.
Your propaganda just fell flat on its face.

Kwara State governor, Alhaji Abdulfatah Ahmed, yesterday explained that the bail out given to the 36 states of the federation by the federal government was not meant to pay outstanding salaries and allowances to workers and pensioners across the country as widely believed. But was meant to restructure the debts of states in various banks and financial institutions in order to assist them have a lease of life to run their day-to-day administrations.

President Buhari had recently structured a bailout programme for states as he said he was moved by the reported pains and agonies of workers across the country. Striking council workers in the state had therefore appealed to traditional rulers and other stakeholders to help appeal to the state government to use the bailout from the federal government to offset their outstanding salaries and allowances.
However, in his monthly personality programme, tagged “Governor Explains”, held in Ilorin yesterday, Ahmed said: “The bailout has to do with restructuring of existing loans because states had not been able to pay salary of workers because of two things. First is that there is drop in federal allocation and second is that, states have incurred debts that had made their cash flow to be under pressure.”

Was the bailout to the states approved by the Senate or there was no need for approval from the Senate? Was there no need for a substantive Finance Minister to be appointed before such a decision would be made? Just wondering. . . .

The metropolitan city of Lagos has been described as the world’s third worst city to live in.

According to a report released by The Economist Intelligence Unit, the city ranked 138th out of the 140 cities in the liveability survey which was carried out.

Falling ahead of Tripoli and Damascus, Lagos which boasts of population of about 22 million would in the next few years become the 4th mega city in the world with about 30 million people living in it.

The report said: “Of the poorer-scoring cities, 13 continue to occupy the very bottom tier of liveability, where ratings fall below 50 percent and most aspects of living are severely restricted.

“Continued threats from groups like Boko Haram acts as a constraint to improving stability in Lagos.”

The survey which assesses locations around the world that would provide the best or worsrt living condition factoring in five categories which are: stability, healthcare, culture and environment, education and infrastructure noted that the hostile situation in Libya resulted in the declined in liveability in Tripoli.

The top five best countries to live in, according to the report are: Melbourne, Australian Vienna, Austria’s Vancouver, Canada’s Toronto, Canada’s and Calgary also in Canada.

With Lagos scoring high points in Culture and environment, the scoreboard declined in the areas of infrastructure, healthcare and stability.

Lawmaker scores Lagos Water Corporation low

A Lagos State lawmaker, Mr Saka Fafunmi, on Thursday expressed dissatisfaction at the performance of the state Water Corporation.

Fafunmi, a member of the Lagos State House of Assembly (LAHA), said in Ikeja that the corporation had not been able to justify statutory allocations to it.

The lawmaker, who represents Ifako-Ijaiye Constituency 1 at the assembly, spoke to the News Agency of Nigeria (NAN).

He said that the corporation had the capacity to generate much fund internally through water rates but had relied solely on government funding because of poor performance.

'' Anyone that is using water will be willing to pay for it; the corporation has not been giving us water.

"Is there any new community that Water Corporation has given water? People depend on boreholes; even government estates have industrial boreholes.

"Why do we keep pumping money into an agency that does not give us the desired results?'' he asked.

He noted that the Adiyan Waterworks was located at Ifako-Ijaiye, where many of the residents had resorted to digging boreholes as a means of getting water.

''A lot of people are falling sick because they don't drink clean water.

''In the same compound, where you have sewage, is where you have a borehole.

''There is no way you can manage the sewage that it will not leak and pollute the water; everyone drinking such is drinking contaminated water,'' he said.

The lawmaker urged the corporation to increase water reticulation and supply to residents.

anonimi:
In this interview with MOTUNRAYO JOEL, the National Chairman, Association of Public Health Physicians of Nigeria, Dr. Tanimola Akande, talks about cholera and the current outbreak affecting some parts of the country

What are the symptoms of cholera?

Cholera is a form of gastroenteritis caused by Vibrio Cholera bacteria. The patients with cholera present with profuse passing of watery faeces and vomiting which may be accompanied with fever. Such patients lose body fluids rapidly and become dehydrated and therefore have body weakness. The first case may not be recognised as cholera since some other gastroenteritis can present that way but as soon as many more cases are recorded within a short time, a high suspicion of cholera should be made.

What leads to cholera transmission?

Cholera is transmitted through the faeco-oral route. That means the bacteria are shed in the patient’s faeces and it gets into another person by mouth from water or food that is contaminated with the bacteria.

Is Nigeria susceptible to a cholera epidemic and why?

Nigeria is highly susceptible to cholera epidemics and there have been several ones in the past in the country. Currently there are epidemics of cholera in various parts of the country. This is because of poor basic hygiene and sanitation. Only about three-quarter of households living in urban areas have access to improved source of drinking water. The situation is worse in rural areas where less than half of the households have access to improved source of drinking water. In some of these communities people have their drinking water from polluted streams or rivers. In the same vein only about 40 per cent of the urban population have non-shared improved toilet or latrines and it is as low as about 30 per cent in rural areas. Surveys show that about three in 10 households in Nigeria use an improved toilet facility.

A situation where people still pass stool in the open makes the population vulnerable to epidemics of cholera. Such faeces are often washed by rain into streams and rivers that serve as drinking water for some people. In addition a high proportion visit toilets and will not wash their hands, this practice unfortunately is not uncommon among food handlers.

More states in Nigeria have recorded cholera outbreak, why is this happening?

The reason for the spread of cases of cholera in more states is not farfetched in view of the sanitary and water supply situation described earlier. Government and households are not doing enough to improve water supply and provide improved sanitary facilities. Whilst some people may have improved sanitary facilities in their homes, this may not be the case in their places of work particularly those in the informal sector. In most cities and towns public toilet facilities are not either not available or grossly inadequate. Some brands of packaged water (often called pure water) are also sources of cholera spread because of the poor sanitary condition of the factories where they were produced.

Why hasn’t Nigeria been able to curb cholera outbreak?

Nigeria has not been able to curb this epidemic because we have not been able provide all citizens with safe drinking water and improved sanitary facilities both in the homes and public places. People are probably also not well informed about cholera and the preventive measures they can put in place to curb it. Imagine that some people managed to build houses with about four – six rooms (the face-me-I-face-you type) but they find it difficult to go the extra mile to provide a toilet or latrine. It is a shame to find houses in cities and towns without toilets. You want to therefore ask what those in charge of approving plans or inspecting houses are doing if this simple measure cannot be enforced. It was not until recently when my area of residence got crowded with houses, that the dwellers stopped passing faeces all around the open spaces. Now we are luckier they have to move a little further. The houseflies that hover around such faeces are not discriminatory; they fly anywhere and land on anyone’s exposed food.

Does boiling of water prevent cholera?

The way cholera spreads is through contaminated food and water but particularly water. Boiling water, of course, is quite helpful in preventing cholera. Some other measures of disinfecting water through urban water supply chlorination and domestic water chlorination are also helpful.

What is the recommended treatment in patients who have developed cholera?

Patients who have developed cholera need to be quickly rehydrated since they would have lost some fluid. The rehydration (replacement of the lost fluid) could be though oral salt and sugar solution or the packaged oral rehydration salt (ORS). In severe cases the rehydration will be though intravenous fluid (drips). In addition the patients are given antibiotics to take care of the cholera bacteria.

Could a cholera outbreak occur in developed countries?

Cholera outbreak is not impossible in developed countries, but will be quite unlikely. Some people can have cholera and may not show symptoms. If such people travel to such developed countries and practised poor sanitary hygiene, they may infect a few people. This situation, even though it affects a few people, will still be considered an outbreak. It is unlikely to affect many people because of the good water supply, sanitary facilities and personal hygiene of citizens of developed countries.

With the current free fall of the Nigerian currency (Naira) against the major foreign currencies (Dollar, Pound, Euro etc.), the Nigerian government under president Muhammadu Buhari has stopped the sales of forex to parents of students studying abroad.

Parents of Nigerian students abroad who just last year obtained dollar at the then official exchange rate of ₦166 are now forced to obtain the dollar at the current parallel/black market rate of over ₦300. What this means is that parents who last year paid about ₦1.6 million for a $10,000 tuition fee abroad will now have to pay about ₦3 million for the same $10,000 tuition fee in foreign Universities/Colleges or withdraw their wards.

In an interview with Al Jazeera, President Buhari while responding to a question on the challenges faced by parents with kids in schools abroad, who are now facing the possibility of having to pull their kids out, simply said “If the country cannot afford it, so be it.”

When probed further by Al Jazeera's Martine Dennis about his children who obviously will continue their studies abroad, the president said "Those who can afford it, can still afford it. But for those who can’t, Nigeria cannot afford to allocate foreign exchange for those who decided to train their children outside the country. We can’t just afford it.”
“Well, that’s the true situation we are in.”

But for those who can’t, Nigeria cannot afford to allocate foreign exchange for those who decided to train their children outside the country. We can’t just afford it.”
“Well, that’s the true situation we are in.”

Thanks, bro.
I am simply convinced and trying to reflect that the white man is individually not more intelligent hence not better than we are also individually.
Making a few SIMPLE changes among ourselves (citizens/followers & leaders) will make our society much better than it currently is and as competitive as it once was compared to the oyinbos and koras.
We CAN get there if we make the needed adjustments and sacrifice.

Firefire:

‘A budget that moves domestic spending in Aso Villa from N580m to N1.7bn cannot be a budget of change’

Abuja – Sen. Eyinnaya Abaribe (PDP Abia South) on Wednesday in Abuja, berated the 2016 budget and called on President Muhammaduu Buhari to withdraw it and go back to the drawing board.

Abaribe while making contributions during the consideration of the budget, said the proposal was faulty on many grounds and could not be implemented at it was.

He said that predication of oil benchmark at 38 dollars per barrel when the crude oil price had fallen below 30 dollars per barrel made the budget unrealistic.

Abaribe faulted the government for increasing spending by 30 per cent based on borrowing.

“Mr President, my colleagues, this budget is indeed unique. After the budget presentation, the finance minister has never come to explain the details of the budget as it is normally done.

“It is a budget of change I agree, but it is a change in the wrong direction. I say it is a change in the wrong direction because it says that it is based on zero budgeting requiring all expenses to be fully justified.

..
.
.
.
“We know what is going on in the global economy: this budget is predicated on an oil benchmark of 38 dollars per barrel and I can now say that with oil being 28 dollars today, this budget is dead on arrival.

“The job of the opposition is to help the government to get its priorities right, so I want to please urge this government to withdraw this budget and go back to the drawing board,” he said.

The senator also faulted the adjustments made in the budget as well as allocation for spending in the Aso Rock Villa, saying that it was too exorbitant.

He said that the adjustments rather than reduce spending in areas where they were not necessary only spread it into different offices.

“Mr President, a budget that moves domestic spending within Aso Villa from N580 million to N1.7 billion cannot be a budget of change.

“We were told that in the revised budget there was an adjustment due to error, we agree but what has happened is that up to N7 billion were moved from buying vehicles and spread to offices.

“It also increased the spending that is due to renovations within the Villa.

“They are going to renovate the Villa with N3.9 billion: what else do you want to renovate there that Nigerians will see in the Year 2016?” he asked.

However, in his contribution, Sen. Ahmed Lawan (APC Yobe North) blamed the previous administration for the lack of funds due to the embezzlement witnessed in previous governments.

He said that this was the 17th budget he would be debating as a legislator and noted that not more than 40 per cent implementation was achieved in the last 16 years.

DJBIGGY:
THE Minister of Information and Culture, Alhaji Lai Mohammed, yesterday said that Nigerians largely misunderstood the Change mantra with which his party campaigned and won the 2015 presidential election.

Speaking at a stakeholders’ meeting with the Executive Council of the Advertisers Association of Nigeria (ADVAN), Mohammed stated that though the party campaigned using change mantra, it has been taken by Nigerians to mean that as soon as Buhari was sworn in, the next day, things would change completely in Nigeria.

The minster maintained that Nigerians must understand that things do not happen that way because the country cannot continue to be doing things the same way and expect a different result.

“Yes, we know what the ills are; corruption, indiscipline… but it’s not restricted to people at the top. Each one of us has a role to play,” he said.
