That a dumb question to ask... Why should he share the tithe back where is it written.. It a different thing to show one how to fish and teach one how to fish.. Sharing tithe back can never elevate people from poverty rather create job employment and mind you do you know how many are directly employed by the church.. You lack economical knowledge.
