The cabinet will contain at least one person from each state. So there is no question of it being skewed to one direction.

Yes the cabinet will contain 1 person from each state, but as it is we cannot have 37 ministries, so some of the ministers would have to be Junior ministers (ministers of state).

So the rationale that PMB uses to appoint the "real" ministers and share the juicy ministries will show if the appointments are balanced or lopsided.

See me see trouble oo. Please let the man complete the appointments before we cry foul that it's skewed. Appointing the SGF, Chief of Staff (a personal appointment) Comptroller General of Customs & Immigration and a few personal aides are hardly a criteria for valid argument of northern favoritism or Nepotism.

PMB will name is full cabinet in a few weeks, if the federal character isn't reflected in that cabinet, then we can protest.

Looks like you need to service your gear.

Try checking the gear oil (you will see a red dip stick under the bonnet) take it out and check that the oil guage to ensure it guages and also make sure it's reddish color and not dark brown.

If the oil is low or dark brownish, u will need to change the oil and get a mechanic to wash the oil filter.

The second-in-command of the Islamic State of Iraq and the Levant group was killed during a US air strike in Iraq on Tuesday, according to the White House.

The US and its allies stage daily air strikes on ISIL targets in the group’s self-declared caliphate based in Iraq and Syria.

A drone strike last month killed a senior leader in its Syrian stronghold of Raqqa.

“Fadhil Ahmad al-Hayali, also known as Hajji Mutazz … was killed in a US military air strike on August 18 while travelling in a vehicle near Mosul, Iraq, along with an ISIL media operative known as Abu Abdullah,” Ned Price, White House spokesman, said in a statement.

“His death will adversely impact ISIL’s operations given that his influence spanned ISIL’s finance, media, operations, and logistics.”

Speaking to Al Jazeera from Washington DC, Joshua Walker, a former adviser to the US State Department and a Nonresident Rransatlantic Fellow at the German Mashall Fund of the United States, said: “Nobody knows how many  deputies there are.

“There’s only one top man (Abu Bakr) al-Baghdadi and he’s got a price on his head.”

The White House said Hayali was a “primary coordinator” for moving weapons, explosives, vehicles, and people between Iraq and Syria.

He was in charge of operations in Iraq and helped plan the group’s offensive in Mosul in June of last year, the White House said.

Mutazz was a lieutenant-colonel in the army of deposed leader Saddam Hussein and, like many who later went on to form the core of ISIL’s leadership, was detained by US troops in Iraq at the Camp Bucca detention facility, according to US counterrorism experts.

The Vice Chancellor, Achievers University, Owo, Ondo State, Professor Ibiyemi Samuel, has declared that  e-voting is possible in Nigeria if NigComsat-1R satellite is fully deployed, as the process of the polling booths across the nation can be monitored remotely in real time and made available in each home life across the nation.

He also noted that the success of the planned transition from analogue to digital television broadcasting in Nigeria will largely be determined by the level of the deployment of the satellite.

Prof. Ibiyemi stated this at the annual space dialogue and the fourth anniversary celebration of NigeriaSat-2 and NigeriaSat-X organized by the National Space Research and Development Agency (NASRDA) in Abuja.

He explained that the NIgComSat-1R satellite has effective signal coverage of the entire Nigeria and the West Africa sub-region and must be fully deployed and harnessed for Nigeria target of achieving full digitization to be realized.

‘‘The NigComSat-1R satellite has effective signal coverage of the entire Nigeria and the West Africa sub-region. The satellite even has coverage extending to Central Africa in the Ku band; and coverage extending to South Africa and Latin America in the Ka band.

‘‘In fact, the success of transition from analogue to digital television broadcasting in Nigeria will largely be determined by the level of NigComsat-1R deployment.’’

He also stated that e-voting is possible in Nigeria if the satellite is fully deployed, as the process of the polling booths across the nation can be monitored remotely in real time and made available in each home life across the nation.

In her address, the Permanent Secretary in the ministry, Mrs. Winifred Ita-Ewa, said many nations of the world adopt space technology and increasingly considering it as an important source of economic growth that manifests in the social-economic wellbeing of nations and their citizens.

She said Nigeria must recognize that space is power and allow it reflect the comprehensive power of the nation, which had become the driving force behind the economies and securities of the developed and emerging economies.

Earlier in his welcome address, the Director General, National Space Research and Development Agency (NASRDA), Prof. Saidu Mohammed, said the event was set to mark the launch of the satellites and by way of dialogue create an avenue for users and stakeholders in space technology to interact, enlighten the populace and proffer directions for impacting the growth and socio-economic development of the country with space technology.

The theme of this year’s dialogue is: ‘‘Achieving a mass Economy for Nigeria using Satellite Technologies.’’
He described space investment in communication satellite as economic development spinner, which is currently used by developed and emerging nations of the world.

According to him, more than 97 per cent of the communication satellite covering the African continent are owned by non-African countries or organizations, adding that huge annual resources being generated from the use of these satellites over Africa exceed the annual budget of many African countries put together.
While calling for the support of the present administration to space programmes and initiatives, Mohammed asserted that space technology remains the most powerful driving force behind the economies and security of developed countries like Brazil, USA, Russia, China, Britain, and India.

On the benefits of the satellites to the economy, he said, ‘’18 universities use imageries of NigeriaSat-X. Also six MDAs and over 100 academic researchers across Nigeria, Africa, Europe, Asia and other parts of the Globe use them.

‘‘NigeriaSat-2 provides high resolution imagery in a swath width of 20km, carrying a disaster monitoring constellation that provides observation for global disaster monitoring.’’

Strong indications are emerging that some officials of the immediate past government in Niger State have shown the willingness to return some of the funds allegedly pilfered from the government coffers.

LEADERSHIP gathered in Minna yesterday that some of the officials found wanting by the Finance Committee set up by Governor Abubakar Sani Bello have approached the committee to refund hundreds of millions of naira to avoid prosecution.

A source from the committee who preferred anonymity told LEADERSHIP that the Finance Committee was approached by a key player in the erstwhile administration that he was ready to return some of the funds in his possession.

It was learnt that consequently, the former official was told by the committee to return the looted funds only on the condition that the exact amount taken is what he would return without hiding any amount from the committee.

Confirming the development, the chief press secretary to the state governor, Dr Ibraheem Dooba, said he heard of the development from the committee members and that if the former officials showed such willingness, it will save time and energy of the committee set up by the governor.

It was learnt that the latest development was not unconnected with the fact that the officials of the immediate past government in the state were becoming jittery following the call by the Niger State House of Assembly that a Commission of Inquiry be set up to probe the government of Dr. Muazu Babangida Aliyu from 2007 to May 29, 2015.

Although the spokesman of the immediate past governor, Israel Ebije, said when the call for probe was made, that the governor was not afraid of probe and that Governor Aliyu deserved commendation instead of probe, the latest development showed that the Finance Committee set up by Bello has taken a step to go into the details of the finances of the past government.

The deputy governor of the state also said in an interview recently, “We have to put in place a structure and establish undisputable evidence not only on the amount already in the public domain but others perpetrated through shady and hidden means”.

Also reacting to the call for a commission of Inquiry, the chief press Secretary to Governor Bello, Dr Ibraheem Dooba, said the government had decided to take two steps to achieve the same purpose.

LEADERSHIP observed that the latest development has, however, confirmed the position of the chief press secretary on the efficiency of the mechanism put in place to save time and stop distractions of Governor Bello’s government.

Former minister of agriculture and rural development, Dr Akinwumi Adesina, has faulted the position of Edo State governor, Comrade Adams Oshiomole, that the Agricultural Transformation Agenda (ATA) of the immediate past administration was a big scam.

According to him, such comments coming from a governor who prides himself as a progressive who has spent most of his career fighting falsehood and oppression was rather deplorable on some counts.

Media report had last week quoted Oshiomole as arguing that Nigeria was still import-dependent on rice and other foods because the agriculture transformation agenda was a big scam.

But Adesina who is currently the president of Africa Development Bank (AFDB), contended that Oshiomole’s claim was “lacking in depth, sound logic and was a calculated attempt to rubbish everything about Goodluck Jonathan’s administration under whose leadership, he was able to perform so creditably.”

In a statement by his special assistant on media, Dr Olukayode Oyeleye, the former agriculture minister regretted that the claim was a bad public relations stunt, not expected from the governor.

Gov Adams Oshiomole

This, he added, was even so when it is considered that Oshiomole’s comments detract from the ATA, a reform that was vigorously pursued and implemented by Dr Akin Adesina.

Oyeleye said it was “uncharitable and against the interest of Nigerian public to politicise issues of agriculture and food security as Governor Oshiomhole did in his criticisms of that sector.

“Nigerians know better and will not to allow this governor’s attempt to reinvent the wheel or publicity stunt to derail what is perhaps the most ambitious and successful agricultural blueprint since Nigeria’s independence,” he added.

Adesina observed that at a time that the nation desperately needed to build upon his achievements as agriculture minister , Oshiomole could only do the Edo people some good by recognising the fact that lending by commercial banks to agriculture increased from 0.07 per cent in 2011 to five per cent in 2014, while banks lent a total of N27.5 billion to fertiliser and seed companies.

He said, “As the chief executive of a state so blessed with natural resources so highly favourable to productive agriculture, Governor Oshiomhole ought to think rather on how to make Edo more enterprising. In doing so, an area he is expected to be more interested in should be agriculture.

“For that reason, Governor Oshiomhole ought rather to be keen on how the intervention that brought agriculture from policy oblivion to a sector that is now widely embraced could be replicated in Edo State within the remaining number of months he has to spend as a governor.

“He ought to have been asking, for instance, the erudite, resourceful and hardworking former minister, how he was able to achieve so much within so short a time.”

The statement made available to LEADERSHIP yesterday continued: “If Governor Oshiomhole knows how to play the politics well, he should be thinking of how to leverage on the former minister’s growing relevance at the continental level as the new head of the biggest development financial institution in Africa.”
