OPEN UNIVERSITY IS NEVER A PART-TIME INSTITUTION Abdulrazaq O Hamzat There is a perception in the public that the National Open University of Nigeria (NOUN) run part time programmes, but this perception is not founded on any truth. Rather, it is a mere perception by those who lack adequate knowledge of the Open Education system. For the purpose of education, let me set the record straight once and for all, National Open University has never been a part time institution, it has never ran a part program, neither would it ever run any part time programme. Open University is a full time institution whose mode of study is full flesh Open Education system. The Open University is a full time study through open mode of learning where high quality self-directed, learner-centered instructional course materials are made available to students, while instructional facilitation is carried out when necessary, typically after arrangements have been made by the university based on agreement between the students and the course facilitators. Although, there sometimes exist tutorial facilitation, this optional for students who wish to participate. In NOUN, guidance counselors supports are available at the study centres to provide individual students with the necessary information, support and study skills. As clearly stated on the website of NOUN, this single mode of open education is different from the integration of distance learning system into the face-to-face teaching and learning system, which is more typical of conventional universities. The Open University system is designed in such a way that as a students, you are required to study everyday for specific hours. Rather than be coming to a classroom where lecturers teach students every day like the conventional universities, the Open University course materials are designed in such a way that, it is easily comprehensible by any reader. It would feel as if a lecturer is teaching it to you. And in case you still need clarification on some modules, your facilitators and other students are there online through the i-learn platform to seek clarification and interact, this is in addition to the face to face facilitation that is being organized for students at the study centres. It is important to note that, what many seems to be unaware of is the fact that, National Open University of Nigeria is one of the fastest degree awarding Universities in Nigeria, all of its 4years degree courses can be completed within 4years or even less and some of its Masters degree could also be completed in a year or less, at most, 1year and half.. I don’t think this is a quality you can find in any part time study. So, it is important to explain the difference between part time and Open Education system. There is a sharp difference between part time study, popularly called distance learning in conventional universities and the Open University mode of learning which adopt the Open and Distance Learning model. Part time study from the distance learning in conventional universities are a study in which you spend more years than the normal years to complete the course. That mode of learning could be studies done in the weekend, evening classes or even few days in a week. For example, if Accounting Degree is ordinarily completed in four years by students, those studying it on part time (distance learning) may need 6years to get it. The duration of a part time degree is longer than a full time degree. Also, full time degree students may pay lesser amount than part time students. Part time students have less credit unit each semester than full time students for the same course. But in the Open University open mode of educational system, what we have is not a part time study, rather, it is a full time study done in a flexible and convenient way. Here, a 4years course is a 4years course, you do not require any extra years to complete it. However, you are allowed to determine how you intend to study within your own time schedule. At the beginning of your study, you are made to be aware of the number of compulsory credit unit courses required to graduate. If by the design of the institution, you are required to complete at least 8 courses each semester, but because of your schedule, either your work, finance or whatever, you may choose to re-arrange how to complete your courses. Rather than register for 8 courses every semester, you may choose to register only 4 courses when your schedule is tight, then register 12 in another semester when you are less busy. When you are broke, you may abandon study to hustle, then come back the next semester after getting enough fund to register. This time, rather than register 8 like other students, you may register 10 or more to gradually cover the courses you have missed the other semesters. How you register your courses do not concern the institution, all that mattered is for you to complete them and pass your examinations. Anyone who fail to complete the mandatory courses due to what ever reason will be left behind, while others who have completed theirs would graduate within the stipulated time. Since no one actually knows the lecturers that mark your script in pen and paper examinations, and you get instant result in your e-exams, its almost impossible to manipulate the system. Here, it is almost impossible to pass examinations if you have not properly comprehended the study materials. You may never graduate even after 8years. Through this model, those who work do less study when they are busy at work, they carry more course loads during their leave or other less tasking periods. And since facilitation (tutor) is optional, they do not need to attend any lecture if they have well comprehended the high quality self-directed, learner-centered instructional course materials that are made available to students. Also, let me use this opportunity to also inform you that, there is also a sharp difference between distance learning and online learning. Both study involves studies you can do at your own time, anywhere you are. However, there are few things that generally separate distance learning from online learning. Distance learning courses are self study and involve things being sent to you by post, such as text books, worksheets and DVD’s. Sometimes, this materials is sent via email. In either case, the participants will work at home, usually alone, to complete the course. Distance learning sometimes don’t involve a specific teacher, its more about you completing your work independently and only sending it back for markings. However, online learning is similar, though there are differences. In online learning, there will be more interaction with others such as an online forums or taking tests. You will be able to contact your teacher this way too via email or by video link. Online courses sometimes involve video seminars being broadcast live. So, its just like being in a classroom but you are scattered around the country. The Open University integrated the online learning into its system,it also included the face to face facilitation which is optional and then require students to visit the study centre time to time for group discussion, counseling, facilitation (tutorial) and to collect educational materials. With this arrangement, the school is able to deliver quality through open and flexible mode of learning. Finally, let me remind you once again that, National Open University is not a part time institution, it has never been. Open University is a full time university where incomparable quality learning is taking place. Until you come into the system, you may never know what you are missing. I don’t care if you attend Obafemi Awolowo University, University of Ibadan, Unilag, Unilorin or whatever, just have it at the back of your mind that, you are not in anyway better than students or graduates of Open University, actually, you are not comparable. Open University is first of its kind. Abdulrazaq O Hamzat Congress of Noun Students |

As President Jonathan Heads For Otuoke, He Leaves Legacy Of Corruption, Lies, And Waste By Bayo Oluwasanmi Looking back through our history, Nigeria has been led by a series of heads of states and presidents. Some like Murtala Muhammed, Muhammadu Buhari the President-elect, and Yakubu Gowon left a legacy of service and wisdom. Others of course, like Sanni Abacha and Ibrahim Badamasi Babangida have been disasters. Majority of Nigerians would agree that President Goodluck Jonathan belongs to the latter group. History is, ultimately, the judge of one’s legacy. Some who were judged great and others who were considered failures, their legacies inform our lives and guide us into the future. Jonathan governed during one of our nation’s darkest hours. He leaves behind a legacy of corruption, lies, and waste. In many ways he is the wrong person for the times – a man who seems not to understand the gravity of leadership in perilous times. Taking office in 2011, he said: “My dear compatriots, … Together we will unite our nation and improve the living standards of all our peoples whether in the North or in the South, in the East or in the West. Our decade of development has begun … The day of transformation begins today.” … We must grow the economy, create jobs, and generate enduring happiness for our people.” Almost from the first day in office Jonathan failed to grasp the difference between truth and falsehood. His proclaimed primary objective was to destroy federalism, states’ rights and the unity of our country. Indeed, Jonathan has proven to be the great divider of our people than a uniter. Jonathan consistently pontificates that he’s fighting corruption. However, corruption scandals involving many of his prominent cabinet members provides a glimpse into the reactionary politics, political division, and social and economic parasitism of his administration. Jonathan’s administration is an epitome of corruption. Since he assumed office in 2011, corruption has gripped and crippled all sectors: oil industry, pension commission, the police, the military, aviation, civil service, mint and printing company, name it. The monies involved run into millions and billions if not trillions. He promotes corruption by his actions and inaction. He surrounds himself with felons and proven thieves and thugs such as Femi Fani-Kayode, Ayodele Fayose, Doyin Okupe, Kashamu Buruji, Bode George, Iyiola Omisore, and other illustrious criminals. He pardoned his former boss the poster child of corruption, Diepreye Alamieyeseigha. Our foreign reserve account which was $62 billion in 2008, is down to $38 Billion while the excess crude oil account which in 2009 was $20 billion is down to zero. The domestic gas project aimed at generating power has gulped $12 billion by December 2014 and nothing to show for it. Jonathan remains silent till now on N155 billion oil scandal involving government officials, Shell, Subsidiaries in Nigeria. The money was paid on the order of Jonathan to Malibu Oil and gas, a company owned by Dan Etete, a former oil minister under late General Sani Abacha. Ten billion Naira was expended on chartered jets by the oil minister Diezani Alison-Madueke. On top of the $20 Billion missing from NNPC accounts, Alison-Madueke was involved on royalties and signature bonuses and was ordered by PriceWaterHouseCoopers auditing firm to refund $1.48 billion to the public coffers. Stella Oduah former aviation minister, with tax payers’ money purchased N225 million BMW armored cars for her personal use. Alison-Madueke on behalf of Jonathan bankrolled AIT $10 billion bribe to produce and air negative documentaries on leaders of the All Progressives Congress (APC) – Muhammadu Buhari, Ahmed Tinubu, and Yemi Osinbajo. Under Jonathan, the federal government’s debt has risen by $18.40 billion (N3trillion) in the last four years. Jonathan paid N7 billion bribe to Christian Association of Nigeria (CAN) for the group to campaign against Buhari. The cost of Jonathan’s campaign for the March 28 elections was a staggering one trillion Naira. In fact, by the first week of March, Jonathan had spent about N1.05 trillion. In 2013,Trade and Investment Minister Olusegun Aganga said Nigeria lost N755 billion monthly to inaccurate measurements of exports. A man who embezzled N7.2 billion Police Pension Fund was only fined N750,000. Lucky Igbinedion’s brother, Michael Igbinedion who stole N25 billion from Edo State coffers was fined only N3 million. The N2.5 trillion fuel subsidy scam still unaccounted for. Jonathan believes the problem of corruption is over flogged. At the funeral of General Owoye Azazi, Jonathan said corruption was not the cause of Nigeria’s problems. He was reacting to a statement by one of the officiating priests who had argued that corruption was the cause of all Nigeria’s problems. “Most of the things we think are caused by corruption are not,” says Jonathan. “This is because Nigeria has several institutions that fight corruption.” The judiciary was not spared from corruption. Under Jonathan, Nigerian judges are to justice and the rule of law as Hitler is to peace and religious freedom. During his administration, Jonathan embarked on reckless spending that benefits his wealthy elite of millionaires and billionaires, his cabinet members, political appointees, business associates, pastor friends and spiritual counselors and saw their ranks swelled and their fortunes fattened. The result is a social and economic polarization unprecedented in the history of our nation. Jonathan’s principal task was to police the yawning class divide, hiring the largest number of do-nothing political parasites, fund redundant agencies with overlapping functions with no objectives, no focus, no result. His inner circle of friends and appointees felt they were entitled to a life of luxury at the expense of the nation. This was part of the toxic atmosphere of corruption, poverty, hopelessness, fear, hatred, class division that hung over Nigeria under Jonathan. But misuse of public funds is the true treason. For every Naira pilfered from the government an underprivileged child goes hungry. As a result of Jonathan’s self-enrichment drive, pregnant women were denied the right to access medical care from hospitals. The sick, especially the vulnerable ones like senior citizens, children with special needs, and the infirm were denied the urgent medical needs. Each day, Nigerians are greeted with a shocking distraction from their daily troubles with unbelievable news of corruption. For Jonathan, he has nothing to worry about. There was no reprimand for the perpetrators. Company CEOs, bank executives, ministers, political appointees, caught with their hands in the cookie jar, Jonathan did nothing to stop large caliber corruption charges, even at close range. A writer once described Jonathan as a “serial liar.” Each opportunity he has to address the problems of the nation, he oozes out a bagful of lies. Samples: Jonathan vows to end Boko Haram menace (AFP April 19, 2012). Jonathan vows ‘Major changes’ for Nigeria (Dailymotion, April 20, 2011). Nigerian President vows to Return nation to Order (Vanguard Apil 21, 201). Nigerian President vows to Strengthen Democratic Rule (Voice of America, May 30, 2011). Jonathan vows to “crush terrorists” (Reuters, Dec. 31, 2011). Jonathan vows not to shield any corrupt person from investigation or prosecution by anti-graft agencies in the country (NewsDiary, May 4, 2012). Corruption: No more sacred cows, Jonathan vows (vanguard July 26, 2011). I’ve fulfilled my promises to Nigerians – Jonathan (Premium Times November 11, 2014). While majority of Nigerians are restless about where their next meal would come from, when civil servants are not paid for months, when six million jobs promised youths never materialized, when students protested against hiked fees, when civil and human rights organizations denounced the travesty of justice in the land, Jonathan and his crew clung to the mentality of broiler chickens which eat without stopping. As we remember the waste and the ruins of the Jonathan years, we must remember that the function of memory is not only to register past events, but to stimulate human conscience. The future of our great nation can be different and it should be different. We must move from memory to action. Farewell to the native son of Otuoke! |

HE HIS GBENGA OLAWEPO, A MAN OF PRINCIPLE HE BECAME NATIONAL PUBLICITY SECRETARY OF PDP AT THE AGE OF 33. • He was close to the president, but he stood against elongation of tenure by the PDP executives in 2002 upon the request of the then President Olusegun Obasanjo. • He would have also benefitted from the elongation, but he stood for the rule of law against personal interest. • The president felt he was challenging him and therefore removed him through illegal means. • But he didn't relent or changed his ideology, he fought back through legal means. • After legal battle in court, HE WON and his office restored. • He willingly left the PDP in 2003. As a founding leader, he realized the party had deviated from its principle and therefore had no cause to stay back. • He his a man of principle, who has a history. • He was the NANS PRO and leader of AntiSap rally in 1989 against IBB govt • In 1990, he was appointed National Administrative-Secretary of the Committee for Defence of Human Rights where he worked briefly and doubled in the same role for the National Consultative Forum-a group founded by human rights activists led by Aka-Bashorun and nationalist politicians like late RBK Okafor, Kola Balogun, late Mbadiwe, Mahmoud Waziri and Alhaji Tanko Yakassai. • He will become 50 years on 28th of June, 2015 The Nigerian Tribune, a newspaper founded by the late Nigerian Nationalist leader, Chief Obafemi Awolowo, captured this properly. The newspaper sometimes ago wrote: "In the political firmament of Nigeria, there are young Saraki’s, young Azikiwe’s, young Adedoyin’s who are children of established political and financial magnates but there are few names that have made it on their own to the political centre stage like Gbenga Olawepo, a rising star with no fall back platform or push of any godfather or back up of any financial empire. Talking of emerging political leaders this is a true discovery’’. HE HIS GBENGA OLAWEPO. What can you say about this role model for Nigerian youths?

BOKO HARAM: GEJ'S PROPAGANDA, A DISSERVICE TO NIGERIAN PEOPLE Hello people, I feel the need to call your attention to some important issues concerning the fight against insurgency in our dear country, Nigeria. In recent times, we have been reading news of how our gallant military officers have been recapturing territories from the dreaded Boko haram. As part of the recapturing news, we read of how kidnapped girls, women and boys are being moved to the IDP camps after military recapted those territories. So far from the various news reports, almost if not more than 2000 cildren, girls and women have been freed from Boko haram captivity and we must give kudos to the military. However, what has been bordering my mind is the fact that, it seems the outgoing govt of president Goodluck Jonathan have been more deceitful than we ever imagined. I recall that, when the Chibok girls were abducted, govt claimed it never happened. They said over 200 girls cannot just be abducted like that. But from reports so far, over 2000 people have been released from Boko haram’s captivity. Before this facts emerge, govt had always accused the media of falsehood. Many other reports given by the media were always tagged as being sponsored by boko haram sympathizers. The president spokesman and other govt media guys always portray the media and activists as people who are not patriotic because of their agitation for improve efforts against the group. Any news reported is seen as a news from the opposition. But today, all the news regarded as falsehood by govt had proven to be true. Surprisingly, who would have imagined that Boko haram has over 2000 people as captives that were never reported? Even the little that were reported by media were tagged as propaganda and exaggeration. How come the same govt is displaying the number of those freed from captivity without any feel of remorse and tendering an apology to Nigerians for deceiving all this while. Govt need to apologize to all the media agencies it has wrongly accused of being propaganda machine for boko haram because what they report seems to be less than what was actually the true situation, but even those reports were tagged as propaganda by govt. The outgoing govt had done unimaginable damage to this country and it need to apologize before leaving. |
BUHARI IS FREE TO SHAKE OPPOSITE SEX IF NECESSARY Abdulrazaq O Hamzat Scholars have given two situations when exchanging hand shake with opposite sex is permissible. Firstly, shaking hands between males and females who are not relative is only permissible when there is no desire. Secondly, handshaking between males and females who are not relatives should be restricted to necessary situations. Sheikh Muhammad Al-Mukhtar Al-Shinqiti, director of the Islamic Center of South Plains, Lubbock, Texas, states the following: There are two common hadiths concerning shaking hands with the opposite sex. In the first hadith, the Prophet (peace and blessings be upon him) is reported to have said, "I do not shake hands with women" (Al-Bukhari). The second hadith is narrated on the authority of Anas ibn Malik (may Allah be pleased with him), he said, "The female slave from Madinah would take hold of the hand of Allah's Messenger and lead him wherever she wished, without withdrawing her hands from his hands until the Prophet fulfils her need" (Ahmad). Based on the two hadiths, we conclude that the basic rule discourages shaking hands with members of the opposite sex, but if one were put in an awkward situation, then there would be no harm to shake hands with members of the opposite sex. It is permissible to do it. Contradiction in hadiths prohibiting hand shakes. 1. It was narrated that Ma’qil ibn Yassaar said: the Messenger of Allaah (peace and blessings of Allah be upon him) said: “For one of you to be stabbed in the head with an iron needle is better for him than that he should touch a woman who is not permissible for him.” Narrated by al-Tabaraani in al-Kabeer, 486. 2. It was also narrated from Ma’qal ibn Yassaar that, the Prophet (peace and blessings of Allah be upon him) used to shake hands with women from beneath a garment.” Narrated by al-Tabaraani in al-Awsat, 2855. 3. Another narration by women who visit the prophet to take oath of allegiance mentioned that, the Prophet (peace and blessings of Allah be upon him) did not shake hands with them, it was said that ‘Umar (may Allaah be pleased with him) shook hands with them on his behalf. Narrated by al-Tabaraani in al-Awsat, 2833. I deliberately took my time before trying to respond to the controversy generated by the hand shake of the President Elect with Oshiomole's new wife. The response by some Muslims to the hand shake can simply be described as a misdirected energy, though, they have a right to their expression. Talking about hand shake with opposite sex, majority of scholars concluded that, it is prohibited to shake hands with opposite sex because of fear of temptation or desire, but if there is no fear of temptation or desire, it is permissible. It has been noted from the numerous contradictory narrations that, the hadith relied upon by some scholars to completely prohibit hand shake is not reliable. This is why you see Muslim leaders even in the Arabic world exchanging hand shakes with women when it is necessary to do so. But before going into that aspect proper, let me talk about this particular incident of Buhari. First, Buhari has been shaking women for God's know how long, i can bet you that his hand shake with women has gone beyond count. When Buhari was a young soldier, he would have shake hands with superior female officers. Hand shake in military is a form of charge or commendation. He might have also shake hands with female junior officer when he was in command. While serving as Governor, he would have shake many women in the civil service in time of their appointment and many other occasions. When serving as Minister of petroleum, he would have shake uncountable female business partners from various companies and countries. As PTDF chairman, we would have shake hands with many female workers, one of such could be the late Dora Akunyili, which he Buhari recommended for NAFDAC appointment. And as head of state, he would have shake hands with many Ambassadors, female presidents, Prime Ministers, envoys etc. So, exchanging hand shake with women, if need be cannot be a new thing for Buhari. Secondly, Buhari his not the only Muslim that exchange hand shake with women, uncountable Muslims leaders all over the world had been shaking women for centuries. Even in Saudi Arabia, the birth place of the noble prophet (S.A.W), the King had been shaking all sort of women for ages. The King of Saudi is regarded as the Muslim leader all over the world. So we must ask, is shaking hands with opposite sex entirely prohibited in Islam? To guide my friends here on this page, i asked a question which is yet to get adequate response. The question was simple ''Can anybody show me one verse in the Quran, where it is prohibited for men to shake women''?, till this moment, nobody was able to do that. Certainly, there is no such prohibition in the Holy Quran. So, If the Quran did not prohibit it, where was it prohibited? Sunnah (Hadiths)....? Here, we must ask, what is Sunnah and how can you confirm a sunnah when there are dispute on its authenticity as can be seen in the many contradictions? A Sunnah is the saying and practice of Prophet Muhammed. But we must ask, where is Prophet Muhammed? He died about a thousand 500 years ago. Here we know, the prophet is no more. He can’t confirm what he said or what he did not say. He can’t confirm what he did, or what he did not do. All we are left with is written text, by third, fourth, fifth and uncountable parties. To make matter worse, we have records of fabricated hadiths (Sunnah)……. During the period of Umar as the leader of the Muslim Ummah, a terrorist was caught in an act against prophet Muhammed and islam. “I have fabricated things against God and have imputed to Him words which He has not spoken.” ~MUHAMMAD (Al-Tabari 6:111) That was a confession by a fabricator who circulated over 23000 fake hadiths. He made that confession after being tortured when he was caught. With this example, it is not a surprise that we have many contradictory hadiths, this is why hadiths are categorized. Hadiths Suhih (Sound Hadiths) Hadiths Hassan (Good Hadiths) Hadiths daif ( Poor Hadiths) We also have fabricated hadiths. The measure outlined to check authenticity of hadiths, was a way to try to identify the fake hadiths, but even that measure cannot be relied upon completely because it doesn’t actually confirm the authenticity of a hadiths, it only try to establish channel of reports to determine if those who claimed to have reported a certain hadiths lived during the period of claim. This means that, very few hadiths can entirely be relied upon on its own merit, except we get a Quranic verse which authenticate the hadiths. Since there is no Quranic evidence to show its prohibition, and the many contradictory hadiths cannot be authenticated, it is left to the conscience of Muslims to decide and act right as they deem fit. I decided to take you down this lane to understand how we got here….. In Islam, the agreement of majority of scholars is usually considered if there is dispute. And since they said the prohibition cannot be authenticated, so be it. Though they advised that, we should try to avoid it unless when it is important to do so. As a Muslim, you have a choice to go with any of the 2 positions you deem convincing to you and Buhari has chosen his. Why the unnecessary criticism? But before you comment, know that there are two school of thought on this subject in Islam. Those who said it is prohibited and those who said it is not. Those who said it is prohibited are the minority, those against its prohibition are in the vast majority. Finally and Ultimately, Prophet Muhammed has stated it all. All actions are judged according to intention. If the intention of exchanging hand shake is to enjoy the feeling of the hand of an opposite sex with desire, it is forbidden. If such hand shake could lead to further sexual feeling, its prohibited. But if it is all about duty and function as a leader. It is not prohibited. Therefore, as president, Buhari is free to shake hands with opposite sex in the course of his duty. QED |
