When contracts are awarded without due process, monies released would be without due process too. How do you think monies are stolen? Some of the awarded contracts would not even be executed after money is released. Or are you saying you don't know this?

Whether it takes 20yrs or more for contract execution to be completed, the fraud also takes 20yrs to run its full cycle.
