When the embassy had stamped the new passport, I got an approval email and my new passport was sent to VFS.

Unfortunately, there is no way an applicant can track submitted passports at the embassy unless the embassy request for one to arrange for pick up, nothing can be done about that.
However, July is such a long time. I would advise that your friend sends a comprehensive email to CIC quoting his application and passport no. If possible, the tracking no from DHL and the date the embassy received the passport.
Something similar happened to me as well. I had submitted my passport since August an I just received it back from the embassy two days ago.

the necessary CIC application forms
Letter of funding from school
Bank statement from my sponsor
Admission letter from school
Letter of sponsorship from my sponsor
Introduction Letter from my sponsor 's place of work
My employment letter
Pay slips for 6 months
Letter of introduction from my place of work
Application letter

I did upfront medical, submitted my passport upfront as well but was asked to get another passport since the old one would expire next year.

God just helped me, that's the bottom line. It is not of him that willeth nor of him that runneth. All the glory to God for his faithfulness!

CIC will NOT give trv if the passport is not valid for the equivalent study duration

CIC can give a letter requesting such an Applicant to renew on that basis. That was what happened to me.

That's like 8 months now. Hope you are in Abuja. if not you may need to travel to Abuja to have your passport renewed. only headquarters renew passport that has more than 6 months expiry period. I maybe wrong though, nothing is impossible in Nigeria. I was at Ikeja passport office last month, that's what I was told.
