ABUJA—The curfew imposed on Yobe and Borno states were relaxed, yesterday, just as the military made progress in the campaign against the Boko Haram insurgency in the two states.

Yesterday, the military announced the arrest of 120 militants at a funeral ceremony for one of the commanders of the Boko Haram killed during a confrontation with the military. Many other militants were reported to be fleeing towards the eastern border to Chad and Niger republics.

Members of the National Assembly belonging to the Action Congress of Nigeria, ACN and the Congress for Progressive Change, CPC are today set to break party ranks as they rally support for President Goodluck Jonathan’s proclamation of state of emergency in three states of the Northeast.

Today’s vote in the Senate and the House of Representatives is coming on the heels of the reinforcement of military forces in the three states of Borno, Yobe and Adamawa affected by the state of emergency. At least 200 troops were confirmed to have been ferried into Adamawa State on the southern flank of the northeast presently under emergency rule.

Principal officials of the two houses were, locked in preparatory meetings ahead of today’s vote at press time. One of the principal officials in the House of Representatives told Vanguard on the condition of anonymity that the votes to endorse the proclamation would be achieved.

Reps, Senators vote on emergency rule today

At least 240 votes are required to pass the emergency proclamation in the House, while at least 72 votes are required in the senate. The ruling Peoples Democratic Party, PDP has 200 members while the combined strength of the opposition parties is 160.

Despite the insufficient numbers, a ranking PDP member in the House was confident of the House endorsing the emergency proclamation.

In the senate, the PDP was equally confident of clinching several votes from the ACN and CPC ranks. A prominent ACN official confided, yesterday, that many of them would be voting in support of the proclamation as he said that it was the best for the country at this time.

[b]In the Senate, the combined opposition figure of 38 is also set to be breached as a number of opposition senators defy their party whips to vote in support of the proclamation.

Both the ACN and the CPC had last week raised strong objections to the declaration of emergency rule by President Jonathan last Tuesday.

Meanwhile, it emerged that the special forces deployed in Borno State had, yesterday, retaken six towns from the Boko Haram terrorists and destroyed an equal number of camps in those towns.

120 insurgents arrested at commander’s burial

The liberation of the towns came as soldiers apprehended 120 members of the Boko Haram group who were ironically making arrangements for the burial of one of their commanders killed in confrontation with the military.

Following the onslaught, the terrorists were said to be fleeing towards Chad and Niger Republics but they are being contained by troops at the borders.

A statement signed by the Director of Defence Information, Brigadier General Chris Olukolade on the development said: “The Special Forces have now secured the environs of New Marte, Hausari, Krenoa, Wulgo and Chikun Ngulalo after destroying all the terrorist camps sited in the vicinity of these localities. The troops are already interacting with locals and citizens assuring them of their safety and freedom from the activities of insurgents.

“Terrorists fleeing towards Chad and Niger Republic are being contained as they have had encounter with Multi-National Joint Task Force in various locations towards the border. Advancing troops also observed a few shallow graves believed to be those of hurriedly buried members of the terrorist groups. In Maiduguri, about 120 terrorists were arrested as they organized burial of one of their commanders who died in an encounter with Special Forces the previous day.

“The arrested insurgents are in custody of the Joint Task Force where they are being interrogated”.

Meanwhile, Defence Headquarters said it has observed the use of photographs purportedly taken in the areas covered by the operations and “wishes to state that the photographs are questionable as they do not reflect any related reality of the social or geographical environment.

Curfew relaxed

Following relative peace witnessed in some parts of Borno and Yobe states, the JTF has relaxed the curfew in order to ease the hardship being faced by the people, especially the poor masses.

A press statement signed by the JTF Spokesman, Lieutenant Colonel Sagir Musa and issued to newsmen in Maiduguri said: “The 24-hour curfew earlier imposed in Gamboru-Customs Area, Mari Kuwait Area of University of Maiduguri, Bakin Kogi Area, Kasuwan Shanu-Kofar Biyu Area have been relaxed from 6am to 7pm”.

Other areas/wards where the 24hours curfew have been relaxed include Ruwan Zafi-Customs Area, 202 Housing Estate, Bama Road, 303 Housing Estate Bama Road, Dikwa Low-cost Housing Estate.

Also affected are Simari-Zannari-Kwanan Yobe Area, 505 Abba Gana Terab Housing Estate, Muna Garage Road, Chad Basin Muna Garage Road, Baga Road Federal Lowcost Area, Bolori, Jajeri and Umamari Area.

In a related development, the Special Adviser to Governor Ibrahim Gaidam on Press Affairs and Information, Alhaji Abdullahi Bego said: “In view of the relative peace in Damaturu, the Yobe State capital and its environs, the curfew has now been relaxed from 6am to 6pm.”

The statement said, “In view of the need to sustain the relative peace that all parts of the state currently enjoy, His Excellency the Executive Governor Alhaji Ibrahim Gaidam has approved an adjustment of the hours during which public movement is restricted around the state”.

Consequently the statement added that, restriction on movement now starts from 6.00PM to 6.00AM daily throughout the state with effect from today Monday 20th May 2013.

The decision for this adjustment according to Bego follows a meeting that His Excellency the governor had with heads of law enforcement agencies in the state.

Gaidam therefore urged the public to continue with the exemplary support and cooperation with security agents to ensure lasting peace, even as he enjoined the public not to relent in prayers for the restoration of peace in the state and the country in general.

We progressive youth of North Nigeria hereby assert that the Northern Elders Forum (NEF) does not represent the good people of North Nigeria. We are disappointed in the “elders forum,” and sincerely believe their pronouncement was made in haste and without proper consultation and consideration in error. We the youth of the Fulaniforum absolutely reject this position. Such a statement proposes to suggest that the NEF is in cohort with Boko Haram, an enemy of Nigeria, an enemy of the north and an enemy of Islam. The federal government has been forced into a position of war against a treacherous group that had progressively annexed major parts of a northern state with campaigns of terror killing innocent Muslims and Christians in reckless abandon.

We understand the frustrations of the NEF, being involved in a supposed dialogue. But we will like to challenge them to tell us what the success of their dialogue was and ask if during the dialogue with Boko Haram, had these wicked people shown consideration of the efforts and goodwill by initiating a temporary cease fire? Rather during alleged dialogue, Boko Haram went on more campaigns of terrorism and killed many innocent Nigerians and military men.

Can the NEF bring these people back to life? Certainly only Allah can. Does the NEF have empathy for those killed in recent days by this condemned cult and the families? As elders and Muslims, does our faith and responsibility defend such people? The greater question will be — does Islam have a place for discussions with people who kill and kidnap innocent men, women and children? The NEF has become embroiled in partisanship and ethnic aggravation. We Northern youth are progressive. We have suffered the most in the hands of all failed regimes. The elders now or in the past have never defended our interests. An opposing position is no position.

The noble Quran says what means:

O ye who believe! Stand out firmly for Allah, as witnesses to fair dealing, and let not the hatred of others to you make you swerve to wrong and depart from justice. Be just: that is next to piety: and fear Allah. For Allah is well-acquainted with all that ye do. – Al Ma’idah 5:8

This appears to be the situation of much of Nigeria today including the NEF, where we are fixated on a position of opposition rather than of a position of progress and protection of the values of our faith and human life.

Who have brought endless pain and hardship to the entire northern region and Nigeria as whole, while being a stain on the religion of Islam. But now the NEF is stoking the fire of ethnic bigotry by jumping up to claim a war against the North. This is not our north. We northerners would like to see this curse to the north wiped out Insha Allah. We are fed-up of your politics that puts politics before God and life of man. The Fulaniforum stands by the men of Nigeria’s military, while pleading with them to be most astute in conduct of their missions, we support you in carrying out this Godly mission against a virus in Nigeria.

About 100 companies have been fingered as those who shared about N3.655 trillion meant for petroleum subsidy in the country in the last five years, the Joint Senate Committee on Petroleum Downstream, Finance and Appropriation was told.

The revelation emerged at the resumed public hearing on the operations of the fuel subsidy regime in the country.

Those alleged to have benefitted from the fuel subsidy include the Chief Executive Officer of ConOill, Mike Adenuga, Chief Executive Officer of Oando, Wale Tinubu; Chairman, Honey Well Group of Companies, Oba Otudeko, Chairman, Folawiyo Group, Chief Wahab Iyanda Folawiyo, among others.

Chairman of the Panel, Senator Magnus Ngei Abe, PDP, Rivers South East revealed that over 100 companies, including construction companies participated in the sharing of the money between January and August 2011.

This figure however is in conflict with the N1.348 trillion said to have been spent on subsidy by the Petroleum Product Pricing Regulatory Agency, PPPRA.

Abe who is also the chairman of the Senate Committee on Petroleum (Downstream) named the oil companies which benefitted from the subsidy as at August 2001 to include: Oando, Obat; Capital Oil; Enak Oil and Gas; Integrated Oil and Gas; African Petroleum, AP; Folawiyo Oil; Honey Well; Eternal Oil; Fort Oil; Bovas and Company Nigeria Limited; AZ Oil; Atio Oil; IPMAN Investment Ltd; D. Jones Oil, among others.

The Committee frowned at the discovery that some of the firms listed were construction companies that have nothing to do with oil, adding that such companies were too many and put the credibility of their participatory process into question.

The Executive Director,PPPRA, Reginald Stanley, told the Committee that the gross amount spent on fuel subsidy from 2006 to September this year stood at N3.655trillion. The figure contradicted the N1.426 trillion submitted by the NNPC as subsidy on the products as at August 2011.

Stanley argued that the correct figure was N1.348 trillion, just as he debunked the alleged N450 billion kerosene subsidies owed the NNPC by the Federal Government, adding that the claims were not recorded in their books.

However, Senator Abe said a breakdown of the amount shared by those involved in the fuel subsidy management showed that Oando Nigeria Plc allegedly got – N228.506billion, Integrated Oil and Gas Plc, N30billion, MRS-N224.818 billion, ConOil- N37.96billion, Enak Oil & Gas- N19.684billion, Bovas & Co. Nig Ltd, N5.685billion, Obat- N85billion and AP- N104.5billion.

Others are Folawiyo Oil- N113.3b, IPMAN Investment Limited- N10.9billion, ACON- N24.1billion, Atio Oil- N64.4billion, AMP- N11.4billion, HoneyWell- N12.2billion, Emac Oil- N19.2billion, D.Jones Oil- N14.8billion while Capital Oil and A-Z Oil got N22.4billion and N18.613billion respectively.

Also as beneficiaries according to the Senate were Eternal Oil- N5.57 billion; Dozil Oil- N3.375 billion; Fort Oil- N8.582 billion while some construction companies were also on the list but, the committee said they shut down their web sites since the commencement of the probe.

Senator Abe who invited the marketers to explain how much they benefited from the subsidy, however questioned the rational in involving over 100 marketers, even as some of them were construction companies that “have no business importing petroleum products.”

Earlier, the Senate had demanded from the Group Managing Director, NNPC, Austin Oniwon the cost of locally refined petroleum products as against imported fuel and whether there was subsidy on locally refined products.

Responding,Oniwon said that it cost between $4 and $5, depending on the exchange rate, to refine a barrel of oil, which is equivalent to 159 litres, adding that the locally refined products equally attracted subsidy, but at a reduced rate when compared to imported products.

“We collect subsidy on locally refined products but it is less than what we collect on imported product. But since we do not include trade marking and other charges on imported products, it costs N11.87 less on locally refined products and N11.87 more on imported ones. An indication that NNPC makes more money on imported products than from the locally produced ones.”

On the allegation of round tripping – a situation, where importers return the locally produced product at the cost of imported, Oniwon denied any knowledge of such, saying, “I am already under oath and it will not be in my interest to say what I don’t know about. I have not cut anybody round tripping and I would not want to speculate.”

Some of the questions that never got satisfactory answers from Oniwon and Stanley were on evidence of payment of dividends accruing from the country’s joint venture with Nigeria National Liquidities (NNLG), Shell Petroleum and other companies as well as the reason why the nation was not in a hurry to resuscitate existing refineries.

The panel adjourned hearing till Monday December 12, even as it was discovered that several marketers that did not meet the criteria before benefiting from the subsidy and were hence in the habit of making false claims.

According to Senator Abe, marketers were mandated to own tank farms (petrol deports) of not less than 5000 metric tonnes, and should be registered with the Corporate Affairs Commission, CAC, as oil companies, adding that only 11 marketers own storage facilities,while the rest were “throughput” or sharing depots with filling stations just as some were registered construction companies.

THE United Middle Belt Youth Congress (UMBYC), a group at the forefront of mapping out the North Central geopolitical zone as Middle Belt has lampooned the north for lining up soldiers from the zone against the Igbos during the Nigerian civil war.

They said the core north easily achieved this by exploiting the command structure of the military and manufacturing fear that Biafra is out to overrun them.

"We know the ignorant years that have passed when we went to war. When they mobilised us to war and told us 'ah they want to terminate you people. The Igbos are majority and in fact they are coming to swallow you people'"

"A lot of us went to the bush to fight. I know how many families of our brothers that we lost in that war. Not to talk about our other brothers, the Igbos who we went to fight ignorantly."

The president-general, Abuka Omababa disclosed this during a courtesy visit of the group to The Moment in Ogudu, Lagos recently saying that the hackneyed concept of 'one north' was also crafted with the connivance of the British to mislead the rest of the country into believing an existence of a gigantic and awesome 'north'.

He added that while it was disheartening enough that they were manipulated into a fratricidal war with the Igbo, the Hausa/Fulani 'were in Sokoto and Kano relaxing and watching the two of us kill each other.'

The group consequently declared that the days they were play-thing in the hands of 'the North' are over for good. They therefore extend a hand of fellowship to other ethnic nationality groups in Nigeria saying that 'without us there is no north; no Middle Belt, no North. If we remove ourselves they are disconnected from Nigeria. So we are the bridge. We have served as the bridge.'

The group said that serial cases of religious intolerance in the north are championed by the Hausa/Fulani who are moulded to perceive non-Muslim practitioners with distaste. They dissociated the Middle Belt from it saying they see others as members of a single humanity rather than with religious or other colourations.

'Prior to the coming of the British, we were occupying our land. We are democratic. We are freethinkers in our various nationalities. If you see a Langtang family; they may have one Muslim, one Christian and one pagan; they cohabit and you will not know the difference.'

'Whenever there is riot in the north, it affects us. Our people run like any other southerner. If you look at these youth corps members that were killed, they brought two to Kogi. So, if Kogi is north, then why is north burying their children?'

Though they blamed the British for grouping and lumping them together with the north, they were insistent that the Middle Belt is not north. Thus, they ask for the official regrouping of Nigeria where they are recognised as distinct federating unit.

'We want our identity to be known. We want to bear our name. We don't want to be covered again...we have the right to determine our own identity.... And we have decided that we are going to do it legitimately. We want to be officially regrouped as Middle Belt region.

'We have the Niger Delta that has been officially regrouped. They are minorities in the south like we are minorities lumped into the north.'

They maintain that gone are the days when they are used as a buffer to protect and comfort the north. They did not see any reason why they would only be used by the north to gather votes during election, and food during scarcity but discarded just as soon as the 'hegemonic' north is satisfied.

'Our resources and land remain closed under the northern Nigeria. And what they do is; if it is time to make use of numbers, our population, they say yes we are relevant. After that; no we are no more relevant.'

'Thanks to the struggle of June 12 which brought President Olusegun Obasanjo to power in 1999. While making appointments he brought General Victor Malu as Chief of Army Staff, Saliu Ibrahim and the rest, then, the north through late Alhaji Wada Nas rose and said that these people do not represent northern interest.

'It is a clear thing that we do not belong there. We want to be separate people, and so shall it be.'

They went on to reiterate their backing to the evolution of a fiscal federalism where the federating units will control the resources in their geographical sphere.

'Make the centre less attractive, so that if you are going there, it is for service. We from the Middle Belt, we will pay our taxes. They should leave Ajaokuta for us; they should leave all those gold, columbite, timber and other solid minerals found in the Middle Belt for us to develop our community.

'What we are saying is that they have concentrated too much power at the centre which is the reason everybody wants to kill others in order to get there. Every region will have to pay tax to the Federal Government.'

Then they upped the ante with some other bold demands.

'We said we need our own 13 per cent from electricity. We need 13 per cent from Ajaokuta, from solid minerals coming from Middle Belt, even from our food. If you see the level of farm work going on in the Middle Belt, you will see why we agitate for Farming Development Commission to provide modern equipment and health facilities.

'Give us also HYPODEC - Hydropower Development Commission - which Jonathan has already granted and signed into law but has not constituted the board.'

While tracing the history of their struggle for identity, they say that at great cost their progenitors like Ameh Oboni, David Lot and JS Tarka had kick-started this resistance which people like Paul Unongo had continued.

They say that while they remain in touch with their parent body - United Middle Belt Congress (UMBC) - they are determined to add youthful vigour to it, and facilitate the realisation of their dreams of emancipation from northern hegemony and resource control.

'The issue of Middle Belt identity started with the late Ameh Oboni and Attah of Igala. At the northern emirs' meeting, when the Sultan of Sokoto and the rest came, he was told to remove his cap; he said no that the Hausa/Fulani has never been commanders of Igala, and Igalas has never bowed down to them.

'So they threatened that they will show him where he belongs at the next meeting; he too retorted he will show them where they belong. At the next meeting, they insisted and forcefully removed his cap, from which emanated stinging bees that disrupted the meeting. All the emirs ran away except him. But that is the local way of struggling against the domination of the Hausa/Fulani.

'Late Dr. JS Tarka and Paul Unongo, because they were educated, brought it to international attention through the UMBC - United Middle Belt Congress of those days. So the struggle for Middle Belt identity has been on.

They added that when Usman Dan Fodio came with a jihad in 1804, he conquered Kastina, Sokoto and Kano but could not conquer the Lantang and the Birong peoples of Plateau. He was also said not to have defeated Taraba when the state comprised Igala, Jukuns and Tiv peoples.

'He could not conquer us. He could not conquer Middle Belt. So when the British were going they said that these people are difficult to conquer in war, so give them indirect rule system. Co-opt them through the Atta of Igala, through the Gbomgbom of Jos. That is how the British played us to the monolithic north' the group's president-general explained.

The Moment's Editor in charge of daily operations, Martin Azuwike who received the group urged them to continue in the part of non-violent struggle. He said that the nation has so much security concerns which if they resort to violence, Nigeria will have more than a mouthful to chew.

Palpable danger now hangs over the fate of the 2013 Budget, following revelations that the nation’s key foreign exchange earner is currently selling at a discount price in some overseas spot markets.

Daily Sun reliably gathered at the weekend that there are still fears that several tankers of crude oil shipped out of the country may be lying idle in most off-shore locations, for lack of buyers. This may not be unconnected with the fact that United States of America, which is Nigeria’s key customer, has consistently been reducing her orders from the country in preference for cheaper energy sources.

This frightening news comes as the Nigeria National Petroleum Corporation (NNPC) said recently that the country could only produce about 1.9 million barrels per day in the month of March, as against the budget benchmark of 2.48 million barrels per day resulting in huge loss of revenue. Our sources hinted that the development which poses a real threat to the successful implementation of the 2013 budget could further have been triggered by the discovery of oil in several other African countries coupled with the large scale illegal theft of the nation’s crude by vandals.

Daily Sun learnt that but for the fiscal responsibility policy implemented by the Finance Minister, Dr Ngozi Okonjo-Iweala, which has built up the foreign reserve to about $48 billion, the nation’s estimated 170 million would have started feeling the gravity of the development. It was revealed that high grade crude oil discovered in some African countries like Ghana, Liberia, Uganda and Tanzania among others are really posing series threat to her exports to United States of America and parts of Europe and Asia.

Nigeria’s Bonny light rated as one of the best in the international market has since this year been selling at about $101 per barrel above the $79 budget benchmark. Recall that the Nigerian National Petroleum Corporation which announced a drop in crude oil production for the first quarter of 2013 had attributed the drop to incessant crude oil theft and vandalism along the major pipelines within the Niger Delta.

In a press statement signed by its Acting Group General Manager Public Affairs Division of the Corporation, Tumini Green, NNPC said Daily crude oil production during the period fluctuated between 2.1 and 2.3 million barrels per day (mbpd) compared with the projected estimate of 2.48mbpd. “Expectedly, this fall between actual production and forecast in first quarter 2013 has resulted in a drop in crude oil revenue of about $1.23 billion (N$191 billion) that should have accrued to the Federation Account,” she explained.

She further explained that the NNPC/SPDC JV recently declared a force majeure on Bonny Crude due to incessant crude oil theft. This resulted in the shutting in of 150,000 bpd. “Investigations showed that 53 break points were discovered along the 97km Nembe Creek Trunkline. Repair work is expected to last about six weeks.

This will further reduce our April and May monthly average to about 2.2mbpd and further decrease crude oil revenue by about $554.0 million (equivalent to N83billion) that should have accrued to the Federation Account. Green, however, assured that the maintenance work will have minimal effect on gas supply to domestic market.

“We shall continue to work with relevant government agencies both at the Federal and State levels to end this incessant crude oil theft and pipeline vandalism. We have the potential to meet the national target of 2.48mbpd if this menace is eliminated, she said, adding that crude theft and pipeline vandalism continue to degrade the environment, increase operational costs, impact negatively on the image of the country and of course, reduces revenue accruable to the nation.”

Tougher times await pension thieves as the Federal Government has proposed stiffer penalties for persons or organisations involved in the mismanagement and embezzlement of pension funds.

The proposal was contained in a bill forwarded by President Goodluck Jonathan to the National Assembly yesterday.

Part of the bill read, “Any Pension Fund Administrator or Pension Fund Custodian or person or body, who misappropriates or diverts pension funds, commits an offence under this Act.

“The individual or group will also be liable on conviction to a fine of an amount equal to three times the amount misappropriated or diverted, or to a term of not less than 10 years or both the fine and imprisonment.”

“The bill also instructs the Accountant-General of the Federation to make payment of retirement benefits directly into individual bank accounts of retired persons covered under Section 5 of the Act. Details of such payment should be submitted to the Commission and the Pension Transitional Arrangement Directorate of the Federation and FCT.

The Shock of the day, was that news that President Goodluck Jonathan is also consulting on the Idea to introduce another bill soon that will give either Life and Death Penalty for Corrupt people who through their act have deprived millions of Nigerian to opportunity to have or live a decent live.

“I hereby introduce for formal consideration and enactment into law by the Senate of the Federal Republic of Nigeria, the Pension Reform Bill.

“While I hope that the bill receives the usual expeditious attention of the members of the Senate, please accept; distinguished Senate my highest regards," President Jonathan concluded.
