President Muhammadu Buhari has said that his administration will address the root causes of violent extremism and hate in the country.
He spoke Tuesday at the launch of Nigeria’s Policy Framework and National Action Plan for Preventing and Countering Violent Extremism at the Presidential Villa Abuja .
While expresssing the determination and commitment of his government to tackle violent extremism ,Buhari recalled that Nigeria was before now, a free, peaceful and enterprising nation.
Buhari called on state and local governments to develop action plans for preventing and countering violent extremism at the grassroots.
He said he had directed all ministries, departments and agencies to institutionalise mainstream measures to address the root causes of violent extremism while implementing programmes that build the resilience of Nigerians to recover from the consequences of violence.
He said“I have directed that all ministries, departments and agencies to institutionalise mainstream measures to address the root causes of violent extremism while implementing programmes that build the resilience of Nigerians to recover from the consequences of violence.
“We must now while working together focus in rooting out hate, misrepresentation of religion and violence in our society. “
“I also call on States and Local Governments to develop action plans for preventing and countering violent extremism sat the grassroots.”
In his remarks, the National Security Adviser, Maj. Gen.. Babagana Mongonu, retd, said Nigeria was one of the few countries in the world that had developed the policy framework which the country had showcased on the sidelines of the United Nations General Assembly in New York.
He recalled that in 2015, President Buhari directed the review of Nigeria’s countering violent extremism programme.
According to him, the review showed the need for a complementary soft approach to the kinetic effort in dealing with terrorism based on principles of whole of government and whole of the society approach.
He said “We also recognised that in line with our focus on transparency, accountability and the rule of law, we needed to build a policy framework that ensures the institutionalisation and mainstreaming on countering violent extremism across ministries, departments and agencies (MDAs) of government.
“While we were taking this step, the then United Nations Secretary-General, Mr. Banki Moon in December of 2015, issued a call to member states to develop national plans to prevent violent extremism.
“It is in this context that l wish to thank His Excellency, Mr. President for endorsing the presidential directive on implementing Nigeria’s framework and national action plan for preventing and countering violent terrorism on the 24th or August, 2017.
“I wish also to inform Mr. President that Nigeria is one of the few countries in the world that have developed the policy framework which we showcased on the sidelines of the United Nations General Assembly held in September 2017 in the New York.
“I wish to state that Nigeria’s effort was overwhelmingly appreciated during the global solution’s exchange side events where donors indicated their willingness to partner Nigeria in implementing the national action plan.
“In developing the policy framework, government did not work in isolation, starting with the memorandum of understanding between the Office of the National Security Adviser (ONSA) on the Nigerian stability and reconciliation programme and United Kingdom’s Department for International Development, we engaged key stakeholders through a national working group.”
He said the framework and national action plan rest on four major objectives which dictate priority components.
He listed them to include ” Strengthening institutions and co-ordination in preventing and countering violent extremism, strengthening the rule of law, access to justice and human rights, engaging communities and building resilience and integrating strategic communication in preventing and countering violent extremism.
“We have also included strategic implementation methods to guide government and non-governmental actors in delivering a three-year national action plan set in this policy framework. Now, in order to achieve these objectives, l wish to highlight some of the needed steps to take, going forward.
“All relevant MDAs are required to include in their annual budgets, preventing and countering terrorism plan for implementation,” he added. http://leadership.ng/2017/11/28/must-address-root-causes-violent-extremism-hate-pmb/

Politics › Criticise But Don't Mock Our Anti-Graft War - Lai Mohammed Tells Media by BeeBeeOoh(op): 8:38pm On Nov 28, 2017 |
The minister of Information and Culture, Alhaji Lai Mohammed, has appealed to the media to fully support the current administration’s fight against corruption, saying the fourth estate of the realm cannot afford to sit on the fence as far as the battle to rid the nation of corruption is concerned.
Declaring open the 68th General Assembly of the Broadcasting Organizations of Nigeria (BON) in Abuja yesterday, the minister said while the media should not hesitate to criticise the government’s strategy for the war against corruption, when necessary, it should do so without mocking the government.
‘’In recent times, it is not unusual to read such headlines as ‘Buhari’s Government Losing Anti-Corruption War’, ‘Buhari’s Anti-Corruption War is Failing’, ‘Arewa Youths Knock President Buhari Over Failing Anti-corruption War’. This is sheer mockery. And this war is not Buhari’s war. It is our war,’’ he said.
On why all hands must be on deck to fight corruption, Alhaji Mohammed said corruption is the reason for the many ills being experienced in the country today, including erratic power supply, poorly-equipped hospitals, lack of motorable roads, poor quality of life, poor economy, lack of jobs and insecurity.
‘’After previous administrations spent billions of dollars on power, all we inherited – when we took over on the 29th of May 2015 – was 2,690 megawatts. That is due to corruption. After previous governments budgeted billions for roads over the years, what we inherited are death traps.
‘’That is due to corruption. Why did Boko Haram thrive for so long? The answer is corruption, because money meant for the purchase of weapons for the military were simply diverted. Why did we inherit an economy in dire straits? It is corruption. For a country that sold oil at over 100 dollars per barrel for years, we simply failed to save for the rainy day, and when the rain came, it beat us silly,’’ he said.
The minister said the war against corruption is the toughest of the three broad issues that the Buhari administration campaigned with, ‘’because fighting corruption anywhere is like walking a lonely road.’’
‘’While many will join hands with you to tackle insecurity or to revamp the economy, you are on your own when you take on corruption.
‘’Most Nigerians were direct beneficiaries of corruption. Many were subsidized by corruption. Now that the gravy train of corruption is fast derailing, many are finding it difficult to come to terms with it. That’s the origin of the ‘Bring Back Corruption’ Campaign being carried out by certain elements in our society,’’ he said.
Alhaji Mohammed said the war against corruption becomes tougher when the media is not fully on board, adding: ‘’When the media seizes on every setback we suffer in prosecuting this war, they give succour to the corrupt. When the media falls for the distraction tactics of those who are mortally afraid of this war, they weaken the battle.’’
In his speech the acting chairman, Economic and Financial Crimes Commission (EFCC) Mr Ibrahim Magu, disclosed that with the full support of the mass media the war against corruption in the country could be fully won in the next six month.
He described the media as a critical stakeholder in the fight against corruption in the country.
Magu called on the media to raise the alarm against any corrupt element and expose looters.
‘’The media has a very big role to play. I am very impressed with them. If the media can support us we will fully achieve our mandate. With the support of the media the nation will purge all corrupt elements in six months.
‘’As a media practitioner you are naturally a corruption crusader. I am calling on the media to support us. I am not accusing the media of being biased but I love criticism, corrupt criticism. It will aid us to achieve our mandate and sit tight.
‘’As a media practitioner you are naturally an anti-corruption crusader and whistle blower. I am using this medium to call on the media to expose all corrupt elements in the current administration,’’ he added. http://leadership.ng/2017/11/28/criticise-dont-mock-anti-graft-war-lai-tells-media/

Politics › Clear Salary Arrears Before Christmas, Buhari Tells Governors.. by BeeBeeOoh(op): 5:05am On Nov 28, 2017 |
… orders payment of fresh Paris Club refund to states
...Only wicked govs’ll shun Buhari’s plea –NLCOlalekan Adetayo, Adelani Adepegba, Etim Ekpima and Jesusegun Alagbe President Muhammadu Buhari, on Monday directed the Minister of Finance, Mrs. Kemi Adeosun; the Minister of Budget and National Planning, Udo Udoma; and the Central Bank Governor, Godwin Emefiele, to work with state governors to ensure the payment of outstanding Paris Club refund before the end of the year.
The President was said to have urged the governors to utilise the money to clear salary arrears they owed their workers before Christmas.
The governors had earlier received 50 per cent of the refund, leaving a balance of 50 per cent which Buhari directed its payment on Monday.
The President was said to have given the directive at a meeting he had with state governors at the Presidential Villa, Abuja.
According to information posted on one of the Presidency’s Twitter handles – @NGRPresident – the meeting featured discussions on the nation’s economy, workers’ welfare, as well as federal-state relations, among others.
“President @MBuhari has directed the Ministers of @FinMinNigeria and Budget & National Planning and Governor @cenbank to commence negotiations with the Governors’ Forum to enable payment of outstanding Paris & London Club refunds before the end of the year,” the information read.
The Imo State Governor, Rochas Okorocha, and the Kaduna State Governor, Nasir el-Rufai, confirmed the development to State House correspondents at the end of the meeting.
Okorocha said the President, at the meeting, expressed the need to ensure that every Nigerian, especially workers, had a beautiful Christmas.
He stated, “We are looking at getting the balance of Paris Club refund.
“We also made a request for Mr. President’s approval that the balance should form part of our 2018 budgets because we can’t do anything until we are sure that the money is coming.
“The issue of workers took the centre stage and Mr. President expressed concern about those who depend on their salaries to feed their families and pay their house rents and he had the assurance from the governors that we will meet up our obligations.
“Also, it was emphasised that states and Federal Government must work together to get Nigeria out of its present economic predicament.”
When asked specifically if all state governors owing salaries would clear the arrears before Christmas, Okorocha said, “Yes; with the Paris Club refund coming, every worker should enjoy their Christmas.”
He added that the governors also seized the opportunity of the meeting to review their relationship with the President, adding that they found out that they were in harmony.
“There is no difference between us and the President. Everybody seems to be happy working together. But particularly, we commended the President for getting Nigeria out of recession within such a short time,” he added.
El-Rufai also confirmed that Buhari approved the payment of the balance of 50 per cent refund before Christmas to cater for workers.
He, however, said he did not know the amount of the refund, stressing that only the Ministry of Finance could provide the figure.
“There is another 50 per cent that needs to be paid when the figures are reconciled. The reconciliation is going to be concluded before the end of the year.
“The Chief of Staff to the President will ensure that the committee working on the reconciliation conclude the work before the end of the year.
“So, what the governors are requesting from the President is a directive, ‘go ahead to include the next 50 per cent in your 2018 budget,’ and that is going to be looked at.
“Every state will get its own share of the Paris Club refund. Every state has a specific amount that was deducted. That amount may be enough to cover the arrears and it may not be because you cannot get more than you are entitled to.
“My state has no salary arrears at all. So, whatever we are getting, we will just continue with our development projects.
“Some states have salary arrears that are bigger than the Paris Club refund they are getting. Even when they get it, they will not be able to clear the salary arrears. But it is better to reduce it so that people will have a happy Christmas than nothing.”
Conditions for payment
Earlier, Buhari’s Senior Special Assistant on Media and Publicity, Garba Shehu, said the President gave conditions for the payment of the outstanding Paris Club refund to states.
Shehu, in a statement on Monday, said Buhari stated that he was not averse to the payment as far as the treasury could afford it and the economy would not be destabilised.
Shehu said the President had directed his key officials to sit down with representatives of Nigeria Governors’ Forum to determine how much of their unpaid debts could be released to them before Christmas.
He said, “The President gave the directive while responding to pleas by the governors who met him at the Presidential Villa, Abuja, asking that he gives a commitment to pay all outstanding debts owed them from London and Paris Club deductions to ease their financial hardships.”
He said the governors informed the President that they wanted his commitment on the repayment so that they could factor the money into their 2018 budgets.
The statement quoted Buhari as saying, “I will not be saying much because the responsible ministers are here: Finance, Budget and Planning and the Central Bank of Nigeria. I request you to appoint your own team to sit with them.
“This should be done, not only for next year’s budget, but for this Christmas. The Minister of Finance, Budget and Planning and the Central Bank should sit with you to see how much can be released before Christmas.
“For Nigerians without sources other than their salaries, I am concerned that workers should be able to pay rent, school fees, buy drugs and take care of their families. I am so much concerned that people should have something to eat at Christmas.”
The statement added that the Chairman of the Governors’ Forum, Alhaji Abdulaziz Yari, four other governors – El-Rufai, Ra’uf Aregbosola (Osun), Udom Emmanuel (Akwa Ibom State) and Okorocha took turns to commend Buhari for caring for states and workers’ welfare.
Only wicked govs will shun Buhari’s plea –NLC
The Nigeria Labour Congress on Monday said only wicked governors would fail to heed the directive of the President that salary arrears should be paid before Christmas.
It said state governors had a moral obligation to pay workers’ salary and pension arrears before Christmas.
The union stated that it did not expect any governor to shirk his responsibility to workers after receiving the final chunk of the Paris Club refund as directed by the President.
The NLC Secretary-General, Dr Peter Ozo-Eson, who spoke with one of our correspondents on the plea of the President to the governors, added that states should pay the workers their entitlements.
He urged the President to also bring his moral authority to bear on the governors to do the right thing.
He noted that the previous refund was not utilised for the purpose it was meant, adding that only a few states paid their workers.
He said, “It would be really wicked of any governor to want to allow workers to go into the festive period without paying the arrears owed them.
“Now that the final chunk of the Paris club refund will be released, I think the governors have a moral obligation to ensure that they dutifully apply the fund to paying the backlogs of debts they owed workers.”
‘FG should increase states’ monthly allocations’
The South-East/South-South Governors’ Forum has asked the Federal Government to increase states’ monthly allocations.
The governors said this was necessary because of increase in global oil prices and increase in the sale of crude oil, which had seen the country earn above what it earned during the period of low oil prices and poor oil production.
According to a statement on Monday, the Akwa Ibom State Governor and Chairman, South-East/South-South Governors’ Forum, Mr. Udom Emmanuel, said this on Sunday during a meeting of the regions’ governors in Uyo, Akwa Ibom State.
The governor said, “While our collective resolve for an indivisible and indissoluble Nigeria remains a cherished principle, we wish to appeal to the Federal Government to demonstrate transparency in the area of allocation of resources to different parts of the country.
“It is indeed worrisome that allocations from the Federation Account do not seem to reflect the increase in crude oil production and pricing.
“If our people suffered on account of the slump in global oil prices, the rise in the prices should result in improved monthly allocations to the states to enable the governors to meet the yearnings and expectations of their people.”
The body also called on the Federal Government to hand over all federal roads to the states where they are located and enact a law to facilitate the handover. http://punchng.com/clear-salary-arrears-before-christmas-buhari-tells-govs/Lalasticlala, Mynd44 |

...National Arts Theatre, TBS, national parks to go
...NNPC justifies 2.3mbpd for 2018 budget The Federal Government has concluded plans to sell key national assets in a bid to generate sufficient revenue to finance Nigeria’s annual budgets between 2018 and 2020. Director General, Budget Office, Mr. Ben Akabueze, disclosed this yesterday in Abuja at a public hearing organised by the House of Representatives joint committees on finance, appropriation, loans, debts and aids and legislative budget and research on the 2018-2020 Medium Term Expenditure Framework (MTEF) and Fiscal Strategy Paper (FSP).
Akabueze explained that proceeds from sales of the key government assets, which include National Integrated Power Plant (NIPP) plants, National Parks, as well as the National Arts Theatre and Tafawa Balewa Square in Lagos are to be deployed as financing items for the 2018 budget.
President Muhammadu Buhari had, in his budget presentation to the National Assembly, disclosed that the Federal Government is targeting N306 billion from proceeds of privatisation of some non-oil assets by the Bureau of Public Enterprises (BPE) to finance the budget deficit.
“We plan to finance the deficit partly by new borrowings estimated at N1.699 trillion. Fifty per cent of this borrowing will be sourced externally, whilst the balance will be sourced domestically.
The balance of the deficit of N306 billion is to be financed from proceeds of privatisation of some nonoil assets by the Bureau of Public Enterprises (BPE),” the president told the lawmakers. Akabueze disclosed that the power generation plants constructed by the Niger Delta Power Holding Company (NDPHC) under the NIPP on behalf of the government would be sold.
Some of the NIPP expected to be sold include Alaoji Power Station in Abia State, a 1074 Mega Watts (MW) capacity plant; the 561MW capacity Calabar Power Station; the Egbema Power Station, a 338MW simple cycle gas turbine plant and Geregu II Power Station in Kogi State with 434 MW capacity.
Others include the 450MW Ihovbor Power Station in Benin City; Olorunsogo Power Station, a 336MW plant located at Olorunsogo; Olorunsogo II Power Station with combined cycle gas turbine of 675 MW capacity; the Omoku II Power Station in Omoku with 225 MW capacity. Also to be sold are Omotosho II Power Station with 450 MW capacity and Sapele Power Station with 450 MW capacity.
Other items to be sold are non-core assets from the mines and steel sector, houses, and estates. He said proceeds from privatisation of key government assets were factored in the 2018 budget, to finance especially the budget deficit of N2.005 trillion, much of which will be financed through domestic and foreign.
According to the Director General, the country was generating too little revenue; hence it was expedient to borrow. He added that the reverse would be the case if actually there were more revenue collectibles. “We are generating too little revenue, hence we are borrowing.
If we generate enough, borrowing ratio will drop.” Meanwhile, the Minister of State for Budget and National Planning, Hajia Zainab Ahmad, has said the Federal government has proposed to generate additional N1 trillion nonoil revenue to reduce the deficit and loans in the 2018 budget.
Ahmed, who disclosed this in her presentation before the joint committee, explained that this will include an additional N60 billion from duties on cigarettes and alcohol and N2.5 billion from “special taxes” on luxury cars.
Giving details of the revised MTEF/FSP, the minister said: “When the FEC approved the MTEF/FSP, it constituted a committee chaired by the Minister of Finance, Mrs. Kemi Adeosun, which was tasked with identifying additional sources of about N1 trillion revenue to cut the 2018 budget deficit and new borrowings.
The outcome of the work of the committee necessitated a revision of the MTEF which also formed the basis of the 2018 budget proposal.” According to her, the adjustments include “N710 billion to be generated from the restructuring of government’s equity in all the Joint Venture oil assets; and N320 billion additional revenues from revision of terms to improve government’s take in the production sharing contracts.”
Speaking further, Ahmad disclosed that also expected are N350 billion as additional Company Income Taxes expected to result from the Voluntary Assets and Income Declaration Scheme (VAIDS); N100 billion from improvements by the FIRS in the collection of Value Added Tax (VAT); and N2.5 billion from “special taxes on insurance of luxury cars as well as surcharge on luxury goods.”
However, chairman of the joint committee, Hon, Babangida Ibrahim had frowned at the absence of five government agencies at the session.
Meanwhile, the Nigerian National Petroleum Corporation (NNPC) has said the Federal Government’s 2.3 million barrels per day crude oil projection for the 2018 Budget is achievable and realistic. Group General Manager (GGM), Corporate Planning and Strategy, Mr. Bala Wunti, made the submission at the hearing.
Wunti said the current production capacity for the country was more than 2.3 million barrels per day, noting, however, that due to the insecurity in the Niger Delta, the full production capacity has not been achieved over the years. “The 2018 crude oil national production projection for Joint Ventures, Modified Carry Arrangement or External Financing, Production Sharing Contracts, Independents, Marginal Fields and Service Contracts is about 2,298,000 barrels per day,” Wunti said.
He disclosed that the 2018 price projection on the long term price assumption was based on price scenarios of $35 (low), $45 (medium) and $55 (high), stressing that most price forecasting agencies thought that the medium price scenario had the highest probability of occurrence which the 2018 budget was hinged upon. “Consequently, a conservative price projection of $45 per barrel was used as benchmark for crude price for 2018 budget,” Wunti stated.
Giving details on the 2017 performance of crude oil production from January to October, Wunti averred that the average performance stood at 1,885,000 barrels per day which is equivalent to about 86 per cent of the budgeted 2.2 million barrels per day. According to him, performance shortfall was mostly due to Niger Delta security related factors and vandalism of key export infrastructure, including Trans-Forcados Pipeline (TFP), Forcados Oil Terminal (FOT) export line, Nembe Creek Trunk Line (NCTL) and Trans Niger Pipeline (TNP). He said robust engagement of stakeholders in the Niger Delta by the Federal Government and the NNPC had led to improved production in recent months, disclosing that sustained peace in the Niger Delta, price recovery and improved Joint Venture production would help to support government’s revenue aspirations.
Wunti noted that the average crude oil price performance between January and October 2017 was $52.49 barrels per day, an equivalent of 18 per cent over performance of budget price benchmark of $44.50 barrels per day. According to him, the 18 per cent above budget benchmark was due to stability in the crude oil market and various geopolitical dynamics around the world.
He observed that the outlook was reassuring, given the positive global economic growth and the improved compliance with the Organisation of the Petroleum Exporting Countries’ (OPEC) production cut, adding that the incident of oversupply remains an issue. https://newtelegraphonline.com/2017/11/fg-well-sell-power-plants-houses-fund-budget/ |
