President Bola Tinubu has turned down a N942bn proposal by the National Population Commission for the conduct of the national housing and population census, Saturday PUNCH has learnt.

Impeccable sources privy to the discussions between Tinubu and the commission’s top officials on Monday, February 24, 2025, at the State House, revealed that the President insisted on cost-cutting measures.

According to the insiders, the President suggested the deployment of members of the National Youth Service Corps for the exercise.

After being briefed by officials of the NPC led by its Chairman, Nasir Kwarra, Tinubu promised to set up a committee to align the census budget to the government’s present financial realities.

The Special Adviser to the President on Information and Strategy, Bayo Onanuga, in a statement titled, ‘Nigeria moves closer to fresh census, President Tinubu to set up committee,’ quoted Tinubu as saying “This stop-and-go activity on the census cannot work with me. So, we better have a definite path.

Tinubu was quoted to have said further, “I will set up a committee for you to look at the issues critically and do a source and application of resources. Where can we get help, and what can we lift before we embark on proclamation?”

Revealing more details on the development one of the sources who spoke on condition of anonymity told our correspondent that while the President wanted the census to be conducted, he insisted that the cost must be reduced.


The government official said, “The main issue from that meeting was that the money they were proposing was quite much. It is around N942bn. That is almost N1tn. And the President felt that it was too much. That is why he said there would be a committee to look at the issues altogether because that cost must come down.

“He wants to do it. He wants the census to happen. But the cost is too high. His goal is that they should do it for less.”

Another insider at the meeting further revealed that Tinubu suggested a massive deployment of NYSC members nationwide to cut personnel costs.

“He was even suggesting that they recruit youth corps members to make it cheaper,” the official revealed.

However, a third source told Saturday PUNCH that the constituents and activities of Tinubu’s new committee were still unclear.

“We have heard nothing about that committee for now. It is still being put together as we speak. But the agencies concerned will be on it,” the source explained.

At the meeting, Tinubu had affirmed that the National Identity Management Commission must be part of the review.

“We must ascertain who we are, how many we are, and how to manage our data. Without an accurate census, we can’t successfully plan for employment, agriculture, and food sovereignty.

“So many problems come up without accurate data,” President Tinubu noted.


The President added that government incentives, such as the sale and distribution of fertilisers, could be easily improved with more reliable data and demographics.

He told the NPC delegation that biometric capturing should be central to the process, with multiple identification features, including facial and voice recognition.

According to him, “We should work on our financial muscle well in place to lift our burden before we go and meet development partners for the census. We should work out the figures before discussing the role of development partners.”

Since it last occurred in November 2006, Nigeria’s housing and population census has faced repeated delays and logistical hurdles since the twilight of President Muhammadu Buhari’s administration.

Although the NPC invested in new technology—such as digital mapping and biometric capture—to enhance accuracy and transparency, issues including inadequate funding, insecurity in certain regions, and the onset of COVID-19 contributed to a series of postponements.


The 2023 census, in particular, was deferred due to overlapping concerns, ranging from budget constraints to political transitions, making it difficult for stakeholders to finalise preparations before Buhari left office.

Under the Tinubu administration, plans to reschedule the census have equally faced difficulties, as the Federal Government remains uncertain over timing, methodology, and questions regarding how best to capture data on large, mobile populations, including internally displaced persons.

Meanwhile, the Minister of Budget and Economic Planning, Sen. Abubakar Atiku Bagudu, said the census data would be central to future planning and resource distribution.

The Minister said the commission and everyone on the team needed to agree on the minimum amount that could be sourced to support the President in making the final decision.

“Mr President, we have been having ecosystem meetings to link the identity agencies, even the geo-spatial chaired by the ministry, because of our mandate as the supervising ministry of the National Bureau of Statistics.

“So, the NPC, NBS, NIMC, Ministry Of Digital Economy, passport, social register, voters register, and even telecoms data have been meeting with the National Space Research and Development Agency to see how much is available to the government regarding data and how much optimisation can take place.”


In his presentation, NPC chairman noted that 760,000 tablets had been acquired and stored with the Central Bank of Nigeria, assuring the commission would engage with development partners to seek support whenever President Tinubu proclaimed the new census.

The national grid experienced a system disturbance on Friday, plunging some parts of the country, especially Lagos, into darkness.

This is coming at a time when the Federal Government is celebrating what it called the historic rise in power generation to 6,000MW.

Our correspondent reports that power generation suddenly dropped below 1,000MW at 2 pm from about 4,000MW the hours before.

The peak generation for Friday was 5284MW at 5 am.


At 4 pm, generation was 803MW as many generation plants are yet to restore supply to the national grid.

The Transmission Company of Nigeria has yet to react to the incident as the spokesperson, Ndidi Mbah, did not answer phone calls.

However, the Ikeja Electricity Distribution Company said in a public notice, “Dear esteemed customer, Please be informed that we experienced a system outage today 07/03/2025 @ 14:00hrs, affecting supply within our network.

“Restoration of supply is ongoing in collaboration with our critical stakeholders. Kindly bear with us.”

Similarly, the Eko Electricity Distribution Company also appealed to its customers.

“Dear valued customer, kindly be informed there was a system disruption on 7th March 2025 at 13:59hrs, which has resulted in a loss of power supply across our network.

“We are currently working with our partners as we hope for speedy restoration of the grid. We will keep you updated as soon as the power supply is restored. Kindly bear with us,” Eko DisCo confirmed.

NO matter how often Nigerian politicians parrot the word “democracy”, only a few are true democrats. Monday’s melodrama at the Lagos State House of Assembly proves this. That day, Mojisola Meranda’s 49-day reign as speaker ended abruptly. Mudashiru Obasa, impeached on January 13, returned to the seat.

That set off a gale of farcical resignations and inaugurations of the same persons. The lawmakers who chanted: “We reject Obasa, we reject him in totality,” in February voted to have him back a week later.

The All Progressives Congress lords said they had resolved the Lagos Assembly crisis. This stands truth on its head. What they did was a brazen attack on democracy and an abuse of their privileges. They made the assembly look spineless and toothless, portraying the lawmakers as no better than neophytes.

On January 13, 36 of the 40-member House removed Obasa, though in absentia, accusing him of gross misconduct and abuse of office. There were even allegations of corruption.

Obasa pushed back, saying his removal did not follow due process. He even sued his colleagues. He was in his right. Lawmakers should iron out their differences with one another without external interference. That is the way of democracy and the rule of law.

Sadly, that is not the way of typical political godfathers and their ilk, especially in these parts. With Obasa making moves to retake the speaker’s seat, and his suit pending in court, Bisi Akande and Segun Osoba, former governors of Osun, and Ogun States, and close allies of President Bola Tinubu, prevailed on Meranda to step down for Obasa to return.

It was reported that, as part of the deal, Obasa and Meranda would resign for a new speaker and deputy. Obasa denied this.

Some say this is Politics 2027 playing out. It is hard to imagine a more bizarre intervention.

This is contemptuous of democracy and an assault on legislative independence. Lawmakers should be free to choose their leaders.

Frustratingly, egalitarianism and fairness are practised in the breach across the country. Speakers are imposed and impeached by forces outside the electorate and legislature. This is tantamount to state capture and political rascality.

Civil society organisations and the electorate should resist it. A tiny portion of people should not be allowed to determine the fate of 233 million citizens.

Obasa’s return raises questions. What becomes of the fraud allegations against him? Is there some dirt on him? If so, he can be prosecuted because he has no immunity of any sort. If he is clean, his accusers owe him more than an apology.

Have the APC bigwigs calmed the storm in the House? Or did they paper over the cracks that threatened the foundation of the Assembly chamber?

What happened on Tuesday as Obasa resumed did not offer much hope. The speaker reportedly turned up hours late and offered no apology to the House but remarked that they were not happy about his return. One lawmaker said such an attitude was one reason they wanted him out.


“Obasa’s return was not a selfless decision by us. It was done simply because we respect our leaders like Baba Bisi Akande and Aremo Olusegun Osoba. In our hearts and souls, we do not want him up till this moment,” the lawmaker said.

In her resignation, Meranda said she was not a quitter but only toed the party line for peace to reign. That does not sound like someone who would run from a fight or who thinks there is nothing to fight for. Like her colleagues, Meranda will let sleeping dogs lie.

There are disagreements, even brawls, in every legislature worldwide, but such rifts are resolved in-house. Meddlesome anti-democratic forces and their collaborators should steer clear of legislative chambers and give democracy a chance.
