Politics › Dambazzau, Oyo-ita, Malami Deny Reinstating Maina.. by BeeBeeOoh(op): 9:18pm On Nov 23, 2017
It was a case of buck-passing at the investigative hearing conducted by the House of Representatives adhoc committee investigating allegations of the re-appearance and reinstatement of the former chairman of the Presidential Task Force on Pension Reforms, Abdulrasheed Maina into the federal civil service.

The 2-day hearing by the Aliyu Madaki-led committee started yesterday with the Head of the Service of the Federation, Winifred Oyo-Ita, minister of Interior, Abdulraham Dambazzau, minister of Justice and Attorney General of the Federation (AGF), Abubakar Malami, taking turns to deny having authorised Maina’s reinstatement and reported promotion to the position of director in the Interior ministry.

The fresh probe was sequel to the resolution passed on the motion sponsored by Aon Tuesday, 4th April, 2017, which sought to investigate activities of the Presidential Task Force on Pensions Reforms from 2010 to the time of its dissolution.

The Head of Service disclosed that she kept the letter from the Federal Civil Service Commission for Maina’s reinstatement for sometime based on her fears his re-absorption was detrimental to the anti-corruption stance of the Buhari administration.

She read out letters between her and the Permanent-Secretary of the Interior ministry, Abubakar Magaji, in which she sought clarification on the basis which Maina was being re-absorbed.

“I was surprised that to find that without being officially conveyed the letter of his reinstatement or any letter of posting, whatsoever, the said Mr. Maina was absorbed into the ministry of Interior.

“I want to state here that I still have the original letters with me, my office never conveyed such a reinstatement order to Mr. Maina. So, there is no way he could have resumed work at the ministry of Interior if he has not been officially notified of doing such by the Head of the Civil Service of the Federation,” she said.

In his submission, the Interior minister maintained that his duties does not include the employment or posting of staff of the ministry.

In washing his hands off the matter, Dambazzau told lawmakers, that Magaji, who he said was on medical leave is in the best position to explain how Maina returned to the ministry.

The committee announced that the Permanent Secretary must appear before it at a date to be fixed by it.

On his part, Malami testified that he “Kept in View” a letter presented for his signature by an unnamed line officer, to give legal advice that Maina returns to the civil service and that he was highly embarrassed with media reports saying he wrote such letter to Oyo-Ita.

Malami who explained that he first met Maina in the United Arab Emirate, with the permission of the Office of National Security Adviser, also alleged that a powerful pension syndicate which has Maina, other former top civil servants, the Nigerian Union of Pensioners, federal legislators and ex-government officials as members, are behind negative media reports against him.

He also blamed the Jonathan administration, the 7th Senate, former Senate President, David Mark, the Economic and Financial Crimes Commission (EFCC) and other parties sued by Maina for not appealing judgements obtained against them between 2013-2014.

“Let me state that the incidental correspondence or legal opinion, if any, expressed by my office relating to the reinstatement of Maina, was offered free of any strings attached”, he said.

The main witness, Maina was absent. But his lawyer Mohammed Katu, who announced appearance on his behalf, said his client will only appear before the committee, if he is sure he will be protected from being arrested by any of the security agencies or the EFCC.

Maina has been declared wanted by EFCC, the Nigerian Police Force and INTERPOL.

Katu shocked the panel with his disclosure that Maina was paid salary up until October, even as he treated 23 files minuted to him.

When asked to re-confirm his statements, by a member of the committee, Ayo Omidiran, Katu said: “Yes, Honourable, I can let you know that 23 files were sent to Maina for him to treat as Acting Director”.

According to Katu, Maina was reinstated via a letter signed by one Dr. R.K Attahiru of the Department of Human Resources in the Interior ministry. He displayed the original copy of the letter.

Politics › Maina Still Working & Receiving Salaries - Lawyer Says by BeeBeeOoh(op): 2:54pm On Nov 23, 2017
Mohammed Katu, counsel to Abdulrasheed Maina, former chairman of the presidential task force on pension reform, says his client is still receiving salaries.

President Muhammadu Buhari had ordered the dismissal of Maina from the civil service after the report of his reinstatement went viral.

But speaking on Thursday when he appeared before the house of representatives ad hoc committee probing Maina’s reinstatement, Katu said Maina is still working as a government official.

He said the ex-Chairman of pension reform task force was asked to treat 23 official files last month.

The lawyer said his client had to go into hiding because of the threat to his life.

“Maina had to disappear because of the serious threats to his life,” Katu said.

“Maina is still receiving salaries. 23 files were sent to him in his capacity as acting director, even while he was absent.

“Maina continued to work even after he was dismissed.”

Maina is said to be complict in a multi-billion naira pension scam.

Politics › Why We Are Running "Slow Government" - Buhari by BeeBeeOoh(op): 9:27am On Nov 23, 2017
President Muhammadu Buhari has explained why his government is still ‘slow’ after almost three years in power.

Buhari said his team met a ‘weighty responsibility’ on ground and needed to take time to study the situation before setting out to implement its plans for the country’s recovery.

The president made this statement on Wednesday when governors, political leaders and other stakeholders from the North-Central geo-political zone came to ask him (Buhari) to consider re-presenting himself for the 2019 presidential election.

In his remarks, President Muhammadu Buhari, who was represented by the Secretary to the Government of the Federation, SGF, Boss Mustapha, assured that the economy was set to be on a better pedestal.

Buhari said, “When you elected us into office, you did so with the conviction that our dear nation needed to be put on a new pedestal for the dreams conceived by our founding fathers, dreams that we have adopted to be realized.

“The full weight of this responsibility informed our careful, slow and steady start to the governance of Nigeria in the last 30 months. We took a deliberate decision to take a closer look at the situation we found before setting out to implement our plans for the country’s recovery.

“We are convinced of the need to establish a firm foundation upon which a united, peaceful and prosperous nation can be built for succeeding generations of Nigerians. I remain very grateful to all Nigerians for their patience and understanding as we go through the difficult steps necessary to achieve this objective.

“We are aware that the journey has been difficult in the last two and half years, but we have managed to stop the downward spiral and can confidently assert that the worst is over.

“Nigeria is back on the path to growth, having eased out of recession. We shall continue to vigorously pursue the task of diversifying the nation’s economy to remove our over-reliance on oil, while making the land set for all enterprising Nigerians to survive and thrive.

“Toward this end, we shall continue to count on the unflinching support and understanding in every area, especially those of you who trooped out to convince fellow countrymen and women of our sincere commitment to the cause of Nigeria.”

Politics › Northern Youths Ask FG To Tell The Truth About Boko Haram.. by BeeBeeOoh(op): 6:03am On Nov 23, 2017
•Death toll rises to 60 in militia attack

Daji Sani in Yola

Northern Youths Leadership Forum (NYLF) has accused the federal government and military of using propaganda to sweep the frequent attacks by Boko Haram terrorists under the radar.
It lamented the military has refused to take responsibility for the weekly deaths of soldiers and citizens in the fight against the sect in the North-east.

The forum was reacting to the recent bomb blast that rocked Mubi town and last Monday’s militia attack on four villages in Numan Local Government Area of Adamawa State which resulted to the killing of over 50 people and 60 people respectively in the two separate attacks.

It noted that the security challenges were becoming unbearable in the North-east, adding that if the military had mopped up the Sambisa forest as claimed, why is the insurgents operating from the dreaded forest again?
Speaking, NYLF National Chairman, Afiyo Elliot, said there are no two Sambisa forest “if truly the military had cleared Sambisa forest of insurgency, why are insurgents living and organising their operations from the forest?
According to him, an intelligence reports made available to them indicated that the Boko Haram insurgents are still the occupants of the forest where they plan and carry out their operations.

He said the true situation about the activities of Boko Haram insurgency and herdsmen/farmers crisis especially in the North-east was hidden by the military and other security agencies from Nigerians.

“There is a big disconnection between what we are told and what is real,” he said
While the chairman condemned the two separate attacks in strong terms, he said if the military had degraded the insurgents as they claimed, why are the recent bombings occurring continuously as more lives have been lost to these attacks than when the insurgents were using smaller weapons to fight.
The chairman said the authority should stop using propaganda to deceive Nigerians but to tell Nigerians the truth in order to allow them offer genuine prayers and seek solace from God.

Elliot said if they continue to tell lies, God might not answer the prayers of Nigerians, adding that telling the true situation might attract help from somewhere else.

However, Senator Abubarkar Girei also condemned the attack in a strong term, describing it as demonic and inhuman that every Nigerians should condemn the unholy act perpetrated by the insurgents.

Girei, who was one time the governorship aspirant of the Peoples Democratic Party (PDP) in Adamawa State, further explained that caution should be taken to checkmate the activities of the insurgency, saying if nothing is done to stop the incessant attack on indigenes of the North-east, the situation will be worse.

General Buba Marwa (rtd) also joined prominent Nigerians to condemn the act perpetrated by the Boko Haram terrorists as he explained that the military should step up its strategies to contain the onslaught of the terrorists.
Also, North-east Chairman of Miyetti Allah Cattle Breeders Association (MACBAN), Mafindi Danburam, said for now, 60 people were killed in the attacks as the death toll continues to rise.

Politics › FG Unfolds Plan For Rehabilitation Of South-East Roads, Others Before Yuletide.. by BeeBeeOoh(op): 9:04pm On Nov 22, 2017
IF pronouncement by the Minister of Power, Works and Housing, Mr Babatunde Fashola, is anything to go by, there will be absence of traffic gridlock on the South East roads in the coming festive period.

Giving the assurance at an interactive session with members of 21 civil society organisations and the media in Lagos, last week, Fashola hinted that the designs for Benin, Asaba and Onitsha roads have been completed and that contractors would be mobilised to the sites any moment from now.

Although the minister hinted that the issue of compensation was another factor that caused the delay in the commencement of the project, especially, Asaba-Onitsha Bridge section, he said that the issue was receiving attention.

However, he promised that no matter the situation, the ministry will ensure that necessary palliative works will go hand-in-hand with the construction proper to ensure free movement of traffic from December to January.

“The delay boils down to the fact that before we got into office, there was no design for the roads from Asaba to Onitsha Bridge, but we have done that. However, we have resolved to do Benin bypass to Asaba and we hope to start some remedial works there before construction proper commences.

“What I cannot confirm as of today is the procurement issue and the stage it is. But I can assure the public that work will start before December.

“My intention is to start work before heavy traffic that is usually associated with yuletide period builds; but nonetheless, travelers will have easy commuting,” Fashola assured.

He explained that other logistics put in place to ensure free movement during the festive period involved the contractors, the Fesderal Road Safety Corps (FRSC) sector commanders, Federal Controller of Works in the states and ministry officials, who will ensure that commuters would not be subjected to unnecessary hardship.

On the ongoing Lagos-Badagry Road expansion, Fashola, while admitting that there is a certain degree of joint responsibility between the FG and Lagos governments, noted that one of the major causes of the delay had to do with the relocation of oil and gas installations buried in certain portions of the expressway.

“I don’t have information currently on the progress or the process of their relocation. I don’t know how far it has gone,” he claimed.

The minister also hinted on the progress so far on the construction of the second Niger bridge, which he said government has paid the contractor handling the project, Messrs Julius Berger Nigeria Plc, three weeks ago for the continuation of the project and that government has concluded plans to award a contract for the reconstruction and rehabilitation of 69 highways nationwide.

“Apart from continuation of works on the second Niger Bridge, 25 roads would receive attention soon, as bid processes to deliver the Sukuk bond is almost complete.

“Each zone of the country is getting N16.67 billion and they are going to those major arterial roads that take us from the Ports to the Sahel.

“We have lost some time because we have to follow due process. Since the Sukuk was agreed we had to follow due diligence,” he said, adding that additional 44 other roads captured during a nationwide tour by the officials were also under procurement process.

He promised that contracts for the roads would be awarded immediately the completion of procurement and that the roads will cover six geo-political zones of the country.

The minster expressed hope that all the 69 roads to receive attention would become motorable within a short time, urging public in the fight against illegal sand excavation on road edges and other forms of road abuses..

“We have set up a Right of Way (RoW) Recovery Committee and I know that it has started working.

“We are trying to recover all the RoW that used to belong to the Federal Government across the country breaking them into zones.

“It is a lot of work, but there was no budget for it, so, all of the costs are being compiled and then we are hopeful that in 2018 we would be able to do something if we get the project approved.

The minister explained that vegetation control was also ongoing as part of its RoW recovery plan.

He added that the government was ready to hand over more roads to states governments who were willing to take them over.

Speaking on the Ota-Abeokuta Road, he said that the project was going to be redefined because the road was not initially in the 2018 budget and the contractors made some additional claims, however assured that the road would be stabilised before the end of the year.

Some of the civil society groups include Centre for Democracy and Social Economic Rights, Alliance for Good Governance, Grassroot Democratic Initiative and Centre for Social Economic and Human RightsRights.

Politics › 2019: Stop Lamenting, Join Political Parties - Osinbajo Urges Nigerian Youths by BeeBeeOoh(op): 8:40pm On Nov 22, 2017
Vice President Yemi Osinbajo on Wednesday urged youth in the country to join political parties ahead of the 2019 elections to enable them to be voted into political offices.

Mr. Osinbajo, who was represented by Babafemi Ojudu, Special Adviser to the President on Political Affairs, made the call at the Emerging Political Leaders Summit in Abuja.

He said that it was not enough for youth to always complain about bad leaders, but that they needed to break the status quo by taking the chance to be elected and create the transformation they needed for a change.

“Youth have a challenge in their hands for the future of our country; so, I advise you not to sit down and fold your hands and be lamenting over bad leadership or politicians.

“Get down to business, organise and do something to become elected political youth; after all, Enahoro became a leader in this country at the age of 23 and later moved a motion for the nation’s independence at the age of 27.

“The leaders there today will vacate the place tomorrow. So if you the youth don’t start preparing today by getting mentored and learning the ropes, there is no way you will perform very well if the mantle of leadership falls on you tomorrow. So there is need for you to go in there and participate,’’ he said.

Mr. Osinbajo, however, advised youth not to expect that from the day they start participating in politics they would become the president of Nigeria.

He said that it was not realistic and could not happen, but that they needed to start gradually from the ward level and move up to local government level and to state “before the presidency’’.

Kingsley Moghalu, former Deputy Governor of Central Bank of Nigeria (CBN), said that youth had the power to change their destiny to a better future by participating in politics from the grassroots.

Mr. Moghalu said that what the country needed was a democratic revolution at the polling units, adding that for it to happen the citizens should recognise that they had the power to change and improve governance.

“If they don’t exercise that power, if they keep selling their votes for N2, 000 so that they will eat today, their children will have no jobs in the future.

“It is high time Nigerians stopped seeking immediate gratification; they always love what they can get now and that is killing us as a nation.

“If this continues, then the citizens are just as irresponsible as the leadership they condemn,’’ he said.

Mr. Moghalu said that the next line of action lay with the citizens, adding that “we have talked enough, the politicians don’t listen, they keep carrying on in their old ways.

“We have had enough but if that is true, then we must act like we have had enough and take up the challenge to change the status quo.’’

The convener of the summit, Wale Ajani, said the event was organised to brainstorm ahead of the 2019 elections towards problem-solving both economically and politically for country’s development.

Mr. Ajani said that the summit became imperative at this auspicious moment in the nation’s history because Nigeria had remained a country of enormous potentials for several decades but unable to perform better in human development and economic indices.

“Leadership failure is largely at the heart of the current woes bedevilling Nigeria, with little being done to build a new crop of leaders.

“The nation seems fixated; the citizens have come to have very low expectations of their leaders. The summit provides a platform for qualitative conversations and discourse about Nigeria.’’

He said that it was time for Nigeria to have a paradigm shift as an alternative to the current system where there already existed a disconnection between citizens’ expectations and service delivery by politicians.

Politics › Diversion Of IDP Funds: UNDP, NHRC Report Indicts Presidency, ex-SGF by BeeBeeOoh(op): 6:44am On Nov 22, 2017
ABUJA—A fresh report by the United Nations Development Programme, UNDP, has accused the Presidential Initiative on the North East, PINE, of complicity in the illegal diversion of funds donated to help Internally Displaced Persons, IDPs, in the country.

The draft report, which UNDP issued in collaboration with the National Human Rights Commission, NHRC, yesterday, revealed that out of N8.352 billion released to PINE in 2016, a total sum of N6.326bn was spent, leaving a balance of N2.026bn.

It, however, decried that PINE which depleted the funds, “paid less attention to the critical needs of IDPs in the areas of housing, food, education and healthcare, but rather used the bulk of the resources on contracts that were found to have immensely benefitted some public officials, including the now-suspended Secretary to the Government of the Federation, SGF, Babachir Lawal.”

According to the report which UNDP and NHRC made available to newsmen in Abuja, “Public procurement rules and extant federal financial guidelines were breached in the award of the contracts.

“Prima facie cases of conflict of interest were established and companies were fully paid as at a time they had not finished the assigned jobs, while kickbacks were made by some companies to others where public officials had clear interest.

“Again, out of 249 trucks carrying 10, 000 metric tonnes of Maize released by the Federal Government for the benefit of the IDPs in the six states of the North East, 65 trucks were diverted and did not reach their intended destinations.

“They were later recovered by the Economic and Financial Crimes Commission after the Senate Committee report was made public.

“But this is a development against the background of the mounting hunger and food crisis in the IDP camps.”

Both UNDP and NHRC mainatined that the overall goal of the 103-page assessment report was to ascertain the human rights and humanitarian conditions of people and communities affected by the long period of violent conflicts in the North Eastern states of Nigeria.

The assessment, which was done from 2015 to June 2017, also focused on human rights protection issues encompassing sexual and gender-based violence, access to justice, community policing and capacity of law enforcement officers for timely response to crises.

Chapter seven of the report which dealt with humanitarian assistance for internally displaced persons, also reviewed the fiscal provisions for humanitarian assistance at the federal level and in some of the states under insurgency.

It read: “The findings was that governments did not use the maximum of available resources to protect the rights and welfare of the IDPs. The resources provided at the federal and state levels were paltry.

“In Gombe State, even the little provided in the state budget was not released and cash backed. Most of the IDPs lived in host communities with little access to official humanitarian support, putting additional strain on the already stretched communual health, education and social services.

“The camps were struggling to accommodate the increasing number of displaced people, who found themselves subject to unhealthy living conditions. Many children were malnourished, as adequate provisions were not made to feed them”.

More so, the report alleged that effort by the federal government to push back Boko Haram insurgents led to human rights violations by security agencies.

It also alleged that massive gender-based and sexual violations were recorded within the assessment period, adding that women and girls were sexually abused while some of them were forced into marriage against their will.

It concluded that though there has been an improvement in the security situation in the North East of Nigeria, it regretted that “there are swathes of mainly rural areas still under the control of the insurgents or where they hold sway in their hit and run guerilla tactics”.

As part of its recommendations, the report urged the federal government to “prosecute and punish all persons and organisations responsible for diverting food meant for IDPs and create more transparency around distribution of food for displaced persons”.

It further urged FG to, “Consider the establishment of a Truth and Reconciliation Commission to enable all stakeholders- perpetrators, victims and survivors to openly discuss about the insurgency and how the wounds can be healed.

“Consider a comprehensive framework on Transitional Justice to address human rights violations and other concerns generated by the insurgency in the North East.

“Urgently consider the establishment of State Police and Local Policing through the appropriate amendment of the Constitution and relevant laws.

“Enact federal and state legislation on witness and victim protection.

“Maintain facilities for prompt investigation and prosecution of offenders and use the International Criminal Court mechanism and other international frameworks for the prosecution of offenders”.

As well as to, “Recuit more personnel for the Police and Nigerian Security and Civil Defence Corps. This should include special measures for the recruitment of more women into the security sector and promotions to higher levels of service”.

It added that human rights training and skill building needs of armed security agencies should be assessed.

“Human rights should be included into their curricula so as to increase the awareness and protection of human rights. Continued education on human rights should also be introduced for serving officers”, the report added.
