All tunnels are flooded Beremx. I believe you are enlightened enough to know. Tunnels in US which is the most advanced country on earth are flooded, UK, Netherlands etc. You can do a web search on flooded tunnel.

A tunnel does not have drainage per se. It rather has a storage tank with either automatic pump or manual pump which is not lacking in the Owerri tunnel. All tunnels just like roads must be flooded during heavy downpour. There is no dug in tunnel free from flood.
