There is a man that defrauded me in a land scam, he was saying he will pay back the money but kept playing me, he wanted to frustrate me till I give up. I later heard that he was kidnapped and later freed after paying ransom...

Now I was to summit a complaint to the police and have him arrested, if he doesn't pay, then I am ready to pursue it in court.
