If you have account with the said bank then it is very simple. Go to another branch of the bank that you know will be higher in hierarchy than the said branch, apply for closure of your account and in the letter state clearly what happened to you in the other branch and make it the reason you want to close your account trust me if you have reasonable amount in your account they will never let you go
