Common sense would require that u consider the actual words of the prophecy. Here:
"2. IF Government will repent of disdaining Christ and His Church, He will help them win the fight against terrorism."
Apart from the sick condition, the words say "Help them WIN THE FIGHT against terrorism."
So, it's definitely not a case of comparing two years. As long as there are still significant terrorist attacks and victims, that prophecy is unfulfilled.
