Road, water pipes, electric lines etc are provided where humans live. you can build a long road to connect two towns separated by long distance while the east build short road connecting 20 towns closely packed and end up spending more. Now on your claim that Enugu state is the size on three Local government in Kano, its a shame that kano with 44 local government is generating a little above half of Enugu IGR.
