First, electricity is subsidised. Because electricity is subsidised, there underinvestment by the Discos. Only Band A pays a cost reflective tariffs.
Secondly, transmission, the part which take the electricity from the Gencos to the Discos, does not have enough capacity to carry all the load
Let's say the country produces 8,000mw of power but the transmission can only carry 6,000mw.
