Her point is that the ghost workers situation is a scam obviously abetted by government insiders, banks etc. Handing the case over to the EFCC will help establish who did what to the extent some criminals created so many ghost workers to steal Nigeria's wealth. It is obvious to even a child that 23,000 ghost workers does not mean 23,000 Nigerians are receiving pay they did not work for. Rather, it could be one mastermind in charge of 1000, 2000 or even 5000 salary claims. this is what the EFCC has to look into.
