Sensible Nigerians are supporting Buhari, only IPODs like u that will never get over Jonathan's loss are still dancing unclad on every thread wailing. Is Femi Aribisala also IPOD theshadyexpress: Blunders Upon Blunders Upon Blunders, By Femi Aribisala
When the incredible issue of a missing/counterfeited 2016 budget arose some weeks ago, I was expecting to hear from the APC that Goodluck Jonathan was to blame. Surprisingly, that did not happen. Instead, blame was traded between the presidency and the national assembly, seemingly forgetting that both organs of government are now controlled by the same APC.
The stock-in-trade of this government is to blame Goodluck Jonathan for everything. If there is petrol shortage: Jonathan is to blame. If there are power cuts, Jonathan is to blame. If there Boko Haram killings, Jonathan is to blame.
This government has apparently not yet heard the aphorism that: “the buck stops with the president.” Nine months down the road from his inauguration, the president continues to pass the buck to Goodluck Jonathan. Then came the defining issue of the 2016 budget.
419 budget
Mr. President did not just send the budget to the National Assembly, he presented it himself with great fanfare and bells and whistles. This was supposed to be his signature proposal. With seven months squandered ostensibly trying to get a cabinet of saints and angels who turned out to be the same old same old, many with corruption allegations hanging over their heads; the budget was expected to provide redemption for the government.
It would provide a bold new start to the government’s much-heralded “change” with a N6 trillion “zero-based” proposal that would defy Nigeria’s austere economic circumstances, and put us firmly on the launch-pad to economic recovery and diversification.
This makes it all the more perplexing that the 2016 budget has turned out to be the biggest blunder of this government in a catalogue of blunders that has now come to define it. I am still waiting for those who voted for APC to admit they blundered royally. In their blunder, they have given us a government that keeps going from one blunder to another.
Denying the budget
We did not need Olisa Metuh, the opposition spokesman conveniently padlocked by the EFCC, to expose the blunders in the 2016 budget proposals. Different government spokesmen have competed to distance themselves from it as much as possible. Charles Dafe, Director of Information, Ministry of National Planning, blamed the blunders in the budget on the government’s insufficient knowledge of the zero-based budgeting. Who is to be held responsible for this ignorance? Surprisingly, Dafe forgot to mention Goodluck Jonathan.
Isaac Adewole, the Minister of Heath, also forgot to blame Goodluck Jonathan. Instead, he maintained: “rats invaded Nigeria Budget documents and smuggled in foreign items.” You may well ask who was supposed to buy rat poison. Did Goodluck Jonathan forget to hand it over on his departure?
Lai Mohammed, the past-master at blaming Goodluck Jonathan for everything, could not blame Jonathan for once. The man who promised to hold 365 carnivals in 365 days in 2016, and was awarded a budget allocation bigger than the Ministry of Agriculture, openly disowned the government’s “budget of change.” Apparently, someone had gone ahead to change a number of the items in it; much in the spirit of the APC’s highfalutin change mantra. Among them, the N5 million proposed for buying computers for the News Agency of Nigeria (NAN) and the Film and Video Censors Board mysteriously became N398 million.
The Ministry of Education was also unable to scapegoat Goodluck Jonathan. Instead, a fictitious N10 billion that showed up in its figures was attributed to a “typographical error.” That just might qualify as one of the most expensive typos in the history of Nigeria. But how can N10 billion be a typo when it should not even be there at all? Was it N1 billion they were trying to put that mistakenly became N10 billion? Or was it N10 million? What difference does it make when no one can even tell us what the money is meant for?
Outright fraud
How come a significant amount of these so-called errors have to do with the presidency itself? What error accounts for the N3.8 billion allocated for capital projects at the State House Clinic meant for the president, vice-president and their families alone; compared to the N2.6 billion allocated for all the 17 government teaching hospitals nationwide. How come the amount budgeted for feeding the president is more than sufficient to feed entire villages for years?
There is really no point in itemising the bogus anomalies in the budget because they are just too many. But a few examples should exemplify just how ludicrous they are. In the president’s so-called budget for change, N259 million is allocated for buying tyres, batteries, fuses and other whatnots for the cars in the presidency. N27 million is allocated for buying c-caution signs, fire-extinguishers and towing-ropes.
Spurious sums in excess of N100 billion are included repetitively. Bogus costing of N53.7 million is repeated 52 times; while those amounting to N37.8 million appear over 369 times. In some cases, the purchase of the same vehicles, computers and furniture are replicated 24 times to the tune of N46 billion. N795 million is set aside just to update the website of one ministry, putting to shame the amount alleged to have been used for Babatunde Fashola’s infamous website while he was governor of Lagos State.
In short, Buhari took five months to choose ministers. He had eight months to prepare a budget. Nevertheless, he ended up by presenting one of the most bogus and fraudulent budgets Nigerians have ever seen. That is the change we can surely do without.
Forex market
Other changes have only entrapped law-abiding Nigerians. The daughter of a friend of mine, C.Y. Ogunseye, was getting married in the United States. He travelled abroad expecting to make use of his Nigerian credit card. After he got to Chicago, Buhari made changes that pulled the rug from under his feet. His credit card had become invalid, to all intents and purposes. Clearly, no one in the presidency put a human face to the changes they made, which might have made them ease Nigerians into the new policy so that people like C.Y. already abroad are not caught in the lurch.
Another friend of mine, Pamela Mommah, has a daughter in university in Belgium. Since Buhari came in, it has become near-impossible to pay her school-fees. Now we are told overseas school-fees have been placed on the CBN’s foreign-exchange prohibitive list. The monies for them will now have to be sourced from the parallel market. The president had promised to make the naira equal to the dollar while asking for our votes. Now that he is president, the naira is in free fall. It has depreciated by over 50 percent since the inception of his presidency – from N225 to N335 to the dollar.
The same president who recently went outside the country on a five-day sabbatical which possibly included a medical check-up, has also included buying foreign-exchange officially for overseas medical treatment on the prohibitive list.
As if these blunders were not enough, the vice-chancellors in 12 of the universities established by Goodluck Jonathan were summarily dismissed by the government, replaced by new government appointees. This has become another example of the government becoming a law unto itself.
Vice-chancellors are tenured. That means they cannot be removed before the expiration of their term without a prima facie case of incompetence or dereliction of duty, and even then only on the recommendation of the board of the university’s governing council. But the government not only sacked the VCs without board approval, it sacked the boards before sacking the VCs.
Having done this, it then replaced the VCs in a manner completely contemptuous yet again of Nigeria’s federal structure. Four out of the twelve newly-appointed VCs are from Kano University alone; an action clearly in violation of Nigeria’s federal character principle.
Corruption baton-change
Since the inception of the Buhari administration, all we have been hearing is corruption, corruption, corruption. The president insisted he would kill corruption before it killed Nigeria. Therefore, we all expected the government to come up with steps designed to kill corruption; something no nation on earth has ever done before. However, instead of even attempting to kill corruption, the government has merely been determined to kill the PDP.
So what is the state of corruption in Nigeria today? By all account, it is hale and hearty, thank you very much. All that has happened is that the baton of corruption has been passed from the PDP to the APC. One example here should suffice.
A lot of song and dance has been made by the government since its inception of cleaning up the NNPC. The former petroleum minister, Diezani Allison-Madueke, has been excoriated to the position of “public enemy number one.” The president has refused to appoint a Minister of Petroleum Resources, deciding to oversee that portfolio himself and, thereby, keep a tight rein on the oil industry. But he has given us a Minister of State for Petroleum Resources in the person of Ibe Kachikwu.
So is corruption now being choked to death in the Nigerian oil industry? If reports are to be believed, that is far from the case. According to Bako Abdullahi Yelwa, a former official of the Kaduna chapter of the Independent Petroleum Products Marketers Association of Nigeria (IPMAN), the change that has happened is merely that a new cabal of thieves and robbers are now controlling the NNPC and its affiliate, the Petroleum Products Marketing Company (PPMC).
Yelwa maintains this is responsible for the never-ending cycle of fuel scarcity that remains prevalent all around the country. The new cabal is said to insist on extorting money before issuing the allocation of petroleum products. Yelwa insists the kerosene allocations promised IPMAN members have been diverted to the “relations, friends and cronies” of the Minister of State for Petroleum, Ibe Kachikwu.
He said, “I challenge anybody to ask any marketer if they have gotten allocations. PPMC staff are frustrating independent marketers. Why will they ask for a percentage of our profit before giving us allocation? And when we refuse, they frustrate the process of getting our allocation. They only give product allocation to marketers that have given them a share of their profit upfront.”
The president needs to address the issues raised here expeditiously. Since he is now the de facto Minister of Petroleum Resources, one need hardly point out that these kinds of sharp practices, nine months after his election, cannot continue to be attributed to Goodluck Jonathan. Mr. President, the buck now stops with you.

I Will Maintain a modest lifestyle as President -Muhammadu Buhari.
“One of the major killers of our economy apart from corruption is waste. Our scarce resources are being plundered away very carelessly and unnecessarily wasted. Let me give an instance, presently, there are more than 6 aircraft in the presidential fleet. What do you call that? Billions of naira is budgeted every year for the maintenance of these aircraft not to talk of operational cost and other expenses.
You may want to ask what a Nigerian President is doing with so many aircraft when a Prime Minister of Britain fly around using the same public aircraft like an ordinary Briton.
Go and check and compare with that of any developed country in the world, the office of the Nigerian President is a very expensive one inspite our high level of poverty, lack and joblessness. Despite all these, you still find a Nigerian Minister spending about N10billion to charter an aircraft for just one year. Now, for me, when we come into office, all these waste will be blocked and properly channelled into our economy. We intend for instance, to bring back our National carrier, the Nigerian airways. We shall do this by bringing all the aircraft in the presidential fleet into the Nigerian airways and within a year increase the fleet into about 20.

I thought APC congratulated the winner already? What changed? Ezenwammadu: The All Progressives Congress has congratulated a former President of the Senate, David Mark, for his victory in the Benue South Senatorial rerun election held Saturday.
Mr. Mark was declared winner early Sunday morning amid protest by his main challenger, Daniel Onjeh, who demanded that the election be declared inconclusive. The former senate president scored 84,192 votes, leaving a margin of 12,571 votes between him and Mr. Onjeh, who garnered 71,621 votes. A total of 29,273 votes were cancelled.
After Mr. Mark was declared winner by INEC, Mr. Onjeh’s agent protested, saying the number of cancelled votes (29,273) was higher than the margin of win (12,571). He therefore contended that the election should have been declared inconclusive.
He also accused INEC of cancelling votes in APC’s strongholds, and indicated that his party and its candidate would challenge Mr. Mark’s victory.
But despite the protest by its own candidate, the APC congratulated Mr. Mark, in what appears an endorsement of the result declared by INEC. “Congratulations to Senator David Mark, who has just been declared winner, Benue South Senatorial rerun election,” the party said via its twitter handle, @APCNigeria. The APC is known to have used that twitter handle to disseminate official messages since 2013.
The message was posted at 8:46 A.M, about four hours after INEC declared Mr. Mark winner of the election. When contacted, the Assistant Director of Publicity at the APC headquarters, Edegbe Odemwingie, asked for time to revert with an official statement from the party on the matter.
He is yet to do so at the time of this report. But the campaign of the APC candidate, told PREMIUM TIMES it is not aware that the ruling party had congratulated Mr. Mark.
Okpokwu Ogenyi, the spokesperson for the campaign, said the result declared did not reflect the wishes of the Idoma/Igede nation.
“The people came out enmasse to vote for change but Mark colluded with INEC and security agencies to manipulate results,” Mr. Ogenyi said. “We won’t accept that. We are calling for the cancellation of results in Opoku, Agatu and otukpo".

Dollarization Of The APC Primaries: How Amaehi Vanquished Atiku #saibuhari
The blogosphere was inundated with reports of the excessive sharing of dollars at the All Progressives Congress which took place during the latter part of last week.
One APC supporter and Special Adviser to Osun Governor on Environment, BolaIlori had blown the scandal open after he saw the beginning stages of the dollarization in action.
He took to his Facebook page and scribbled, “Crazy things are happening here!!! Some of these cannot represent the change Nigeria is yearning for. Excessive dollarization by one of the aspirants to is to say the least obscene. I have been involved in political process for decades now, I have never witnessed this volume of raw dollarization of party primaries. I only read about this kind of things in PDP primaries. A question been asked by conscientious delegates is that whoever can be giving out between $2000 to $5000 to…delegates certainly does not represent the kind of change Nigerians want…those who contributed to the pauperization of Nigeria now revel in dollarization… majority of Ondo delegates are still standing with Buhari but have been reduced from 85% to 70% within 24 hours…the remaining has gone with dollars ooo.!!!!!”
One has to wonder how Buhari was able to win the primaries in this era of stomach infrastructure where dollars are like the Biblical manna that God sent down from heaven to nourish the Israelites as they made their way to the promised land.
Sources close to the APC with knowledge of the way the Primaries unfolded have revealed that it was Rivers State Governor, Amaechi who flew back to Rivers State and returned to Lagos on Thursday morning with enough dollars to make Benjamin Franklin blush.
It has been revealed that Atiku offered the delegates $5000 each, but Amaechi doubled it to $10000 a pop. Thus turning the tables in favour of General Buhari.
Since his adventure into the APC, Amaechi has gone out of his way to prove himself a party loyalist, always the first to shoki or azonto at the many events the APC holds, which he himself is usually the chief sponsor.
According to party insiders, Amaechi has overtaken Tinubu as the major financier of the party. One does not need to wonder why he is always at President Jonathan’s throat over misappropriated oil wells or other such business. Anything that diminishes from the State’s coffers will have a ripple effect on his funding budget for the APC.

It is evidently clear that the victim's mindset diminishes the human potential, by not accepting responsibility for our actions and circumstances, we greatly reduce our ability to change them.

Nobody can help you more than you and you can start by changing your mindset ... If you wear a red glass you will always see everything in a shade of red.
So too if you fear witches/wizards/demons and live with that fear, you will see every slight fall out or whiff of wind as actions of witches and wizard..
It is time to take off the red glass and rid yourself of that fear that can only diminish your own potentials..
Africans should wake and rid themselves of these pitiful reverence of nonsensical superstitions or it will be the bane of our development. |

Oct 4, 2010 El Rufai To Buhari: You Are Perpetually Unelectable
The attention of Mallam Nasir El-Rufai has been drawn to statements from Generals Muhammadu Buhari and Ibrahim Babangida purporting to be responses to the advice he gave both men to retire.
Since Babangida libelled whole generations of Nigerian youth as being unfit for leadership, age has become an issue in the coming elections. While it is true that neither youth nor age supplies wisdom on their own, it makes sense to ask those who have been recurring decimals in our country’s sorry history to leave the stage. That is all El-Rufai asked of these men who seem to think that their failure to do their best for Nigeria when they had the chance qualifies them for a return to office. Our people surely deserve better.
El-Rufai is amazed that General Buhari cannot debate this matter without scurrying to the gutter, making claims that are baseless and unsupported by any facts. Mallam El-Rufai’s tenure as FCT minister was a period of stellar performance in remaking our federal capital. Despite the difficult decisions that had to be taken to restore Abuja, Mallam El-Rufai continues to receive deserved praise and recognition for his achievements in restoring the Abuja master plan, introducing Nigeria’s first computerised land registry and helping thousands of Nigerians achieve their dreams of home ownership in the federal capital. Buhari is perhaps one of a tiny few blinded by their prejudice from recognising the quality of El Rufai’s service.
That same prejudice accounts for the baseless claims of corruption Buhari levels against El Rufai. The fact is that Mallam El-Rufai served Nigeria with integrity and has never been convicted of any corrupt act. He is boldly contesting the false charges which the Yar’Adua government filed against him in court. It is strange that a Buhari who protests when unproven claims of N2.5 billion (about US $3billion in those days!) missing oil funds are levelled against him can gleefully elevate similar claims into facts when it concerns another. How would Buhari feel if the corruption allegations made against him by Group Captain Usman Jibrin, then a board member of PTF, are today reported as if they were proven facts? So much for “corrupt background” and “shoddy performance”.
Mallam El-Rufai wishes to remind General Buhari that he has remained perpetually unelectable because his record as military head of state, and afterwards, is a warning that many Nigerians have wisely heeded. His insensitivity to Nigeria’s diversity and his parochial focus are already well-known. In 1984, Buhari allowed 53 suitcases belonging to his ADC’s father to enter Nigeria unchecked at a time the country was exchanging old currency for new. Against all canons of legal decency, he used retroactive laws to execute three young men for drug-peddling after they were convicted by a military tribunal and not regular courts of law. Buhari was so high handed that he gave himself and his officials immunity even from truthful reporting. That obnoxious Decree 4, against which truth was no defence, was used to jail journalists and attempt to cow the media as a whole. That tyrannical legislation shows the essence of his intolerance. These are facts of recent history.
The story of counter-trade and import licensing, the cornerstone of Buhari’s stone-age economic strategy and those whose interests it served, is a tale for another day.
Mallam El-Rufai respects both Generals Buhari and Babangida as elder statesmen. He believes their age, experience and guidance may contribute to the success of any future government. El-Rufai however believes that it is time for a new generation of leaders with new thinking and wholesome democratic attitude to move our nation forward. The vicious response by the Buhari camp to a simple statement that their almost-70 principal should retire is proof enough that a Buhari, the new Democrat, tolerant of views different from his own, is yet to evolve. And that is sad, for his fledgling party and its leadership. Buhari and his cohorts may wish to reflect that it will take more than attacks on personalities to become electable. Having seen his version of discipline, Nigerians are not likely to cherish an encore. But they will welcome an engagement with the issues and problems of everyday life that have hobbled the peoples of this land.

ELRUFAI'S 2010 ADVICE TO BUHARI "YOU ARE EXPIRED, GO AND RETIRE"
Former Minister of the Federal Capital Territory (FCT), Mallam Nasir El-Rufai, has asked former military rulers, Generals Ibrahim Badamasi Babangida (IBB) and Muhammadu Buhari, to quit the 2011 presidential race.
Speaking with Daily Sun in Abuja at the Leadership independence conference organized by the Leadership Newspaper on Nigeria at 50, El-Rufai canvassed the enthronement of a new generation of leaders.
“I have great respect for President Babangida. I think he has done a lot for Nigeria. You won’t take that from him. He has made his mistakes like every human being, but people like President Babangida and General Buhari should just disappear. They should give way to a new set of people with new ideas. Young people preferably,” El-Rufai said.
El-Rufai said the whole world is now being ruled by young people and wondered why old blood should continue to rule Nigeria. “Obama is 48 and Cameron is 43 for God’s sake. So, why are we recycling leaders that ruled this country very well or very badly 25 years ago?,” he queried.
El-Rufai said: “I was 25 years old when Buhari and Babangida were Heads of State and I am now 50 and they still want to be Head of State. I don’t understand that. I don’t understand that at all and I call on the young people of Nigeria to take their future into their hands and ensure that in the next election, they vote for a new generation of leaders.
“I think that we will not make progress until we break the link from the past and just move on. 70 per cent of Nigerians are below the age of 40. Many of these young people, the next generation, as they are called, are on internet services such as Facebook and twitter, using Blackberry and if you ask any of these people running for presidency, they will think that Blackberry is a fruit. So, we have to move away from there and stop thinking that this leadership thing is all about us or all about individuals.
We must put the future of the country at heart and give way to a new generation of leadership.” While declaring that the nation had something to celebrate for remaining united as one country despite fighting a civil war, El-Rufai, however, said there was a lot to reflect about. “As we look towards the next 50 years, I think the principal issue in Nigeria has been the failure of leadership. We have not made the progress that our human and natural resources entitled us to make and it is all because we have failed leaders,” he noted.
On the forthcoming elections, El-Rufai said the Independent National Electoral Commission (INEC) would ensure credible elections in 2011. “I have personal confidence in Prof. Attahiru Jega. He is a man of great integrity. He is an honest man, who could not be bought at any price and for that reason, we are all hopeful that he will ensure free and fair elections,” he said.
