I think the cut off mark will be based on general performance of all applicants... For example, The cut off mark of Academic positions may be 45% considering the level of general performances of applicants in those positions under academic... if there exists 45% cut off mark from the school... the department of each applicants may decide to increase their cut off to 50% or maintain the school's 45% cut off, depending on the performances realised from their various departments. At the same time, other positions like Administrative may have 35%-40% etc...
