You make programmes that will apply across States. Different programmes per state will cause more confusion and same time set-back plan and enforcement. Its not logical when you have to enact a programme in 6 states, only to enact another law in different states when all is for same cause. This is just 1+1 of leadership and management skills.

2. The south Will grow the grass and sell to Fulani's in the north to feed their cows.
3. Federal government should lay pipe from south to the north so that each ruga settlement will get water supply.
4. There should be a cattle market in every northern state connected to rail so that Fulani don't need to bother their selves bringing their cows down south. Southerners will come and buy directly from the Fulanis in the cattle market.

With the above proposed solutions, the fight between farmers and herdsmen will be a thing of past.

You have not explained why such a beneficial program for the North to be implemented in the North for willing states who had indicated interest was called off because Southerners said they were not interested. Does it make sense to you? What is the connection? Did any Southern leader say they should stop impleentation in the North? Why did Northerners demand and theaten implementation among all 36 states instead of among willing states as was arranged/plannned by the FG?

It is democratic to have alistening ear but not democratic to actually have that consultation among all critical stakeholders before announcing a policy? What was he thinking? Certainly not 'excellence'!

Thats is why the word "Suspend" was used. A resolution will be made that will apply across all states.

Actually, the enemies heating up the polity as you claim are those that are warning Southerners and have issued a 30 day ultimatum to the FG to implement ruga in all 36 states or they will unleash violence against bonafide citizens of Nigeria. Where is the voluntary willingness then?

Why did the FG suspend? Were there not about 10 willing states in the North that indicated readinesss to participate? Is it not the FG that plans to deploy public funds towards procuring and setting up modern facilities in those state for ruga settlements for the benefit of fulani cattle owners and herders? Are you implying tht it is suddenly the states that will set up the ruga without the FG anymore?

The FGN will set-up RUGA in states that are ready to buy into it.

Any fuss about that? If your state declines, and another states buys into it, it should not be a problem.

There is nothing like Fulani cattle owners. Fulani is not the only tribe rearing cattle's. Get that fact right!
