The President of the Economic Community of West African States Commission, Kadre Ouedraogo, on Wednesday disclosed that the community had deployed 250 election observers to Nigeria for the upcoming general elections. Ouedraogo made this known when he visited the presidential candidate of the All Progressives Congress, General Muhammadu Buhari, in Abuja. He said that the commission was interested in peace and stability in Nigeria because it would engender development in the country, the region and Africa. He said: “We have decided to deploy an observer team of 250 persons to Nigeria and we have decided to deploy a long-term observation mission. “They were deployed from January 20 to all the geopolitical zones of Nigeria. “They came back on February 9 after the postponement of the election but we had debriefing session with them. “So, they made their observation and recommendations and we have decided to engage all the stakeholders to exchange views and to share their findings and their observations.” Ouedraogo stated that the visit was to get the APC’s candidate’s views on the electoral process. He added: “In addition, we must be grateful if we can have your views on the electoral process so that we can put it in the way ECOWAS is going to bring its support to peaceful and stable elections in Nigeria. “This is because peace and stability are essential for development and we know that peace and security in Nigeria are so important for the rest of our community.” Ouedraogo recalled that the mandate of ECOWAS was to monitor and observe all general elections in all member states, saying: “And for us, elections in Nigeria are special. “They are of great importance for peace and stability to our region and this is the reason the chairman of the authority together with all ECOWAS institutions are following very closely electoral process in Nigeria.” Responding, Buhari assured the delegation of a peaceful atmosphere before, during and after the elections and praised President Goodluck Jonathan for assuring Nigerians and the rest of the world that he would hand over to whoever emerged winner at the polls. The Niger State Governor, Dr. Muazu Babangida Aliyu, took the rift between him and his deputy, Hon. Ahmed Musa Ibeto, to another level on Wednesday. This followed the empowerment of the Speaker of the state House of Assembly, Rt. Hon. Adamu Usman, to act in his place as he embarks on Umrah, the lesser hajj. Governor Aliyu, who sidelined his deputy, wrote a letter notifying the Assembly that he is travelling to the Kingdom of Saudi Arabia for the lesser Hajj. He urged Usman to oversee his schedules as the acting governor. Aliyu, in a letter written to that effect, with reference No. GHNS/13/72, dated February 18, 2015, stated: “I wish to inform Mr. Speaker that I intend to travel to the Kingdom of Saudi Arabia to perform the lesser Hajj between 19th and 26th February, 2015. “In my absence, the Honourable Speaker, Niger State House of Assembly, Rt. Hon. Adamu Usman, will oversee my schedules as the Acting Governor.” This is coming barely one week after Ibeto claimed his principal ordered him out of the State Executive Council meeting. It could be recalled that Ibeto had on January 19 this year dumped the Peoples Democratic Party, the party which brought him and Aliyu to power, for the All Progressives Congress. He made the declaration in Minna, the state capital, citing the injustice and humiliation he suffered from the ruling PDP. Activist says the N250 thousand fine in a monumental pension fraud is a “handshake” An Abuja court on Monday handed a two year jail term, with a N250,000 fine option, to one of six federal officials tried for stealing N32.8 billion of police pension fund. The sentencing is the first conviction in an elaborate scam that came to light early 2012 involving several top officials, offices and banks. John Yakubu Yusuf, a former assistant director in the federal civil service, was tried on a 20-count charge alongside Atiku Abubakar Kigo (Permanent Secretary), Ahmed Inuwa Wada (Director), Veronica Onyegbula (Cashier) and Sani Habila Zira (ICT Officer). Mr. Yusuf’s sentencing came after he pleaded guilty to betraying trust and fraudulently converting N2 billion of police pension funds to private use. The trial continues for the other accused. Mr. Yusuf admitted to the 19th and 20th offences relating specifically to him, each involving betrayal of trust and the conversion of N1 billion apiece. The maximum penalty for the offence is two years. Mr. Yusuf is to forfeit property traced to him by the Economic and Financial Crimes Commission, EFCC, valued at N325 million. Handshake ruling The Judge of the Federal Capital Territory High Court, Gudu, Abubakar Talba, had during his ruling, lambasted the accused and raised hopes of a stern punishment. In a twist of events, the judge reeled out Mr. Yakubu’s sentence, much to the chagrin of activists and keen observers. The accused was let go with a rather minimal jail term of two years, if the accused would rather not face the jail term, he would be let go with a payment of N250 thousand. But the ruling by the judge angered activists and numerous Nigerians who have closely followed the trial. The activists say the ruling smacks of sleaze and raises questions on why the court let the accused go with a minimal jail term or the option of just N250 thousand despite the magnitude of the crime. “This is not a slap on the wrist, it is a handshake ruling,” said Lanre Suraj of the Human and Environmental Developmental Agenda. “Some may say justice is done, but justice is not seen to be done.” The ruling would imply Mr. Yusuf will still be retaining about N1 billion after paying his fines and losing the N325 million traced to him. “This casts aspersion on the integrity of the judge and it may assure those willing to try something like this that crime pays,” Mr. Suraj who attended the court hearing said. Influential backing The pension scam, involving several billions of naira stolen from retired police officers, shocked the nation after it broke February 2012 prompting a senate investigation. The Senate joint committee on public service and establishment has for months, been embroiled in investigations centered on the Head of the Pension Reform Task Team, Abdulrasheed Maina, whom the lawmakers accused of championing another fraud. Mr. Maina, who was brought in to reform pension administration was also accused of sleaze by the lawmakers. He has been accused of diverting billions of naira of pension funds. He denies the allegations, and accused the lawmakers of seeking bribes. Despite the duration of the probe, no charge has been brought against him. In December, the Chairman of the Senate Committee, Aloysius Etok, said Mr. Maina may be backed by influential Nigerians in the corridors of power. Mr. Yakubu and his colleagues were suspended indefinitely in 2012 after the scandal broke. The EFCC said the complex scheme involved several transfers of huge sums between banks, use of illegal accounts and falsification of names; is said to have been conducted between the officials and a former Director of Police Pension Fund, Esai Dangabar. Mr. Dangabar was charged. Mr. Dangabar later told the EFCC part of the money was shared among the officials and the pension committees of the senate and the House of Representatives. The Pentagon, the United States of America’s military coordinating body, has faulted the claim by President Goodluck Jonathan that Nigeria has applied since early 2014 for assistance to send troops to combat the Boko Haram insurgents. Rather, Pentagon said over the weekend that discussions on troops to combat the Islamist body was just beginning based on the formation of the Multi National Joint Task Force. Jonathan had in an interview with the Wall Street Journal said the United States had ignored requests by Nigeria for troops to combat the Boko Haram militants. He said the country had in early 2014 reached out to the US for assistance, adding: “Are they (America) not fighting ISIS? “Why can’t they come to Nigeria? “…they are our friends. “If Nigeria has a problem, then I expect the US to come and assist us.” But the Pentagon Press Secretary, Rear Admiral John Kirby, also told the Wall Street Journal that the US was yet to receive an official request for troops from Nigeria. Kirby said what the US was doing now has been to enter into discussion on how it could participate in the Multi National Joint Task Force with other African nations to assist Nigeria. Kirby said the task force will be designed to help build up Nigeria’s own counter terrorism capabilities. He said: “These discussions are really just now starting. “I can tell you that there are no plans as I speak here… unilaterally to send or to add US troops into Nigeria.” |

Initiation despite stiff opposition by the federal government of the first successful Independent Power Project (IPP) by any state government generating 260MW of electricity from Ikorodu to the National Grid. 13...Completion of such abandoned projects as Teslim Balogun Stadium and the new Government House at Alausa as well as finding a permanent solution to the erosion and perennial flooding of the Bar Beach by constructing an enduring shoreline defensive barrier. 14... Creation of 37 new Local Development Council Areas bringing the total number of Local Government Areas in the state to 57 in order to accelerate grassroots development. He successfully sustained and nurtured them to maturity despite the fierce opposition of the Federal Government that illegally withheld N24 billion of the state’s Local Government Statutory Allocation for two years despite a Supreme Court directive to the contrary. |
