By Henry Umoru & Joseph Erunke ABUJA- THE Senate Tuesday passed a total sum of N574,532,726,857 as supplementary budget for President Muhammadu Buhari to be withdrawn from the Consolidated Revenue Fund of the Federation.
The approved N574,532,726,857 is for additional Recurrent( Non- Debt) Expenditure for the year ending on the 31 st day of December, 2015.
The Senate however jerked the original supplementary budget as submitted by President Buhari by N108,895,800,000, just as it said that the increase was designed to accommodate the said amount as additional funding for fuel subsidy for the months of October, November and December, 2015.
With the additional N109 billion by the Senate for fuel subsidy, it would now amount to N522,258,934,505 as against the backdrop that the President in the letter to the Senate had requested for N413 billion for fuel subsidy, just as N5,000,000,000 was approved as Victims Support Funds in the Capital Supplementation which would be re- classified to the Service Wide Vote of N559,217,800,017.
The Senate also approved a total sum of N29,958,865,512 to fight Boko Haram Insurgency in the North East and payment of outstanding claims in order to ameliorate the suffering of Nigerians under the heading, operation Zaman Lafiya, and of the approved money, Nigerian Army will get N17,468,992,640; Nigerian Airforce, N8,141,434,760; Nigerian Army outstanding balance from 2015 and second quarter, N4,348,438,112
It would be recalled that the Senate had penultimate Wednesday received a supplementary budget of N465,636,926,857 from President Muhammadu Buhari for consideration and approval.
President Buhari who also sought an upward review of the new borrowing plan from N882.1billon to N2.103trillion, had said, “The expected deficit arising from the above is projected at 2.103 trn or 2.19 per cent of GDP to be financed by additional borrowing of 1.601 trn through the debt management office.”
The approval of the Senate was sequel to the report of the Senator Danjuma Goje led Committee on Appropriations on the 2015 Supplementary Appropriation Bill.
Earlier, the senators broke into an executive session for one hour as part of moves to discuss the appropriation bill and give the President a soft landing by passing the budget and as a follow up to last Thursday’s dinner the Senators had with President where collaboration and synergy among the Executive and Legislature were emphasized.
Presenting the report, Chairman, Senate Committee on Appropriations, Senator Danjuma Goje said, “the Committee observed that: The provision for subsidy payment only covers year 2014 arrears of N120.5 Billion and the claims of January – September, 2015 of N292.8 Billion.
“There is need to provide additional funding in the sum of N108,895,800,000(One Hundred and Eight Billion, Eight Hundred and Ninety-Five Million, Eight Hundred Thousand Naira) only for fuel subsidy for the months of October, November and December 2015 to endure that the 2016 Budget takes off on a clean slate( this issue came up in the course of clarification of the total subsidy need for the year ending 2015, by the Permanent Secretary, Ministry of Petroleum Resources;

I think government in Nigerian will find it hard finding a solution to unemployment in Nigeria. Government policies is not helping matter. We talk about diversifying the economy especially through agriculture but so far we have not shown serious signs about investing in agriculture. The N5,000.00 federal government wants to pay to unemployed Nigeria starting February 2016 the Buhari administration is yet to set up a management team to work out the process of effective disbursement of the money.
So far President Muhammadu Buhari has not thought it wise to bring the chinese to Nigeria to set up industries or factories. Where then will the work come from?
Most of the President trips is to USA, and europe and those people are reluctant coming to Nigeria to invest. why not invite the Asians such as the chinese to invest in Nigeria?

But then, even with all your money in your wallet, you wouldn't have been able to get them still if they didnt exist in your environment; if you had N1m in your pocket, you wouldnt be able to still purchase mobile internet if it didnt exist in Nigeria (as was the case just some years ago).
May I also remind you that it was through those numerous foreign junkets which OBJ embarked upon those days, that's how Nigeria was able to secure a debt relief of well over $20billion from the Paris club. It is sometimes surprising to see supposedly educated people asking what the essence of these foreign trips or diplomatic relations are. OBJ or NOI masterminded that debt relief ? Well, some Mathematics.
$245,000 x 45days + (jet money) = $11 million + jet money
In naira= $11 million x 248 = N2.73 billion + Jet money.
If simple things like Taxi,Accommodation and Feeding would cost 2.73 billion, it would be safe to assume that JET MONEY would cost 3 times that amount. So JET MONEY would be equal to N2.8 Billion x 3= N8.2 Billion.
So Total on Junketing = N2.8 Billion +8.2 Billion= N11 Billion.
Now, 5 things N11 Billion would have done for Nigerians.
1)It would pay 600,000 Nigerian Workers minimum wage at 18,000 for 1 month.
2)It will buy 126 million litres of fuel at 87 Naira per litre. That's enough fuel for 10 days for 1 million cars if they are given 12 litres per day.
3)It would buy 3,500 Tractors at 3 Million Naira per tractor putting almost 100 tractors in every state definitely leading to an Agro revolution.
4) Not just jet Money the crews personal expenses as well as the security and Buharis own expenses were left out of the equation. This is a new level of corruption we never even dream could happen.... |

SugaBelly was molested by her Mothers boyfriend, she would naturally attract this kind of relationship over and over again, she may not be able to function in a normal relationship that is not abusive without intensive counseling. My take on this is that her case sound very plausable and should not be taken likely. The case should be taken to court, and which ever party, Sugabelly or Mustapha is found guilty should face the punishment for the crime. It's giving into this very thought -- they must like this -- that creates one more barrier to the abused being able to leave. It makes the world simpler, no doubt, for us to indulge this theory. We feel safer. "That couldn't happen to me," we can say. "I'd never put up with it." But the research proves anyone can end up abused. And blaming the victims in this way is a huge part of the problem. It reinforces their shame.
Victim-blaming is dangerous enough that, in summarizing the conclusions (link is external) of hundreds of studies on domestic violence, the U.S. Department of Health and Human Services cites, as a barrier to ending domestic violence, the brute fact that "peers, family members, and others in the community (e.g., coworkers, social service-providers, police, or clergy) minimize or ignore the abuse and fail to provide consequences." Instead of condemning the abuse, people around the victims often simply admonish them with "What do you expect if you choose to stay?"
While Warden's right that legislation alone isn't the answer, reducing consequences to the perpetrator certainly isn't, either. Minimizing the nature of the crime sends the wrong message to everyone: It's no big deal. It wouldn't happen if you didn't stay. It makes the abused want to hide their pain, and when that happens -- when their plight remains invisible -- they have no hope at all of leaving.
The reality of abuse is far more complex. As a culture, we must grapple with the fact that many of us agree with some version of what Warden says -- that the victim is to blame for their abuse when they choose to stay. Sadly, even the abused can start to believe the explanation. But making Warden a scapegoat for our own ignorance won't change any of this. That she kept putting herself in the situation where she was alone with him may be the reason why your saying she is lying.
