The New York Times carried a fake news story that Trump was briefed on the Russian bounty story and did nothing about it but the intelligence community have all come out to say it was a lie. Trump was never briefed on the story because the intelligence agencies didn't believe the story was credible. Of course, if you are made aware of an allegation as serious as that, the proper thing to do is to make inquiries. And the secretary of defense was briefed on the allegations. None of that means the story is true. It's just an allegation that is still unverified up till now. And the DOD doesn't wait for a threat to be real before they make adjustments to counter it if it ever happens.

That you have been briefed about an allegation doesn't make the allegation true. All US intelligence agencies have been unanimous in saying that their investigations have not seen any evidence to confirm that the allegations is true. Pompeo has never said that the story is true. He inquired with Russians about the allegations and they denied it.
