Babandede, in this interview with
MUDIAGA AFFE speaks on the influx of
refugees to Nigeria as a result of the
crisis in Southern Cameroon and other
issues
Thousands of refugees are expected to
enter Nigeria from Cameroon as a result
of crisis in Southern Cameroon. How will
you cope with this?
As a country that is a signature to the
United Nations Refugee Act, it is our
commitment to protect our
neighbours. We will not stop them
from coming in but one of the issues
we are discussing with the National
Commission for Refugees is that we
want to identify those who are
coming; we would need to know their
names and the documents they are
coming along with and they should not
be seen to mix up until we are through
with the identification. It is for that
reason that we have come to Cross
River to work with the state
government and the NCR and other
security agencies to ensure that these
citizens do not go into the hinterland
without being documented. We would
ensure that they do not go too far
away from the border . So, at the
moment , our officers have been
briefed and we have increased the
number of mobility for them to
operate with so that we can also pick
up those who refuse to follow the right
path and make them to declare refugee
status . We may increase the number of
immigration personnel based on the
volume of refugees . It is estimated that
40 ,000 refugees would soon invade the
country with 30 , 000 entering Cross
River State while 10 ,000 will enter
through Akwa Ibom State . We would
have additional staff and patrol
vehicles would be increased as time
goes on to ensure documentation in
case it happens .
With this influx of refugees from
Cameroon, do you fear a possible
breakdown of law and order ?
We do not want to underestimate the
situation and if you ask the Inspector -
General of Police , he will tell you that
he is prepared to handle any
eventuality. Remember that we believe
in the stability of the country and
Nigeria is highly committed to making
sure that Cameroon is stable and as a
country , it is our good neighbour.
These envisaged refugees are those
who are demanding independence and
as far as we are concerned , we do not
see any crisis happening here but if
there are , the relevant law
enforcement agencies are aware of the
situation on the ground and they are
well prepared to ensure peace.
There had been this recurring issue of
migration. How is the NIS handling it ?
Migration is a must but the causes
differ . Mass migration can be caused
by conflict which we can see in the
Middle East where a lot of people are
moving in large numbers due to
conflict . So , conflict is the major
reason but some of these conflicts are
not planned . The migrants probably
did not know that there would be
uprising. Again, another reason for
mass migration might be as a result of
natural disasters like the shrinking of
the Lake Chad region . However , our
argument as a country is that citizens
of other countries should not migrate
irregularly . They are not expected to
steal in their country and run to our
country . We do not expect them to
refuse to go back to your country
when their period of stay has expired
in our country . People should apply
for visa for the required period they
are to be in the country and always
renew their visa if it has expired .
When they are coming in they should
come in through the right border and
they have the right to reside wherever
they feel okay . Unfortunately , some
people do not like to do this for many
reasons such as soiling their hands . So,
irregular migration is not actually on
the increase but what has made it look
so is that documentation has become
more challenging and that is why as a
service , we are trying to document
people as they come in . No matter how
much you try to protect the border,
you must have to monitor these people
when they enter your territory to
ensure that they also do not violate the
laws.
Our borders are known to be porous.
How are they managed ?
When people talk about porous border,
they might be talking only about our
neighbours. But borders include land,
air and sea. We have invested a lot in
terms of air border. We have a lot of
facilities and equipment largely due to
government support. We recently
introduced biometric reader for visa
applicants. However , the land and sea
borders are more monitored and we
have large mass of land border.
Between Nigeria and Cameroon and
our border with North Africa is open
and we only patrol with land
equipment and technology. No matter
the number of staff you put on the
ground , you cannot monitor it
effectively except with technology
where you can see long places that
your eyes cannot cover . So , we are
investing in technology and
government has continued to support
us by making resources available to
achieve this goal . In a few weeks , we
would do a test case of some land
borders where we would be carrying
out physical patrol and we will
monitor from the headquarters in
Abuja to see what is happening . So , it
takes more than the number of men, it
is technology that will help us monitor
it better .
There is this new Act that empowers the
Immigration to commence the
registration of non-Nigerians who are
resident in the country. What measures
have you put in place to ensure that this
is properly done ?
First , it was not in the law before now
that we should monitor and document
migrants but in 2017 , the Minister of
Interior made a Regulation which
mandated non- Nigerians , who are
staying in our territory more than 90
days , to register in the place where
they consider as residence . Now, this is
very important for us because in the
first place , it only identifies residence.
By the regulation, a residence is the
place where you sleep whether factory
or hotel or rented apartment. As long
as you spend more than 90 days in
Nigeria, you must register . This
process does not end with the migrants
alone. It touches on the providers of
the residences. It says that it is
compulsory for the owners of the
residences to ensure that after 90
days , they must report to the
Immigration. This is a law that has
come to stay and we are at the process
of providing the technology that will
carry out the biometric registration of
these non- Nigerians and it will be
linked to our data base . When we put
your number , we will know your
details if you were, for instance , the
one who has already been issued visa
in London and came in through the
Abuja Airport and currently residing
in Calabar . Once you are registered,
we will know your movement. We are
working with the traditional
institutions across the country to
educate the members of their
communities . We are going to launch
this officially when the system is
perfected .
There was a problem of passport
issuance in Alausa , Lagos State, that
recently elicited negative public
comments . How has it been addressed ?
I first sent a team to Alausa and what I
found out was that they were resisting
change . There are some personnel who
do not want the system to change from
the way it was before . Unfortunately ,
when those negative comments were
published, they did not get our side .
We appreciate all the stories and
editorials that were written but we
would have loved if they got in touch
with us. When I came on board, we
did a lot of things to make passport
issuance easier . We decentralised
issuance instead of it to be in the
headquarters alone . We removed cash
payment. We sometime ago had
challenge of booklets which we have
resolved. So, the real problem was not
related to our staff but availability of
booklet at that time . We sent a team to
Alausa, FESTAC and Ikoyi, and they
were able to clear the backlog of over
5 ,000 within a short time. So, that
problem in Alausa has been addressed.
The Immigration Service was faced with
a recruitment saga that caused national
embarrassment and we understand that
another recruitment is ongoing. How is it
being handled now ?
We have a board that is responsible
for recruitment and we are being
transparent . After the last recruitment
experience in 2014 , we have decided
to be more transparent . This time , we
advertised for vacancies in two
national dailies after which we opened
a portal for six weeks and the
screening is ongoing. Probably by next
(this) week, the names of those to be
interviewed would have been released.
These people will be interviewed in
their respective states of origin and
from there , we will get the final list.
Note that nobody has paid any money
for the recruitment and any person
who pays money to criminals has done
so at his or her own risk . It is
completely free and I can assure
Nigerians that the result will be
