The University of Port-Harcourt Teaching has operated from two Temporary Sites since inception in 1980. The Central Bank of Nigeria (CBN) in collaboration with Western Union Company and First Bank Plc, on Friday, launched out-bound remittance service to enable Nigerians to transfer money around the world. At the ceremony in Abuja, CBN Governor, Mr Godwin Emefiele, said that the project was in line with the bank’s policy to transform payment landscape in Nigeria. Emefiele said that the initiative was targeted at remittances by individuals to dependants, including children, leaving abroad and for other person-to-person needs. He said that the system would also simplify money transfer process in Nigeria. “Western Union Company is well known as international electronic payment transfer service provider with a wide range of products and global coverage. “Since the commencement of the inward money transfer service in 1995, which was pioneered by this same company, the payment landscape in Nigeria has significantly transformed,’’ he said. The CBN boss said that in-bound money transfer services had been in operation in Nigeria, and were dominated by Western Union, Royale Finance and Moneygram. “Today, out-bound money services is being launched to provide an alternative channel of foreign exchange transfer to serve the needs of small foreign exchange end users . “Simultaneously, it reduces the foreign exchange sourced from official foreign exchange window in Nigeria and to a large extent, helps to conserve our foreign exchange,’’ he said. He explained that under the initiative, a prospective customer, who wished to use the service, would only pay Naira equivalent to the money transfer operators for the foreign currency that would be paid to the specified beneficiary abroad. According to him, this will end the idea of going to the Bureau de Change or banks to buy foreign currency before transferring money abroad. “If you have need to make payment to your children, brothers and sisters living abroad that need small financial support, all you need to do is to take your cash to any of the 5,000 Western Union outlets in Nigeria. “We are working very hard to ensure that the number of outlets increases further from 5,000. “We have also agreed with Western Union about the need for them to work with Bureau de Change (BDC) operators that are well structured,” he said. Emefiele said that apex bank was also working hard to make the BDC business robust for operators in the sector. He said that the out-bound transfer service would only be conducted by international monetary service operators, adding that banks and BDCs that met the new CBN requirements would serve as agents for money transfer service. He stated that bank accounts were not required to transfer funds and that transactions point would be within the reach of customers. “We will allow cash, but going forward, we will discuss with operators of mobile telephones so that those on the mobile payment platform can transfer money from their accounts via western union to anybody abroad. “These are some of the efforts we are making because we are embracing cashless transactions,’’ he said. Emefiele, however, disclosed that CBN had put measures in place to check foreign currency being taken out of the country, saying that the step would help to manage the nation’s foreign reserve. He said that guidelines on the measure will soon be released. He said that the apex bank had been working with relevant agencies to look at reasons for movement of cash out of the country. He urged stakeholders to use all the channels available to transfer money and avoid carrying of foreign currency out of the country. Emefiele explained that CBN had increased the allowable limit for credit and debit cards from 40,000 dollars to 450,000 dollars per annum. Why can't I see any value in this move I cannot trust Nuhu, not after the nonsense of the last 3 years. People have to stand for something, Nuhu seems to stand for nothing. It has been over 100 days since the kidnapping of the Chibok school girls. Despite the assurances by the international community, the girls have not been found. What is the way forward? When do you think we can get these girls back home to their parents? Perhaps the way forward is what government is doing now. I know there are complications. I think Nigerians want the girls rescued and brought back home alive not dead; that is a very daring thing to do. Aziza: An Irreplaceable Statesman, Laments Uduaghan Delta State Governor, Dr. Emmanuel Uduaghan has lamented the death of President General of the Urhobo Progress Union (UPU), Maj. Gen. Patrick Aziza, describing him as an irreplaceable statesman. Governor Uduaghan in a statement by his Chief Press Secretary, Mr. Sunny Ogefere described the death of General Aziza as a big blow and irreparable loss to Nigeria, Delta State and the Urhobo nation. Dr. Uduaghan noted that the loss itself was devastating but was worsened by the timing when the invaluable contribution and experience of the late general were needed at this critical period of Nigeria's history. "In General Patrick Aziza we have lost one of the finest military officers, administrators, peace builders, nationalists and more fundamentally a statesman of repute. "My administration enjoyed unparalleled support and cooperation from General Aziza as President General of the UPU, who was always there to share his wealth of experience with me anytime I called on him," he said. The Governor also described the late General Aziza as an industrialist whose business interests, ranging from hospitality, oil and gas among others helped to create employment for a sizeable number of Deltans. "We will miss General Aziza's calm demeanour, wise counsels and stabilising role in the politics and governance of Delta State," he added. Major-General (retired) Patrick Aziza was the first military Governor of Kebbi State, Nigeria after it was split off from Sokoto State on 27 August 1991 during the military regime of General Ibrahim Babangida. Birth and early career Aziza's was born in Okpe local Government Area in Delta State on 23 December 1947.[2] He was raised in Abakaliki, Ebonyi State. He went to Ibadan for his secondary education before joining the army and participating in the Nigerian Civil War (1967–1970). Aziza then attended the Nigeria Defence Academy, Kaduna, graduating in 1970. He was commissioned 2nd lieutenant and promoted to lieutenant in 1970, and was posted to the 3rd Marine Commando. In 1971 he was promoted to captain. He was appointed ADC to the Chief of Army Staff, Major General David Ejoor. In 1974 he attended the Advanced School of Infantry in Fort Benning, United States for a 12-month course.[3] Aziza was posted to Warri as a Battalion Commander, then promoted and posted to Kano as Brigade major. He attended the Command and Staff College, Jaji (1978–1979), and was then posted to Army Headquarters responsible for movement and planning. In this role he handled troop movement planning for the Nigerian contingent in the United Nations' operations, UNIFIL, in Lebanon. Aziza served in the Provisional Ruling Council. Senior army positions Aziza was the Brigade Commander of the Amphibious Brigade in Calabar when he was appointed the first military administrator of Kebbi State, holding office from 28 August 1991 to January 1992, when he handed over to the elected civilian governor Abubakar Musa at the start of the aborted Nigerian Third Republic. Aziza was a member of the group of officers that planned the coup in which General Sani Abacha took power.[4] He was Chairman of the Special Military Tribunal that convicted Olusegun Obasanjo and Major General Shehu Musa Yar'Adua for involvement in an alleged 1995 coup plot.[5] He was also head of a tribunal that tried six journalists for treason, based on publishing accounts of the coup. URHOBO nation was Saturday, thrown into mourning as the cold hands of death snatched the President General of the Urhobo Progress Union, UPU, General Patrick Aziza (rtd) away. He died at the age of 67. Aziza who has been sick of cancer, reportedly died in Abuja about 3:45am . The news of his death took the urhobos and Deltans aback as people were seen in groups discussing the sudden death of the onetime minister of Communication under the military government of late General Sani Abacha. His kinsmen at Adagbrasa who could not control their emotions were seen wailing and crying; “our iroko has fallen.” Reacting to his death, the Minister of Niger Delta Affairs, Dr. Steve Oru, described Aziza’s demise as very sad. “The Urhobo nation has lost a true son, a General indeed who had served the nation in the armed forces so successfully and at a point, he was even a minister in charge of communication in our nation and he performed creditably well. “He emerged as the President General of UPU and he has been steering the ship of state of the Urhobo nation quite creditably. He has succeeded in promoting peace and unity amongst the Urhobo people. We will all surely miss him, but there is a time to come and a time to go as the saying goes. ‘There is a time when one is born and a time when one dies’. “If it was possible, we would have prayed God to postpone his death. We all love him, but God loves him more and we wish him a peaceful rest in the bosom of the lord. He will be remembered for his astute management of the UPU and his performance as a very sound member of the Nigerian Army who served our nation creditably. “He will surely be remembered for being a man that stood for the Urhobo course and promoted the emergence of an Urhobo minister because I can remember, during his first tenure he led a delegation to MR. President, Dr. Goodluck Ebele Jonathan to advocate for the appointment of an Urhobo son and today I am one of those that benefitted at the national level, so my missing him is even more.” On his advice to the Urhobo people, he said “I will tell them to mourn but also accept the will of God as the omnipotent and omnipresent that knows it all. Let them also take solace in the fact that those the lord calls early are the ones he loves most. They should take solace in that and pray for the soul of the reposed in the bosom of the lord.” On his past, Senator representing Delta Central at the National Assembly, Senator Emmanuel Aguariavwodo described Aziza’s death as tragic and sad. He said: “It is so sad that we don’t even know what to think. We have talked to some of our leaders and everybody is still in shock. In fact there is nothing to say now except to say that we are sad, we mourn his passage and we pray that for the repose of his soul that God should accept his soul. Meanwhile we await what the family will say and what UPU will say so that we can all have a meeting on what to do next. “He stood strongly for the unity of the Urhobo nation and he was a fine soldier, he served Nigeria very well. The former executive members who were a block of the defunct Action Congress of Nigerian, ACN, that coalesced into the APC, renounced their membership of the party and pitched tent with the Labour Party, LP in Benue state Saturday Vanguard gathered yesterday, in Makurdi, the State capital, from Mr. Tersoo Haa-Orpin, a former Deputy Chairman of the defunct ACN, that he and other executive members have left the APC for Labour Party because they were dissatisfied with developments in the party. Haa-Orpin stated that other leading members who left included, Mr. Jonathan Gyuse, a fomer State Secretary of the ACN who is now the Secretary of the Labour Party. HOW did ousted governor of Adamawa State, Admiral Murtala Hammanyero Nyako, escape from Nigeria a few hours before his impeachment despite the presence of eagle-eyed security agents waiting to arrest him to answer for his actions? This is a question that has continued to prop up within the security establishment in Nigeria now that it has become clear that the former governor had fled the country and settled in Europe, apparently to avoid being prosecuted or persecuted by his traducers. Nyako, according to findings by Saturday Vanguard, escaped from Nigeria through the Nnamdi Azikiwe International Airport, Abuja in a private jet on July 15, 2014. The former Chief of Naval Staff’s successful flight from the country at the time he did, is said to be causing unease and serious embarrassment to the nation’s security establishment, as it is being suspected that the man could not have taken off without the support of insiders. Saturday Vanguard was told by competent sources that Nyako was assisted to flee by those who were also detailed to stop him from slipping off their hands. It was learnt that Nyako had sought the assistance of some sympathetic security agents and secured their subtle support on how to leave the country undetected just before his ouster by the House of Assembly and beat the hordes of security agents, who had been detailed to arrest him. The former Chief of Defence Staff is said to have made arrangements to leave Yola, the state capital for Abuja a day before his impeachment, having been convinced that the seven-man panel raised by the House of Assembly had indicted him on many fronts. It was learnt that on the day of the impeachment, Nyako had prepared a phantom convoy of about 10 cars, which he used in confusing security agents to believe that he was still around in the country, many hours after he had sneaked out of town. According to a competent source, who was privy to the movement, Nyako had earlier that morning of July 15, 2014, left his Abuja residence with some of his close aides in a private car and was ushered into a waiting private jet at the NAIA Abuja. The jet, according to the source, is owned by a top Nigerian, who is sympathetic to Nyako and believes that he was hounded out of office because of his defection from the Peoples Democratic Party (PDP) to the opposition All Progressives Congress (APC). The source explained that since the former governor’s flight from the private wing of the NAIA Abuja was pre-arranged, security agents, who would have arrested Nyako on arrival at the airport, rather gave him a quick pass and he flew out of the airport in a jiffy. Findings show that about an hour after Nyako’s plane had taken off from the private wing of the airport, his phantom convoy made its way to the airport giving security agents the erroneous belief that he was inside his official car. The security agents waited for the governor to arrive so as to stop him from flying. It was too late. In the convoy, a Land Cruiser Jeep emblazoned with the Coat of Arms and Marked “Adamawa State Governor”, occupied the space meant for Nyako but the former governor was not in any of the vehicles. On stopping the convoy and searching, the security men, who had now been alerted to grab Nyako, only found some of his aides in his official car. They were livid. One of Nyako’s aides told Saturday Vanguard that the security men had to quickly ferry the former naval officer out of the country because they feared for his life. The source explained that there were unconfirmed reports that the man could be harmed after being removed from office. “We had information that they would deal with Nyako in ways he did not anticipate because of the letter he wrote accusing the Federal Government of committing genocide in the North under the guise of fighting terrorism,” one of his aides said. “That is why it was imperative for the security officials, who knew the plot to harm him to assist him out of the country. Indeed, we can say that it is the same people, who had the duty to arrest him that assisted him to leave the country because of the fear that he could be harmed because of the gamut of security information at his disposal,” another source said. A few days after Nyako had left Nigeria, the Economic and Financial Crimes Commission, EFCC, said it was finding it difficult to track down the former governor for arrest over alleged misappropriation of funds. Nigeria’s former Military President, General Ibrahim Babangida, has thrown his weight behind the Federal Government decision not to negotiate with the Boko Haram sect. The General made his view known in an interactive session with journalist at his Up-hill residence in Minna, the capital of Niger State. He appealed to Nigerians not to politicise the captivity of the over 200 Chibok girls but rather support the Federal Government in its fight against the rising insurgency across the country. The man fondly called IBB, started by saying that the insurgency in some parts of the country would soon pass away, describing it a feature of all developing countries. The General noted that every administration in the country had always faced a particular challenge and the present administration was no exception. IBB also gave an insight into why a full military action was not the best option for the rescue of the Chibok girls if the nation wants to get them alive.
